Ill. SUMMARY OF STAFF REPORT COMMENTS:
The applicant is requesting approval of a Provisional Use Permit (PUP) to construct a 154 foot tall wireless telecommunications tower and related equipment at 3810 Meadowbridge Road. The tower and equipment area would be located on an undeveloped portion of the Crawley Funeral Home property. The property is zoned B-3 Business District. The 2026 Comprehensive Plan's future land use recommendation for the subject property is Commercial Arterial.
The proposed monopole telecommunications tower would expand and improve network coverage necessary for wireless communications, specifically data usage, in the area. This request is related to concurrently-filed provisional use permit case PUP2014-00009 for a separate communication tower 1 Yi miles to the north. Both towers are intended to cooperatively serve the area in and around Richmond International Raceway (RIR). The applicant hosted a community meeting on March 27, 2014 and held balloon floats at both proposed tower locations on April 3, 2014. Subsequently, staff received photo simulations indicating the proposed tower would not have a significant visual impact on the surrounding community. In addition, the proposed facility would provide improved wireless services to surrounding residents throughout the year, would support economic development by enhancing the experience of race attendees, and would make additional antenna co-location space available to other service providers. For these reasons, staff supports this request.
The Planning Commission recommended approval of this request at their April 10, 2014 meeting.
IV. LAND USE ANALYSIS AND IMPLICATIONS:
The proposed 154 foot tall telecommunications tower would be located midblock in a strip of B-3, Business District, zoned properties between Richmond Henrico Turnpike and Meadowbridge Road. The vacant portion of the lot is covered with grass and several mature deciduous trees surround the perimeter. Access to the facility will be provided by a private driveway on the west side of the property, accessing Richmond Henrico Turnpike. The monopole telecommunications tower would have a galvanized steel finish and an array of antennas that would be colored to match the tower. The antennas would be centered at 148 feet above the ground. A shelter housing the electronic control equipment and a stand-by power generator would be placed at the base of the tower in a 50' by 50' (2,500 square feet) leased area. Both the tower and the shelter would be located just south of the Crawley Funeral Home (Exhibit A). The leased area would be enclosed and screened by privacy fencing and landscaping as shown in Exhibits E and F.
The proposed monopole telecommunications tower would expand and improve network coverage necessary for wireless communications in and around the Richmond International Raceway complex during the Sprint Cup Series NASCAR races. This year's races are scheduled to be held on April 26 and September 6, 2014. Due to the wireless carrier's customer complaints during previous events held at the raceway complex, the applicant is seeking to erect a telecommunication tower at the subject site (Crawley Funeral Home) in addition to the Azalea Flea Market location, pending approval of PUP2014-00009. These towers would collectively provide additional cellular network capacity to the raceway complex and to the surrounding community.
Verizon Wireless has received approvals of three conditional use permits on this site, the most recent being CUP2014-00007, from the Henrico County Board of Zoning Appeals to operate a temporary 120 foot tall wireless telecommunications tower. The applicant has indicated the 120 foot temporary tower does not meet the capacity needs of the raceway complex and surrounding community during race weekends. The applicant has also indicated the proposed height of 154 feet and triangle array antenna would provide optimum coverage to the bleachers

along the western curve and the first two sections of the northern straightaway as well as data usage during the pre-race exhibits and concession areas. The proposal is to angle the antennas into the raceway complex to provide the maximum signal capacity possible during the race weekends. Exhibits G, H, and I provide diagrams of the additional coverage of the bleachers inside the raceway complex.
The photo simulations provided of the balloon float held on April 3, 2014, show the 154 foot high tower would have minimal visual impact on the surrounding residential uses and other properties in the area. The proposed tower is compatible with the site's B-3 zoning and is consistent with the property's Commercial Arterial future land use designation. In addition, the proposed facility would provide improved wireless services to surrounding residents throughout the year, would support economic development by enhancing the experience of race attendees, and would make additional antenna co-location space available to other service providers. Staff supports this request subject to the following recommended conditions:
1. If the use of the tower for communication purposes is discontinued for 180 days, the antennas and all related structures shall be removed from the site within ninety (90) days. Within ten (10) business days after written request by the County, the owner of the antennas and equipment shall provide the County with written confirmation of the status of the facility, the number of and identity of users, available co-location space and such additional information as may be reasonably requested.
2. Application for a building permit to install the telecommunication tower must be made within one year after the Provisional Use Permit is granted by the Board of Supervisors, unless an extension of time is granted by the Director of Planning upon a written request by the applicant.
3. The applicant shall obtain approval from the Planning Commission should the FM require the addition of standard obstruction marking and lighting (i.e. red lighting and orange and white striping) to the telecommunication tower. Any changes to the proposed galvanized finish of the telecommunication tower shall be submitted to the Director of Planning for approval.
4. When site construction is initiated as a result of this Provisional Use Permit, the applicant shall complete requirements prescribed by Chapter 10 of the Henrico County Code. In particular, land disturbance of more than 2,500 square feet will require that construction plans include a detailed drainage and erosion control plan prepared by a professional engineer certified in the State of Virginia. Ten (10) sets of the construction plans shall be submitted to the Department of Public Works for approval.
5. If ownership of the lease is transferred to another provider, the new owner shall submit a Transfer of Provisional Use Permit.
6. The height of the telecommunication tower shall not exceed 154 feet.
7. This permit shall apply only to the 2,500 square foot lease area identified in Exhibits B, C and D.
8. The co-location of as many additional users as technically feasible shall be allowed at this site.
9. Prior to the co-location of any carrier's antennas or addition of equipment lease space, a revised site plan and equipment placement details shall be submitted to the Planning Department for approval.

10. Any UHF, VHF or other type of receivers/transmitters that would interfere with the County's Division of Police emergency communications are prohibited from this telecommunication tower. The County shall have the right to install antennas and other equipment on the tower as well as place support equipment within the ground leased area, provided that all antennas and other equipment are compatible with other parties' use of the tower.
11 . A landscaping plan will be submitted with the building permit application in accordance with Exhibits E and F.
12. A privacy fence constructed with solid recycled plastic, engineered plastic or composite boards, or other similar materials, a minimum of 8' in height, shall enclose the entire equipment compound area. Chain-link/barbed wire fencing is prohibited. Construction drawings and color samples shall be submitted with the building permit or Plan of Development application for approval by the Planning Department.
13. Unless dead or diseased, the existing trees within 50' of the proposed lease area shall be preserved and shall not be pruned to reduce their height.
14. Electric wires and other cables shall be prohibited on the exterior of the telecommunication tower.
The Planning Commission recommended approval of this request at their April 10, 2014 meeting.
\I. COMPREHENSIVE PLAN ANALYSIS:
Land Use Plan Recommendation: The 2026 Comprehensive Plan's recommended land use for the subject area is Commercial Arterial. The Commercial Arterial designation is applied to land intended to accommodate both wholesale and retail sales and service establishments that may function independent of adjoining development and require individual access to a roadway. The applicant's request is consistent with this designation.
Goals, Objectives and Policies: This request is most consistent with the following Goals, Objectives, and Policies of the 2026 Comprehensive Plan:
• Infrastructure/Service Provision & Growth Coordination Objective 18: Minimize the adverse visual impacts of wireless communications towers and related facilities through careful design, siting , landscape screening and innovative camouflaging techniques.
• Infrastructure/Service Provision & Growth Coordination Objective 19: Horizontally separate wireless communication towers from residential neighborhoods and other visually sensitive areas to the extent necessary to minimize visual obtrusion.
• Locational/Siting Policy 3: Encourage stealth tower design when towers are requested adjacent to or in close proximity to existing Residential areas or areas recommended for residential use in Chapter 5: Land Use.
• Wireless Communication Technology General Policy 10: Use monopoles rather than lattice towers.
• Wireless Communication Technology General Policy 12: Screen security fencing and visible tower locations from public view.
• Wireless Communication Technology General Policy 13: Discourage lighting and painting of a tower unless required by the FAA. Construct towers at reduced height to

eliminate FAA lighting requirements. Limit flashing strobe lights to requirements by the FAA
VI. PUBLIC SERVICE AND SITE CONSIDERATIONS:
Major Thoroughfare and Transportation: No comments on this request.
Drainage: • All proposed improvements must comply with all applicable Public Works Plan of
Development requirements. • The site must comply with applicable water quality requirement. The site is located in a
Watershed Enhancement Area. • Traffic will determine if any right-of-way dedication or road improvements are required. • Based on GIS, Waters of the U.S. and/or hydric soils are present (indicating possible
wetlands) Corps of Engineers and DEQ permits may be required. • There may be restrictions within existing non-County utility easements
Public Utilities: No comments on this request.

Division of Fire: No comments on this request.
Division of Police: The following characteristics should be in place at this site:
1. Provide natural surveillance throughout the site, especially to parking areas, buildings, building entrances, walkways, etc. Natural surveillance is the placement of physical features, activities and people in such a way as to maximize visibility.
2. Natural access control is the physical guidance of people coming and going from a space by the judicial placement of entrances, exits, fencing , landscaping and lighting. The goal is to guide people where you want them to go and how you want them to get there.
3. Provide territorial reinforcement throughout the site and at the main ingress points into the site. Territorial reinforcement is the use of physical attributes that express ownership, such as fences, pavement treatments, art, signage and landscaping. The goal is to promote ownership and pride in where you live and work.
4. Maintenance allows for the continued use of space for its intended purpose. It also serves as an additional expression of ownership.
General Services: 1. The proposed tower is close to the proposed future Fire Station #1 . The county is
encouraged to reserve the right to co-locate on the tower if it meets the county's needs.
Public Libraries: No comments on this request.
Recreation and Parks: No park or recreation facilities , historical, archeological or battlefield impact.
