The purpose ofthe Public Hearing is to hearrepresentation in regards to the application for atemporary commercial use permit to allow the College ofNew Caledonia to operate a Trades Training Program as5145 Old Airport Road.

Mayor Killam advised that the Public Hearing isconvened pursuant to Section 92 I of the LocalGovernment Act to allow the public to makerepresentations to Council respecting an application fora temporary commercial use permit to allow the Collegeof New Caledonia to operate a Trades Training Programat 5145 Old Airport Road.

Every one of you present who believes that your interest'in property is affected by the proposed application shallbe given a reasonable opportunity to be heard or topresent written submissions respecting matterscontained in the proposed bylaw. None of you will bediscouraged or prevented from making your viewsknown. However, it is important that you restrict yourremarks to matters contained in the proposedapplication.

When speaking please commence your remarks byclearly stating your name and address. Members ofCouncil may, if they so wish, ask questions of youfollowing your presentation. However, the function ofCouncil at this public hearing is to listen to you ratherthan to debate the merits of the proposed application.

Pat Cowan, representing Hope Trinity Church, did not attendthe meeting.

It was noted that some residents have approached severalCouncil members advising that they would not be attendingthe free Community Thanksgiving Dinner as it is perceived tobe for families who are struggling with the economicsituation in the community. A donation box for thoseresidents wishing to pay may be beneficial.

It was also noted that the event is spearheaded by onechurch and Council may feel more comfortable if it was ajoint effort by all congregations.

Council noted that Administration will contact the applicantsand convey Council's c'oncerns.

Councillor Atkinson attended a Northern BC Winter GamesCommittee meeting on September 11, 2008.

Councillor Botrakoff Councillor Botrakoff attended the job fair at the Mcleod LakeIndian Band recently.

Councillor Botrakoff participated in the annual Pat Bell GolfTournament on September 27,2OO8.

Councillor Jacques Councillor Jacques had communication with MantleResources representatives on September 17, 2008. Theyhave pulled their drills one month early and will reconsiderthe winter drill program. They feel they are in a strongposition to resume in the Spring.

Councillor Jacques advised that Terrane Metals haveindicated that all is going well and are waiting for theProvincial approval of the Environmental Assessment.

Councillor Jacques advised that she will not be able toattend the next regular Council meeting due to medicalreasons.

Mayor Killam Mayor Killam attended a Resou¡ces North Board meeting andworkshop on September 10, 2008.

Mayor Killam met with David Yarmish, ProvincialConsultant, and community stakeholders on September 11,2008 to brainstorm transportation and job opportunities forcommunity members in other resource communities.

Mayor Killam attended the Chamber of Commerce meetingon September 11, 2008. Dave Yarmish was the guestspeaker.

Mayor Killam attended the Omineca Beetle Action CoalitionBoard meeting on September 12,2008.

Mayor Killam welcomed participants of the Terry Fox Runand started the run on September 1,4,2OO8

Mayor Killam participated in a conference call on September15, 2008, regarding the Reversing the Tide conference to takeplace in Prince George.

Mayor Killam attended the Mackênzie and District MuseumBoard meeting on September 16, 2008.

Mayor Killam attended the Regional District of Frasèr-FortGeorge Board meetings on September 18, 2008. TheRegional District and each area director pledged a tota-l of$26,000 to the 2009 Northern BC Winter Games.

Mayor Killam attended the Council of Forest Industriesdinner on September 18, 2008 where Minister Bellannounced his new "frlling the gap" idea for forestry whichincludes silviculture options ald using dead beetle wood nowand leaving the rest for future fibre use.

Mayor Killam attended the Future Forest and Fibre UseSummit at UNBC on September 19, 2008.

Mayor Killam attended the Omineca Beetle Action CoalitionBoard meeting on September 20,2OO8. Arrangements weremade to meet with Ministers at the UBCM Convention toprovide an update on current strategies.

Mayor Killam brought greetings from Council to theMackenzie Elks Lodge at their 35ú anniversary dinnercelebration.

Mayor Killam attended the Union of BC MunicipalitiesAnnual Conference September 22 - 25,2008. Workshopsincluded Funding and Capacity Building, Rural Health, andSustainability. Information will be placed in the Centre Tablefile. Mayor Killam also attended the Municipal InsuranceAssociation annual meeting. Mayor Killam met with anumber of Ministers on behalf of OBAC to promote thestrategies on SS & RR/Infrastructure, future forest and frbrestrategies being put forward as well as action plans formining and minerals, alternative enerry and plans to roll outnew strategies in community relationships, agriculture andFirst Nations.

Mayor Killam attended the naming of Tom and Eunice Lakesdone in honour of their commitments to the community.Minister Bell made the announcement on September 27,2008.

Mayor Killam attended the dinner for the Pat Bell InvitationalGolf Tournament on September 27,2OO8.

The forest sector is facing difficult conditions and will need an increasingly skilled workforce in order to meet these challenges both for now and in the future.

The USW Local I-424 and M. Turner & Associates are in the process of responding to aRequest for Proposals from the Ministry of Community Development that is designed tosupport the labour market needs of our forest industry. Our proposal will provideassistance directly to your company in 3 ways:

1. Assessing the skill sets of your current work force - it's difficult to have a plan tomove forward unless you know where you are starting from.

2. Based on these assessments, developing training plans that meet the needs of boththe organization and the individual worker.

3. Provide ongoing support and appropriate funding for this training and upgrading.

Our proposed program is designed to assist forest companies increase theircompetitiveness and retain their best employees by developing a higher skilled workforcewith a view to a future vibrant forest economy. A strong forest industry is important toour members, employees and Industry to secure our northern economic future.

It is our intent to work with partner companies to:o Conduct an essential skills assessment that will result in a learning plano Provide employees with opportunities to upgrade their literacy skills through the

The Mackenzie Shotokan Karate Institute has been asked to host the Northem Playoffs on November l,2008. Typically, the Northern Playoffs are held during the Northern BC Winter Games. By having thePlayoffs as part of this event there is no cost to the local clubs for hosting it.

Unfortunately, karate is one of the sports cut from the Northern Winter Games in February 2009 which arebeing held here in Mackenzie. All the clubs in the north have been looking forward to coming toMackenzie for the Northern BC Winter Games and are very upset that our sports has been eliminated.

It was the decision of all the northem clubs that the Playoffs should still be held in Mackenziç to showsupport for our local club and also support for our community dwing this very diffrcult economic time.

We are asking the District for help with this event. We have booked the High school for this event butthere is a cost for janitorial services. Due to the fact that times are tough in our town, we have lowered ourtraining fees to only cover the cost of maintenance to our Dojo, All our lnstructors have generouslydonated their time to keep our club going. We do not have any extra money to put on an event like this.The tournament fees charged are used to cover other tournament related costs and are also kept low forpeople to be able to participate from out of town.

We have booked the janitor for a total of 12 hours, I am - 6pm and 2 hours extra. At $29.50/ per hour for12 hours the cost is $354. We are asking the District of Mackenzie to cover this cost so that we cansuccessfully hold this event in town. By holding this event in Mackenzie we will be bringing people intoour town for the weekend. This means people staying in the hotels, eating out and using the ¡ecreationalfacilities.

It is important for Mackenzie to have an event like this happen at this time. Please help us keep it inMackenzie.

Re: BC Government announces plans to improve the Province's economic competitivenessHello EDABC members: Yesterday, Premier Campbell announced steps to help BC as we workthrough the current economic downturn sweeping the globe. The following is taken from the PressRelease announcing these measures (except for the additional comments near the end)..

B.C. Government will take immediate steps to improve the province's economic competitivenessand reduce costs for families and business in the wake of the globat economic slowdown, PremierGordon Campbell announced to British Columbians last night.

"Today the world's financial system is in the grips of its worst crisis in over 75 years. World stockmarkets are reeling, commodity prices are plunging and the world's financial system is under attack,"said Premier Campbell. "The ripple effects are being felt in every corner of the globe and every regionof our province. There are no easy solutions to these problems. However, we are going to actimmediately to alleviate the impacts and to emerge stronger than ever."

Premier Campbell outlined 10 key measures during his address:

1. Unlimited deposit insurance for deposits to credit unions: The Province intends to provideunlimited deposit insurance protection on deposits to British Columbia's credit unions effectiveimmediately. Deposits at credit unions were formerly insured up to a level of $100,000. All creditunioirs in the province have deposit insurance through the Credit Union Deposit InsuranceCorporation. The new protection will apply to deposits currently covered by this insurance. Thisbrings B.C. in line with Alberta, Saskatchewan, Manitoba, PEI, and New Brunswick, which allalso provide unlimited provincial deposit insurance protection. Quebec, Nova Scotia andNewfoundland cover $250,000. Ontario provides $100,000 per registered account.

2. A new pension opportunity: The Province will create a ne\¡/ private sector pension opportunityfor British Columbians who currently have no access to a pension plan. About 75 per cent ofprivate sector workers in B.C. currently have no access to a group pension plan. Flowing fromwork done with the Joint Expert Panel on Pension Standards with Alberta, in the months ahead thegovernment will spearhead the creation of a privately financed, defined contribution plan that willbe available to employers, employees and self-employed people on a voluntary basis.

3. An accelôrated, retroactive personal income tax cut: There will be a five pêr cent personalincome tax reduction retroactive to January 1, 2008. This includes the two per cent tax cut that

took effect July I of this year as well as the planned three per cent reduction that was to take effectJanuary 1,2009. Taxpayers will see the retroactive benefit on their 2008 tax return. It will put anadditional $144 million in the pockets of British Columbians.

4. School property tax rebate for industry: 50 per cent of all school property taxes will be rebatedto light and heavy industry to help some of B.C.'s oldest and largest employers, particularly inrural British Columbia. It will save industry about $115 million over the next three years and is ontop of the approximately 524 million in annual benefits to heavy industry announced in the 2008budget. This builds on the plan to have the lowest corporate income tax rate in Canada by 20II.

5. Accelerated tax relief for small business: Effective December 1, 2008 the small business incometax rate will be reduced to 2.5 per cent from the current 3.5 per cent. Small business income taxrates were already reduced from 4.5 per cent to 3.5 per cent on July 1, 2008 with a plan to reducethem to 2.5 per cent by 2011. This will accelerate that tax cut by two years, resulting in a 44 percent tax cut for small business this year alone. The savings to small business will be $146 millionover three years.

6. Double commission paid to business for PST and HRT collection: The Province will doublethe commission it pays business for collecting the provincial sales tax and hotel room tax. Thatwill provide more than 100,000 businesses with approximately $60 million over three years andadd up to $1,200 to a business's bottom line.

7. Accelerated public infrastructure: The Province will accelerate public investments in capitalinfrastructure projects. Funding will focus on projects without a long lead time that will keeppeople employed in our construction sector.

8. 33 per cent reduction in ferry fares for December and January: The Province will fund a 33per cent reduction of ferry fares on all routes for December and January. This is on top of theupcoming 50 per cent reduction in the fuel surcharge on ferry fees that will come into effectNovember 4. In addition, ferry service levels for all routes, including the Sunshine Coast will berestored. This will require a one-time, $2O-million investment.

9. Rein in avoidable government spending: The Province will re-evaluate spending priorities andfocus on scaling back unbudgeted increases.

10, Recall the Legislature: As a number of these measures require legislative approval, theLegislature will be recalled on November 20.

These measures account for an additional accumulation of $485 million in tax relief and support forbusinesses, families and individuals over the next three years.

"These measures are as aggressive as our current fiscal outlook allows, without compromising ourability to balance the budget or cut previously planned funding lifts for critical government services suchas health care and education," said Premier Campbell "These measures will provide relief for families,workers and businesses by putting more money back into taxpayers' pockets."

Earlier in the day, at the Vancouver Island Economic Summit attended by EDABC PresidentJohn Watson, EDABC Treasurer Geoff Millar and Executive Director, Dale Wheeldon, PremierCampbell announced a series of initiatives to ensure the province is getting the best possible input andexpert advice on ways to improve in competitiveness and productivity. They include:

o A new Economic Advisory Council composed of some of Canada's top CEOs, academics andeconomists.

o A "New North" Economic Summit will be organized for January in Prince George and will focuson the unique opportunities and challenges in that region.

o A two-day Economic Summit will be held in Vancouver in late January to look at ways tocapitalize on economic opportunities.

o New measures will be taken to implement the Trade, Investment and Labour Mobility Agreementwith Alberta. The agreement will be fully implemented by April 1,2009 and create the second-

The proposed Project is subject to review under BC's Environmental Assessment Act.Terrane Metals has made an application to obtain an environmental assessment certificatewhich is required before work can be undertaken.

There is a 45-day public comment period during which the Environmental AssessmentOffice will accept comments on the Project. The comment period began October 2,2008and will end November 16. 2008.

BACKGROUND:

Attached is a request from Mr. and Mrs. Krushell for a Temporary Commercial UsePermit to operate a greenhouse grown operation for CRV Greenhouses located on theirleased property abutting 315 Crooked River Crescent.

A public hearing was set for 6:45 pm on Monday, October 27,2008.

Notices were delivered to owners and tenants within a 100 metre radius of the subjectproperty. A public notice was also published in the October 21,2006 issue of theMackenzie Times.

Council will be aware thatatemporary commercial use permit may onlybe used for amaximum of two years that the permit may be renowed once for an additional two yearperiod. The process, which includes the public hearing requirement, must then berecommenced.

Access to propane in light of the Chevron closure

BACKGROUND:

As Council is aware, the Chevron station in Mackenzie is now closed. Chewon was theonly place in town selling propane and this is of concern to many citizens and businesses.

At the October 21,2008 Mackenzie Economic Development Select Advisory Committeemeeting, a motion was passed recommending that the District encourage businesses tosell propane in the community.

Administration has spoken with Chevron directly about the closure, sent a letter toSuperior Propane encouraging them to consider selling propane, and provided businessstart up information to a resident interested in selling propane.

RECOMMENDATION:

THAT Council receives this report for information.

We have had discussions on assigning and constructing emergency evacuation routes inthe event of a disaster. Through our Administration, Public Works, Fire Department andlocal R.C.M.P. we have come up with a couple of solutions on routes that would enablepeople to come back to town from the industrial area and back to their homes to initiateevacuation with their families. These routes would help with the possible congestion onHwy 39 and the Mill Road intersection.

One route is the back road from Gantahaz that has been upgraded and another route is offthe end of Centennial and Nechako Drive. This latter road will run behind the propertiesalong Summit Crescent and connect with the sewer line right-oÊway leaving a buffer oftrees between the emergency road and the back of the properties. This road will be gatedand only used for vehicular traffic in the event of an emergency evacuation.

The budget to connect this road to the previously approved sewer line right-of-way is$10,000. Currently the area is being logged under the Community Wildfire ProtectionPlan. If Council chooses not to use this route, it would be planted and left to regrow.

RECOMMENDATION:

That Council receives this report for information and directs Administration accordingly.

BACKGROUND:

At the regular Council meeting on September 8, 2008 the Alpine Riders brought forwarda request for assistance financially and/or in-kind for the following areas.

Two of the items are of the utmost urgency and they are the electrical upgrades and thewater system. The current electrical system is undersized and very dated and may requireupdating to meet today's electrical code. The water system does not service all the stablesand is in need of better protection from the weather as the service lines are shallow andrequire heat tape to operate during the winter.

Two of the items on the list, the trails to Mackenzie Landing and the Elks grounds, aswell as the building for the water system, could potentially be covered under the JobOpportunities Program. The electrical system upgrades would have to come from othersources. The estimated costs for the electrical from T.R. Electric are $42,000.00 plus wewill provide an additional l5%o contingency for a total of $48,300.00. This proposalwould have to be funded from the contingency fund. The cost estimate includes a new400 amp main service, and two 100 amp sub services which would supply power to 19paddocks with information meters at each paddock. This estimate would also includehook up to existing services, but any new service inside paddocks would be theindividual's responsibility. The estimate would also include the hook up at the proposednew pump house.

The pump house construction could be completed under the Job Opportunities Programfor an estimated cost of $10,000.00. This would include all labor (50%) and materials(50%) to construct a new building and removal of the old one. Brushing of trails toMackenzie Landing and Elks grounds could also be completed under the JobOpportunities Program but we do not have a cost estimate at this time.

RECOMMENDATION:

Additional Information:

The Canadian Red Cross is requesting a total of 53,264 which includes $960 for telephone lineand $2,304 training dollars for two volunteers. The increase over 2008 level is in the increasedcost of the telephone line.

In addition to the use of the multi-purpose room for youth meetings, Mackenzie Counseling isrequesting free activity passes for clients unable to afford passes.

Mackenzie Community Arts Council is requesting an increase of $1,200 over their annualrequest for a total of $10,000 to provide additional hours for the Coordinator. Council grantedthe Arts Council an additional $1,000 for 2007 bringing their total from $7,800 to $8,800.

Mackenzie Chamber of Commerce has requested an increase of $5,000 to the caboose operationsin order to improve the service standards at the caboose, provide training for seasonal touriststaff and for the purchase of new uniforms. Jonathan Hatch will be attending the November 10,2008 meeting to provide an update on Chamber and Visitor Information Center activities.

Mackenzie Figure Skating Club is requesting a $600 grant which is intended to pay for the feesof $75 per skater for the eight skaters planning to attend the qualifying competition for theNorthern BC Winter Games.

Club 55 Seniors Association, in addition to $750 for insurance costs, is requesting $6,000-8,000for new tables and chairs. The current equipment is in need of repair and is not suitable forelderly persons. Excess funds would be used to provide social functions and craft projects forseniors.

Mackenzie Minor Baseball is requesting that the infields have proper drainage rock, and that thetrees that have starting growing into the fields and second parking lot be cut back. They haverequested that the wooden benches be replaced. They are asking that the third and fourthdiamonds be turned so that the backstops are all together. They would like electricity to beavailable at the concession/storage room.

RECOMMENDATIONS:

As Council is aware, the Ministry of Transportation and Highways ¿umounced a gravelroad upgrading grant Administration has identified roads that would benefit from thisgrant.

To date, Council has approved the following:

- Lions Lake road and access

- Parnsip Forest service road to Mackenzie Landing

- GantahazBmergency Road

The following projects have been completed from the roads budget and we are requestingformal approval from council to fund this from the upgrading grant instead:

- Morfee Lake road- Golf Course road to Elks grounds

Administration would like to request approval for the following:

- Morfee Mountain road to municipal boundary and parking lot.- Industrial area roads

Morfee Lake road, the golf course road to the Elks Grounds, the road to MackenzieLanding and the industrial area roads will require calcium for dust control next summer ata cost of an additional $10,000 to $15.000.

The complete upgrade for Morfee Mountain road and bridge upgrade is pending as we arepursuing a partnership agreement with B.C. Hydro, Telus, and Navigata. To date, onlyBC Hydro has indicated an interest in the agreement.

All road construction upgrades include all equipment costs for ditching, gravel haulingand placing costs as well as final grading. The estimate for all road projects is $321,000inclusive of a I5Yo contingency.

This will leave a remainder of $179,000 remaining for road projects in 2009.

RECOMMENDATION:

That Council approve all gravel road upgrades with funds from the Ministry ofTransportation grant.
