CONTEXT

Context

• Central government imposed target: 13,000 additional housing units in Brighton and Hove • A presumption in favour of “sustainable” development

• Local Authority Planning Department pre-disposed to approve: • High-rise clusters on brown-field sites across City

• “Extreme in-fill” on niche sites

• Housing on “un-protected” green space on City fringes

• Artisan Block completed: ~80% empty (unsold/unlet)

LYON CLOSE

Lyon Close (BH2018/01738)

• 4-towers (5, 6, 7, and 10 storeys)situated on triangle of land currently occupied by businesses including Grahams, Screwfix and Howdens

• 163 apartments

• Including 65 affordable homes (commutable to and possibly zero already)

• New public open spaces

• 80 parking spaces

• 998 sq. metres of commercial space

• The 10-storey block is situated in the NE corner of the site: • ~50 metres from rear aspect of Russell House • ~75 metres from rear aspects of houses in Lyndhurst Road

DAVIGDOR

113-119 Davigdor Road

• Part 5 storey, part 9 storey building with frontage on Davigdor Road • Height level with P&H Tower lift head

• 56 residential flats at upper levels

• Includes 10 affordable housing units, less than 20% (commutable)

• 15 residents car parking spaces

• 894sq.metres of office space at ground floor level

• 10 office car parking spaces

• Sackville Retail Estate MODA • This are has been designated for tall buildings in the City Plan – a very dense development of

approx 15 blocks • 16 storey is highest tower block – others at 14,12, 10 etc. • 250-265 specialist care community homes to be managed by Mayfield. • 600-650 build to rent flats to be managed by MODA which includes family and tenure blind

affordable housing • 280-300 car parking spaces plus 1,000 cycles spaces • Impact? Sustainability ? Local services, roads etc.

• Newtown Road- Peugeot garage – 12 storeys is the highest tower block. One block designated for affordable housing

Problems Hove Faces (more general issues)

• Lessons are not being learnt

• “Minded to grant” – the council likes these large developments

• Profit before local people: 20 to 25% gross margins

• Community Payments don’t offset effect

• Planners don’t bring forward infrastructure mitigation with the approvals

• Increased approvals for excessively tall and over-packed living

• Stack ‘em tall – don’t sell ‘em cheap

• Creating social segregation – integrated Affordable

• Stealthy actions- no invites to Withdean, sneaky artists impressions (showing least impactful views)

Development Issues (more specific issues)

• Unacceptable high density & overdevelopment of the site

• The type & mix of flats is not a sustainable social solution

• Severe impact on local infrastructure, doctors, dentists

• Visual impact is detrimental to skyline, sunlight & views

• Adverse effect on noise, disturbance, overlooking, loss of privacy

• Overwhelming concerns regarding provision of parking

• The development is not in keeping with Hove’s character

• Proposed blocks will dominate nearby residential properties

• Bulk & massing is out-of-scale compared with vicinity

• The block designs are of little architectural interest or merit

• Adverse effect on highway safety, particularly at peak times

• Retail on ground level frontages
