INTRODUCTION
The information requested in this questionnaire is for use by the Canadian International Trade Tribunal (the Tribunal) in connection
with its expiry review respecting the dumping of certain flat hot‐rolled carbon and alloy steel sheet and strip originating in or
exported from Brazil, the People's Republic of China (China) and Ukraine, and the subsidizing of such products originating or
exported from India.
For the detailed definition of the goods subject to this expiry review, please refer to the yellow "Case Information" tab.
For ease of reference in the questionnaire, the goods subject to this expiry review, whether produced in Canada, originating in or
exported from Brazil, China, India or Ukraine (the subject countries) or originating in or exported from any other country (the non‐
subject countries), will be referred to as "hot‐rolled steel sheet".
As a domestic mill/service centre that produces hot‐rolled steel sheet, you are required to complete this questionnaire and return
the completed questionnaire using one of the following methods, no later than Thursday, April 28, 2016:

1. This questionnaire is divided into two parts:
PART I ‐ deals with information that is public or non‐confidential in nature. Requests to treat any of this information as
confidential must be fully justified in writing and accompanied by a redacted public or non‐confidential version. PART I deals
with general firm and industry data, and product‐specific information.
PART II ‐ deals with information that is confidential in nature.
2. If your firm has more than one location, facility or outlet, please ensure that you submit to the Tribunal a consolidated reply
to the questionnaire.
3. If the answer to any question is “none,” “not applicable” or “not available,” please indicate which of these situations applies
rather than leave the space blank.
4. All information is requested on a calendar‐year basis. Where adjustments are required to comply with the Tribunal’s request,
please identify the adjustments and give a full explanation of how they were made.
5. If the information requested is not readily available from your records in exactly the form requested, please furnish prepared

CASE INFORMATION
PRODUCT DEFINITION
The detailed definition of the hot‐rolled steel sheet subject to this expiry review is:
flat hot‐rolled carbon and alloy steel sheet and strip, including secondary or non‑prime material, in various widths from 0.75 in. (19
mm) and wider, and (a) for product in coil form, in thicknesses from 0.054 in. to 0.625 in. (1.37 mm to 15.875 mm) inclusive, and (b)
for product that is cut to length, in thicknesses from 0.054 in. up to but not including 0.187 in. (1.37 mm up to but not including
4.75 mm), excluding (i) flat‐rolled stainless steel sheet and strip and (ii) flat hot‐rolled, cut‑to‑length alloy steel products containing
no less than 11.5 percent manganese, in thicknesses from 0.12 in. to 0.19 in. (3 mm to 4.75 mm), originating in or exported from
Brazil, the People’s Republic of China and Ukraine, and the subsidizing of such products originating in or exported from India.
ADDITIONAL PRODUCT INFORMATION
Hot‐rolled steel sheet includes strip and sheet, but does not include floor plate. Strip is usually produced in widths of up to 12 in.
(305 mm). Sheet is usually produced in widths greater than 12 in. (305 mm).
Hot‐rolled steel sheet is normally produced to a specification of the American Society for Testing and Materials (ASTM) standard, to
some other international standard or to proprietary specifications. ASTM specifications for hot‐rolled steel sheet include, but are not
limited to, A505, A506, A507, A568, A569, A570, A606, A607, A621, A622, A635, A659, A715, A749, A907, A935 and A936. Hot‐rolled
steel sheet is usually classified as either carbon‐manganese or high‐strength low alloy steel and is available in several qualities and
grades, which are usually reflected in the ASTM or equivalent specification or standards.
TARIFF CLASSIFICATION
As a result of the amendments to the 2012 Customs Tariff , imports into Canada of hot‐rolled steel sheet on or after January 1, 2012,
are normally, but not exclusively, classified under the following HS classification numbers:

Associated Firms: Firms that are related to each other in any manner other than through an arm’s length (independent)
customer/supplier relationship. For example, firms are associated or related if an officer or director of one firm
is an officer or director of the other, if a firm directly or indirectly owns, holds or controls shares of the other
firm, or if a firm is the exclusive distributor for another firm.
Delivery Costs: The average delivery costs (freight, handling and insurance) from the point of direct shipment in Canada to
your customers, whether included in the selling value or incurred separately by your customers, expressed as a
percentage of the net delivered purchase or selling value. If the goods are sold on an FOB basis (ex‐factory),
please provide your best estimate of the delivery costs incurred by your customers.
Direct Employment: Labour cost of employees whose tasks can be readily traced (by observation) to the production of hot‐rolled
steel sheet are properly considered direct labour costs in the firm’s statement of cost of goods manufactured
for hot‐rolled steel sheet.

Indirect Employment: Includes plant personnel such as supervisors, superintendents and quality control employees, but does not

Net Delivered
Purchase Value:
The net delivered purchase value is the laid‐in cost net of all cash, quantity or deferred discounts, allowances,
taxes, rebates and incentives, whether or not shown on the invoice. However, it includes delivery costs
(freight, handling and insurance) to your Canadian warehouse and, where applicable, all import costs such as
customs and other duties, brokerage fees and surcharges.
Net Delivered
Selling Value:
The net delivered selling value includes sales to a third party or an affiliate. It is net of all cash, quantity or
deferred discounts, allowances and taxes whether or not shown on the invoice. These discounts, allowances
and taxes include, but are not limited to, discounts and cash discounts, rebates and incentives. However, it
includes all delivery costs (freight, handling and insurance) incurred by your firm from the point of direct
shipment in Canada and included in the selling price or an estimate of such delivery costs if incurred by your
customers.
Period of Review: This review covers the period from January 1, 2013, to December 31, 2015.
Practical Plant Capacity: This is the greatest level of output from the machinery and equipment used in the production of hot‐rolled
steel sheet that your plants can achieve on a continuous basis within the framework of a realistic work pattern.
Consideration should be given to the typical product mix, number of shifts per day, annual operating days, etc.,
over the past five years.
Primary Goods: Refers to primary hot‐rolled steel sheet whose quality is superior to seconds quality and would be recognized
and sold as the industry standard.
Seconds: Refers to secondary or non‐primary hot‐rolled steel sheet whose quality is not superior.
Tolling: The act of processing or transforming another firm's hot‐rolled steel sheet into finished hot‐rolled steel sheet,
for a fee, where the ownership of the product remains with the firm requesting the tolling, i.e. there is no
transfer of ownership of the hot‐rolled steel sheet being processed or transformed into finished hot‐rolled
steel sheet.
Units of Volume: All responses to volume questions should be expressed in metric tonnes (mt).
Please note that: 1 metric tonne (mt) = 1 tonne = 1,000 kilograms = 1.102311 tons.
