ART MOVES | EXPRESSION OF INTEREST
PUBLIC ART PROJECT
THE CHANGINGSPACES OF SYDNEY
Public art doesn’t hang on the wall. It occupies real
space. You can walk around it, immerse yourself in
its multiple dimensions and relate to it on a more
personal level. This year, we’re using the power
of art and creativity to change the way locals and
visitors relate to their favourite spaces around
Kensington and Kingsford.
If you’re an aspiring artist, sculptor, performer,
creative company, student or industry leader, we’d
like you to express your interest in the Transport
for NSW ArtMoves program by submitting your
concepts. With strong support from Randwick
City Council five sites along the CBD and South
East Light Rail route have been identified for
transformation and your art will encourage locals
and visitors to explore the area and use these
spaces in new ways.

SUBMISSIONS FROM 7 NOVEMBER 2016
TO 31 MARCH 2017.
This is an invitation to submit
your concepts for new public
art which will foster memorable
and interactive experiences for
residents, workers and visitors in the
Kensington and Kingsford areas.
Five sites have been identified,
in partnership with Randwick City
Council, for transformation and your
artworks will help build excitement
and engagement in these areas,
encouraging locals and visitors
to explore them and use them
in new ways.
THE BRIEFYour project can transform

PROJECTS CAN INCLUDE ONE OR A

FOR EACH SITE:
SITE OVERVIEWThere are five sites up for
creative consideration across
Kensington and Kingsford.
They’re the perfect location for
artworks that will encourage
visitors to explore the area and
its vibrant businesses.
The five sites available are within
the following locations:
• Duke Street
• Todman Avenue
• Strachan Street
• Borrodale Road
• Southern Cross Close
Your installation must be weatherproof
and able to last for the full duration of the
event with minimal upkeep. The sites do
not have services such as water, power and
gas available. Security for the installations
will not be provided. All locations noted
in this document are subject to change.
Additionally, please note that ArtMoves
may choose to select an alternate site for
an installation to the one proposed as part
of the EOI process for creative, risk, safety,
development consent/landowner approval
reasons.
CREATIVE CONSIDERATIONS:
This unpowered 3m x 3m site is located on uneven
ground in a highly visible thoroughfare right before
a set of traffic lights. There is a footpath that runs
between the site and a nearby building so work
must not impede pedestrian access to the building.
The site has streetlights lighting the area plus
several park benches that can be repositioned,
removed or repainted if it suits your project.

DUKE STREET AND ANZAC PARADE, KENSINGTON
POTENTIAL FOR ONE OR A COMBINATION OF THE FOLLOWING:
CREATIVE CONSIDERATIONS:
This unpowered site consists of two separate 3m
x 1m spaces. The spaces run lengthways between
a row of trees and are not connected. The site
is lit by streetlights and is located right outside
The Greek Taverna Restaurant, so any creative
piece must not impede pedestrian access to the
building.

TODMAN AVENUE AND ANZAC PARADE, KENSINGTON
POTENTIAL FOR ONE OR A COMBINATION OF THE FOLLOWING:
CREATIVE CONSIDERATIONS:
This unpowered site is at a busy thoroughfare
before a set of traffic lights. There is street
lighting and a footpath that runs between the
site and a building so your work must not impede
pedestrian access. The wall of the building may
be available to use, subject to owner permission.
There are also two park benches with tables
and bins that can be repositioned, removed
or repainted if it suits your project.

STRACHAN STREET AND ANZAC PARADE, KINGSFORD
POTENTIAL FOR ONE OR A COMBINATION OF THE FOLLOWING:
CREATIVE CONSIDERATIONS:
This unpowered site is at the entry point to the
Chancellor Plaza and the gateway to a wide variety
of Asian inspired restaurants. Your work must not
impede pedestrian access to the area. There’s also
a public bench that can be repositioned, removed,
repainted or replaced if it suits your project and
there is the potential to reposition the flagpoles
currently on Anzac Parade into Borrodale Road.
The site does have street lighting.

BORRODALE ROAD AND ANZAC PARADE, KINGSFORD
POTENTIAL FOR ONE OR A COMBINATION OF THE FOLLOWING:
CREATIVE CONSIDERATIONS:
This unpowered site is a thoroughfare that connects
Anzac Parade to a parking lot. It includes a shade
structure, seating, a rubbish bin and a water outlet.
There is an existing art piece on a nearby wall
that commemorates Sir Charles Kingsford Smith
which can’t be impacted. The site is in a central
location and right next to a busy restaurant precinct.
Members of the public can utilise the park bench
and bin but these can be repositioned, removed,
repainted or replaced if it suits your project.

SOUTHERN CROSS CLOSE AND ANZAC PARADE, KINGSFORD
POTENTIAL FOR ONE OR A COMBINATION OF THE FOLLOWING:
EXHIBITION DATES
ArtMoves will be selecting
and rolling out projects over
several months. We’re looking
for installations that are:
• Short Term – delivered within
one month of approval
• Medium Term – delivered within
two months of approval
All works submitted should be
temporary, but there’s a chance
they’ll stick around on a permanent
basis if they become a loved part of
the community. Transport for NSW
and Randwick City Council will work
with each artist to agree on the future
of each installation piece.

HOW TO SUBMIT YOUR EXPRESSION OF INTEREST
7. Time frame: Please include a timeline for the
development of your work and when it will be ready for
presentation.
8. Site amendments: Please include any requests for
site amendments such as removal of site infrastructure
and temporary road closures.
9. Site Visits: Formal site visits will not be conducted
during this EOI phase, however you are encouraged to
visit the sites prior to submitting your application.
ALL SUBMISSIONS MUST BE MADE USING THE ONLINE FORM AND INCLUDE THE FOLLOWING ITEMS:
1. Artist Details and CV: Maximum one page per artist.
2. Relevant Experience: Please include any examples
of completed public artworks or related projects that you
have done.
3. Concept and Methodology: Tell us your vision, aims
and objectives in how your project will meet the brief and
how it will be delivered (800 words maximum)
4. Artists Impressions: Please include up to three renders,
drawing, photomontages or images of the proposed work
and how it relates to your chosen site or sites. Make sure
they’re high-resolution, and no more than 5MB each.
5. Site Rationale: Please tell us which site you have chosen
and why, including how it will relate to the community and
other relevant stakeholders.
6. Budget: Please include all your costs associated with
the project (For full detail on the budget breakdown see
section below)
BUDGETArtMoves will select multiple projects for approval,
each with a value between $5,000 and $35,000.
Budgets submitted need to include ALL costs for
presentation of the project including:
• Set up and pack down costs – installation and dismantling
of all aspects of the work
• Artists’ fees
• Accommodation and travel expenses
• Production staff fees
• Project management fees
• Design development and documentation fees
• All and any technical services required
• Samples and testing
• Materials
• Fabrication (to engineer specifications if necessary)
• Workshop/office space and other related space costs
for the creation and fabrication of the work
• Artist written material for marketing, signage,
educational purposes etc.
• All insurances
• Transportation/storage
• Installation and repairing sites
• Preparation of all necessary material for approvals
• Contingencies
COSTS COVERED BY ARTMOVES
• Provision of permits and permissions for each project
within each site as required
• Development and facilitation of traffic management
planning if required
• Stakeholder management and facilitation of
communications with local businesses as required
ARTMOVES WILL COVER THE FOLLOWING PRODUCTION COSTS:
• Limited access to our Production Manager to help facilitate
the delivery of the project, inclusive of scheduling and the
coordination of operational, risk and council services
• An Engineer to review the project and provide feedback
to ensure certification and suitability for installation in the
public domain
• A Risk and Safety Manager to review the project, provide
feedback, develop and implement a risk and safety
assessment for the project
• Removal, relocation, or replacement of existing
infrastructure at each site if required
SELECTION CRITERIAArtMoves has selected a panel of expert judges from the
artistic and creative industries who will use their expertise and
connection to the local community to assess projects. When
assessing your Expression of Interest, the judges will use the
following criteria:

• Artistic excellence
• Experience of artists and team, particularly in
public and site specific work
• Strength and innovation of the concept, proposed
approach and methodology
• Relevance to the site chosen and the ability
of the work to transform and activate that site
• Ability of the work to engage and involve the local
community, stakeholders and wider community in
development, delivery or use on completion
• Capacity to achieve the artwork within budget
and timeframe
• Capacity to abide by Work Health and Safety Legislation
• Commitment to take out relevant insurances
MEET THE JUDGES
MICHAEL SCOTT-MITCHELL NIDA Deputy Director & Head of Design
Michael is one of Australia’s leading set designers
and a prolific artist, working across theatre, opera, dance, film
and television both within Australia and internationally.
His major works include the Cauldron and Ceremonial Stage for
the Sydney 2000 Olympics and the Opening Ceremony of the
2011 Commonwealth Heads of Government Meeting in Perth.
LIANE ROSSLER Creative Advisor
Liane is a creative advisor on issues relating to art, design and the
environment. Recent work includes Superlocalstudio, Here and
Now, Happy Talk, and Supercyclers. She has received many awards
for her work including; Australian Design Honours 2015, Instyle
Woman of the Year Award for Design 2012, UNSW Alumni Award
2009 and the Marie Claire Prix de Excellence 2007.
PROFESSOR ROSS HARLEY Dean of UNSW Art & Design
Ross is an award winning artist, writer and educator in the field of
new media and popular culture. His career crosses the bounds
of traditional and creative arts, from cinema and music to design
and architecture. His video and sound work has been presented
at the Pompidou Centre in Paris, New York MoMA, Biennale of
Sydney and the Sydney Opera House.
SCOTT O’HARA Arts & Culture Consultant
Scott works in community arts and events with an
entrepreneurial perspective. He has extensive experience in
Public Art having been involved in commissioning, collection
management and promotion, selection committees and
consultancies for Sydney Olympic Park Authority and several Local
Government Authorities. He is an active songwriter and musician
and in 2012 was an exhibiting artist in Sculpture by the Sea.
GILL MINERVINI Creative Director
Gill is a Creative Director and Producer with over 25 years’
experience in festival, event & creative project direction and
delivery. Her company, gill minervini creative, recent highlights
include the Barangaroo Welcome Celebrations (Sydney) and
Winter Feast for MONA (Hobart). Formerly as Creative Director
for City of Sydney Events, she was responsible for their major
event programs including Chinese New Year Festival,
Art & About Sydney and Sydney Christmas Celebrations.
