Permit Input Brochure
The Local Government Act of British
Columbia provides opportunities for
property owners to make applications to
consider the regulations and the issuance of
permits for a particular property. The
comments of residents who feel affected by
those decisions are important. There are
opportunities available to provide ideas and
input before decisions are made on an
application. The purpose of this brochure is
to let you know how you can provide your
comments for consideration in decisions.
Development Permits (DPs) do not
reconsider the land uses that are allowed
on a site. Land uses are determined by
other bylaws such as the Zoning Bylaw.
Rather DPs ensure that how a development
occurs responds to a set of guidelines to
meet specific community goals. There are
DPs for a variety of goals such as ensuring
multiple-unit housing, commercial, or
industrial development meets design and
landscape guidelines; or, ensuring
construction respects the environment and
stream habitat. A DP states the conditions
that a particular development must conform
to using text and drawings.

Opportunities to Provide Your Comments
Development Permit Applications
This brochure is for convenience only. It is general in
nature, and is not a legal document. Any
contradiction, dispute or difference between the
contents of this brochure and applicable bylaws,
plans, policies or guidelines will be resolved by
reference to the bylaws or other official documents.
Development Permit applications for form &
character follow a required notification
procedure. The public is notified of
applications by the two following methods:
A sign is posted on the property; and,
A written notice from the Regional District
is mailed to all properties within 100
metres (500 metres for lands governed by
the Joe Rich Rural Land Use Bylaw) of the
property under application.
The notice gives a brief description of the
project. Detailed information can be reviewed
at the offices of the Regional District Planning
Section of Community Services during the
hours of 8:00 a.m. to 4:00 p.m. Monday
through Friday (excluding statutory holidays)
from the date of the notice up to and including
the date of the meeting when the issuance of
the Development Permit is being considered.
There are a number of ways you can voice
your concerns, and opposition/support
regarding applications. They are described as
follows.
Public Notification
The decision to issue a Development Permit
and decide the terms it contains is the
responsibility of the Regional Board. All input
such as letters, advisory commission comments,
application material, and staff reports are
considered by the Regional Board in their
decision.
Who makes the decisions?
Before the Board Meeting
Comments can be submitted to the Regional
District Planning Section of Community Services at
any time before the date of the meeting when the
issuance of the Development Permit is being
considered in the following ways:

All written input is forwarded to the Regional
Board to review when considering the issuance of
the Development Permit.
During the Board Meeting
You can also voice your concerns, and
opposition/support by attending the meeting
when the issuance of the Development Permit
is being considered. The meeting information is
stated on the written notice delivered in the
mail, or can be obtained from the RDCO
Planning Section. If you wish to attend the
meeting, please confirm the application is on the
agenda for that meeting as the date for
consideration of the application is tentative at the
time that the written notice is mailed out.
