Subject: Relaxation/Rescheduling of Power Regulatory Measures on Industries. Due to improvement in Power supply Position and decrease in load on the
system, following relaxations were given through various telephone messages as under:
1 Industrial consumers feeding from Cat-II feeders (except Induction and Rolling mill consumers) were allowed to observe weekly off day from 0800 hours to 2100 hours instead of 0800 hours to 0800 hours of next day w.e.f 15.12.09 to 31.1.2010
2 Arc/Induction furnace and Rolling mill consumers were allowed to use power from 2100 hours to 0600 hours during weekly off days. Thus these consumers were to observe weekly off day from 0600 hours to 2100 hours instead of 2100 hour to 2100 hours w.e.f 15.12.09 to 31.1.2010. Days of weekly off day remained unchanged.
3 On account of Curfew in Ludhiana on 7.12.09, all industrial consumers of Ludhiana being fed from Cat - 2 & 3 feeders (Including Arc/Induction and Rolling Mills) whose weekly off day was falling on 8.12.09 to 13.12.09 were relaxed from observing weekly off days on these dates.

Subject: COMPULSORY WEEKLY OFF-DAY ON INDUSTRIES.
Due to increase in additional demand from agriculture sector, it has been decided
to impose Compulsory Staggered Weekly Off day for one day on all General Industries (Large
Supply, Medium Supply, Small Power) including Arc & Induction Furnace Consumers being fed
through category- II & Category-III feeders w.e.f 08.02.2010 till further instructions. The
compulsory weekly Off-day shall not be applicable on General Industrial Consumers including
Arc & Induction Furnace Consumers being fed from Category-I feeders, Urban Pattern Supply
3 Phase 3 wire, 3 phase 4 Wire Feeders & Rural (AP) feeders.
These instructions will be applicable w.e.f 8.2.2010 and industrial consumers
being fed from Cat-II feeders will continue to observe weekly off days from 0800 hours to
2130/2200 hours and Arc Induction and Rolling Mill consumers being fed from Cat-II & Cat-III
feeders will continue to observe weekly off days from 0600 to 2130/2200 hours depending upon
end of Peak Load Hour Restrictions upto 7.2.2010 as already intimated

If any S/Stn. has not been covered in the above list, the concerned Dy.CE/SE/DS
may intimate to this office, so that weekly off of that S/Stn. is fixed accordingly.
The timings of Off-day for General Industry will be from 08.00 hrs. to 08.00 hrs. of
next day (i.e. for example, the Weekly Off-day for Monday will start at 08.00 hrs. on Monday and
end at 08.00 hrs. on Tuesday).
The timings of Weekly Off-day in respect of Arc & Induction Furnace & Rolling
Mill Consumers (irrespective of category of feeders) will be from the expiry of Peak Load Hours
of previous day to the expiry of Peak Load Hours of Off-day. For example if the timings of Peak
Load Hours Restrictions are from 19.00 hrs. to 22.00 hrs. then the Weekly Off-day for Monday
will start at 22.00 hrs. on Sunday and end at 22.00 hrs. on Monday.
All Continuous Process/Essential Industries (declared by this office) fed through
Independent Feeders shall be exempted from observing Compulsory Weekly Off-days. The
Essential Services viz. Government Hospitals, Railway Stations, Railway Installations, Defence
& Military Installations, P&T Installations, All India Radio/T.V., Water Supply & Sewerage
Installations and News Paper Printing Presses/News Service Installations will be exempted from
observing Compulsory Weekly Off-day. Milk Plants, Milk Processing Plants, Milk Chilling Units,
Ice Factories, Cold Storages, Oil Depots/L.P.G Depots, Poultry Farms, Ice Candy Units and
Exclusively Bread Mfg. Units will also be exempted from observing Compulsory Weekly Off-day.
The Evening Peak Load Hours Restrictions on Large Supply consumers shall
remain applicable as here to fore.
It is clarified that those Large supply industrial consumers who have taken
permission for running some load during Peak Load Hours on payment of Peak Load Exemption
Charges (PLEC) as per P.R.Circular No. 02/98 & 9/2007 (except Continuous Process/Essential
Industries, mentioned above) shall not be allowed to use the same during Weekly Off-days
including Peak Load Hours. The Peak Load Exemption Charges (PLEC) for the Off-days shall
not be levied. However, all general Industrial Consumers including Arc & Induction Furnace
Consumers shall be allowed to avail eligible exemption as admissible to them as per P.R.
Circular No. 02/98 dated 28.04.98 i.e. the exemption which is eligible to them without payment
of PLEC during Peak Load Hours Restrictions.
The penalty on defaulting consumers who do not observe Weekly Off-days as
per schedule will be levied as per P.R. Circular No. 07/2004 dated 05.07.04 & 08/2004 dated
19.07.04.
It is requested to get these instructions noted from all concerned consumers well
in advance and ensure meticulous compliance of these instructions. These instructions may
also be got displayed on the Grid Sub-Station and Complaint
Centers besides informing various offices of Industrial Associations.

Subject: Additional Power Regulatory Measures.
Due to increase in demand in power supply it is decided to impose additional
power regulatory measures with immediate effect for One week w.e.f. 19.3.2010 to 25.3.2010
on Industrial consumer feeding from Category-II, III & IV feeder as under:
1 Category-II feeders: Industrial consumer feeding from Cat-II feeders will
observe weekly off day for 58/58.5 hours instead of 24 hours (1 day). Thus the
consumers whose weekly off day falls on 19.3.2010 (Friday) will observe weekly off day
w.e.f end of Peak Load Hour Restriction of 18.3.10 (Thursday) up to 0800 hours of
21.3.2010 (Sunday) and so on.
2 Arc Induction Furnace and rolling mill consumers: Arc Induction Furnace and
rolling mill consumers, irrespective of the feeder, will observe weekly off day for two days
instead of One day being observed presently. Thus the consumers whose weekly of day
falls on 19.3.2010, will observe weekly off day for 19.32010 to 20.3.2010 and so on.
3 Continuous process industrial consumers: The industrial consumer having
continuous process status, feeding from Cat-IV feeders will observe Peak Load Hours
Restrictions for 12 hours instead of 3 hours being observed presently. Thus these
consumers will observe Peak Load Hours Restrictions from 1830/1900 hours to
0630/0700 hours w.e.f 18.3.10 to 24.3.10 (One week) depending upon the time of start
of Peak Load Hour Restrictions. However, industries other than continuous process
industries like essential/IT industries will observe peak load restriction for 3 hours.
The consumers are requested to download the information regarding Peak Load
Restrictions/weekly off days from the PSEB website. They are asked to visit the website
of the PSEB on regular basis in future.
The field officers are requested to display the relevant Circulars on the Notice Boards
of Complaint Centres as well as Sub Divn Offices/Grid Sub Stations.
The consumers are also requested to watch newspapers for information.
The Relevant information is also being conveyed to PSEB field officers and selected
representatives of Industrial associations. The consumers can also get this information
on Telephone from field officers.

Note: Peak Load Exemption charges are to be levied on the consumer to the
extent of 75% for the period the peak load exemption usage was curtailed to 75%.
The consumers were requested to download the information regarding Peak Load
Restrictions/weekly off days from the PSEB website. They were asked to visit the website of
the PSEB on regular basis in future.

Subject: COMPULSORY WEEKLY OFF-DAYS ON INDUSTRIES. - RELAXATIONS
PSPCL has filed a Petition before PSERC regarding imposing power cuts and
other regulatory measures which has been approved by PSERC and accordingly it is decided
that following categories of consumers will be exempted from observing compulsory weekly off
days.
1. All Continuous Process Industries (declared) being fed from through Independent feeders.
2. Essential services covered under PR Circular No. 12/98. 3. Essential Industries covered under PR Circular No. 12/98. 4. Other exempted categories such as cold storage, ice factories, ice candy plants,
slaughter houses, poultry farms and exclusively bread manufacturing units. The evening peak load hours restrictions on large supply consumers shall remain
applicable as here to fore.
It is clarified that those Large supply industrial consumers who have taken permission for
running some load during peak load hours on payment of peak Load Exemption Charges
(PLEC) as per PR Circular No. 2/98 and 9/2007 (except Continuous Process/Essential
Industries and exempted categories mentioned above) shall not be allowed to use the same
during weekly off days including Peak Load Hours nor the Peak Load Exemption Charges
(PLEC) for the off-days shall be levied.
The penalty on defaulting consumers who do not observe Weekly Off-days as per
schedule will be levied as per P.R. Circular No. 07/2004 dated 05.07.04 & 08/2004 dated
19.07.04.
The consumers are requested to down load the above instructions from PSPCL website.

It is requested to get these instructions noted from all concerned consumers well in
advance and ensure meticulous compliance of these instructions. These instructions may also

Subject: PR Circular 9/2007 - Levy of Peak Load Exemption Charges and imposition of
weekly off day restrictions – Amendment Thereof
All Large Supply Consumers except Essential Services (such as Hospitals, Railway
Stations, Railway Installations, Defence & Military Installations, All India Radio/T.V.,
Water Supply & Sewerage Installations, P&T Installations and News Service
Installations etc.) are required to observe Evening Peak Load Hours restrictions. As
per P.R. Circular No. 9/2007, exemptions from observing Peak Load Restrictions
are being allowed as per their request, to Large Supply consumers against payment
of Peak Load Exemption Charges as fixed by the Board in addition to normal tariff.
A peak load policy was prepared and submitted to Hon ‘able Punjab State
Electricity Regulatory Commission for approval. As per approval of PSERC, it is
decided to amend PR Circular 9/2007 as under:
1 Dy CEs/SE/DS will allow PLE up to 100 KW (instead of 100 KW).
2 Peak Load Exemption charges will remain unchanged and will be applicable.
3 Peak Load Exemption above 100 KW will be issued by the office of Engineer-in-
Chief /Commercial.
4 The condition to avail PLE for minimum 6 months in first instance and for minimum 3
months in subsequent instance has been substituted with one month. Now the
industrial consumers will be allowed to increase/decrease/withdraw peak load
exemption after one month of its grant whether in first or in subsequent instance.
5 Peak load exemption issued to consumers up to 31.5.10 will not be extended further
in paddy season except for following categories of consumers:
Categories of consumers entitled to PLH exemptions:
(a) Information Technology based industries. (b) Essential industries i.e Fertilizer Plants (except N.F.L. Bathinda and N.F.L. Nangal
(New), Gas Plants, Sugar Mills, Vanspati Mills, Milk Plants, Milk processing Plants,
Malt processing plants, Breweries & Distilleries, Roller Floor mills, Railway
workshops, oil Depots/L.P.G. Depots, Drugs & Pharmaceuticals Units, Environment
Treatment Plants (E.T.P Plants )/ Pollution Control Equipment. and other exempted
categories such as cold storages, ice factories, ice candy plants, slaughter houses,
poultry farms and exclusively bread manufacturing units.
(c) Central sectors PSUs i.e NFLs, Railway workshops, Punjab Govt. Sponsored projects such as PACL & SIEL and cement manufacturers obtaining fly ash from the thermal plants of Powercom.
(d) Continuous process industries declared as such by the competent authority designated by Powercom.
(e) There will be no curtailment in Peak load exemption or extension in peak load hour restrictions in case of consumers at sr no.5(a) to 5(d) above.
6 Applications of consumers not falling in the essential industries and exempted categories enumerated above but seeking exemptions from PLH restrictions will be dealt with as below:
i) First preference will be given to the consumers who had regularly obtained PL exemptions in the previous years. In case adequate power to accommodate all such exemptees is not likely to be available, then the permissible load in the case of all exemptees will be reduced on pro- rata basis.
ii) If power availability makes it possible to accommodate more consumers, then Powercom will, one month before it proposes to grant PLEs, seek applications from intending consumers and further PLH exemption, will be granted on first come first served basis.
7 The consumers who are running their TG/DG sets with synchronization of PSPCL system will continue to get PLE on day to day basis in case of breakdown of their TG/DG sets subject to availability of power on real time basis. The consumer who have been allowed to use some load during peak
load hour restrictions against the payment of Peak Load Exemption Charges,
will not use this load (except continuous process/essential industry and other
exempted industry to which exemption from observing weekly off days is
allowed) during weekly off days and nor the payment of Peak Load Exemption
Charges will be charged to them.
8 It is once again reiterated that the peak load exemption allowed to any consumer will not entitle him to claim it as a matter of right since peak load exemption can be withdrawn by the PSPCL completely/partially keeping in view the system constraints/power availability during peak load exemption period.
9 The other terms and conditions on the subject including penalty for violation remains unchanged.

As per clarification given by Hon' able Punjab State Electricity
Regulatory Commission following categories of consumers will be exempted from
observing compulsory weekly off days.

Independent feeders. 2. Essential services covered under PR Circular No. 12/98.
3. Essential Industries covered under PR Circular No. 12/98. 4. Other exempted categories such as cold storage, ice factories, ice candy

selected representatives of Industrial associations. The consumers could also get this
information on Telephone from field officers.

Subject: Power Regulatory Measures on Industrial Consumers
Due to increase in demand, it was decided to impose power regulatory
measure on industrial consumers w.e.f. 4-12-2010 to 14-12-2010. These
regulatory measures were relaxed w.e.f. 15.12.2010 onwards.
1. Two weekly off days on Arc/induction and rolling mill consumers
feeding from category-II and III feeders. Timings of weekly off days
were from 0700 hrs to end of peak load restriction hours i.e. 2100 hrs.
These consumers were allowed to use load from end of peak load
restriction hours i.e. 2100 hours to 0700 hours of next day. If first
weekly off day of these consumers was falling on 3-12-2010, they
were to observe second weekly off day on 4.12.2010 and so on.
2. One weekly off day on general industrial consumers feeding from
category-II feeders. Timings of weekly off days were from 0800 hrs to
end of peak load restriction hours i.e. 2100 hrs. These consumers were
allowed to use load from end of peak load restriction hours i.e. 2100
hrs to 0800 hrs of next day.
Note:- Days of weekly off days remained unchanged as already
intimated.
