Even the COVID-19 pandemic cannot stop the PSME National to offer its services to members.

With the prohibition by the Philippine Government on the conduct of mass gatherings during the Enhanced Community Quarantine (ECQ) implemented in the NCR, Luzon Region and identified provinces in the country, the seminars of PSME found a new haven in the online world via ZOOM videoconferences.

Dubbed as PSME QuaranTrain, this series of webinars hosted by PSME National during the Community Quarantine period used the ZOOM and FB Live platforms. There was no time for April Fools as the effect of the strict implementation of community quarantine is really getting into us. People started to fear the uncertainty brought by the COVID-19 crisis. The economy declined abruptly while the world stood frozen trying to figure out how to handle the damage of the deadly virus. Until humanity can find a cure or a vaccine for the virus, the world will never be the same again.

With all activities suspended and while most of us are spending most of our time in the cyber world, the PSME National Board decided to adopt to the new means of learning – the webinar. We embarked into the PSME QuaranTrain Program, a series of free webinars with various topics from the ATC, ALMA, and the technical divisions that are relevant to the needs of the members. In the month of April, we were able to run a total of 14 webinars via Zoom and Facebook (FB) live platform. We also utilized the quarantine time for capacity-building by engaging our employees to mandatory trainings. We are continuously looking for ways and means on how to maximize this time of isolation to benefit our members.

We have chapters who supported our call to directly help the local community during this crisis. In our official Facebook page, we shared some chapter activities engaged in helping frontliners and their respective communities through relief-giving operations, donations, and helping technically in building equipment that are helpful in addressing this crisis.

We, the National Board, salute those chapter officers, members and volunteers who shared their resources for the sake of humanity amidst this pandemic. Our heartfelt gratitude also goes to those who volunteered as resource speakers for the free webinars we conducted that benefited thousands of members and non-members as well. May the Almighty bless you and your good deeds.

While there is no cure and no vaccine yet for this pandemic and while we are still uncertain of what will happen next, the PSME will continue to assess the situation and see how we can adopt to this rapidly changing world and be of continuous service to our members, to our community and country, and ultimately to this world. We are glad that PSME was able to strengthen its sense of community through the unifying acts of sharing in support of the government that “we are all in this together”.

Please be safe, stay home and learn from the free webinars we are offering. We will continue to find ways to utilize this time of isolation, safely and productively.

PSME HOLDS VIRTUAL CHAPTER PRESIDENTS’ MEETING

To ensure that continuous communication with the chapters is up and running amidst the global Covid-19 pandemic, the PSME National held a video conference via the Zoom platform on April 17, 2020 as the first ever PSME Chapter Presidents’ Meeting held virtually.

Hosted by PSME National President Dr. Jeffrey F. Singson, the virtual meeting was attended by 51 chapter presidents, 12 of whom are from NCR, 13 from Luzon region, 10 from the Visayas, 10 from Mindanao, and six (6) from the International region.

Dr. Singson discussed the path the PSME National is taking during the COVID-19 pandemic and the adjustments in its current operations to follow the “new normal” as implemented by the national government.

Chapter presidents were informed of current and ongoing projects of the PSME National such as the holding of webinars, the PSME membership system update and the RFID card for all PSME members. The participants were shown the template of the RFID and the contents of the new membership system which a chapter president and secretary may be able to access for inputs or updating of their respective membership data. Comments and suggestions from the chapters were noted, with National President Dr. Singson giving them assurance that a manual of operations will be released for the reference and guidance of the chapters.

National concerns such as the status of the renewal of the PSME AIPO Accreditation, regional concerns such as the cancellation of regional conferences, and chapter activities such as meetings and relief activities were also taken up, among others.

With the presence of the 68th National Convention Chairman Jerry Asuncion, the holding of a virtual 68th NatCon was deliberated upon and was generally favored by the chapter presidents.

Other National Officers who were present in the Zoom meeting room were National Secretary Engr. Melanie P. Banayos, National Treasurer Engr. Nardito M. Cornelio, Jr., National Auditor Engr. Ransam S.

The PSME QuaranTrain for April 2020 was made possible by PSME National through the Advance Training Center (ATC) and the Advanced Leadership & Management Academy (ALMA) in collaboration with the following Technical Divisions

(TDs): Plant Engineering & Maintenance TD, MVAC-Re TD, Energy Management TD, Boiler, Pressure Vessel & Piping TD, Project Management TD, Environmental Engineering TD, and the Power & Energy TD.

These free webinars provide continuous learning to PSME members and even to non-members while in the safety of their homes.

PSME NATIONAL PROVIDES ENHANCEMENT WEBINARS FOR NATIONAL SECRETARIAT

Alongside the technical webinars offered to its members, the PSME National developed an Employee Enhancement Program for the National Secretariat while under the “Work-From-Home” setup during the Enhanced Community Quarantine (ECQ) period.

Through the PSME Advanced Leadership and Management Academy (ALMA), the 18 PSME employees attended a seven-part webinar series via ZOOM videoconferencing.

ALMA Member and QMS Chairman Engr. Jonathan P. San Juan served as the lecturer in the first three sessions where he gave an overview on Personnel Effectiveness and talked about the “7 Colors of the Rainbow” which represents different aspects in life that must be nurtured and balanced: Red for Work and Finances, Orange for Relationships, Yellow for Self and Relationship with the Supreme Being, Green for Health, Blue for Environment, Indigo for Economy, and Violet for Communications.

He discussed effectiveness as against efficiency and emphasized that effective people are happy people. Engr. San Juan ended the course by requiring each employee to submit an action plan and commitment for every color of the rainbow.

ALMA Co-Chair and PSME National Auditor Engr. Ransam S. Pirote continued the 4th to the 6th webinar sessions by discussing the “7 Habits of Highly Effective People” by Stephen Covey. He made the employees understand that in order to be highly effective in the workplace, one must

Be Proactive, Begin with the End in Mind, Put First Things First, Think Win-Win, Seek First to Understand Then to be Understood, Synergize, and Sharpen the Saw.

Engr. Pirote stressed that employees must not be passive but instead be assertive and proactive. He also pointed out that there is learning if there is change in behavior which he hopes to see in the national secretariat.

For the final webinar session, PSME National President Dr. Jeffrey F. Singson underscored the need for “Understanding the Quality System of the PSME PLATINUM 2022” where he gave emphasis on the vital role played by the National Secretariat in order to achieve the vision of the PSME National by the year 2022.

Dr. Singson shared the values of dependable and efficient employees under the acronym RATER which means Reliability, Assurance, Tangibility, Empathy and Responsiveness. The RATER model was highlighted in identifying the gaps between expectations and perceptions in customer service.

In concluding his talk, Dr. Singson made a call for action to identify, minimize and close the seven (7) gaps between and among management, customer and employee perception, expectation, quality specification and service delivery.

This webinar series was an opportunity for the national secretariat to keep their A-game in their respective jobs during the ECQ, provide the best service to PSME members, and enhance their performance for professional growth.

PSME CHAPTERS’ BAYANIHAN TO BEAT COVID-19

PSME Davao Chapter turned over one (1) swabbing booth and 2 units of Neonatal Aerosol Box to Southern Philippines Medical Center as well as 3 units of Neonatal Aerosol Box and 2 units Dental Tent to Davao Regional Medical Center in Apokon, Tagum, Davao De Oro. Face shields were also distributed to military front liners at the checkpoint in Davao De Oro. This was made possible through the effort and consolidated donations of Team APE, Inc. (Architecture, Plumbers, and Engineers), the federation of professional organizations in the region.

PSME CHAPTERS’ BAYANIHAN TO BEAT COVID-19

Ormoc-Kananga Chapter organized the #TabangEnhinyero – a fundraiser initiative to help Ormoc LGU provide medical supplies such as PPEs to medical front liners in the city. After collecting almost 100,000 worth of donations from OKC members and partners, the chapter was able to buy and donate 530 pcs. washable face masks, 450 pcs. face shields, 20 pcs. PPEs, and 10 pcs. intubation boxes.

Negros Occidental Chapter conducted their Gift Giving Activity during the Covid-19 quarantine period wherein each member of the chapter provided support and relief in their own respective way to neighbors affected by the crisis. Chapter PP Engr. Pascualito

Banasig and VP External Affairs Engr. Herminio Tolentino, Jr. started it by distributing food supplies to their neighbors.

PSME CHAPTERS’ BAYANIHAN TO BEAT COVID-19

On April 30, 2020, the PSME QBL (Host) Chapter organized an Outreach Program Activity by providing 100 pcs. face masks, 100 pcs. face shields and 100 Jollibee lunch packs and hamburger snacks for COVID-19 front liners in selected barangays in Cavite as well as in Calamba and Santa Rosa in Laguna. Recipient front liners were uniformed personnel, barangay health workers, city and municipal health staff, and volunteer barangay personnel from the respective LGUs who work 24/7 to implement appropriate quarantine control measures and health protocols. PSME QBL (Host) Chapter Past President Engr. Jonathan P. San Juan and incumbent Chapter President Engr. Jonald Jimenez led the activity together with Engr. Marc Brian Torres, Engr. Angelito Almoro and his wife.

Cebu South Chapter distributed relief goods in the following areas in Cebu: Alcoy, Carcar, Sibonga, San Fernando, and Naga.

Saudi Arabia Chapter President Engr. Jonathan A. Para-ase and Chapter Asst. Business Manager Engr. Pasciano A. Defensor delivered relief goods to POLO-ERO for distribution to target beneficiaries. This was made possible through the consolidated donations of chapter members and officers.

Despite the COVID-19 pandemic, PSME Qatar Chapter continues to conduct the review for RMP (Registered Master Plumber) and RME (Registered Mechanical Engineer) aspirants every Friday via Zoom conference in preparation for the upcoming SPLE exam. They also conducted their 3rd and 4th Chapter Board of Directors Meeting on April 15, 2020 via Zoom videoconferencing.

QATAR CHAPTER CONTINUES RMP & RME ONLINE REVIEW

In March 2020, the Kingdom of Saudi Arabia reported its first case of COVID-19 and the number of cases has been continually rising to more than 21,000 confirmed cases as of this writing.

To control the spread of the pandemic, the Kingdom of Saudi Arabia disallowed mass gatherings and on April 7, 2020 the Saudi Government imposed a 24-hour curfew in major cities and governorates including Dammam, Dhahran, Khobar, Jubail and other areas.

As a result, PSME Saudi Arabia Chapter activities and programs scheduled for March and April were cancelled including the scheduled CPD seminars and the first 2020 membership meeting.

In compliance with the conditions of the curfew imposed by the Kingdom of Saudi Arabia, the PSME-SA conducted virtual activities spearheaded by its 2020 Chapter President Engr. Jonathan A. Para-ase.

The 11th MERC Host Chapter Committee Meeting was held online on April 9, 2020 via the Zoom platform and was attended by 11th MERC Chairman Engr. Rohenio L. Pangilinan, Deputy Chairman for Administration Engr. Para-ase, Deputy Chairman for Finance Engr. Mark Lesther P. Baluran, Deputy Chairman for Program Engr. Lorenzo P. Santos, 11th MERC Secretary Engr. Mark Oliver C. Melendrez, and 11th MERC Treasurer Engr. Marlon R. Borromeo. The 2nd Executive Committee Meeting on April 10, 2020 and 2nd Chapter Board Meeting on April 17, 2020 were also done virtually.

Chapter activities conducted online via Zoom were the 552nd PSME-SA Toastmaster Club Meeting on April 18, 2020 and SPLE Online Lectures on April 17 and 24, 2020 with Engr. Mark Oliver C. Melendrez as lecturer who discussed Machine Design and was attended by 9 SPLE students.

BACKGROUND:

PSME National Vice President for CPM (Certified Plant Mechanic) Affairs Engr. Cesar S. Galang is not a newcomer in the PSME National as he has held different national positions in PSME long before.

Elected once again, he now handles CPM-related matters, in the hope of elevating CPM skills professionally and recognize their immeasurable contribution in the field of mechanical engineering, economy, and industry.

Engr. Galang graduated with a BS Mechanical Engineering degree from Mapua Institute of Technology – Manila in 1979 and passed the ME licensure examination in 1981. He spent most of his professional career handling different management positions in Petron Corporation.

Currently he is the Technical and Sales Consultant for Petron Philippines Co. Inc. (PCI) where he handles domestic sales and technical consultancy on petroleum products (e.g. industrial fuel oil/diesel and lubricants). He also held positions in Goodhands Employment Agency, Inc. (GEAI) and Beyond Global Excellence Construction & Development Corp. (BGE) as Corporate Secretary and Director, respectively.

“I had an open-heart surgery 10 years ago. It helped me value life and blessings bestowed upon me by the Lord. It made me want to serve the Lord through simple things.  I became an Extraordinary Minister of the Holy Communion while I was still recovering from my quadruple heart by-pass surgery.”

Under this program, I would like to review and streamline CPM qualifying examination with the BME-PRC, institutionalize preferential rates for CPMs in all PSME-sponsored conferences, conventions and seminars to make them affordable and motivate their attendance, and help them attain knowledge that will  eventually inspire them to become full-fledged MEs.  Also, I would like to promote CPM for junior ME college students and promote CPM for undergraduate MEs who are already in the engineering practice.

GOALS FOR PSME:

As member of the PSME National Board of Directors, one of my goals is for PSME to have a truly transparent, fair and independent national election process.  The Committee on Election should be independent from the BOD.  All candidates should have equal and timely access to election related information.  All regions should be able to elect their regional representatives that should not be influenced by votes from other regions.  I honestly think that we are treating our BOD election like “senatorial elections” when what should be applicable is “congressional representative election”.  I believe this process will truly unite the PSME and provide each one an equal opportunity to serve our beloved Society.

LIFE ADVICE FOR MEs:

Always do your best in all your endeavors. Do not be afraid to pursue your goals even if it meant going out of your comfort zone.  You may make mistakes along the way, but nobody is perfect. Learn from the experience and embrace opportunities that come your way.   If you are employed, position yourself so that in the future you can be an entrepreneur.
