First of all, I am delighted to share fewwords in this first publication of National Youth Alliance forReconstruction (NYAR). Let me take this opportunity to introduce NYAR first. It is a loose networkconsistingof14youth-ledorganizationsthatcameintoexistenceafterpowerfulearthquakeonApril25andsubsequentaftershocksthatshookthecountryandcreatedhavoc.AccordingtoaPostDisasterNeedAssessment (PDNA), nearly 9,000 people lost their lives and around half million houses were completely destroyed, rendering millions of people homeless.
Themissionoftheallianceistoadvocatecommunityledreconstructionapproachbyenhancingleadershipof youth from local to central level.
Aftertheearthquake,theterm"reconstruction'becameabuzzwordthathasbeeninterpretedinmanywaysinvariousforums.Mainly,therearetwoschoolsofthoughttoanalyzereconstruction.Firstthoughtemphasizesthereconstructionofthedamageandlosssolelyfromphysicalpointofviewandfocusonphysical or infrastructural reconstruction of houses, roads, bridges, building of hospitals and schools,amongotherstructures.Onthecontrary,secondschoolofthoughtinterpretsthereconstructionnotonlyfromphysicalreconstructionpointofview,butalsofromeconomic,social,cultural,environmentalandpsychologicalaspects.Webelievethatthefirstoneisanarrowmindedanalysistowardsreconstruction.Thus,NYARchampionsthesecondschoolofthought.Apartfromthedefinitionofreconstruction,alsoacrucialquestioniswhoshouldleadthewholeprocess.
Inthisregard,NYARstronglybelievesthatlocalcommunityshouldleadthewholereconstructionprocess.Without the leadership and engagement of local community in the process, ownership as well as the sustainability of reconstruction cannot be fully ensured. Also, reconstruction does notmean bringingthe situationback to thepreviousone,but theefforts shouldaim tomakebetter thanpreviousone.Therefore,NYARadvocates theconceptofbuildingbackbetter. It is awell-known fact thatyouthhasbeenintoaforefrontlineofrescuing,reliefdistributionandrehabilitation.Hence,itisalsonecessarytocontinuetheirengagementthoroughoutthereconstruction(planning,implementationandmonitoring).
NYAR organized psycho social counseling targeting school students, supported to make temporarysheltersandtemporarylearningcenters,contributedtoclearthedebriscausedbyearthquakeindifferentearthquake-hitareas.Moreover,sinceitsinception,ithasbeenadvocatingcommunityledreconstructionapproachandyouthleadershipinthewholereconstruction.
Asmentionedearlier,NYARisaloosenetworkof14socialorganizations.WithoutsupportofthememberorganizationsandtheirleadersincludingChetNarayanRasaili,DeepakSoni,MotiLama,RajKumarUprety,BhimLama,BhaktiShah,DiwakarAryal,AnjanaShrestha,BikashThapa, SarojGiree, SonuGurungandBisheshAryal,thisinceptionwouldnothavebeenpossible.Similarly,Iamindebtedalsotoaround700volunteers’who are supportingNYAR’s activities. INTRODUCTION
NationalYouthAllianceforReconstruction(NYAR)isaloosenetworkof14youth-ledsocialorganizationsthatwasestablishedafterthepowerfulearthquakeof25April,2015.
Themissionoftheallianceistopromotecommunity-ledreconstructionapproachandyouthleadershipatmultiple levels.Since inception, ithasbeenfocusingonreliefdistribution, rehabilitationandrecon-struction.NYARstronglybelievesthatreconstructionisnotonlytherebuildingofphysicalinfrastructurebutalsothereconstructionofsocial,psychological,economic,culturalandpoliticalaspects.Further, itemphasizescommunityledrehabilitationandreconstructionstrategieswithmeaningfulparticipationandleadership of young people.

1. History of NYARTheearthquakeon25thApril,2015wastheworstnaturaldisasterthatstruckNepalsince1934.Thequakeon25Aprilof7.8-magnitude,withepicenteratGorkha,Barpak,wasfollowedbymanyotherpowerfulaftershocks.Thesecondmajoraftershockthatoccurredon26thAprilwiththemagnitudeof6.8;andthefrequently ongoing aftershocks have deteriorated the already adverse situation. Nearly 9,000 peoplewerekilled,327weredisappeared,21,952wereinjured,500,715privatehousesweredestroyed,269,190houses were damaged, 4,231 government building were destroyed, 13,312 school buildings were fully destroyed,and5,010schoolbuildingwerepartiallydamaged.Likewise,375healthinstitutionswerefullyand648otherwerepartiallydamaged,54,411animalswerekilledandmanyeconomic,socio-culturalandhistorical monuments were damaged.1
Thethirdpowerfulaftershockof6.8magnitudeson12th May, 2015 with epicenter at Sunkhani, Dolakha further exasperated the situation. The aftershock seriously damagedmany structures of Dolakha andSindhupalchowk. The rescue and relief process that was about to be concluded was need to be restarted due to another jolt. The life style of people was about to return into normalcy. However, the powerful aftershockbroughtbackthepublic life intoagrindinghaltcoupledwithapanic-strickensituation.Theregular aftershocks not only createdmassive fear among the people, but also affected the relief andrehabilitationprocess.Therehasbeenasignificantnationalandinternationalresponsetothiscalamity.Yet, there is a huge challenge to address the woes of the people resulted from this big natural disaster.
Inthisemergencyperiod,valleybasedyouth-ledorganizationsheldameetingonthesecondday(April26)ofpowerfulearthquakeinabidtoresponseearthquake.ThemeetingdecidedtoformEarthquakeActionNepal,aloosenetworkofyouthorganizationsincludingYouthAdvocacyNepal(YAN).Themajorobjectiveofthenetworkwastocontributeforreliefoperations.Thenetworkdistributedreliefmaterialssuchastents,sanitary pads, soaps, water, blankets, food items (rice, pulses, sugar, biscuits etc.), medicines, pious(water purificationliquid)etc.tothesurvivorsofnineearthquake-hitdistrictsviz.Kathmandu,Bhaktapur,Lalitpur,Kavre, Sindupalchowk, Nuwakot, Sindhuli, Rasuwa and Dhading. The members of the network including YANdecidedtogoinadifferentwaysforcontributingtowardrehabilitationandreconstructionprocess.
Realizingtheimportanceandrequirementofaconcertedyoutheffortsreconstructionprocess,NationalYouthAllianceforReconstruction(NYAR)wasformedonMay26,2015withanobjectivetoenhancetheyouth leadership atmultiple levels. The alliance also aims to promote and contribute community ledreconstructionprocessaswellasmonitorthewholereconstructionprocess.ThealliancewasestablishedincloseconsultationwithActionAidNepal.
2. Partnership with MoYS2.1 MoU with MoYS
NYARsignedaMemorandumofUnderstanding(MoU)withMinistryofYouthandSports(MoYS)forthemobilizationofyouthvolunteersinearthquake-hitdistrictsonJune2,2015.TheobjectivesoftheMoUwastocontributeformakingtemporarysheltersandlearningcenters,clearingdebris,

raisingawarenessabouthealth,sanitationandhygieneandconductingpsycho-socialcounseling.Uponthesigningofthepact,NYARmobilized700youngvolunteerinearthquakeaffectedareas.In addition, NYAR has actively involved itself in the consultationmeetingwithMoYS regardingyouthparticipationinrecovery,rehabilitationandreconstructionprocess.
3. Strengthening NYAR3.1 Guideline of NYAR
In order tomake the alliancemore systematic, democratic and accountable, a basic guidelinewaspreparedfollowingaconsultativemeetingwiththeNYARmembersonMay31.Theguidelineencompassesobjectives,strategies,structures,thematiccommittees,functionsandresponsibilitiesetc.2
3.2 Steering Committee: Under the guidelines, a 14-member steering committee (central body) was formed through ameetingthatincludesarepresentativefromeachmemberorganizationofNYAR.
3.3 Formation of thematic committees. Basedon theNYAR guidelines, seven thematic committees viz Entrepreneurship and livelihoodCommittee, Gender Equity and Social Inclusion Committee, Accountability and TransparencyCommittee, Policy Discourse Committee, Education Reconstruction Committee, Housing andHuman Settlement Committee, Health Reconstruction Committee and Volunteer MobilizationCommitteewereformedonMay31.
3.4. Convener and secretariat arrangement:Undertheprovisionofguidelines,YouthAdvocacyNepal(YAN)hasbeenselectedasthesecretariatofNYARonMay28.Similarly,thesteeringcommitteehasselectedNarendraKhatiwada,presidentof Youth Advocacy Nepal (YAN), as the convener of NYAR on May 31.

3.5 Establishment of district youth alliance for reconstruction (DYAR):
InpartnershipwithActionAidNepalandfacilitationof“SaichhikNamunaGraminBikashKendra”,NYAR established eight local youth alliances in Kavre district. The local alliances were formed at Dwarpaleshor,MahakaliHigherSecondarySchool,Mahadevsthan,Jaisithok,Jyamdi,ChandeniandDeupurfromJune8to15,2015.Similarly,NYARalsofacilitatedtomakelocalyouthallianceforreconstructionatSindhupalchowk,Nuwakot,RasuwaandDolakha from5to8December2015.Theobjectiveof forming localyouthalliance for reconstructionwastopromotecommunity ledreconstructionapproachandenhanceyouthleadershipthroughactionsatlocallevels.
3.6 Consultation meetings:
Between July to December 2015, around a dozen of consultative meetings were organized indifferent time and places to frame concept, formulate and design plans and implement thoseactivitiescarriedoutbyNYAR.
4. Activities/support to survivors4.1 Debris clearance:
Throughvolunteermobilization, NYARclearedthedebriscausedbypowerfulearthquakeanditsaftershocksatAlapotonMay25,ChalanakhelonJune17andThapagaunonJuly17,2015.Theneedofthedebrisclearancewasfirstidentifiedbasedfollowinganeedassessmentbeforestartingitswork.Forexample,debrisatAlapotwasclearedbyNYAR'syouthvolunteersastherewereonlyoldpeoplelivingattentsincethefirstearthquake.Similarly,thedebriswasclearedatChalnakhelbecause the destroyed home belonged to blind people. Likewise, Thapagaun’s debris was cleared

becausethehomewasoccupiedbyonlyhusbandandwifewithpregnancy.Inaddition,volunteers,whoconductedpsychosocialcounseling indifferentschools inKavre,alsoclearedthedebris inschools on the need basis. Around 300 youth volunteers were involved in the debris clearing tasks intheaftermathofthequake.
4.2 Supports to ActionAid Nepal:NYARhasbeensupportingActionAidNepalbymobilizingitsyouthvolunteersintheareasofreliefdistribution,psychosocial counseling,materialpackagingandmanymore.More than30youthvolunteerhavesupportedActionAidNepalinitsactivitiesaftertheearthquake.
4.3 Psycho-social counseling in schools:
NYAR conducted psycho-social counseling to the school students in order to minimize the trauma causedbyearthquake.NYARinpartnershipwithActionAidNepaland“SaichhikNamunaGraminBikashKendra” conductedpsycho social counseling indifferentnine schools (ShreeTarkeshworHigher Secondary School, Shree Duwarpaleshwor Lower Secondary School, Shree Mahakali Higher Secondary School, Shree Chandeni Secondary School, Shree Dedhithumka Lower Secondary School, ShreeIndrāwatiSecondarySchool,ShreeUmashahHigherSecondarySchool,ShreeMahangleshworPrimarySchool,ShreeMahadevPrimarySchool) indifferentvillagedistrict committee(VDC)ofKavre from8 to12 June.About2500Kavreschool studentswerebenefited fromthisprogram.Similarly,NYARconductedpsycho-socialcounselingindifferentschools(CreationAcademySchoolon 18 June, Kinder JoyMontessori School on 28 June, Kantipur English Boarding School on 6July, School of Sponge Learners on 10 July, Santowna School on 12 July) in Kathmandu. About1000studentswerebenefittedfromtheprogram.NYARalsoconductedpsychosocialcounseling

indifferentschoolsofDolakha (NabinSecondarySchool,KalibhumePrimarySchool,TapkedadaLower Secondary School, Kamalamai Primary School) from July 15 to18. About 1000Dolakhaschoolstudentswerebenefitedfromtheprogram.Thetrainedfacilitatorshadusedgroupworksand various therapies like dance, song, jokes, drama, yoga and music as a means to provide the psycho-social counseling to the school students.
4.4 Building temporary learning center:
NYAR inpartnershipwithK&K internationalcollegecreated temporary learningcenter (TLC) forBalkumariPrimaryschoollocatedatLalitpurforaweekonJune9.Inaddition,TLCwasalsosetupatMahendraJyotiSchoolinKavre.Morethan50volunteershavesupportedtheinitiatives.
4.5 Health and sanitation: NYAR partnership with FEDWASUN conductedsanitation program atBalkumarionJune10.Ithelpedin cleaning the water sources thatwasfilledwithrubblesdueto the earthquakes. Likewise,NYARalsoconductedsanitationprogram at Yellow Gumbanear Swayambhu on June 15.Altogether,100youngvolunteerswereengagedinthehealthandsanitationworks.
4.6 Monitoring affected district: AteamoffivemembersfromNYARparticipatedinamonitoringteaminitiatedbyHumanitarianAccountabilityMonitoringInitiatives(HAMI)fromJune7to9,2015.ThealliancewasalsoapartofthemonitoringthestatusandeffectivenessofreliefdistributionatDolakha,Gorkha,Nuwakot,Rasuwa and Sindhupalchowk.
4.7 Child caring service at Yellow Gumba: Ateamof3volunteersfromNYARhaveservedincaringchildrenofearthquake-displacedfamiliesfromLangtang valley to YellowGumbanear to Swayambhu for amonth.Volunteers supported

5. Capacity Building 5.1 Psycho-social counseling orientation:
NYARorganizedpsycho-socialorientation fromtrained facilitatorson June3atAnamnagar.Theobjectiveoforientationwastoequipyouthwithbasicknowledge,skillsandunderstandingaboutpsycho-socialcounselingsothattheycanimpartknowledge,skillsandexperiencetoothersinthe
them to minimize the trauma and boost confidence of the children by creating child-friendlyenvironmentwithdifferentmethods.
4.8 Data entry at Gorkha:GaneshDhamiandRamaBhattaraifrom NYAR helped in data entry of humanitarian and physical damages in collaboration withMinistryofHomeAffairsatGorkhaDistrict for a week on May 12. The objective of the program was tosort out all damages (both lives andphysical)ofGorkhadistrict.

Further, to enhance the capacity of young people associated with NYAR, around 30 young people were recommended to the trainingorganizedbyGlobalPlatform-a trainingcenterofActionAidNepal.
6 Advocacy and Lobby6.1 Dialogue and discussion
6.1.1 Life purpose and volunteerism NYARorganizedadiscussionentitled'Lifepurposeandvolunteerism'onJune26atCPSJ,Anamnagar.NYAR has invited Karina Finnegan, a citizen ofIreland and life coach (motivational speaker)by profession, as a resource-person for the discussion. 44 youths from diverse background participated in the discussion program whereKarina highlighted the purpose of life and source of happiness. She said that one of the most important things is to discover out oneself. 'Ifyou feel it’swrong,don't do that.Dowhat youfeelright'saidKarina.Sheconcludedherremarksbystatingthatweallshoulddaretodreamwithhope to achieve the dream comes true one day. "Volunteerism holds significant value in theworld. But its value is fading in the neo-liberalism society. Nepali youth should help in regaining the value of volunteerism through their activeinvolvementintheaftermathoftheearthquake,"added Karina. After the presentation, the floorwasopenedforopendiscussionwhereparticipantsactivelyparticipatedandraised/sharedtheirqueries,viewsandsuggestions.
6.1.2 Role of PDNA in reconstructionNYARorganizedaninteractionentitled'RoleofPDNAinNepalreconstruction'onJuly9atCPSJ,Anamnagar.TheresourcepersonoftheprogramwasSiromaniDhungana,researcheratNationalPlanning Commission. There were 53 youths participating in the interaction from diversebackgrounds. Stating that thepostdisasterneedassessment (PDNA) is themodifiedversionofdamage and loss assessment (DALA), Dhungana said that PDNA is the latest methodology which isreliableandhighlyacceptable intheworld. 'PDNAhas identifiedfoursectorsand23themes.There are mainly three steps in PDNA i.e. damage and loss identification, recovery need andimplementation.'saidDhungana.StatingthatPDNAkeepsinmindthatwhatisdesirableandwhatispossible,headded-PDNAisnotrigid, itcanbemodifiedontimeneedbasisandthus, inputsarereceivable.But itshouldprioritizethedevelopmentalstrategyofthecountry.Heconcluded

his remarksbyurgingyouth foractiveparticipation in theprocessofNepal reconstruction.Thepresentationwas followedbyanopendiscussionwhereparticipantsput forward theirqueries,views,commentsandsuggestions.
6.2 Workshop 6.2.1 Meaningful youth participation in reconstructionYouthAdvocacyNepal(YAN),incoordinationwithMinistryofYouthandSports(MoYS),ActionAidNepal (AIN) and National Youth Alliance for Reconstruction (NYAR) and dozen other youth-ledorganizationsorganizedaworkshopentitled‘Youth’sMeaningfulParticipationinReconstruction’onAugust 13. The workshop, which was organized at Hotel Hardik in Baghbazar, Kathmandu, brought around80youthleadersfromdiversebackgroundtodiscussandexplore‘youthcivicengagement’intheprocessofthereconstructionthatthegovernmenthasputasitsforemostpriority.
Aworkingpaperentitled ‘TowardsaResilientNepal:ParticipationofYouths inPost-EarthquakeReconstruction’was presented byNational Planning Commission (NPC)memberDr Bimala RaiPoudyal. In her paper, NPC member Dr Poudyal highlighted the status of youths in Nepal, global youthculture,loss,effectsandimpactsofrecentdevastatingearthquake,findingofthePDNA,keyissuesofyouthandhowtoaddress,elementsofreconstruction,guidingprinciplesofearthquake,roleofyouthsandworksofNPCandareasofcollaboration,amongotherissues.Presentingthepaper,shesaidthatPDNAhasalreadyidentifiedyouthsascrediblestakeholdersforreconstructionand identifies a need to provide required skills in involving them for reconstruction. She alsoexpressed a commitment to ensure youth engagement in the reconstruction campaign. “Thereconstruction policy is being developed and it identifies engagement of youths as critical forsuccessofthereconstructionplans,”DrPaudyalsaid.“Thoughimportanceofyouthengagementinreconstructioniswellrecognizedinpoliciesandstrategiesofrecoveryandreconstruction,thereisstilllackofamorecomprehensivepolicyofengagingyouthswithclearroles,”sheadded.
ThepaperpresentationwasfollowedbythecommentsonthepaperbyActionAidNepal’s(AAN)Country Director Bimal Kumar Phnuyal.
“The reconstructionprocessandpolicydidnot come into the largerpublicdiscourse. It speaks

abouttheshorttermreconstructiononly. Itfallsshortonidentifyingtherolesoftheyouthandothercommunitiesintheprocess,”hesaid.Healsoemphasizedontheneedsocialandculturalrebuildingalongwiththereconstructionprocess.“Thereconstructionofstructureisverymuchimportantintheaftermathoftheearthquake.Equallyimportantistherebuildingofthecommunitytoensuresocialandeconomicempowerment.Thereconstructionshouldbetheprocessforthedemocratictransformation,”addedPhunyal.
YouthleadersfromInterpartyyouthAlliancesaidthatthereconstructionprocessshouldengageandinvolveYouthintheprocessofthereconstruction.Theyalsounderlinedtheneedofpoliciestoutilizetheskillsandknowledgeofyouthsincludingthemigrantworkersinthereconstruction.
Gyan Raj Subedi, undersecretaryat MoYS, said that the ministry has formulated policies to facilitate mainstreaming the agenda of the youth.
Also speaking at the talk show, Constituent Assembly (CA) memberswarned that the reconstructioncampaign led by the government may not succeed if it fails to ensure meaningfulparticipationoftheyouthsin the whole process.
Sher BahadurTamang, CA member fromCPN-UML,saidthattheyouthrolesinrescueandrehabilitationintheimmediateaftermathof the earthquake is laudable. “Reconstruction now is not possible from the old, outdatedand conventional approach. Youth can give fresh perspectives which will ensure sustainablereconstruction,”headded.

6.2.2 National reconstruction workshopNationalYouthAllianceforReconstruction(NYAR)incollaborationwithActionAidNepalorganized‘National Reconstruction Workshop’ on December 21 at Hotel Hardik, Baghbazar. About 80participants from diverse backgrounds attended the workshop where Jagat Deuja, senior landrights activist, presented his paper. Deuja stated that the reconstruction process should alsofocusedonproblemoflandlessandmarginalizedcommunity.‘Thediscourseshouldbefocusedonproviding targeted support for landless and marginalized groups especially sharecroppers, tenants and landless farmers’, said Deuja.
Focusing on the policy making, Nepali CongressleaderGaganThapaassertedthat the policy making and activismshould be blended. He urged the government to form high level disaster management authority to deal with any natural disasters and can work towards preventive measures regardingdisasters.Healsofocusedonscientifichousingandhumansettlement.

6.3 RallyOntheoccasionofInternationalYouthDay2015,NYARinpartnershipwithMinistryofYouthandSports (MoYS), ActionAid Nepal, Youth Advocacy Nepal (YAN) and various youth organizationsorganizedagrandyouthrallyentitled"MeaningfulYouthparticipationinreconstructionMarch"on11August2015.Hundredsofyoungpeoplehaveexpressedcommitmenttowardslendinghelpinghandtothegovernmentonitsreconstructioncampaignintheaftermathoftherecentdevastatingearthquake.Around700youthparticipatedintherallywhichwasorganizedinthecapitaltoseeksolidarityandsupportoftheyounggenerationinthecountry'sreconstructiondrive.Therally thatbeganfromBhirkutimandapconcluded intoacornermeeting in theShantibatika,Ratnapak.Inthecornermeeting,RamhariKhatiwada,CAmemberfromNepalicongress,PrakashJwala,CAfromUML,AnitaPariyar,CAmemberfromUCPN(Maoist)andvariousyouthleadershaddelivered their speech.
"In line with the international themeof 'Youth Civic Engagement', as well asour national priority of reconstructionand recovery, we have organized this rally to seek the government's supportin engaging youth in the nationalreconstruction drive," said NarendraKhatiwada, coordinator of NYAR. "Webelieve that youth civic engagement in the reconstruction will ensure transparencyand success of such efforts," addedKhatiwada.

6.5 Suggestions and feedback collection on the first draft of new constitutionNYAR collected public feedbacks and suggestions on the first draft of new constitution atBhrikutimandapandBaneshoronJuly21and22.
Most of the youth providing feedback have demanded that a provision of a highlevelnationalyouthcommissionbeincludedinthenewconstitution.
Giving out their feedback to thepreliminary draft of the constitutionduring the 'One Youth, One Suggestioncampaign corresponding to the two-day public holiday announced by the government for the collection offeedback on the same, youngsters have opined that the formation of such acommission will help to empower and mainstream youth issues.
Thecampaignaimedatcollectingsuggestionsfromtheyouthtobeincludedinthenewconstitution.NarendraKhatiwada,coordinatorofNYAR,saidthattheyorganizedthefeedbackcollectionprogram
to facilitate youth to have their say in the newconstitution.“TheConstituentAssembly(CA) isorganizing feedbackcollectionacrossthe country. Everyone might not be able to make it to the designated place to give their feedback. We organized this program so that wecan solicit youth's viewsand collectivelysubmit them to the CA secretariat," saidKhatiwada, explaining the purpose behindorganizing the campaign.
Other than the provision for the commission, youth have also provided made a remark on
issuesconcerningthegovernancesystem,federalstructure,andelectionandcitizenshiprights.Around100 young volunteers fromNYARhad actively engaged to collect the suggestions frompublic.
6.6 Strategic Planning Meeting heldNYARconducteditsstrategicplanningmeetingonDecember21andDecember22atitssecretariatinAnamnagar.Dr.PadmaPrasadKhatiwada,anexpertonproject implementationandplanning,helpedstrategicplanningasafacilitator.NYARmembersparticipatedinthestrategicplanning.The

organizationsandaffectedcommunitieshasbeenstrengthened,Morethan4,000schoolchildrenhavebenefitedthroughpsychosocialcounseling,Criticaldiscoursesamongthestakeholdersregardingcommunity ledreconstructionandyouth
leadershiphavebeeninitiated,Victims’familieshavebeensupportedbydebrisclearance,Suggestionsandfeedbacksregardingconstitutionhavebeenprovidedtoconcernedauthorities
as public responsibility,Morethan5,000peopleweresensitizedabout the importanceofmeaningfulparticipationof
youthinreconstructionprocessthroughmassrally,mediaandworkshops,Morethan50youngpeoplearepreparedtoadvocatecommunityledrecoveryandreconstruction
strategies,NYARhasestablisheditselfasacredibleallianceinthefieldofreconstructionandrecoveryfor
variousstakeholdersincludingNationalPlanningCommission,StrategicdocumentwithclearVMGOisprepared,Secretariathasbeenstrengthenedwithbasicofficeequipmentandhumanresources,Morethan500volunteershavesigneduptosupportNYARactivities.
8 ConclusionWithin a six-month period, NYAR has been able to establish itself as a youth network fromnationaltolocallevel,partnerofgovernmentandotherstakeholdersinadriveofreconstructionand a champion of holistic reconstruction campaign that prioritizes community ownership andinvolvementinthewholeprocess.Thealliancehasalreadysetupitsdemocraticstructure,efficient

secretariatandprofessionalrelationshipwithvariousstakeholders,whichisnow,backedbyYANexperienceofworkingwithcommunitiesintheaftermathoftheearthquake,athree-yearstrategicplanningandagroupof500plusenergeticvolunteer.Thegovernmenthasrecentlyformedahigh-levelNational ReconstructionAuthority. The alliance is alsonow redirecting its activitiesundercommunityledreconstructionapproachandyouthleadershipdevelopmentthatnotonlysupportsthegovernmentcampaignofreconstruction,butalsoworktowardsmakingitmoreaccountable,sustainable and transparent in the process. Furthermore, the strategy has also mandated us to havepartnershipwithNationalPlanningCommission,NationalReconstructionAuthorityandlineministriesinreconstructionworks.
