March 26, 2020 PUBLIC NOTICE (1-178) Subject: PROPOSED REPLACEMENT OF MADAWASKA INTERNATIONAL BRIDGE (#2399) ACROSS ST. JOHN RIVER BETWEEN THE TOWNS OF MADAWASKA, AROOSTOOK COUNTY, MAINE AND EDMUNDSTON, PROVINCE OF NEW BRUNSWICK, CANADA All interested parties are notified that the Commander, First Coast Guard District, has received an application from the Maine Department of Transportation for approval of the location and plans for the replacement of a fixed highway bridge over a waterway between Canada and the United States. WATERWAY AND LOCATION: St. John River, 232 miles above the mouth of the waterway, between Madawaska, Aroostook County, Maine and the City of Edmundston, Province of New Brunswick, Canada. PUBLIC NOTICE (1-178)

Subject: PROPOSED REPLACEMENT OF MADAWASKA INTERNATIONAL BRIDGE

(#2399) ACROSS ST. JOHN RIVER BETWEEN THE TOWNS OF MADAWASKA,

AROOSTOOK COUNTY, MAINE AND EDMUNDSTON, PROVINCE OF NEW

BRUNSWICK, CANADA

All interested parties are notified that the Commander, First Coast Guard District, has received

an application from the Maine Department of Transportation for approval of the location and

plans for the replacement of a fixed highway bridge over a waterway between Canada and the

United States.

WATERWAY AND LOCATION: St. John River, 232 miles above the mouth of the

waterway, between Madawaska, Aroostook County, Maine and the City of Edmundston,

Province of New Brunswick, Canada.

CHARACTER OF WORK: Replace the existing Madawaska International Highway Bridge

(#2399) on a diagonal alignment approximately 50 feet west of the existing bridge abutment in

Edmundston and approximately 1,400 feet west of the existing bridge abutment in Madawaska.

The bridge construction and demolition will be completed from temporary work trestles which

will almost span the entire waterway. The existing bridge superstructure, abutments, and

temporary trestles will be removed in their entirety and in water piers will be removed to below

the mudline. A bridge protection system and bridge lighting will not be required on the new

bridge as navigation is minimal on the waterway. The piers will meet AASHTO design

standards.

The General Services Administration (GSA) and Federal Highway Administration (FHWA) are

the lead Federal agencies under the National Environmental Policy Act (NEPA) and acts on

behalf of the U.S. Coast Guard for all environmental control laws. The GSA and FHWA

completed a Final Supplemental Environmental Impact Statement dated August, 2019 and a

The Coast Guard concurs with the GSA and FHWA determination that the proposed action will

not have a significant impact for the purposes of the National Environmental Policy Act and that

a Record of Decision ROD was completed. A Water Quality Certification from the Maine

Department of Environmental Protection in accordance with Section 401 of the Clean Water Act,

as amended, certifying that reasonable assurance has been furnished that the project will be

conducted in compliance with water quality standards of Maine has been applied for. The

applicant has made a determination that the project is consistent with the State of Maine’s coastal

management program. The State of Maine has yet to concur on WQC determinations and is

expected in May of 2020.

The project is not considered an encroachment on the 100-year floodplain. The 100-year flood

elevation is Elevation +468.8 and lowest steel member is elevation +504.9 (NAVD 1988).

The decision as to whether to grant approval of the location and plans for the proposed action

rests primarily upon the effect it has on navigation.

SOLICITATION OF COMMENTS:

Mariners are requested to comment on navigational safety issues including need for bridge

protective systems, extent of nighttime navigation, and need for bridge lighting. We will

forward comments of an environmental nature such as those regarding wildlife refuges, water

fowl refuges, public parks, historic sites, wetlands, floodplain issues, air, water quality, etc. to

GSA and FHWA for appropriate handling.

Interested parties are requested to express their views, in writing, on the proposed bridge project,

giving sufficient detail to establish a clear understanding of their reasons for support of, or

opposition to, the proposed work. Comments will be received for the record at the Office of the

Commander (dpb), First Coast Guard District, 1 South Street, Battery Park Building, New York,

NY 10004-1466 through April 27, 2020. These comments will be public information and made

part of the case record.
