Key Overcrowding Statistics for PS199
Most classrooms in grades K-3 are at, near or above UFT contractual
limits in terms of class size
PS 199 had waitlists for K, 1stand 2ndgrade spots for the 2015/2016
school yearCurrent enrollment is 912, on a DOE published building capacity of 738
Continued K admittance at levels consistent with 2015/2016 (6 classes)
will result in enrollment of 1,245 students by 2019

Current CEC is made up of 10 members due to vacancies
Provides recommendations to DOE for proposal modifications
Votes on implementation of zone line proposalsCommunity-At-Large
Parent communities at PS 199 and other surrounding elementary schools(PS452, PS191, PS87, PS166, PS9, The Anderson School, etc.)

The Process
DOE issued a DRAFT proposal on September 28thfor public comment
CEC is hosting a series of zoning committee meetings and public
hearings to gauge community response to re-zoning proposals
DOE can alter its DRAFT proposal based on CEC/community feedbackbefore putting forth a FINAL proposal to be voted upon by the CEC
Current proposal offers two (2) re-zoning options
Reduction in size of PS 199 zone through shifting of zone lines and
corresponding zone size increases for PS 452 and PS 191
The PS 191 zone will be a shared zone with PS 342, a new school that is currently under constructionand slated to open in 2018
Creation of a Superzone by combining the existing PS 199 and PS 191
zones. PS 342 would be added to the shared zone when it comes on line in 2018

The Process (cont.)
DOE will make its FINAL zoning presentation on November 2nd
CEC will vote on the FINAL proposal on November 19th
As of today CEC has three options in terms of voting
A. Adopt Proposal 1 (Reduced zone size)
B. Adopt Proposal 2 (Superzone)
C. Reject Proposals 1 and 2 (Do Nothing)

The WrinklePS 191 was designated as a Persistently Dangerous School in July 2015.
There are compelling reasons to question the validity of this designation
DOE plans to appeal the designation
No guarantee of successful appeal No visibility to length of appeal process or timing of appeal decision
Unsuccessful appeal means minimum of 2 years on list
Because of the PDS designation, under Federal Law, no family can berequired to accept placement at PS 191 and existing families at PS 191can request a transfer out.
The DOEs two current proposals are predicated on sending families toPS 191 in September 2016.
No re-zoning plan can effectively address overcrowding at PS 199 at thistime without the addition of elementary school seats to replace those lostwhen PS 191 received the PDS designation.
