welcomed by the Business Support Community.February 23, 2016 was dedicated to the SME Policy Index presented by OECD on their event in Erebuni Plaza. Business Support Organisations were prepared for this event beforehand in the framework of the East Invest 2 – Public Private Dialogue Seminar and Round Table. Business Support organizations voiced their interested in

participating in the process of drafting a national action plan on SME Policy and in a roadmap for implementation. Vice Minister of E c o n o m y , M r . G a r e g i n Melkonyan repeated his offer to dialogue and invited BSOs to come up with proposals. BSOs will present the Ministry with a list of their priority issues.February 25, 2016 was dedicated to c lose r coopera t i on and coordination among implementers

of EU projects in Armenia and the Business Support Organisations met for their first Round Table to discuss the forming of a Reform coalition. In an almost 4 hour intense discussion and negotiation process a first draft of a memorandum was edited and a roadmap for further meetings and discussions set. 9 Business Support Organisations will form this coalition and got advice from the EU and EaP experts present. Natalia Harbuz from Belarus and Anastasia Baklan from Ukraine gave insight in their prior experience of coalition building and together with Dennis Bazilevych and Christian Gessl will further support the initiative.February 24 and 26, 2016 were dedicated to the training on Communication in Public Private Dialogue and Advocacy.Contacts: Christian Gessl - [email protected], Yeva Zeynalyan - [email protected]

Ludovic CiechanowskiLudovic Ciechanowski has been working in Development Cooperation with the European Commission for 8 years.Ludovic worked in different parts of the world: Latin America and Africa, and has an extensive knowledge of development cooperation, economic related reforms and regional integration.He is now a Programme Manager at the EU delegation in Armenia and is in charge of Trade Private Sector Development, Energy and Transport.He has been working in Armenia for three years designing and managing projects, supporting the business and investment climate and, in certain cases, more directly companies.Prior to his position at the European Commission, Ludovic has worked in the private sector in Europe in different sectors business consulting, public relations, electronic industry. Isabelle PellierIsabelle Pellier has been working within the European Commission for 4 years, currently she is a Programme Manager in the unit in charge of regional programmes for the Neighborhood East at the Directorate General in charge of the Neighborhood and Enlargement regions DG NEAR - European Commission. She is also in charge of a portfolio of projects under the EU SME Flagship initiative for the Eastern Partnership Countries. Previously, she was in charge of a portfolio of projects covering issues related to good governance, human rights, justice and the rule of law, youth, ICT and police cooperation in the Eastern Partnership Countries. Prior to that, she was working within the European Commission Directorate General for Development Cooperation, the French permanent representation to the EU, amongst others, covering relations with the Eastern Partnership Countries, the International Labour Organisation in Geneva. She graduated from the Ecole Normale Supérieure, Philosophy Department,

Meryem Torun Meryem Torun is a Project Co-ordinator and Policy Analyst at the OECD Eurasia Competitiveness Programme. Meryem was one of the primary authors of the SME Policy Index: Eastern Partner Countries 2016, a benchmarking report analysing SME development policies in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine against the principles of the EU's Small Business Act for Europe (SBA). She has also been working on country specific projects to enable SME competitiveness reforms in Georgia and Belarus.Prior to joining the OECD, Meryem worked as a Project Manager at the Investment Support and Promotion Agency of Turkey, focusing on FDI attraction strategies. Meryem holds a Master's Degree in Economic Policy from University College London and a Bachelor's in Economics from the London School of Economics. Antón Leis Garcia Antón Leis García is a Project Co-ordinator and Policy Analyst at the OECD Eurasia Competitiveness Programme. In this capacity, he provides policy advice to Eastern European governments on matters related to economic competitiveness, investment climate as well as private sector and SME development. Antón led the analytical work on the SME Policy Index: Eastern Partner Countries 2016, a benchmarking report analysing SME development policies in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine against the principles of the EU's Small Business Act for Europe (SBA). Prior to joining OECD, Antón worked as a Private Sector Development Specialist at the African Development Bank and the Work Bank, focusing mostly on Sub-Saharan Africa and Latin American countries, as well as an attorney at a US law firm based in Brussels. Antón holds a double Master's Degree in Public Administration from the London School of Economics and Sciences Po Paris, as well as a Master of Laws from Harvard Law School. Improving Moldovian Financial Institutions.The Association of Microfinance Organisations was established on January 12th, 2016 in Moldova. Now they are in process of registering their status officially in the Ministry of Justice in Moldova. The founders of the Association are 5 Microfinance Organisations: "Smart Credit", "Credite Pentru Toti", "Priminvestnord", "OK Credit" and "Ideal Credit". They represent such regions of Moldova as Ungheni, Soroca, Causeni and Chisinau. The scopes of Association are:

• to sustain, represent AOM members' interests of in relationship with Moldovan and International Institutions,!• to prepare and organise trainings for HR of members of AOM,!• to contribute in development of standards of serving clients in MFOs,!• to search potential partners for financing social inclusion of clients of MFOs, etc.!The vital necessity of AOM is due to the lack of such institutions that represent Microfinance Institutions (MFIs) in Moldova. During 2010 they had 3 meetings and discussed acute problems of MFIs: as new restrictions in activity of MFIs due to project of new law for MFOs, inefficient and slow justice processes for bad debts and exchange info about internal procedures in activity of MFIs. The first action of AOM was a letter from the 10th of October, 2015 to the Prime Minister of Moldova and National Commission on Financial Market, signed by 10 MFOs as a reaction to project of new law for MFIs. As a result, at the end of 2015, they participated in 2 meeting with National Commission on Financial Market, where some of their proposals were taken into account.Contact: Sergiu Cozmolici - [email protected]!

“Smart Credit” - For a Better Life "Smart Credit" is a Microfinance Institution (MFI) founded in 2010 by four experienced bankers. They started from scratch with borrowed money on 5th of May, 2010. Today, "Smart Credit" is owned by its staff. The first loan by “Smart Credit” was given to a woman farmer from Segiana village; she needed 5.000 MDL (€ 278) to purchase grain and seeds, as well as a machine to ameliorate the soil. She is still their client, having repaid the 6th credit.From the very beginning they were able to make profit. In 2012, they accelerated and started to expand. They found people that believed in them and, instead of extracting their profits, they reinvested them in their Microfinance Institution. So they constantly grew. Today, they are a team of seven. "Smart Credit" is a Microfinance Institution (MFI) and part of the Moldovan Microfinance sector. To understand the financial environment they created the URL: http://www.eib.org/a t t a c h m e n t s / e f s /econ_report_psf_and_the_role_of_rbi_moldova_en.pdf.The compelling need of such sector is attributable to the fact that “normal” commercial banks do not grant loans to people, who do not have credit history, lack adequate collateral or live in rural communities, e.g. in the poor villages of the Ungheni Region. The main role of MFIs is helping the socially disadvantaged by giving them access to financial services and allowing them to start or develop their own businesses. Thus, their social mission and their infrastructure in the rural areas are their “unique selling points”."Smart Credit" wants to be a sustainable and lean partner, offering loans and insurances. They provide short-term (up to 12 months) and medium-term (up to 24 months) loans with interest and installments payable on a monthly basis.
