West New Territories
North East New Territories
South East New Territories
3 existing landfills will be full in 2010
Current Problem
Limited place to build other landfills!
EPD, 2009
• Target 1:Reduce the amount of municipal solid waste (MSW) generated in HK by 1% per annum up to the year 2014.
• Target 2:Increase the overall recovery rate of MSW to 45% (2009) and 50% (2014).
• Target 3:To reduce the total MSW disposed of in landfills to less than 25% (2014).
A policy Framework for the Management of Municipal Solid Waste (2005-2014)
2005-06 Policy Address
2007-08 Policy Address- A New Direction for Hong Kong -
• A pressing need to expand 3 landfills
• Try to identify suitable sites for developing Integrated Waste Management Facilities (IWMF)
• Incineration as core technology
Policy Address 07-08
2009-10 Policy Address- Breaking New Ground Together -
• Extend existing Landfill
• Adopt advanced incineration technology
• Conduct impact assessment studies on potential sites for IWMF at Shek Kwu Chau & Tsing Tsui Ash Lagoons in Tuen Mun
Policy Address 09-10
Other policies
3R plan (Recycle, Reuse and Reduction)
Polluter/ Producer – Pay Scheme
Levy Scheme on Plastic Bags

Landfill VS IncineratorLandfill Incinerator
Solid Waste disposal rate
16,000 tones/day Est 3000 tones/day
Area of land used 270 ha.
(3 existing landfills)
Est 10 ha.
Construction cost $6 billions Est $5 billions
Running Cost $432 millions / year (2004) Est. $250 millions
Advantages Handle more solid waste
Land Use
Methane
Save cost
Decrease 90% Volume of solid waste
High technology
Disadvantages other than pollution
Huge area
Cannot reuse the land in a short period
Find another alternatives once it’s full
Non-incinerable leftovers after burning
MSW, 2005; EDP 09
PEST Analysis
