Sibley Parkway
Mankato, MN
The Sibley Parkway Redevelopment Project Area covers approximately 70 acres of an
underutilized and blighted industrial area located adjacent to the Minnesota River. The project
involved an extensive riverbank restoration, which included re-channeling the river’s flow away
from the fragile banks. Once completed, the riverbank was replanted with native vegetation.
Land use now includes a multi-family affordable housing property, along with sidewalks and
bike paths that invite the public to interact with the river both visually and physically.

Goodhue Water Tower
Goodhue, MN
A study was conducted for a new water distribution
system to serve the City of Goodhue. This study
included creating a model of the city’s existing water
system that was used to determine the effects of a new
water tower and water main improvements. When
complete, the project included a 250,000-gallon water
tower, a water main extension to existing infrastructure,
site plans and demolition of the existing tower.
Mill Creek Bridge
Cherokee County, IA
Cherokee County wanted to replace an existing high truss bridge over Mill Creek. The
existing bridge had sharp curves on both approaches and a posted weight limit. The
replacement bridge was designed on a horizontal curve with super-elevation built into the
bridge cross section. The existing high truss bridge was retained as a historic structure. A
canoe access and parking area was constructed along the south bank of Mill Creek.
Cherry Street Ramp
Mankato, MN
This 169-stall parking facility resulted from a study by the City of Mankato, with the
assistance of ISG. The innovative two-story ramp, in the heart of downtown, was
designed to accommodate future retail, housing and mixed-use spaces on successive
floors. A precast concrete system was selected as the structural system for the facility,
allowing for expedient construction times and a flexible design medium. The ramp
location also serves as a transit station and major hub for the municipal bus system.
West Bend Water Treatment Improvements
West Bend, IA
After years of multiple repairs to their iron filter, heavy corrosion finally
caused the replacement of the unit for the City of West Bend, Iowa.
ISG prepared plans for a new factory built unitized aeration/detention/
filtration unit. This was the first all aluminum filtration unit constructed
in the State of Iowa. The tank resists corrosion and provides
maintenance free service. In addition, a large portion of the piping was
replaced with PVC piping, which will also provide a more maintenance
free system. The treatment plant now removes iron and manganese to
below secondary MCL limits.
West Lakeshore Drive
Storm Lake, IA
The project consisted of a total reconstruction of West Lakeshore
Drive and subgrade with a new concrete section placed on a modified
sub-base. A portable crushing operation provided reuse of the crushed
concrete for this base. The storm drainage system was reconstructed and
routed to one outfall line to the lake. The old pavement was recycled
into the street structure, eliminating use of new raw material. Stormwater
management is greatly improved with the new intakes and storm
sewers that collect runoff and direct it through the separation device for
treatment prior to discharge to the lake.
U.S. Highway 14 Roundabout
New Ulm, MN
Known to be the first on the U.S. Highway 14 improvement project between New
Ulm and North Mankato, this single lane roundabout sits at the entrance of a large
new commercial development and a Menard’s store and is the result of a public/private
partnership that included the Minnesota Department of Transportation, the City of
New Ulm, Brown County and Menard Inc. ISG designed the roadway and utilities
for this innovative project including the site work for the new store. The roundabout
features pedestrian/bike paths, crosswalks and lighting. It now serves as a model project
for the many others planned throughout the state.

Alta Wastewater Treatment Plant
Alta, IA
Years of updating a 1950’s trickling filter treatment system led the City of
Alta to utilize ISG for an in-depth evaluation. Recent changes to water quality
standards required lower ammonia nitrogen and bacteria discharge limits
that could not currently be met. ISG recommended construction of a new
Aero-Mod, Inc. SEQUOX® activated sludge system, which results in high
energy efficiency and a smaller footprint compared to other activated sludge
designs, which lowers costs. The new treatment system has shown significant
improvement over the previous system, yielding an average reduction of
NH3-N by 91% over the treatment efficiency of the old plant.
Sumner Avenue Town Square
Humboldt, IA
A prime Main Street footprint left vacant by a demolished building
became an exciting and meaningful challenge for ISG planners and
designers. ISG was steadfast in their encouragement of city officials
to reinvest in the town center to help promote greater activity in
the downtown core and spur future economic growth. The ultimate
solution was a central public plaza and green space that supports a
vibrant public connection and creates a pedestrian connectivity to
the adjacent library. The completed Town Square features stamped
concrete pathways, a variety of seasonal trees and plantings along with
a central green space, which also serves as a wintertime ice-skating rink.
Alcoves with benches provide opportunities to gather as well as spots
for quiet reflection.
Fairmont Water Treatment Plant
Fairmont, MN
The City of Fairmont had utilized Budd Lake as a raw water source since 1897 when
the first pumping facility for raw water withdrawal was installed. The latest water
treatment plant was constructed nearly 80 years ago. When the city constructed a
new water treatment plant on an adjacent site, ISG teamed with specialized water
consulting firm, AE2S on the design and provided architectural, site design and land
surveying services. The project incorporated energy saving solar tube lighting and rain
gardens that reduce storm water runoff. It has been an uncompromising success, both
in terms of operations and water quality.
U.S. Highway 20
Sac and Calhoun Counties, IA
Iowa’s U.S. Highway 20 is a major east–west artery running across the state, from
Sioux City to Dubuque. Construction staking services were provided for a new route
extending through Sac and Calhoun counties. This four-lane expressway crossed
several state highways and streams, requiring the incorporation of multiple highway
overpasses and bridge crossings.
ISG controlled the machine grading for the entire project and for paving operations
on over 16 miles of roadway. Excellent contractor/ISG communications enabled a
successful completion well ahead of schedule. The contractor won a silver award in the
American Concrete Pavement Association Excellence in Concrete Pavement Divided
Highways (Rural) category.
South Front Street Reconstruction
Mankato, MN
Consensus-building design charrettes engaged business owners and
community and incorporated their feedback into the re-design of this historic
street in the Entertainment District of City Center Mankato. Three sections
of Front Street were reconstructed as part of a larger effort to develop more
pedestrian-friendly, civic plaza-type area. The streets were narrowed to slow
traffic and increase safety for bikers and pedestrians. The newly enhanced
plaza, land/streetscaping and widened sidewalks provide interaction with the
outdoor environment, give the area a public market style feel and expand the
capacity and outdoor seating options at local restaurants.

CSAH 82 Stormwater Analysis and Storage
Mankato, MN
ISG completed the hydrologic/hydraulic study for Blue Earth County Public
Works on the reconstruction of CSAH 82 in Mankato, Minnesota. The project
included the reconstruction of culverts under the highway to provide drainage to
approximately 2,000 acres of urban and rural areas including Blue Earth County
Ditch 12, Wilson Creek and portions of MnDOT Trunk Highway 22. Working
with the City of Mankato, private developers and the county, a drainage system
was established utilizing in-channel storage, a created wetland and a two celled/
two stage pond system, the peak flows were reduced and the culverts were sized
accordingly to protect the highway and the land downstream.
Kingsley Wastewater Treatment
Kinglsey, IA
The City of Kingsley’s aerated lagoon was not capable of meeting changes to
Iowa’s water quality standards, particularly in the colder months. Following
a detailed analysis, ISG recommended retrofitting the existing wastewater
treatment lagoons using a Submerged Attached Growth Reactor (SAGR). The
SAGR is primarily designed to provide ammonia removal in cold to moderate
climates. An effluent ultraviolet disinfection system also allows the city to
meet more stringent bacterial limits during summer months. Since the Iowa
Wastewater Design Standards did not specifically address the SAGR process,
the IDNR stepped in to approve it as an acceptable alternative technology. This
project was one of the first installations in Iowa using SAGR technology.
Mankato Public Works Campus
Mankato, MN
City of Mankato leaders saw this former
Minnesota Department of Transportation’s
District 7 Headquarters as the ideal retrofit for
its new City of Mankato Public Works Facility
as it already provided for vehicle storage,
maintenance, material storage and offices. The
central location is also strategically positioned
for a new regional transit hub and headquarters
for City of Mankato Mass Transit.
This multiphase project consisted of an interior
cosmetic upgrade and office remodel in the
lower level including a large meeting room,
break room, conference room office space
and locker. The garage areas for trucks and
equipment, including extensive upgrades to
ventilation systems, was also renovated.
Trunk Highway 60 Expansion
Faribault, MN
The City of Faribault and the Faribault Area Chamber of Commerce invested in a Commercial Market
Potential Study which recommended improvements to the TH 60 / I-35 Interchange configuration.
Commercial developers required a proficient transportation system in order to assure traffic to their
district. The $2.5 million project converted 1,800 feet of two-lane highway into four-lanes, including turn
lanes. This extension also included the realignment and improvement of the 206th Street intersection,
including added traffic signals. A westbound left turn lane was added to the I-35 exit ramp onto TH60. In
addition to full engineering design, ISG provided topographic survey and right-of-way platting services.

Infrastructure, roads, bridges, water and sewer systems—it’s
the foundation of every public works project. It impacts the
entire community. It’s how we get to work each day, how we
treat our natural resources, and what we look at when traveling
about our cities.
Municipal engineering is important work that demands highly
skilled engineers—engineers that are true experts in the
technical aspects of complex public projects. At ISG, our
civil engineers take their job a step further. They look at
infrastructure as a responsibility. Their job is to serve the people
and to work together with their fellow citizens to ensure a
thriving and healthy environment, smooth mobility and wise use
of public and private funds.
Transportation
Transportation networks, parking and pedestrian mobility
have tremendous impact on our communities, their economic
viability, citizen satisfaction, environmental health and future
development. At ISG, we work closely with our clients and work
diligently to engage and listen to community members, officials
and stakeholders so we can fully understand their needs, desires
and development objectives and meet them with safe and
efficient solutions.
We plan, design and manage projects for a variety of
transportation infrastructure including highways, streets,
bridges and designs for traffic control and detour plans. Our
multi-disciplinary team of experts are well versed in state and
federal funding mechanisms and they analyze projects and advise
clients on which improvements are good candidates for those
funding programs.
Land Surveying
At ISG, we do more than recognize the fundamental importance
of measuring and collecting accurate site data. When our clients
are provided with accurate maps and site information, they are
assured their investment is safe, the survey is true, and they
are building on a reliable legal foundation. Whether the project
requires simple boundary identification or a more complex
survey, ISG land surveyors accurately obtain information
using traditional survey methods complemented by the latest
technology, including in-house 3D laser scanning services.
Municipal Administration
There is a significant amount of work and extensive knowledge
necessary to efficiently run the day-to-day activities of a
municipality. City clerks and administrators work hard and wear
several hats—and they readily admit that often times some extra
assistance and expertise could benefit their city.
In the spirit of working ingenuity, ISG tapped our municipality
experts to offer administrative services and counsel. Our group
has former city administrators on staff that can help guide your
community in planning and zoning, community and economic
development and administrative needs.
Municipal Resource Planning
It’s inevitable. As our cities grow and age, there is a great need
for a variety of improvements to facilities and infrastructure.
Our planners and grant specialists have developed Capital
Improvement Programs to help cities prioritize improvements
and ensure public funds are used most efficiently.
We use our expertise to gather information and study your
proposed projects. We then develop weighted scoring criteria
that determine project importance. Finally, we provide accurate
project costs to assist decision makers as we develop the very
best foundation for the improvement plan. As part of the
