Thank you for your trust in the integrity and impartiality of ITU’s publications, and for continuing

to make ITU a leading international publisher of information on communication technolo-

gies, developments and statistics since its founding over 140 years ago. The quantity of

publications and new customers continues to grow steadily. We very much appreciate your

contribution as a valuable ITU customer to its continuing success!

Most of you are already familiar with our collection of ITU-R and ITU-T Recom-

mendations, which, as international standards, help towards establishing an

even playing field in the global telecommunication markets. For the seafaring

community, ITU-R maritime publications constitute another capital collection,

measured by customer demand that continues to grow each year. Did you

know that no ship sails the seas without these publications on board? And

that it is thanks to ITU’s MARS system that Search and Rescue teams are

provided with up-to-date information from the ITU master Ship station da-

tabase, enabling them to successfully carry out their operations.

We have a range of products that makes us unique in the publishing world.

You will find titles ranging from spectrum management and satellite com-

munications to ICT indicators and policy and development issues, so

whether you are a broadcasting engineer, regulator, telecommunications

professional, computer specialist, business analyst or student, you will

surely find something of interest to you. As the focus of ITU’s activities

on global communications broadens to fresh horizons, new titles reflecting this change on

such topics as cybersecurity, spam and cybercrime, helping bridge the digital divide, the

management of emergency telecommunications and next generation network standards

can be found inside this edition.

The greater part of ITU publications are available in electronic format (some in both electronic

and hard copy formats) and can be purchased and downloaded directly from

at any time, day or night. Most ITU publications are also available in printed format, and many

on CD/ DVD-ROM. The ITU Catalogue and both its annexed Lists of ITU-R Recommenda-

tions and Reports and ITU-T Recommendations contain all the titles currently for sale. These

can be ordered online or by using the order form, which you will find in this Catalogue. ITU

publishes in Arabic, Chinese, English, French, Russian and Spanish (please note that not all

titles are available in all six languages). This Catalogue also contains useful information on

pricing discounts, methods of payment and related conditions of sale, as well as a snapshot

of what is ITU and information on whom to contact.

Keep connected to ITU’s publications web pages at: www.itu.int/publications. They are up-

dated regularly and new publications are posted there as soon as they become available, as

well as the latest news. You can now also connect to our NEW weekly update of the online

WHAT IS THE INTERNATIONAL TELECOMMUNICATION UNION (ITU)?

What is ITU ?Founded in Paris in 1865 as the International Tele-graph Union, the International Telecommunication Union took its present name in 1934 and became a specialized agency of the United Nations in 1947.

ITU is an intergovernmental organization, within which the public and private sectors cooperate for the development of telecommunications worldwide. In essence, the Union’s mission covers the follow-ing domains:

a technical domain – to promote the development, effi cient operation, usefulness and general availability of telecommunication facilities and services;

a development domain – to promote the devel-opment of telecommunications in developing countries and the extension of the benefi ts of telecommunications to people everywhere;

a policy domain – to promote the adoption of a broader approach to the issues of telecommu-nications in the global information economy and society.

ITU comprises 191 Member States, 568 Sector Members and 144 Associates (scientifi c or industrial organizations, public and private operators, broad-casters, regional/international organizations).

What does ITU consist of ?The Union comprises:

The Plenipotentiary Conference, the supreme authority of the Union composed of delega-tions from the Union’s Member States. Pleni-potentiary conferences are held every four years to adopt the underlying policies of the organization and determine its structure and activities;

the Council, composed of 46 Members of the Union which acts on behalf of the Pleni-potentiary Conference and meets annually to consider broad telecommunication policy issues in order to ensure that the Union’s policies and strategies fully respond to today’s dynamic telecommunication environment. It also prepares a report on the policy and stra-tegic planning of ITU. In addition, the Council is responsible for ensuring the effi cient coor-dination of the Union’s work (monitoring work programmes, approving budgets and control-ling fi nances and expenditure);

world conferences on international telecom-munications, which meet according to needs, to establish the general principles which relate to the provision and operation of international telecommunication services offered to the public;

a Radiocommunication Sector;

a Telecommunication Standardization Sector;

a Telecommunication Development Sector;

a General Secretariat (including Telecom).

RadiocommunicationThe role of the Radiocommunication Sector (ITU-R) is to ensure the rational, equitable, effi cient and eco-nomical use of the radio-frequency spectrum by all radiocommunication services, including those using the geostationary-satellite orbit, and to carry out studies on all frequency ranges without limitation on the basis of which recommendations are adopted.

The decision-making functions of the Radiocom-munication Sector are performed by Radiocommu-nication Conferences. World Radiocommunication Conferences are held every two to three years to review, and, if necessary, revise the Radio Regula-tions, the international treaty governing the use of the radio-frequency spectrum and the geostationary and non-geostationary satellite orbits. Radiocommu-nication Assemblies (RA) are responsible for approv-ing the programme of technical work, for setting up the structures required to carry out this work, for making work assignments (including conference preparatory work and radiocommunication stud-ies), and for determining the priority, urgency and timeframe for completion of studies. The technical work is carried out by expert groups called “Study Groups”.

Standardization The duties of the Telecommunication Standardization Sector (ITU-T) are to study technical and operating questions and to issue recommendations (de facto standards) to foster seamless interconnection of the world’s telecommunication networks and sys-tems. The Sector is also being called upon to forge new standards for the interoperability of equipment from once-disparate realms (telecommunication broad casting and computing) and facilitate the development of a new world of multimedia-based communi cations in a converged environment.

The Sector also adopts recommendations on tariff and accounting principles for international telecom munication services and considers policy issues related to carriage and content. (Technical or operating questions specifi cally related to radio-communications come within the purview of the Radiocommunication Sector.)

The decision-making functions of the Telecommu-nication Standardization Sector fall within the man-date of World Telecommunication Standardization Assemblies which also adopt the work programme and deter mine the timeframe for completion of work relating to the preparation of standards.

Page 7: publications publications

WHAT IS THE INTERNATIONAL TELECOMMUNICATION UNION (ITU)?

The technical work is carried out by Study Groups which develop technical specifications and operat-ing parameters for equipment and systems covering every aspect of network operation.

In particular, ITU-T is charged with coordinating the development of the systems and technologies which constitute the emerging Global Information Infrastructure. Areas under study include broadband ISDN, Internet Protocol-based networks and ground-breaking technologies related to new multimedia systems, including special protocols and signal processing systems, high-speed modems, digital subscriber line systems (xDSL) and new types of multimedia terminal. Although they are not binding, ITU-T Recommendations are generally complied with because they guarantee the interconnectivity of networks and enable services to be provided on a worldwide scale.

DevelopmentThe role of the Telecommunication Development Sector (ITU-D) is to facilitate and enhance telecom-munication development through advice and direct technical assistance. Sector activities range from policy and regulatory advice, advice on the financing of telecommunications and on low-cost technology options, assistance in human resource management, and the development of initiatives targeting rural development and universal access. Throughout all these activities the Telecommunication Development Sector and its executive arm, the Telecommunication Development Bureau (BDT), maintain a strong empha-sis on brokering partnerships with the private sector, with a view to harnessing the commercial drive of industry to the needs of developing nations.

It also offers a network of resources allowing countries to find out about and learn from other experiences, which can be very valuable to assist governments and regulators in their bid to provide universal access.

Finally, the Sector produces a range of authorita-tive information resources which provide analysis of trends in the global telecommunication sector backed by official statistics from the world’s leading source of telecommunication information. Examples include the World Telecommunication Development Report (WTDR), a flagship publication which pro-vides a comprehensive overview of an industry in full transition, and the Telecommunication Regula-tory Survey, an annual survey which monitors world telecommunication reform and serves as the basis of a regulatory database offering vital information for governments reforming their telecommunica-tion sector.

The decision-making functions of the Telecommuni-cation Development Sector are fulfilled by World and Regional Telecommunication Development Confer-ences supported by study groups.

General SecretariatThe task of the General Secretariat is to manage the administrative and financial aspects of the Union’s activities, including the provision of conference services, information services, long-range strategic planning, and corporate functions (communication, legal affairs, finance, human resources and admin-istration).

The General Secretariat’s work in managing the Union’s many meetings and regional and inter-national assemblies and conferences covers organizational and logistical support, the provi-sion of administrative services, documentation, and the provision of translation and interpreta-tion services in the six working languages of the Union.

Through an extensive document preparation and handling centre, the General Secretariat is also charged with the production and printing of documents and publications as well as with marketing, sales and dispatch of publications to customers worldwide.

In the area of strategic planning, policy devel-opment, external relations and corporate com-munication, the General Secretariat is involved in activities ranging from the preparation of policy and research papers and reports tracking changing trends in the global telecommunica-tion environment, to the development of cor-porate communication policies and materials promoting the work of the Union.

The General Secretariat manages relations with the media, with the United Nations and with other international and regional organizations, and handles matters of international protocol. In addition, it proposes improvements to working methods and identifies cost-saving measures through operations analysis.

The management of the finances of the Union is also the responsibility of the General Secretariat. Activities include advising and informing the membership and legislative bodies of the Union on financial and budgetary matters, preparation of the Union’s draft budget, preparation of cost analysis, and financial reporting.

It is the responsibility of the General Secretariat to manage the Union’s legal affairs, providing advice and legal opinions on a wide range of important documents including formal agree-ments and international treaties. The General Secretariat also has an important role to play in assisting the Secretary-General in his role as ITU’s legal representative and depository of treaties and other agreements concluded by ITU or under its auspices.

Page 8: publications publications

WHAT IS THE INTERNATIONAL TELECOMMUNICATION UNION (ITU)?

The internal communications requirements of ITU are also handled by the General Secretariat, which provides an up-to-date information technology infrastructure, information exchange services, administrative software applications and software development environments.

Finally, the General Secretariat assists the Secretary-General in developing policies relating to personnel and human resources, providing essential advice on a wide range of matters including recruitment, staff training, counselling and post classification.

Colloquium No. 6 - Regulatory Implications of TelecommunicationsConvergence

Geneva, 11-13 December 1996

This Briefing Report of the Sixth Colloquium assesses the challenges andopportunities confronting regulators that arise from the rapid convergence oftelecommunications technologies and markets. Spurred by dramatic technicaldevelopments, such as high-speed digital telephony, cable television, wirelesstechnologies, and the Internet, the lines between traditional common carrier telephone("conduit") services and broadcast-based information and entertainment ("content")services are becoming increasingly blurred. These trends are compelling regulators tore-examine many of the fundamental policies and institutional structures whose goalsare to guide telecommunications industry evolution for the benefit of society. TheRegulatory Colloquium itself and the preparation of the Briefing Report were fundedby the World Bank and the Friedrich Ebert Foundation. The principal author is Mr.David Townsend. The views expressed are those of the author alone.

This Briefing Report was prepared for the seventh ITU Regulatory Colloquium, held atITU Headquarters in Geneva on 3-5 December 1997. The topic of the SeventhColloquium was a detailed examination of the present crisis in the international systemby which payments are made between countries for international telecommunicationsservices (known, for short, as the "accounting rate" problem). The Colloquiumexamined in detail alternatives to the present system as well as means by which thesystem may be adjusted to reflect current realities.

The eighth Colloquium examined the role that the telecommunications policy makerand regulator could most usefully play in the development of electronic commerce.While there is an already enormous and growing literature on e-commerce, relativelylittle attention has been paid to the link between e-commerce and telecommunicationregulation. In addition, relatively little attention has been paid to providing guidance totelecom officials in developing countries on this link. The analysis in this BriefingReport is intended to help fill this gap.

1.3 Policy and Market Analysis

The ITU Internet Reports (published in line with PP Resolution 101), were launched in 1997, andspan over half a decade of evolution of the Internet together with fixed and mobile telephonenetworks. Publications under the ITU New Initiatives Programme cover a wide variety of subjectsthat have been discussed at expert workshops since 1999, from competition policy to Internetgovernance, and from 3G to RFID. These are published in line with Council Decision 496. Since2003, SPU has also released publications on issues of particular importance at the World Summiton the Information Society, e.g. on countering spam and bridging the digital divide.

ITU Internet Reports Series

ITU Internet Reports 2006: digital.life

2006, 8th edition

This eight edition of the ITU Internet Reports, entitled "digital.life", delves into howindividual lives are changing in the digital age. Prepared especially for ITU TELECOMWORLD (4-8 December 2006 in Hong Kong), the report begins by examining theunderlying technological enablers of new digital lifestyles, from upgrading networkinfrastructure to value creation at its edges. In studying how businesses are adaptingto fast-paced digital innovation, the report looks at how they can derive value in anenvironment driven by convergence at multiple levels. The question of extendingaccess to underserved areas of the world is considered as an important priority. Inlight of media convergence, a fresh approach to policy-making may be required,notably in areas such as content, competition policy, and spectrum management.Moreover, as our lives become increasingly mediated by digital technologies, the roleof digital identities (both abstract and practical) presents a new challenge. Concernsover privacy and data protection are not being sufficiently addressed by currentmethods for managing identities online. As such, the report examines the changingdigital individual, and outlines the need for improving the design of identitymanagement systems for a healthy and secure digital world.

The ITU New Initiatives Programme: The Future of Voice

2007

For more than 100 years, voice traffic has been the mainstay of thetelecommunications sector, in terms of customers, revenues and traffic. But thegradual migration to an all-IP network environment is having a significant impact onthe provision of voice service over the public switched telecommunication network(PSTN). In this respect, the concept of "voice", as a universal service, is also evolvingrapidly.

The mobile communications field continues to grow rapidly, as more and more3G/IMT-2000 networks are deployed. The increasingly intimate nature of the mobilephone and its use as a key platform for content delivery raises important regulatoryconcerns. Convergence between the broadcasting and telecommunication industriesis cited as one of the key challenges that both regulators and industry will have to facein the coming years.The research presented in this publication made up the background materials fordiscussion at the ITU New Initiatives Programme Workshop on "The RegulatoryEnvironment for Future Mobile Multimedia Services" held in Mainz, Germany, from 21to 23 June 2006, jointly hosted by ITU and the Federal Network Agency of Germany.

As local and national governments prepare for the challenges of the informationsociety, there is increasing interest in broadband deployment statistics showing whichcountries are leading, and which are falling behind. Although most existing users areresidential consumers, broadband access is being touted as a way for governments toattract investment, ensure future economic prosperity and provide enhanced socialwelfare. But among developing countries, there is a fear that the huge investmentsnecessary to establish widescale broadband access will open up a new digital divide.This publication - the eleventh in the New Initiatives series - summarizes the maindiscussion points and conclusions of a workshop on promoting broadband, held inApril 2003, while the accompanying CD-ROM contains case studies, backgroundmaterials, useful broadband links, and extensive analyses of different aspects of thetopic. The workshop was organized by the ITU Strategy and Policy Unit, and examinedthe different strategies that have been followed by different world economies, at localand national levels, for promoting the deployment and use of broadband networks.The key research question was why some economies have been more successful thanothers and whether this success can be replicated.

TERMITE (TERMInology of TElecommunications) came into being in the InternationalTelecommunication Union (ITU) in 1978, initially to satisfy the in-house translationrequirements. This terminology base very rapidly became an essential tool for alltechnicians, engineers, translators and administrators involved in telecommunications.TERMITE now overs not only technical telecommunication vocabulary but also theadministrative and financial vocabulary relating to ITU's structure and operations.Incorporating as it does all previous lexicons and glossaries as well as many newentries and updates, TERMITE now comprises over 59 000 entries.

Volumes I & II contain a trilingual English-French-Spanish list.In these two main volumes, entries are preceded by their location number and aresorted in English alphabetical order, followed by the French and Spanish equivalents.

PUBLICATIONS OF THE ITU-R SECTOR 2.2.5 ITU-R Recommendations

The ITU-R Recommendations constitute a set of international technical standards developed bythe Radiocomunication Sector (formerly CCIR) of the ITU. They are the result of studiesundertaken by Radiocommunication Study Groups on:- the use of a vast range of wireless services, including popular new mobile communicationtechnologies:- the management of the radio-frequency spectrum and satellite orbits;- the efficient use of the radio-frequency spectrum by all radiocommunication services;- terrestrial and satellite radiocommunication broadcasting;- radiowave propagation;- systems and networks for the fixed-satellite service, for the fixed service and the mobile service;- space operation, Earth exploration-satellite, meteorological-satellite and radio astronomyservices.

The ITU-R Recommendations are approved by ITU Member States. Their implementation is notmandatory; however, as they are developed by experts from administrations, operators, theindustry and other organizations dealing with radiocommunication matters from all over theworld, they enjoy a high reputation and are implemented worldwide.

They are divided into Series according to the subjects they cover, as follows:

Series Subject area

PUBLICATIONS OF THE ITU-R SECTOR 2.2.6 Handbooks

ITU-R Handbook is a text which provides a statement of the current knowledge, the presentposition of studies, or of good operating or technical practice, in certain aspects ofradiocommunications, which should be addressed to a radio engineer, system planner oroperating official who plans, designs or uses radio services or systems, paying particular attentionto the requirements of developing countries. It should be self-contained, require no familiaritywith other ITU Radiocommunication texts or procedures, but should not duplicate the scope andcontent of publications readily available outside the ITU.

Spectrum Management

This Handbook should be seen as a complement to the handbooks 'National SpectrumManagement' (Edition 2005) and 'Spectrum Monitoring' (Edition 2002). The topic ofnational spectrum management has evolved and become the central hot spot in theactivities of all telecommunication administrations. This is particularly true fordeveloping countries, where dramatic development of ICT technologies and their wideapplication have led to a heavy increase in related spectrum usage. The user/readerwill find basic material and numerous models for developing efficient projects that willassist in reaching their objective - implementing automated spectrum management assoon as possible.

3.2 ITU-T Recommendations

The ITU-T Recommendations developed by the ITU Telecommunication Standardization Sectorconstitute the basis for international telecommunication standards. They are based on studies ontechnical, operating and tariff questions and serve to standardize telecommunications on aworldwide basis. Although non-binding, they are widely used because they enable theinterconnectivity and interoperability of networks and the provision worldwide oftelecommunication services. At present, more than 3 100 ITU-T Recommendations on some 100000 pages are in force on topics from service definition to network architecture and security, fromdial-up modems to Gbit/s optical transmission systems to Next-Generation Networks (NGN) andIP-related issues.

ITU-T Recommendations are made available individually as soon as they are prepared in ITU-TStudy Groups and approved by ITU-T Members. The announcement of each new or revised ITU-T Recommendation is made through the ITU News magazine, the Notifications, and the List ofITU-T Recommendations. There exist three complementary formats of the ITU-TRecommendations available for sale: the paper version, individually downloadable electronicformat and DVD-ROM.

Customers who wish to receive further details and information related to the availability and priceof these Recommendations should refer to the List of ITU-T Recommendations which contains acomprehensive description of all the series as well as the ordering facilities. This List is available inon request from the ITU Sales Service. It is also available online via Internet atwww.itu.int/publications. For more information, please contact the ITU Sales Service [email protected].

Protection of Telecommunication Buildings from Fire

2002

In a telephone building, the losses from damage caused by fire not only affect thepersons and property directly involved in the calamity, but are felt throughout thepopulation due to the effects of the service breakdown and the consequent loss ofearnings from the service provider point of view. Moreover, the amount ofinformation and services available to the customers is so high, nowadays, thatequipment, buildings, infrastructures and installations need to be protected fromdamage due to calamities, including fire. This handbook is specific to the preventionof damage and the protection of telecommunication buildings from fire.

4.2 Economics and Finance

Cost-based pricing, in particular calculation of interconnection rates, has been one ofthe most high-profile challenges facing both operators and regulators. Negotiatingtariffs or rates is a delicate matter, whether it is for a new operator entering aliberalized market or a regulator wishing to set affordable tariffs for national callswithout compromising competitiveness among operators. Now, ITU’s Market,Economics and Finance Unit has released COSITU, a practical tool which automatesthe calculation of costs, taxes, tariffs and rates. This powerful tool will permit networkoperators, service providers, regulators and policy-makers in developing countries toefficiently calculate costs, taxes related to trade in international traffic (accounting,settlement and termination rates), interconnection rates between local operators andtariffs for national and international telephone services, both fixed and mobile. COSITUSP2 is a bilingual software package (software on CD-ROM + user manual:English/Spanish and English/French versions). The English/Russian version will beavailable soon.

Investing in Telecommunications and ICTs in Developing Markets: Shiftingthe Paradigm

2003

Telecommunications and ICTs have become a key infrastructure necessary for humandevelopment. As the sector has transformed into one driven by commercial interest,one question begs to be answered: what actions can be taken to stimulate privateinvestment in the sector, particularly in countries and regions where the opportunitiesare less obvious? This report provides insight into answers to this question byanalysing trends, examining risk factors facing potential investors and by identifyingspecific investment opportunities in developing markets. Finally, the report makesspecific recommendations to the various stakeholders on actions that can be taken to'shift the paradigm' so that investment will be attracted to those markets most in need.

2006

In the telecommunication industry, economic modelling techniques such as regressionanalysis, simulations and linear programming are powerful tools that can aid decisionmaking for governments, regulatory authorities and telecommunication operators.Nevertheless, in many countries such techniques are often under-employed. The aimof this report is to describe the various economic modelling techniques and how theycan be used to solve practical problems facing the telecommunication industry: forexample how a proposed merger may affect competitive behaviour or how demandand profitability may be affected by a price change.

Final report of ITU-D Focus Group 7: New Technologies for RuralApplications

2001

More than 2.5 billion people (over 40% of the planet's population) live in rural andremote areas of developing countries. Of the small fraction that has any access totelecommunications, voice telephony has been the main service provided. But today,interactive multimedia services, such as e-mail, tele-education and telemedicine, arejust as important as voice connectivity. This report looks at technologicaldevelopments that have the potential to support interactive multimedia services inrural and remote areas.

4.7 Operators

This online database, developed by ITU at the request of ITU-D Sector Members,contains details of telecommunication operators and service providers, both publicand private, in developing countries, together with more specific information onvarious companies. It is an essential tool for operators and service providers wishingto announce their presence, to highlight their development projects, to identifypotential partners (financiers, equipment manufacturers, software developers,operators, etc.) and to address market opportunities. In addition, it gives firms wishingto participate in telecommunication development in developing countries thepossibility of targeting and profiling operators and service providers more accurately,while at the same time opening up attractive prospects in areas of collaboration.This system, which is available on the ITU website(http://www.itu.int/ITU-D/OPERITU/), allows search by region/country or by selectingpredefined criteria. It is updated on a regular basis.

4.8 Least Developed Countries

The Application of Information and Communication Technologies in theLeast Developed Countries for Sustained Economic Growth

2004

A lot has been said about the digital divide that exists between the developed and theleast developed countries (LDCs). Yet so little is being said about the opportunitiesthat exist in the ICT Sector in the LDCs. This report takes a very close look at thisgroup of countries and advances the argument that ICTs can play a catalytic role ingetting these countries out of their current poverty trap. In that respect, a win-winoutcome for both the investor and the countries is not in question.

A Handbook on Internet Protocol (IP)-Based Networks and Related Topicsand Issues

2005

The use of Internet Protocol (IP)-based technologies is now a strategic element in thedesign, development and use of telecommunication networks. Consequently, there isa growing interest in the policy and regulatory issues related to the growth of IP-basednetworks, such as the Internet, and their convergence with other networks. The ITUproject team worked diligently to provide a factual, unbiased account of how IP-basednetworks, including the Internet, work today, as well as some of the key policy issuesassociated with the proliferation of these networks and services.
