PUBLIC NOTICE (11-148) All interested parties are notified that an application, dated September 14, 2018, has been received from the State of Nevada by the Commander, Eleventh Coast Guard District for approval of location and plans for a new fixed highway bridge and a temporary work bridge over a navigable waterway of the United States. The General Bridge Act of 1946 requires approval of the location and plans for bridges over navigable waters of the United States, prior to commencing construction. A Coast Guard Bridge Permit will be required for this project. WATERWAY AND LOCATION: Colorado River, mile 261.6, between Laughlin, Clark County, Nevada and Bullhead City, Mohave County, Arizona. Position: 35.055694, -114.610361 CHARACTER OF PROPOSED WORK: The State of Nevada is proposing to construct a new fixed highway bridge. The new fixed bridge will accommodate present and future traffic demand between Laughlin, Nevada and Bullhead City, Arizona by increasing regional connectivity, alleviating congestion on the Laughlin Highway 163 Bridge, alleviating congestion on Arizona State Route 95, and improving access and delivery of essential and emergency services to the region in a manner that is safe, reliable and cost-effective while avoiding, minimizing and/or mitigating effects on the community and the environment. The new fixed bridge will consist of four piers located in the river within the limits of ordinary high water (OHW) with the navigation span located between piers 2 and 3. The new fixed bridge will measure 724 feet between abutments with 12-foot and 13-foot traffic lanes, two in each direction, for a total of four lanes, and a 10-foot multi-use trail on the downstream portion of the bridge. The out-to-out width of the new fixed bridge will be 76.25 feet. To facilitate construction a 45 foot wide 700 foot long temporary work bridge will be constructed just downstream of the alignment of the new fixed bridge and will consist of 23 support piles between abutments with four-200 foot long finger piers. The two innermost finger piers will have a width of 60 feet and the outermost finger piers will have a width of 30 feet. The navigation span through the temporary work bridge will be located between piles 11 and 12. The proposed new fixed bridge piers and temporary work bridge piles will be oriented parallel to the flow of the river with the roadway at a 31.5 degree skew. Once the proposed new fixed bridge construction has been completed, the proposed temporary work bridge will be removed, in its entirety, from the waterway. MINIMUM PROPOSED NAVIGATIONAL CLEARANCES: Proposed New Fixed Bridge Horizontal: 135 feet between piers 2 and 3, measured normal to the axis (centerline) of the channel. Vertical: 36.96 feet above OHW (elevation 482.52 feet) to the lowest hittable portion of the bridge between piers 2 and 3. Datum: North American Vertical Datum of 1988 (NAVD88) Proposed Temporary Work Bridge Horizontal: 40 feet between piles 11 and 12, measured normal to the axis (centerline) of the channel. Vertical: 25 feet above OHW (elevation 482.52 feet) to the lowest hittable portion of the bridge between piles 11 and 12. Datum: NAVD88 ENVIRONMENTAL CONSIDERATIONS: The Federal Highway Administration (FHWA) is the lead Federal agency for satisfying the requirements of the National Environmental Policy Act (NEPA). The FHWA is acting on behalf of the U.S. Coast Guard (USCG) for all environmental control laws. An Environmental Assessment (FEA), dated October 21, 2010, was finalized with a FHWA Finding of No Significant Impact (FONSI) issued on July 12, 2011. The FHWA re-evaluated the FEA on August 27, 2015 and on August 16, 2017. The USCG tentatively has determined that the proposed action will not have a significant impact for the purposes of NEPA and plans to issue a FONSI for the project. Documents are available for review at the above address, Monday through Friday, 7 a.m. to 4 p.m. The project is considered an encroachment but not a significant encroachment on the 100-year floodplain. The proposed new and temporary bridge’s superstructures will clear the 100-year flood elevation of 489.24 feet (NAVD88). The low steel elevation of the proposed new fixed bridge is 519.48 feet (NAVD88). The low steel elevation of the proposed temporary work bridge is 507.52 feet (NAVD88). A state 401 Water Quality Certification (WQC), dated July 3, 2018, has been issued by the State of Nevada, Division of Environmental Protection and a state WQC application, dated August 8, 2018, has been submitted to the State of Arizona, Department of Environmental Quality, pursuant to section 401 of the Clean Water Act. The decision as to whether to grant approval of the location and plans for the proposed action rests primarily upon the effect it has on navigation.

SOLICITATION OF COMMENTS: Mariners are requested to comment on navigational safety issues, including the need for a bridge protective system, clearance gauges, and the extent of nighttime navigation at the proposed bridge site to determine the need for bridge lighting. Vessel owners in the project vicinity are requested to provide information about their vessels including type of vessel, length overall, draft, beam, and height from the waterline to the highest fixed point and to appurtenant structures. Interested parties are requested to express their views in writing on the proposed bridge project, giving sufficient detail to establish a clear understanding of their reasons for support of or opposition to the proposed work.
