Fortifying Bapco CybersecurityThe first steps into a larger world

Despite being very early into the year, Bapco has already seen significant developments in 2019. Among these, has been the progression of a Cybersecurity Roadmap. Headed by the Automation section in the Engineering Division, a comprehensive process is currently underway to revolutionize Bapco’s digital capability. The team in place has made significant strides, within the roadmap, by implementing Data Diode technology. Digital advancements have revolutionized a vast array of industries. They have offered better as well as more

efficient avenues of operating and brought about increased productivity. This, however, has come at a cost as demonstrated by the rise of cybercrime. For this reason, The Engineering Division is employing new cyber security initiatives to fortify Bapco’s assets, information and production. The Automation section has partnered with Engineering and Marketing International (EMI), a technology solution provider, to develop the Data Diode protection technology. Data Diode is a valuable, hardware-based, security product which provides significant benefit. Data

Diodes allows for the segmentation of Bapco’s networks by regulating the direction in which data can be transferred. The segmentation of networks does serve the purpose of securing the process control network but prohibits all access of process information to necessary individuals through the PI System, which documents and achieves process data. This has necessitated the creation of a PI Ancillary System. The ancillary system mirrors information from the production PI system to allow data availability across the enterprise but leaves no vulnerability for

infringement. This maintains the function of the PI System whilst not compromising security.Data Diode will establish secure, one-way data transference from process network; eliminating any external points of entry and offering security against cyber-attack. Data Diode is the first step in fortifying Bapco’s cybersecurity and provides security for fulfilling new initiatives such as the PI system. The ambitious efforts of the Engineering Division are far from complete but they can help ensure Bapco’s safe and prosperous future.

The team bringing Data Diode to Bapco:Mohammed Lounadi, Syed Ismayil,

Mohammad El-Ess from EMI and Wafa Noor

Cyber Security VigilanceAutomation Superintendent, Ahmed Alsayed: “The rise of global computerization has been extremely rapid. The growing threat of cyber-crime is no longer theoretical and has graduated to a real, tangible danger. Nowadays firewalls are more gates than walls! Traditional technologies need to adapt to combat this growing threat. Our team has worked tirelessly to bring this development to fruition and I thank them sincerely.”

A Secure Pathway to ProgressGeneral Manager – Engineering Division, Gaetano De Santis: “The size and domestic importance of Bapco as an institution makes us a potential target. The developments being spearheaded by the Engineering Division are necessary to avoid commercial disruption, maintain infrastructural integrity and preserve the plans for BAPCO’s progress going forward.”

Cyber Security TransformationEMI- Technical Manager, Mohamad Shamseddine: “Engineering and Marketing International (EMI) was thrilled to be part of the data diode project at Bapco. It was a great experience working closely with BAPCO’s team to complete this cyber security transformation initiative successfully.

Following extensive training and coaching with contractor representatives, we have now developed BOOST Observer Trainers amongst the contractors that will train people within their own companies to conduct observations and have meaningful conversations in the workplace. This is another milestone within BAPCO of engaging contractors in BOOST to further enhance the safety cuture. One such initiative was the collaboration between MCSC, JGC and Rafco where 21 observers from the companies were trained by MCSC trainer Swapnil Kadam. Following the training trainers coach their new observers in the field to increase their comfort and confidence in conducting observations, the following are examples of such coaching taking place in the refinery. By integrating contractors into BOOST, we are engaging more sets of eyes and ears in looking out for each other. This integration of contractors into BOOST will help BAPCO become a safer place to work where we strive to achieve a zero harm culture and where employees and contractor go home to their loved ones.

BOOST Success: Teamwork and Proactive

BOOST observation by Ahmed Meer (OPD –SPS) who took an initiative to identify a steel plate located in one of the 4ACDU access ways which was creating a trip hazard and he was proactive to barricade area until removing steel plate for a safer environment.

BOOST observation by Mohammed Al Molani (OPD –SPS) who took an initiative to identify a broken and unstable walkway at the unit limit in 4A CDU which may cause fall hazard, a broken walkway has been renewed.

BOOST observation by Mohammed Al-Haddad P&U-Utility section, he is committed and eager to safety of employees. He helped to identify the unreachable valve, which may cause fall hazard and Overstretched risk.

BOOST observation by Mohammed Ali Al Aali from OPD – LSDP complex, helped to identify no proper fitting use and unsafe practice while loading the chemical to the tank which created chemical splash risk. A.majeed # 100708 and Mohammed Al Saffar gave an idea to best solution for this barrier and support from maintenance to remove barrier quickly.

Contractor Engagement in BOOST

BOOST Factsfor the quarter

January 2019 – March 2019No of Safety Interactions for the Quarter = 2835, where 3714 people were observed and participated in safety conversations.

This means that each interaction on average lasts 10 minutes 2835x10=28350 mins/60=472 hours two or three people are talking about preventing harm to others.

The above interactions were conducted by 397 trained observers that equates to 16.5% of the workforce.

Did you know that the following behaviours that were observed within the referenced period that had the potential to become a serious injury or fatality.

Line of Fire observed on 63 occasions At Risk

Ascending/Descending observed on 80 occasions At Risk

Special PPE (harness, H2S monitor) on 49 occasions At Risk

Luckily observers through their interactions and actions prevented any of these behaviours resulting in any negative outcome by influencing the observed person to stop work and consider a safer way, or influencing them to perform in a safe manner.

We ask that you all alert your staff to focus on these behaviours and in your visits to verify such behaviours, especially within the shutdown period within the refinery.

Thank you all once again for your support, we want to drive continuous engagement and visibility in the workplace so we can continue to have none of our employees and contractors harmed in any way.

The role of the BOOST observer is not only to observe and DO observations, but to interact and have meaningful conversations with employees and contractors to provide feedback on safe behaviours observed and influence change for any behaviours that are observed that are At Risk.

Climate Change: UK flood planners ‘must prepare for worst’

Half world’s biggest airlines don’t offer carbon offsetting

Why Fukuoka is Japan’s Most Innovative CitySandwiched between the mountains and the sea in Japan’s far-west corner, Fukuoka is a city trying to reinvent itself. In a land long dominated by mega-conglomerates and the inexorable pull of Tokyo, the country’s fastest growing urban centre wants to become Japan’s answer to Silicon Valley. Despite the country’s reputation for hi-tech wizardry, Japan’s start-up scene remains surprisingly stunted. The world’s third largest economy has only one “unicorn” – a private company valued at over $1bn – compared to the United States’ 127 and China’s 78. Fukuoka’s charismatic young mayor is determined to change that, and he’s convinced the city has the ingredients to replicate the success of the US’s west coast innovation hubs. In 2011 he declared Fukuoka would become Japan’s start-up city, and since then it’s risen to the top of the country’s business creation league tables. Whether it can truly rival the capital remains to be seen as funding and talent continues to concentrate in Tokyo, but the city’s leaders have a convincing pitch. A tight-knit start-up community, a young workforce and an affordable city that promises that elusive goal of a work-life balance – something they hope will appeal to a new generation of entrepreneurs keen to avoid the Tokyo rat race.Shortly after being elected as the city’s youngest ever mayor in 2010, former TV presenter Sōichirō Takashima, 44, visited Seattle and was struck by the similarities to his hometown. Both are compact

coastal cities surrounded by nature, with well-developed transport infrastructure and plentiful human resources, he says. In Seattle those ingredients support titans like Amazon and Microsoft, as well as a thriving start-up ecosystem. Takashima believes Fukuoka can replicate that success and help drag the Japanese economy out of a rut it’s been in since the early 1990s. “The presence of start-ups which create new innovation and value is necessary to break economic stagnation,” he says. “With that in mind, I positioned start-up support as our city’s growth strategy.” Since then he’s been busy. In 2014 the central government granted his request to designate the city as a “national strategic special zone” for start-ups, which has allowed them to cut corporate taxes for new businesses and create a special visa for foreign entrepreneurs. It’s also allowed them to relax planning rules so they

can redevelop the city centre and wireless regulations to create a faster and simpler licensing process for experiments and technology demonstrations aimed at the Internet of Things (IoT), which embeds sensors, communication and computing hardware into everyday objects. Takashima has also been aggressively promoting the city at home and abroad, leading business delegations and signing cooperation deals with start-up hubs like San Francisco, Taipei and Helsinki which provide support and introductions for Fukuoka start-ups looking to expand abroad or foreign start-ups looking to enter Japan.

Britain’s flood planners must prepare for the worst on climate change, the Environment Agency has warned. Its chairwoman, Emma Howard Boyd, said on current trends, global temperature could rise between 2C and 4C by 2100 and £1bn a year would need to be spent on flood management. She said some communities may even need to move because of the risk of floods. The government said it would be seeking evidence for its own flood policy in the autumn. Ms Howard Boyd, launching the consultation on the agency’s flood strategy, said government policy should ensure that all publicly-funded infrastructure is resilient to flooding and coastal change by 2050. “We can’t win a war against water by building away climate change with infinitely high flood defences,” she said. She called for more to be done to encourage property owners to rebuild homes after flooding in better locations, and with improvements such as raised electrics, hard flooring and flood doors, rather than just “recreating what was there before”. However, she warned that in some places “the scale of the threat may be so significant that recovery will not always be the best long term solution” and communities

would need help to “move out of harm’s way”. The agency expects more intense bursts of rain and continuing coastal erosion. It calculates that for every person who suffers flooding, about 16 more are affected by loss of services such as power, transport and telecommunications. Ms Howard Boyd warned that climate change and population growth in

England meant that properties built in the floodplain will double over the next 50 years. The agency points towards research from the Cambridge Institute for Sustainability Leadership which suggests that losses on UK mortgages could also double if global temperatures increase by 2C and triple if warming hits 4C. These would be insurance-related losses related to outcomes of climate change such as more extreme weather.Ms Howard-Boyd said the government’s six-year flood programme had given flood and coastal protection “a shot in the arm”, but she warned that more will be needed. Environment Minister Therese Coffey said: “Flooding and coastal erosion can have terrible consequences for people, businesses and the environment. “That’s why we are already providing £2.6bn over six years, delivering more than 1,500 projects to better protect 300,000 homes.” But she

added that “the threat of climate change will mean an increasing risk and preparing the country is a priority for the government, and the nation as a whole”. In a statement, Friends of the Earth said: “Smarter adaptation and resilience building - including natural flood management measures like tree-planting - is undeniably important.

Less than half of the world’s major airlines are giving passengers the opportunity to offset the carbon dioxide produced from their flights, BBC research found. When airlines do offer such a scheme, generally less than 1% of flyers are choosing to spend more. Carbon offsetting enables passengers to balance out their carbon footprint by paying towards environmental projects. Aviation accounts for 2% of global human-induced greenhouse gas emissions. Prices vary but a return flight from London to Malaga, Spain, would cost around £4 to offset. The BBC contacted the world’s biggest airlines in terms of numbers of flights and numbers of passengers. Out of the 28 approached, less than half offered a carbon offset scheme and the majority declined to provide data on the number of passengers offsetting their flights during a one year period - often saying their figures were too low to report. Michael Gill, a director from the international aviation trade body Iata, said: “We strongly recommend all passengers to use high-quality projects to offset their own CO2 emissions as an individual contribution to addressing climate change.” Carbon offsetting allows passengers to pay extra to help

compensate for the carbon emissions produced from their flight. The money is then invested in environmental projects - like planting trees or installing solar panels - which reduce the carbon dioxide in the air by the same amount. Passengers can pay the additional charge when they buy their ticket from participating airlines, but independent offsetting companies also exist. The price varies between

airlines, but a return flight from London and Cape Town, South Africa would cost roughly £20 to offset, according to ClimateCare. The CO2 emissions per passenger from that flight is roughly the same as those produced from heating the average home for a year. Some activists have criticised carbon offsetting as an excuse to continue polluting, arguing that it does little to change behaviour. Advocates defend offsetting just as vociferously. More people are flying than ever and over four billion passengers fly every year. All international carriers must now report their CO2 emissions on an annual basis and the sector as a whole is aiming to halve its carbon footprint by 2050. From next year, airlines will be required to offset any increase in emissions beyond their 2020 levels by reducing emissions elsewhere. Prof Neil Harris, head

of atmospheric informatics at Cranfield University, UK, says carbon offsetting “is a good idea but it’s not working”. He feels airlines and governments need to do more. “All opt in schemes tend to have low take-up,” he explained. “Secondly I think there’s a lack of clarity on what the scheme is. You want to know the money is being well spent.”

Liverpool triumphed 4-0 against Barcelona in a game that had various unusual heroes, including Oakley Cannonier. He was the ballboy who quickly gave the ball to Trent Alexander-Arnold for the Reds’ fourth goal. While the Blaugrana’s defence were still trying to set up after having given away a corner kick, the 14-year-old quickly fed the Englishman, who sent the ball into the box for Divock Origi to make it 4-0.According to The Telegraph, Jurgen Klopp noticed that Barcelona players talked to the referee after almost every decision. Before the game at Anfield, Carl Lancaster, who is responsible for the co-ordination of the ballboys, urged them to feed Liverpool players as fast as possible during the game.A Liverpool academy product himself, Alexander-Arnold served as a ballboy before climbing the ranks of Liverpool’s youth teams to reach the seniors’ starting line-up.Cannonier is also a Melwood prodigy and the team’s former captain Graeme Souness asked the club to invite the boy along with his family to the Champions League final in Madrid.
