State and Local Solutions/Powering Cities for the FutureState and Local Governments exercise important functions that impact the daily lives of citizens. From K12 education and schools, to providing public safety through police, fire and judicial services, state and local government agencies perform some of the most essential functions that directly affect us every day.

The Great Recession had a profound impact on state and local government funding, resources and services. The continuing economic situation creates problems for states when citizen demands for services continue or grow. The Pew Charitable Trusts’ Fiscal 50: State Trends and Analysis, states that more than five years after the Great Recession officially ended in June 2009, states’ financial conditions continue to improve. Although most states have yet to return to prerecession performance on some key measures of fiscal health, it is a market worth investing in and one that will continue to grow over the next several years.

At Ingram Micro, we have a deep understanding for the Public Sector market and broad solution offerings to grow this market with our partners. For over 15 years, Ingram Micro has continued to invest in the Public Sector market with dedicated resources that include sales, marketing and technical support. Ingram Micro enables resellers through GSA Cooperative Purchasing in state and local markets with Promark’s GSA contract, and the Letter of Supply program. Our supporting services that span the entire lifecycle of the government technology road map combined with our Public Sector Elite Community Program and marketing outreach, demonstrates the commitment and value Ingram Micro offers our Public Sector partners.

Big Picture IssuesThe recent 2014 elections defined a changing landscape for many states and local governments as thirty-six Governors were up for election or re-election. With such changes, opportunity for potential changes to the CIO scene increases, as does the shift in IT priorities and projects. According to a recent e.Republic survey of government leaders, nearly 40% don’t believe they are able to recruit people with the right skills. Not only will CIO’s need to address those skill gaps, but it may result in a greater reliance on managed services. In addition, as managed services solutions become more prevalent, CIO’s must deal with the pressure to leverage and to protect the information generated by state governments, and to integrate this information across traditional organizational boundaries.

Furthermore, according to the National Association of State Chief Information Officers (NASCIO) 2014 State CIO survey, over the next 3 years, state CIO’s plan to deliver or obtain IT services by expanding the portfolio of offerings built on a shared services model and downsizing the scale of state owned IT assets.

Key Forces Shaping the Market

• Enterprise CIO’s at the state and local level are moving out of budget-cutting mode and into more ambitious and innovative applications of IT goods and services.

• Technology is being used to spur economic development.

• Local governments are looking to make operations “smarter” using technology across all facets of operations.

• Federal Government is leveraging $600 billion in FY 2015 grants to states and localities to produce outcomes in areas such as natural resources, transportation, education, workforce development, human services, healthcare and law enforcement and public sector.

The Center for Digital Government’s recently released Digital States Survey tells us that both state and local government CIO’s have prioritized the same technologies and initiatives.

The Internet of Things (IoT) and the Public SectorThe latest buzz word in the land of technology is “The Internet of Things”. What exactly is meant by that term and how does it play in the Public Sector? In general terms, IoT is a series of devices connected to one another via the Internet. These devices can talk to you, too, via the information you enter or sensors that you wear and operate. Most of it is automated, meaning these interactions can happen without you even having to do anything. It’s about connecting people, processes and data.

Recent research conducted by Gartner Inc, suggests some 4.9 billion connected “things” will be in use in 2015, up 30% from 2014, and will reach 25 billion by 2020. The Internet of Things (IoT) has become a powerful force for business transformation, the firm says, and its disruptive impact will be felt across all industries and all areas of society. When Gartner took a look at the industries using IoT, for 2015, the leaders will be manufacturers, utilities and transportation. But by 2020, Gartner says the top three verticals using IoT will be utilities, manufacturing and government.

Supporting research conducted by GovLoop tells us that overall, IoT has so far been more of a consumer-driven field. Adoption of IoT in government

has been relatively limited, due in part to issues such as how difficult it is to build the infrastructure for the technology in this fiscal climate and a general limited understanding of the potential applications and technology. Although IoT has not yet overtaken the public sector, it is safe to say that it will. Nationwide, departments and agencies are innovating and establishing IoT test programs. For example, Public Safety is an area where the transformation has already been recognized. Things like video surveillance systems, and connected lighting provide positive safety measures. The Internet of Things will have an impact on every vertical within public sector; education, defense, government and healthcare to name a few.

Mobile and Secure IT Environments for State and Local Government AgenciesFor government agencies, improving citizen services is the name of the game. Citizens and government leaders expect better, faster and cheaper delivery methods for services. The “anywhere, anytime” phenomenon allows us to

access data from our mobile devices and has revolutionized how we do business. In an effort to create efficiencies and proactively engage citizens, government agencies are developing interactive websites, launching social media programs, introducing mobile applications and automating key processes to eliminate in-office lines and phone holds. Using mobile devices has changed the way we learn, communicate, shop, and do business.

The Center for Digital Government reports that a recent survey by Mobile Work Exchange cites top barriers to mobile adoption as security (56 percent), lack of funding (52 percent), resistance from management (29 percent), and cultural barriers (23 percent). While increased productivity, as the survey found, is a positive result, the challenge still remains securing a mobile organization without high levels of risk. The findings suggest government agencies should look to adopt a mobile-first strategy that allows for an “anytime, anywhere access model”.

Benefits of a mobile environment in state and local government agencies include:

Continuity of government by providing a means for government employees to work anywhere regardless of circumstances such as disasters, weather conditions, and public health concerns.

Improving responsiveness and customer service to citizens. Employees with mobile devices can respond to citizen requests from anywhere instead of waiting until they return to the office.

First responders can use tablets with video and collaboration applications to increase situational awareness and greater public safety.

Using a familiar device often leads to greater workforce productivity.

Electronic Citation (e-Citation)At a time when state and local governments are faced with tight budgets and a call for greater efficiencies, e-Citation is proving to be a powerful solution for state and local law enforcement agencies and judicial systems. E-Citation or Electronic Citation is a mobile technology solution that automates the citation process. This solution has proven to improve safety, reduce costs and capture lost revenue from inefficient paper ticket systems. In addition to supporting e-Citation product solutions, Ingram Micro is also helping to create an on-going funding source for states & municipalities to implement e-Citation usage.

Data provided by the National Association of State Chief Information Officers (2014) suggests that Mobility continues to be top of mind for State CIO’s.

Modernizing Aging Infrastructure and Cloud SolutionsThe infrastructure in all IT ecosystems is the engine that drives operations. For government agencies, public expectations for faster and efficient services combined with the adoption of new tools and platforms, require these agencies to upgrade and consolidate their network infrastructure. Outdated and aging infrastructures affect business operations, can slow recovery efforts after a disaster, are costly to repair due to outdated parts, and are more expensive for IT managers to operate and manage.

In the Center for Digital Government’s most recent Public CIO report, 45% of the state CIO’s that were surveyed reported that an update to their current IT infrastructure will be necessary in the next 12 months.

Recognizing the need to upgrade, connect and consolidate their infrastructure

is not the challenge for most state and local governments. The challenge lies with competing needs for budgeted state priorities. Alternatives to upgrading infrastructures include adopting a shared services model or utilizing managed services. Many state and local government agencies are considering their options for updating, managing and maintaining their IT infrastructure.

According to the National Association of State Chief Information Officers (NASCIO) 2014 State CIO survey, over the next 3 years, almost 60% of state CIO’s plan to deliver or obtain IT services by expanding the portfolio of offerings built on a shared services model and downsizing the scale of state owned IT assets.

State and local agencies that adopt a shared services model recognize benefits such as shared costs, eliminating redundant processes and systems which in turn allows them to focus on direct services and programs designed for the public.

Whether the decision is to upgrade aging infrastructure, adopt a shared services model or turn to cloud services, Ingram Micro has the solution that fits the need and budget of state and local government agencies.

Governing in the 21st century presents new challenges for public officials. Technology is changing the ways we interact as global citizens and how we govern. With billions now online, citizens expect to connect with governments and public sector agencies in a secure, seamless, and reliable environment. Public service employees need to collaborate across multiple agencies and geographies in real time.

Government officials around the world are exploring new ways of doing things in order to cope with the challenges of globalization, economic uncertainty, emerging technologies, and a more connected citizen base. The solutions to these challenges have two factors in common-connecting people and maximizing resources in radically new ways.

Personalized Technical Support Consultation Benefit from sessions with Ingram Micro’s technical experts, focusing on specific technical response inquiries.

As the trend towards indirect contract models continues to successfully grow, more and more vendors are recognizing the value channel distribution plays. Vendors are the experts in the development of products in the market, while the channel continues to prove value in developing go-to-market strategies for resellers and end users.

At Ingram Micro, we recognize the profit potential of government contracts. Not only do we provide resources to help you navigate through the complex process, but we also team with our resellers to create market opportunity utilizing these indirect contracts. For example, HP’s Western States Contracting Alliance (Naspo ValuePoint) indirect contract for personal computers and related devices provides a vehicle through which solution providers can sell to participating states, even though the solution provider doesn’t possess a government contract of their own. Ingram Micro has many helpful programs to facilitate both the process and your success. ■
