Road & Bridge: Superintendent Angle presented two encroachment licenses for approval from Wyrulec Electric Company and the Stellpflug Cattle Company. Mr. Angle spoke about the effi- ciencies and cost savings associated with the Du- rapatcher he purchased in FY20 and the chip seal project planned for Lakeshore Dr. in Glendo. Mr. Dix Felker spoke about the condition of Fletcher Park Rd. and asked whether there would be mate- rial placed on the road in the near future. Mr. An- gle said he did intend to put gravel on Fletcher Park Rd. soon. Planning & Zoning: Planner Clark presented a building certificate for approval from Daniel & Catherine Tucker and Greg & Diana Collar. Public Health: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve a contract between the Wyoming Department of Health and Platte County concerning the County Health Offi- cer. The motion carried. Mr. Jolovich motioned, seconded by Ms. Kontour, to approve a contract between the Wyoming Department of Health and Platte County concerning public health emergen- cy preparedness. The motion carried. Emergency Management: Emergency Management Coordi- nator Terry Stevenson updated the Commission- ers about COVID-19, recent fires, and severe weather in Platte County. Mr. Stevenson also pre- sented his budget requests for FY21. Executive Session: Mr. Jolovich motioned, seconded by Ms. Kontour, to call for an executive session for liti- gation against the county, pursuant to Wyoming State Statute §16-4-405(a)(iii) at 11:07 AM. The motion carried. Mr. Jolovich motioned, seconded by Ms. Kontour, to resume the regular meeting at 11:24 AM with no decisions being made in exec- utive session. The motion carried. University of Wyoming Ag. Extension Services: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve the annual compensation agreement between the University of Wyoming and Platte County in the amount of $26,538.00. The motion carried. Mr. Jolovich motioned, seconded by Ms. Kontour, to approve an MOU between the University of Wy- oming and Platte County concerning UW Ag. Ex- tension. The motion carried. Wyoming Depart- ment of Family Services: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve a coopera- tive agreement between the Wyoming Depart- ment of Family Services and Platte County. The motion carried. Election-Related Cybersecurity Software: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve a grant agreement be- tween the Wyoming Office of Homeland Security and Platte County in the sum of $17,400 for the purpose of purchasing election-related cybersecu- rity software. The motion carried. Sick Leave Do- nations: Mr. Jolovich motioned, seconded by Ms. Kontour, to approve the donation of 289.4 hours from multiple employees to one employee. The motion carried. Resolution #2020-17: Mr. Jolov- ich motioned, seconded by Ms. Kontour, to ap- prove Resolution #2020-17 concerning second loan opportunities. The motion carried.
