There was some major excitement on Hillsmere
Lake October 23. In the 17 years that my husband
and I have lived with a view of the lake, we have
only seen three eagles. One was about 16 years
ago and two other sightings many years apart.
Well I am thrilled to report that my husband and
I witnessed not one but THREE Bald Eagles .
One was even perched in an Osprey’s nest. They
were circling the lake for about 20 minutes. It was
majestic with their white heads and white tails!
They were flying very low and coming close to our
house. I hope this is a sign that we will see more
eagles on the lake. -Kathy McFadden

President’s Message
Elections and Running for Office November 13th we will be electing the Officers of HSIA - President, Vice President, Secretary and
Treasurer. Some of our current Officers have decided that after years of service to the community they
will not be running for reelection. This is both a loss and an opportunity - a loss of experience and an
opportunity to bring a new set of talents to the management of Hillsmere Shores. Please plan to attend
the November General meeting on Thursday, November 13, at 7 pm, Key School Katharine Hall. We
will have our election of HSIA Officers and will be presenting the proposed FY2016 HSIA budget.
We have a full slate of candidates whose statements about their qualification, experience and goals are contained in this issue. We appreciate those who are running and their desire to be of service to our Community.
Mayo to Annapolis Force Main Pipeline
The Anne Arundel County Department of Public Works (DPW) is in the final design phase of the
pipeline project that will pipe effluent from the Mayo sewage facility to the Annapolis sanitation
facility. Many of you are already familiar with the pipeline project and some have raised concerns
about the project and its impact on Hillsmere. On October 22nd the DPW held the second community
briefing on the project that addressed many of these concerns.
The pipeline will run from the Mayo Peninsula under the South River and through Quiet Waters Park
before crossing under Hillsmere Drive to the parking lot at the library and eventually down Edgewood
Road to the treatment plant. Construction is scheduled to begin in the fall of 2015 and be completed by
the summer of 2016.
Will Hillsmere Drive Be Closed to Traffic?
No, the pipeline will be tunneled underground from a location in Quiet Waters Park under
Hillsmere Drive with no disruption to traffic. No open trenches will be required and the pipeline will
installed at a depth of 25 feet below the roadway.
Will There Be Odor From the Sewage?
Generally not. Although the pipeline will have vents to remove any air trapped in the pipeline the
effluent has been treated prior to entering the pipeline and is not raw sewage. The pretreatment has
removed any solid material. Since it has been treated prior to entering the pipeline it has considerably
less odor than raw sewage. In addition, any release of air will be processed through an activated
charcoal filtration system to further reduce any odor. Currently we have a number of similar vents
throughout Hillsmere at each of the sewage pumping stations. These vents regularly release air from
the Hillsmere sewer system which is transporting raw sewage. The vents in Hillsmere do not have an
activated carbon filter installed.
What about Construction Noise?
The construction noise will be noticeable particularly to some of the homes along Hillsmere Drive that

border the park or are across from the public library. All construction will be Monday through Friday
and during daylight hours to minimize the impact on residential communities including Hillsmere.

Open Burning
Fall is here and many of us use our fire pits to extend the time we can spend outdoors. While small fire
pits and cooking fires including grills are legal and do not require a permit, no other outdoor burning
is permitted including the burning of leaves or brush which are collected by Anne Arundel County.
Enjoy the fall and the warmth of your fire pit, but remember your neighbors who may be have medical
conditions that are affected by smoke. They will appreciate anything you can do to minimize the smoke passing through the neighborhood.

would love to see more residents join! Sign up today to network with other Hillsmerians, stay up to date
on community and local happenings, participate in groups/committees and even sell or give items
away! We have the following groups already set up and running: Hillsmere General Group, Hillsmere
Moms & Dads, Hillsmere Pool, Hillsmere Running Group, and Hillsmere Recreation & Planning. We are
exploring the possibilities of adding other subgroups, and are open to ideas.

and sign up. New members are able to select which groups they want to join, and which emails they want

Election and Budget Meeting – Please plan to attend the November General meeting on Thursday, November 13, at 7 pm, Key School Katharine Hall. We will have our election of HSIA Officers and will be presenting the proposed FY2016 HSIA budget. Everyone that is a 2014 HSIA member can cast a vote for HSIA officers. A $17 dues payment gives one member of the household the right to vote. Additional household members who wish to vote require payment of an additional $17 per person. Members must be 18 years of age or older. Renters and other persons not on the tax records must provide proof of residency by providing a copy of a Driver’s License or other documentation. If you would like to vote at the General Meeting and are not a current member of HSIA, please download an HSIA membership form from our website at www.hillsmereshores.net and mail the form and payment to HSIA, P.O. Motions from September General meeting (postponed and continued on Oct. 15, 2014):
Old Business: There was a discussion about the erosion at the beach, specifically the point of land on the west side of the netted swim area, separating the east and west beaches. At the July Board meeting, there was a discussion of erosion at the beach. The Beach Committee feels that vegetation in place needs time to take hold before any action is taken. At the July Board meeting, Mark Carroll motioned that based on the information presented concerning the Shoreline Renovation, no action is required. As the vegetation matures, the Beach Committee shall advise the Board of their recommendation as to any further action that may be required. There has been more land washed away by current storms. Sandy Anderson motioned the Board reconsider what is going on at the beach before the erosion gets worse. Connie Sparrow seconded the motion. Vote taken – motion passed.
Phil Jones motioned that when the Board reconsiders beach erosion, the Board considers restoring the beach to what the community voted for in 2012 to include rip rap. Jeri Singleton seconded the motion. Discussion. Christian Elkington commented that rip rap is being considered and Christian already has a quote. Phil Jones withdrew the motion.
BUILDING PERMITS
An HSIA Building Permit is required: Every time an Anne Arundel County Building Permit
is required. The responsibility of obtaining an HSIA Building Permit does not fall on your
builder, it falls on you.
The following items are needed to obtain an HSIA Building Permit:
1. A copy of the Anne Arundel County Building Permit.
2. A copy of the construction location on the property when required by the County.
3. Cash or check in the amount of $5.00 made payable to HSIA, unless we sent you a
certified letter. If a Certified Letter is required, the cost is $20 for the permit.
4. Mail to HSIA, P.O. Box 3485, Annapolis, MD 21403
Permits are required for construction of new houses, new sheds, additions to houses or
sheds, retaining walls, piers and bulkheads. When in doubt, or if you have any questions,
please call the HSIA Building Permit Chairperson, Bill Anderson, at 410-279-1666.

Mike Penn—Candidate for President
I have been a Hillsmere resident for 10 years, and a member of the HSIA Board of Directors for the
past year. My wife and I have 3 children, ages 7, 9 and 11. My children all attend Annapolis public
schools, and are members of the Hillsmere swim team, Go Hammerheads. My wife and I both
contribute our time to the community and our family has enjoyed all the community has to offer. In
the summer we are constant visitors to the pool, beach, marina and boat ramps.
During my time on the board I have come to appreciate how complex decisions are made that affect
all the residents here. I wish to support the residents of Hillsmere by shaping and protecting our
community assets in a direction determined by the residents.
Jerry Lichtenberg—Candidate for Vice President
Hello my name is Jerry Lichtenberg and I would like to run for Vice President of HISA. I have lived in
Hillsmere for three years and I have loved every minute of it as a current and active HSIA member. It
is a great piece of the Annapolis area with so much potential. Our community has so much to offer
our residences. The beach, marina, pool and natural resources around us. I would thoroughly enjoy
making Hillsmere an even more fun place to be. As Vice President of HSIA I would support the
President and committees to better our community.

Suzanne Martin—Candidate for Treasurer
I have lived in Hillsmere two times, once from 2005 – 2009 and again from 2012. Originally from
Michigan, I have lived on the East coast most of my adult life and have called Burlington, VT, Boston,
MA;, Hartford, CT; Clifton, VA; and Wichita, KS home. Growing up on the Great Lakes, it was an easy
sell to land in Annapolis and just great good fortune to discover Hillsmere. I have been overwhelmed
by the dedication and commitment of our current board to this community. With this kind of
dedication it is easy to see why Hillsmere continues to be such a wonderful place to call home. We are
interested in our environment, preserving the amazing and challenged body of water that we live on,
providing and maintaining superlative amenities and caring for our neighbors. The board has
dedicated countless hours to our community and it has been humbling to be part of such a dedicated
group of people.
I am a fundraiser by profession and have worked for Johns Hopkins University School of
International Studies and the Jane Goodall Institute doing Major Gifts, Alumni Affairs and Annual
Fund work for these institutions. I currently support the work of the Advancement Office at the Key
School and manage several budgets for that office.
My husband, Wayne owns a small government contracting firm focusing on Technology Transition for
the Navy. I have two grown children, Elizabeth, an EMT living in Denver, CO and Tripp, a
Wilderness Program Director at The Hyde School in Bath, ME.
My spare time is devoted to singing with the Annapolis Chorale and Chamber Choir as well as a small
all-women group, Cantori. I also volunteer for our local SPCA and have two terrific rescue dogs.
Emily, our golden retriever will soon be tested to become a therapy dog and Gryff, the golden-mix will
just cheer her along from the sidelines.
I have served in the role of Treasurer for a little over a year, having been appointed last year after the
former Treasurer moved out of town. My goal is to continue with what I have learned this past year
about the intricacies of the HSIA budgets and to manage our finances with thoroughness and rigor.
Additionally, my goal is to provide accurate and timely budget information to the community as well
as keeping meticulous records of HSIA expenditures and income. Our community should be very
proud of the way the HSIA Board manages its assets and I have been very proud to be a small part of
that work. I greatly look forward to continuing to serve the Hillsmere community – it’s a terrific place
to live!

Kathy McFadden—Candidate for Secretary
I am Kathy McFadden, and am a current dues paying member of HSIA, and have been during the
17-plus years we have lived in Hillsmere.
I am seeking a second term for the position of Secretary of HSIA. Having spent nearly two years on
the board, I have witnessed firsthand the incredible time, effort and dedication your elected officials,
committee chairs and committee members put into making this one of the best communities to live
in. We are volunteers with very few paid positions running a significant organization with over 1200
homes. There are so many issues that we have to act on each month. I can honestly say all of the
members take their roles seriously when making decisions for our community.
I have had the privilege to chair the Welcome Committee and revive it into a very active group. We
have an enthusiastic team that gives new residents a feeling of belonging right away when they
receive a welcome bag.
Those who know me are aware that I am passionate about the environment, and the responsibility of
a waterfront community to help keep our waterways cleaner. One small method with big impact is
picking-up after our beloved dogs. Living on the water, we need to be good stewards of the
Chesapeake. This past year the board approved funding for installing several doggie bag waste
stations. They are being used by many residents but I still witness several who don’t clean up after
their dogs.
During my career I have spent over 27 years in an executive management position in the non-profit
industry; 19 as the association executive director. I was appointed last year as the executive director
for a national association. For eleven years I owned and operated a global business. During my
career, I have served on dozens of volunteer boards and committees, chairing many of them. Besides
chairing the HSIA Welcome Committee, I have also served on the Bylaws Committee. In the last
community we lived in, I was on the homeowner’s board and served as its President for two years.
For decades, I have sharpened my skills in business, volunteer community groups and religious
organizations where disputes between members can unfortunately occur. In every instance, I have
sought consensus among participants in order to achieve agreement.
My husband Bill and I, along with our dog “Zoot” deeply love living in Hillsmere, and it will be my
honor to serve as your HSIA Secretary for a second term. This is a great community and a much
sought-after place to live. Residents truly care about it and go the extra mile to make it a wonderful
place to call home. Living in a neighborhood that has so much to offer is a privilege, and I would
strive to continue that history as a board member.

Winter Is Coming!
The strong winds and coastal flooding last month serve as a vivid reminder that winter is coming. And
some of the almanacs and prognosticators predict a harsh winter! If you have not already begun, now
is the time to haul and/or winterize your boat. BoatU.S. has published a Boater’s Guide to Winterizing,
which may be found at: http://www.boatus.com/seaworthy/winter/winterizing.pdf and
includes a handy checklist: http://www.boatus.com/seaworthy/winter/winterworksheet.pdf .
If you are leaving your boat in the water at the marina this winter, please:
(1) Make sure your boat is properly moored, using extra lines and chafing guards as necessary.
(2) Check your boat often, especially after ice and snow events.
(3) Do not use unattended space heaters in your boat.
If you are a year-around boater, you may want to check out this article from the American Boating
Association about cold weather boating:

The article stresses the importance of life jackets, proper clothing, leaving a float plan, carrying a VHF
radio, EPIRB and flares, and other safety tips for winter boating.
Winter Slips
By the time you read this cold weather may have already arrived, which means the Marina will
transition to winter operation by turning off the fresh water and pump out systems. As previously
noted, we will try to accommodate slip holders who are leaving their boats in the water with temporary
assignment to more protected slips behind the bulkhead (Slips #1-#51).
In order to make Winter Slip assignments we need to hear from:
(A) Bulkhead (#1-#51) slip holders – if you are hauling or trailering your boat, we need to know: (1)
when your slip will be available for temporary assignment, and (2) when you expect to
return to your slip next spring. Please send an email to [email protected]
advising when your slip is available (you have hauled out) or will be available (you know for
sure when you are hauling out), and when you expect to return.
(B) Slip holders on the outer piers (#A1-#A28, #C1-#C18) who are requesting temporary Winter
Slip assignments along the bulkhead. Again, please send an email to
[email protected] to request a temporary Winter Slip assignment. There are no
guarantees that a Winter Slip will be available for you, but the Slips Committee will make every
effort to accommodate your request.
Winter Slip assignments are temporary, and the Winter Slips must be vacated by March 15, 2015, or
sooner if requested by the permanent slip holder. Failure to remove your boat from a temporary
Winter Slip assignment will result in charges of $25/day beginning April 1, 2015.

Coastal Flooding
Unfortunately we experienced another flooding event at the Marina in early October, resulting in the
pump-out holding tank being flooded, debris being deposited throughout the marina, and parts of the
Sand Spit gravel lot being covered in silt. Reports suggest these “nuisance flooding events” will
become more common in our area.
Budget and Slip Fees for Calendar Year 2015
The P&H Committee is working on the Budget and proposed slip fees for next season, Calendar Year
2015 (Fiscal Year 2016). As everyone should be aware, one of the major factors in the budget is a
continuing effort to reduce Marina debt. The commercial loan used to finance the Marina repairs has
been reduced from $242,000 to about $202,000, and we will continue to try to accelerate principal
payments to reduce the debt further. Although the final decision on fees is up to the HSIA Board, it is
anticipated that base rates for slip fees will increase by 3% across the board, with a premium assessed
for bulkhead slips similar to the current year’s premium. It is also anticipated that fees for Ramp Keys,
Kayak Racks and the Boat Park will see modest increases.
Traffic Calming
We continue to plan for the installation of traffic calming measures (i.e., speed bumps). This is a
REMINDER to everyone to DRIVE SLOWLY on the Sand Spit, even during the Fall and Winter
months. The Sand Spit has a posted 5 mph speed limit. Consider it a “No Wake Zone” and drive at
idle! No Wake = No Dust!
Marina Gate Card Re-Programming
The Marina Gate Control System still needs to be re-programmed to add additional cards and
de-authorize other cards. Unfortunately, this may have to be done manually, and the
Marina may have to be closed to vehicles for several hours. Notice will be given prior to the
reprogramming work and Marina gate closure.
P&H Meeting Time and Place
The P&H monthly meetings are normally held on the second Tuesday of each month at 7 p.m. in the
Key School Science & Library Center, Room 102. All slip holders, ramp key holders, Wait Listers,
Kayakers, Boat Parkers, etc. are encouraged to attend.
UPCOMING TOPICS INCLUDE: Slip Fees for 2015; Budget for FY2016; Review of proposed changes
to Marina Rules and Regulations; and Emergency Response Plans. As an all-volunteer organization,
we welcome your participation and your ideas. Volunteers are always needed for various sub-
committees, such as Operations, Steering, Slips and Construction.

End of the Year Garden Club Activities: November 19, 2014 —Department of Natural Resources and Backyard Garden Habitat, Kerry Wixsted will present a program on butterflies. December 17, 2014—We celebrate together with a luncheon at Carol Creek.
Seeking volunteers to help install a rain garden! This fall, a rain garden will be installed at the new "Community Building" adjacent to Harbor Drive and the Community Pool. The rain garden is designed to capture the flow of rainwater off of the house and lawn. A big thank you goes to HSIA for providing support and space for the garden, and Chris Moore, Hillsmere resident and Registered Landscape Architect, for designing the rain garden. Debra Lambert, Hillsmere resident and Master Watershed Steward Candidate is coordinating the project. Debra has recently completed her coursework at the Watershed Stewards Academy and is seeking volunteers to help plant the plants in the rain garden and apply mulch. A volunteer event is being planned for early November. If you are interested in participating, please contact Debra at [email protected]. No experience is necessary.

Help Wanted: We need someone who is skilled in computer, Web and
Internet work to come to our home and assist us with intermediate to
advanced computer challenges. This is an "as needed" request, probably
5 to 10 hours per month. $20 per hour. We prefer a Hillsmere Shores
resident. Dr. and Mrs. Cookson, 410-626-1878.
I am happy to report that the Welcome Committee has replenished our supply of bags and am ready
to deliver. In the past couple of weeks six bags have been distributed to new residence.
It was exciting to see two new families attend the last Happy Hour. One had just moved in less than
a month from the time of the happy hour with their brand new baby. They had not yet received
their Welcome Bag and were delighted that such a service is provided by our community. The other
family’s bag was given to them and they were appreciative of the information.
We are happy to announce a new member to the committee Susan Gratzer. She has pitched right in
and will be delivering two bags to the families that have moved in down the street from her.

Beginning at 1:00 p.m., all visitors will have the opportunity to talk with faculty members, review the curriculum, and see a student performance. Parent-led tours of the Division of choice (First School, Lower School, Middle School, Upper School) will follow and will include faculty and presentations and panel discussions.
In the First School, teachers will work with children visitors, involving them in hands-on projects and a music activity.

HSIA GENERAL MEETING PROXIES In order for a proxy to be used at an HSIA General meeting floor vote, it must have the following
information:
1. Name, address, and signature of person giving the proxy.
2. Name of person who will cast the vote.
3. The date of a single meeting for which it is valid.
4. The particular subject or subjects for which it is valid.
Proxies that do not have all of these items will not be accepted. Proxies must be in writing
and delivered to the HSIA Secretary or his or her designate at the General Meeting. Faxed
or scanned copies will be accepted. You may use the following format (it is also available for
download on the HSIA web site):
