ROLE OF THE PPN

Waterford’s Communities

To facilitate opportunities for networking, communication and the sharing of information

Make positive contributions within the local government system

PPN - OUTLINE OF STRUCTURE

Organised at Municipal District Level County Level

Each PPN will have A Municipal District Plenary which deals with issues at a

municipal level A County Plenary which deals with county issues Linkage Groups which deal with specific issues A secretariat at county level that is a facilitation and

communication mechanism

3 MUNICIPAL DISTRICT PPNS

Made up of all registered Community /Voluntary, Social Inclusion & Environment Groups within Municipal District

Work together on agreed objectives / issues of the Municipal District

General Rules:1. The Municipal Plenary

is the ruling body 2. Plenary meet formally

twice a year 3. One vote per group

Member groups can be members of County PPN

Plenary of MD nominates one person to the Secretariat

Plenary is the ruling body

All member groups are represented on plenary

Facilitates implementation of decisions of plenary

Plenary meet formally at least twice annually

Communication hub of PPN

•Equal number from each of the 3 Colleges•1 nominee from each of 5 Municipal Districts• Meet at least 4 times per year

LINKAGE GROUPS

Linkage Groups ensure: All member groups are enabled to participate in shaping

decisions that are being developed by any structure of Waterford City & County Council

All member groups play a direct role in choosing their participants in Council Structures addressing particular issues

e.g - Waterford Sports Partnership – seeking PPN representation Linkage Group – Sports & Recreation would be established to

select nominee(s)

SUPPORTS FOR WATERFORD PPN

Waterford City & County Council to provide programme funding for the PPN to :

Develop a work plan

Roll out promotional material/web site/social media tools

Provide training supports for representatives

SECRETARIATWaterford PPN will have a Secretariat whose role is to:

• Coordinate activities of the PPN

• Communicate extensively and regularly with all PPN members

and provide information concerning all PPN activities

• Co-ordinate work of PPN resource (2 workers – Muriel/John)

who will be provided to PPN

• The Secretariat will meet at least four times a year.

• The Secretariat will be made up of:

• 1 representative nominated from each of the Municipal District

PPNs

• An equal number of representatives from each of the electoral

colleges of the PPN, i.e. Community, Social Inclusion, and

Environment.

NOMINATION/VOTING PROCEDURECOMERAGH MUNICIPAL DISTRICT

Each registered group within Municipal area will receive one

nomination form (green) to make nomination to Secretariat

to represent Comeragh area

All nominees will then go forward to voting process

Voting cards will be provided (1 per registered organisation)

upon sign-in tonight (orange )

Nominee with most votes will be deemed elected with runner

–up deemed as alternate to represent Comeragh area

In event of ties – further ballots will be held
