The Renewable and Sustainable Energy Systems Lab of the Technical University of Crete has
presented the study on the bioclimatic design of open spaces in an urban area in Rethymno aiming
to support the development of Green Neighborhoods in the municipality.
The public event took place in the cultural center ‘Spiti tou Politismou’ in Rethymno on the 27th of
April 2014. The aim of the event was to bring together the scientific working groups active in the
development of the revitalization plan, the public authorities, technical actors and the municipality
citizens in order to ensure that the community’s expectations and needs are recorded, ideas are
heard, possible problems are resolved on time and a wide consensus is achieved. The consultation
aimed to allow authorities to build on trust and confidence of the involved actors through a
participatory policy‐making process.
In the beginning of the event Mr. Mathaios Tsimpiskakis, member of the municipality management
board, presented the overall strategic planning of the municipality of Rethymno focusing on the
sustainable development and revitalization of the city’s neighborhoods. He explained the structure
of the upcoming package of the National Strategic Reference Framework and the steps that the
municipality has done to be prepared for receiving the funds available for regional development.
The second speaker Mr. Efthymios Mpakogiannis, member of the Sustainable Mobility Unit,
presented the study of National Technical University of Athens regarding the sustainable mobility of
the municipality. In his presentation he analysed the potential of the municipality for a decrease in
the use of private cars by investing on public transportation and an extensive cycling network.
The eco Architects group “Imagineers” gave an extended presentation on their study regarding the
revitalization of the municipality of Rethymno. They presented their strategic plan, which uses the
existing streams that divide Rethymno as green paths connecting the main natural attractions of the
area ‐ the seaside and the mountains. In their presentation they highlighted the key role of citizens
as decision makers for the proposed interventions. It is important to involve and engage citizens to
the decisions taken, so that they will support the interventions in the future. Furthermore, they
presented the significance of appropriate vegetation in a sustainable revitalization of the
municipality.
Professor Theocharis Tsoutsos, the director of the Renewable and Sustainable Energy Systems
Laboratory of the Technical University of Crete presented the bioclimatic aspect of revitalization. In
his presentation he gave the basic principles and methodology of bioclimatic design in form of
examples from previous projects. Additionally, he made a brief presentation on the European
initiative Green Partnerships its scope, activities and outcomes. Finally, he presented the pilot case
of bioclimatic design of open spaces conducted for the municipality of Rethymno in the frame of
Green Partnerships’ initiative.
Mr Giorgos Marinakis, the Mayor of Rethymno, gave the conclusion speech, highlighting the
importance of the cooperation between researchers, public authorities, citizens and other
stakeholders for the successful implementation of the sustainable energy planning of the
municipality towards a higher quality of life for the community.
