Solutions for the Public Sector

Today, the public sector faces new challenges as the

relationship between public services and citizens is being

renewed and redefined. Information and communication

technologies are increasingly being used to improve public

services and democratic processes as well as to strengthen

support for public policy. These technologies can serve a

variety of different ends: improved delivery of government

services to citizens, improved interactions with the

private sector, citizen empowerment through access to

information and more efficient government management.

Decreased corruption, increased transparency, greater

convenience, revenue growth and cost reductions are

among the benefits resulting from this transformation.

At Comarch we are convinced that modern communication

technologies can make operations of the public sector

more efficient and transparent. For many years, we have

been investing in the development of solutions dedicated

to government institutions.

Public Sector

Introduction

Solutions for the Public Sector

Shorter service times at public officesThe flexibility of Comarch solutions and the built-in

mechanisms of process definition effectively shorten

the service times and thus ensure greater efficiency on

the part of public sector employees.

Improved service qualitySkillful utilization of different channels (Internet, WAP,

SMS) to communicate with citizens as well as the auto-

mation of service processes results in greater custom-

er satisfaction.

Increased efficiency of public sector employees Improved information flow and the automation of proc-

esses as well as more effective communication with

customers ensures increased efficiency on the part of

public service employees and allows for better control

over the outcomes of their activities.

Cost reductionProductivity of a government agency is increased when

the time of information exchange between its offices

and departments is reduced. Additionally, the efficien-

cy of public service employees is increased by enhanc-

ing the range of exchanged information and automat-

ically generated feedback.

Integration with third-party systems Comarch systems are equipped with an array of inter-

faces for external systems which enable easy and au-

tomatic information exchange between different sys-

tems utilized within a given agency.

Wider range of reporting possibilities Implementation of IT processes in the main operating ar-

eas of public offices and agencies significantly improves

reporting capabilities as well as the quality of generated

reports. As a result, decisions made by public service em-

ployees are more accurate and better substantiated.

Comarch Products and Solutions

for the Public Sector

Enterprise Resource Planning SystemCDN Egeria is an integrated IT system that supports the

management of public bodies. The system comprises

the following modules: Finance and Accounting, Con-

trolling, Human Resources and Logistics. CDN Egeria

can be tailored to suit specific customer requirements

through the addition of dedicated modules, which can

either be standard or turn-key.

By integrating CDN Egeria with other products and tech-

nologies, such as data warehouse, workflow and portal

systems, it is possible to support the majority of proc-

esses executed by a public institution.

Major Implementations in Poland:• Ministry of Finance

• Ministry of Economy

• Ministry of Foreign Affairs

• Agricultural Market Agency

Comarch Documents and Workflow ManagementDesigned as a knowledge management system, Comar-

ch Document & Workflow Management supports public

sector staff in their day-to-day work. With its homoge-

nous interface it integrates standard elements of e-mail,

calendars, the tasks and document management sys-

tem, the workflow system and functions of the Inter-

net enabling instant access to information.

Major Implementations in Poland:• Ministry of Economy

• Ministry of Agriculture and Rural Development

• Krakow City Council

Comarch Business IntelligenceComarch implements Business Intelligence projects

based on our corporate data warehouse development

methodology, using our own dedicated tools and solu-

tions together with technologies provided by the world’s

leading analytics technology vendors. The metadata

repository, which defines the relations between data

stored in a warehouse, is one of the most important el-

ements of each system. The Comarch MetaSource tool is

used by Comarch specialists to create a repository and

effectively manage business metadata. The presentation

layer, the most visible part of a system built on top of

the data warehouse, provides users with the informa-

tion necessary for effective management. Data stored

in the warehouse is periodically loaded, consolidated,

unified and aggregated. It can then be accessed by any

reporting or analytical tool. This enables customers to

react quickly to changes in their environment. Moreo-

ver advanced analytical data mining systems enable

organizations to form diagnoses of their present state

based on historical data.

Comarch Content Management SystemThe Comarch Content Management System, together

with an interactive web portal and e-administration

systems, is the basis for implementations of e-govern-

ment solutions. The system interacts with Comarch Doc-

uments & Workflow Management and features official

journal functionality, which gives citizens convenient

and free access to public information. The built-in en-

gine for processing administrative procedures ensures

that citizens and businesses can easily submit formal

documents, sign them with electronic signatures, mon-

itor the progress of pending cases and easily exchange

information about administrative decisions. The system

enables the automatic bidirectional exchange of infor-

mation with e-flow systems from different institutions

and allows for different mechanisms of petitioner identi-

fication and classification. It is possible to integrate the

portal with PKI services and information kiosks.

Comarch Security ManagementTo solve security problems, we have created Comarch

Security Management. This system is capable of cen-

tralized collection and analysis of security auditing

data (logs) originating from all safety lock systems, ap-

plications, network devices and system software. It also

fosters institutional security through the complete in-

tegration and centralization of event management as

well as the real-time analysis of incoming events and

attack detection within protected systems. Comarch

Security Management has been implemented at the

Ministry of Finance.

Comarch also provides the following services in the

field of security:• Security policy – design (or support in design) and

implementation of security policies.

• Secure contact with public networks – implementing

hardware and software solutions as well as organiza-

tional standards that minimize the risk of intrusion

into internal systems.

• Security audits – analyses of security levels.

TrainingThe Comarch Training Center provides both classroom

and e-learning courses and concentrates on the follow-

ing educational areas: relational databases, program-

ming, networking, operating systems and other appli-

cations and technologies as well as various aspects of

IT project management. Well-equipped training facili-

ties and experienced lecturers ensure the highest qual-

ity of training.

Turn-Key SolutionsTurn-key solutions are an alternative to packaged prod-

ucts in cases where standard software is not able to meet

customer’s specific requirements or cannot simply be

adapted. The chief advantage of our turn-key solutions

is their high scalability and compliance with the specific

needs of public institutions. Depending on the results of

a detailed analysis of an institution’s requirements and

capabilities, a suitable solution can be offered, together

with options for further development, expansion, scal-

ability and integration with other systems.

Comarch offers complex services in the area of system

design, development and implementation. Technical

assistance, system maintenance, new user training and

overall assistance in the administration of delivered

systems are also available. Choosing a turn-key solution

gives customers the assurance that the purchased system

fully complies with their requirements.

existing EU registers; the main purpose of the register

is harmonization and rationalization of procedures in

the collection and transfer of information about the

parameters and identification markings of fishing

vessels,

Gateway Portals for Regional GovernmentThe main objectives of the development and deploy-

ment of a regional e-government portal were to sup-

port communication and information flow between cit-

izens and public institutions as well as to promote and

facilitate regional economic growth.

The portals consist of several modules, each with dif-

ferent content and functionalities including manage-

ment of administrative procedures. Integration with

workflow and content management solutions ensures

that the content of portals is separate from their tech-

nology and that documents can be easily submitted to

the systems directly from their websites. This results

in the creation of a common information market that

helps enhance the creation of the infrastructure neces-

sary in the information age as well as cooperation be-

tween regional institutions.
