The Town of The Blue Mountains (Town) has retained C.C. Tatham & Associates Ltd. (CCTA) to prepare a Drainage Master Plan for the Thornbury West Study Area.
This Drainage Master Plan is a broad level assessment to assist in the development of preferred alternative solution(s) to address the drainage deficiencies in the Study Area. The Drainage Master Plan shall detail the following:
1. The drainage deficiencies identified in the study area;
2. Improvement options considered to address thesedeficiencies; and
3. The evaluation of these alternatives.

Municipal Class EA Process
What is a Class Environmental Assessment?
Planning and design process to identify, compare, and evaluate alternative solutions to an identified problem.
Applies to all municipal road, water, and wastewater projects and significant private projects.
Considers all aspects of the environment: physical, natural, social, cultural and economic.
How Does a Class EA Work?
Five Phases (see Municipal Class EA Process chart)
This project is currently in Phase 1 and is following the Master Planning Process
Phases 1 and 2 of the Master Planning process will be completed as part of this project.

The purpose of this Public Information Centre is to:
Consult with the public and affected parties
Identify the drainage deficiencies in the Study Area
Develop conceptual alternative solutions
Public & Stakeholders should:
Sign the registry
Review the presentation material
Ask questions of the Town and/or Consultant
Submit a comment sheet providing any additional information you have regarding drainage in the Study Area and indicate whether or not you want to be kept informed of the staff recommendations for the preferred alternative solution that will be presented during a second Public Information Centre.
All comment sheets are to be returned to the Town by March 23, 2018.

The purpose of Phase 1 of this study is to:
Identify the drainage deficiencies within the municipal systems throughout the Thornbury West Study Area
Identify opportunities to address the identified deficiencies with municipally owned infrastructure
The purpose of Phase 2 of this study is to: Identify alternative drainage solutions to address the
problem statement Inventory the natural, physical, cultural, social and
economic environments in the Study Area Identify the impacts the alternative drainage solutions
have on the environment Evaluate the alternative drainage solutions considering
the potential impacts Select a preferred alternative solution(s) Establish measures to mitigate the adverse impacts
associated with the preferred alternative solution(s)

The drainage deficiencies that have been identified in this study area are as follows:
Existing infrastructure that does not satisfy the Town’s current Engineering Standards;
Existing infrastructure that is reaching the end of its service life and is deteriorating;
Drainage from municipally owned land that flows across private property or through privately owned infrastructure without easements to allow access for maintenance;
Undocumented infrastructure with a level of service that is largely unknown;
Areas of flooding; and
Lack of water quality control leading to increased sediment and pollutant loads in Georgian Bay.

The Study Area encompasses approximately 250 ha and is generally north of Russell Street to Georgian Bay and east of Albert Street to the Beaver River.
The existing drainage infrastructure in the Study Area consists of a combination of open channels, ditches, culverts, storm sewers, overland flow routes and stormwatermanagement facilities ultimately draining to either the Beaver River, Little Beaver River or directly to Georgian Bay.
In the Study Area, the drainage systems are characterized as minor and major drainage systems as follows:
Minor Drainage System – drainage infrastructure, such as swales and storm sewer, designed to convey storm runoff from frequent storm events (5 year return frequency storm and more frequent storms).
Major Drainage System – drainage infrastructure (such as the roadway, culverts, ditches ad watercourses) that are designed to convey the storm runoff exceeding the capacity of the minor drainage system.

Are you a resident/landowner in the Study Area?
Is there a drainage problem you are aware of or have observed?
If so, please take a moment to review the maps available and identify to a Town staff member and/or Consultant of the location and extent of your observations.
Complete and submit a comment sheet.
We will use the information provided to help them establish a comprehensive list of drainage deficiencies throughout the Thornbury West Study Area and develop alternative drainage solutions to address these deficiencies.

The existing minor drainage systems (storm sewer) that do not convey the 1:5 year return frequency design storm peak flow as per the Town Engineering Standards

The existing road culvert crossings that do not convey the design flow rate required by the Town’s current Engineering Standards
Flood Frequency Criteria Local and Collector Roads – 1:25 year return
frequency storm Arterial Roads – 1:100 year return frequency storm
The major overland flow routes (including roadways) that do not satisfy the GSCA safe access/egress criteria.

The Alternative Improvement Options being considered as part of this Master Drainage Plan are as follows:
Alternative 1 – Do Nothing (This alternative is being considered to provide a benchmark to gauge the physical, natural, social, cultural, and economic implications of the other alternatives);
Alternative 2 – Flow Reduction / Water Quality Improvements
2A - Stormwater management facilities
2B - Low Impact Development measures (green infrastructure, infiltration systems, etc.);
Alternative 3 – Minor Drainage System Conveyance Capacity Improvements
3A – Minor Drainage System Improvements
3B – Removal of Municipal Drainage Infrastructure from Private Property
3C – Service Areas Absent of Minor Drainage Systems

Next Steps
A second Public Information Centre is planned for this project. Prior to PIC#2, we will complete the following:
Review comments received from the public, Town staff and interested stakeholders
Revise the alternative improvement options according to the input received;
Identify impacts of the alternative improvements;
Evaluate the alternative improvement options; and
Select a preferred alternative solution(s).
The alternative improvement option evaluation and the selected preferred alternative solution will be presented at PIC#2.
