From the Vice President of Education and Training On behalf of the Board of Directors of ABC Institute, the Apprenticeship Trade Committees, and the staff of ABC Institute, I want to take this opportunity to welcome you to our school. This employer’s guide is written expressly for the apprenticeship and other individuals who are considering careers in the construction industry. You will get familiar with the nature of the program, and its values and requirements. This is especially important when the program involves training for a lifelong occupation. The general increase in building construction at the present time demands a great number of highly-skilled craft workers. Current construction methods used to build modern offices, homes, and factories requires the highest degree of proficiency, knowledge and workmanship. Today, the successful construction worker must have both the “know-how” and the “know-why” skills of the trade to succeed in this challenging and rewarding career field. Over the years the construction industry has changed; technological advances have created new improvements, new ideas, and new processes. Today, the work involved in all the construction fields is so closely related to technical and theoretical concepts that only a trained person can do the job. Important Information Regarding the Apprenticeship Program
Please be advised a student is not considered a registered apprentice until the Florida Department of Education Representative has approved the individual by signing the apprentice agreement through the Department of Labor’s Registered Apprenticeship Partners Information Data System (RAPIDS). It is the responsibility of the Participating Employer to obtain and possess a fully executed copy of the “DOL PROGRAM REGISTRATION AND APPRENTICESHIP AGREEMENT” before deeming him/her an apprentice on a certified payroll government job.
It is important when a student is working on government jobs that a request for “APPRENTICE CERTIFICATION” and “DOL APPRENTICESHIP AGREEMENT” is solicited in
writing at [email protected]. For more information contact ABC Institute. ABC Institute cannot stress enough the importance of contacting us prior to placing apprentices on a prevailing wage projects.
According to Florida Statute apprentices are exempt from fees and tuition. Florida Statute - 1009.25 Fee exemptions. You as the Participating Employer are making the commitment to assure that your apprentices are given ample time to be in class. If the apprentice is required to work during the periods of class you should notify the Program Manager or ABC Institute office staff at 954-580-2950.

Employers Involvement and Support The employers’ involvement and support are geared toward usage and informative input of the training programs and trade. The enclosed guidelines are those areas of ABC Institute’s registered standards of apprenticeship that pertain to you the employer. These guidelines are for your file. The employers’ agreement is to be completed and returned to ABC Institute. Note of Importance: In order for ABC Institute to take any official action on certification of participating employers of apprentices in our programs, it is necessary that the administration fee is current with time frame of requested action. All forms mentioned in guidelines are shown in Appendix I

Participating Employer Guidelines
1. Policy Making
Each participating employer has the opportunity to serve on a trade committee and the ABC Institute Board of Directors. These committees determine the policies of the program from the participating employers input.
2. Related Training Each apprentice will be attending trade theory related training classes one (1) or two (2) evenings a week. As the employer you should assure that your apprentices are give ample time to be in class by 5:25, 5:55 or 6:25 pm. If the apprentice is required for work during the periods of class you should notify the Program Manager or ABC Institute office staff. You will receive a monthly evaluation on your apprentices showing attendance, grades and related involvement. Missing Class: All apprentices must make up missed classes.
3. Evaluation of Apprentices
Required: In accordance with the Department of Labor Registration of
Apprenticeship Standards Participating Employers are required to complete a Student Grade Report which is an evaluation of your apprentice’s performance and last wage earned. If you disapprove the apprentices step increase you must state the reason on the evaluation and submit it to ABCI.
You will receive a required wage update form from the trade committee through ABCI.
Note: It is highly recommended that every six months you complete a written
evaluation of your apprentices using your organizational procedures.
These evaluations plus the instructors’ evaluations are used for advancement, wage increases, counseling, and termination of the apprentice.

Participating Employer Guidelines Administrative Fee, Invoice and Credit Policies
1. The annual “instructor lead” contractor administrative fee for the first five (5) apprentices (1-5)
is $780/$980 (member/non-member) per apprentice, which includes the standard text book. 2. The annual “on-line” contractor administrative fee for all apprentices is $520/$720
(member/non-member), which includes the standard electronic text book. 3. Supplemental materials or texts, such as the NEC or other code-books, are NOT included. 4. NO REFUNDS will be issued. 5. You may apply for a “fee credit”, to be used for a future enrollee, for apprentices’ who are no
longer employed by your company. To receive this credit you must notify the ABC Institute IN WRITING within ten (10) business days of the apprentice departing (see Credit Request form on the reverse). The amount of the credit will be pro-rated (see below) based on the date the ABC Institute receives (which will be confirmed) a written notification/credit request form.
6. NO CREDIT will be issued for an apprentice who is or has been dropped from the program due to absences.
7. All contractor credits expire and must be used within twelve (12) months from the date of issuance.
8. The following table outlines the fee credit schedule.

4. Termination of Apprentices
1. Dismissing an apprentice The apprentice is your employee. You can fire him/her. However, the committee recommends that you use the evaluations in section 3 as part of this process. The apprentice’s prior performance evaluations are a key element in dismissing an apprentice.
2. Lay off If you have to lay off your apprentice, the apprentice should be given five working days notice if possible. Notify ABC Institute if possible to transfer the apprentice to another participating employer.
3. Quitting a job The apprentice has requirements to follow in leaving your company. These requirements are established to promote job stability. The requirements are explained in the apprenticeship guidelines; section 2. If an apprentice is leaving your company, it is necessary that he/she prior to changing employers, is required to notify ABC Institute by providing a completed request to transfer between participating employers form. This is to ensure proper credit of on the job training hours and company sponsorship is registered. Failure to submit the completed transfer procedure may result in non-O-J-T credit hours and deregistration of your apprenticeship. The reason for this action is to help ensure sponsorship of the apprenticeship program is correctly reflected with DOL apprenticeship records. As the participating employer I also understand that if the contractor’s fee is outstanding for my apprentices that no official certification action will be taken by ABC Institute in accordance with section 4 of the Participating Employer Guidelines.
4. Adverse Action The employer will give the apprentice not less than five days notice of any proposed adverse action and cause thereof, with stated opportunity to the apprentice during such time for corrective action.
5. Stealing Apprentices
Any transfer of an apprentice must be cleared through the Program Manager or Vice President of Education and Training. Disregard for section 5 subjects the apprentice to termination.

6. Employer Assistance
Contact the Program Manager or Vice President of Education and Training for any assistance and information in dealing with the Apprenticeship Training Program. ABC Institute is a full service-training provider. We can assist you in many areas of training for your company.
7. Employer Input
The apprenticeship program is an employer-keyed program. It depends on the wants and needs of your trade plus field input from the apprentices’ and employer toward the type and amount of training requirements, as well as the number of personnel to fill your employment needs. Evaluations: a. Instructor evaluation - The instructor monthly evaluations you receive on your apprentice set
the stage for how your employee might be performing on the job. b. The apprenticeship performance evaluation – The evaluation that you send back to ABC
Institute lets us know if counseling or additional training is needed for the individual.
These evaluations are key element in the growth of the apprentice and the tradecraft. Please complete and return to the ABC Institute office upon receipt.
8. Ratio
The ratio of apprentices to a journeyman in the ABC Institute program will not be more than one apprentice for the shop and two apprentice for every three journeymen thereafter (according to Florida Administrative Code Apprenticeship Rules) Prevailing Wage Projects Apprentices and employers must be certified as program participants through ABC Institute for each project. It is recommended that you contact ABC Institute prior to placing an apprentice on a prevailing wage job, so we may explain this process to you! Employer Handbook Appendix A
1. Apprentice Absentee Form The absentee form is to be completed by the apprentice and verified by the employer. This form is used by the program manager or committee to dictate any required action.
2. Related Training Evaluation To be completed monthly by the instructor. The employer receives a copy for counseling their apprentice if warranted. It is recommended that evaluation reports be kept on file by the employer for 5 years, even if the apprentice is no longer with the company.
3. Monthly Work/On the Job Learning Performance Without a doubt this is the most critical personnel form in the apprentice file. Section 1 shows the type and ours worked for the month. Section 2 completed by the apprentice’s supervisor, tells us where the apprentices’ needs help. Completed form Section 1 & 2 must be turned in by the apprentice on the 1st class date of each month.
4. Request for Administrative Fee Credit This form must be submitted to ABC Institute to enact a credit for the contractor fee. ABC Institute does not refund fees it is applied as credit.
5. Apprentice Change of Employer The change of employer form is a direct responsibility of the apprentice. This form can have serious consequences for the apprentice, depending on their action in changing of employers.
6. Participating Employer Agreement This form establishes the employer company as an ABC Institute Apprenticeship Participant.
7. Contact Information Form This form provides ABC Institute staff with the information necessary to work with your staff on apprenticeship matters.

COURSE OVERVIEW – The electrical program is designed to take the apprentice from entry-level to the Journeyworker status during the four years of training. 1st Year: The first year of related training is geared toward safety, materials, equipment, math, technical theory, and code requirements of basic electrical wiring in both residential and commercial at the first year level. The apprentices apply this knowledge in all practical application lab sessions. 2nd Year: The second year related training moves the apprentice into advance technical theory in dealing with multifamily, commercial writing, transformers and the code necessary at the level of the trade. The apprentices apply this knowledge in all practical application lab sessions. 3rd Year: The third year program is designed to teach the apprentice the technical theory and the application of that theory to motors and controls in all their applications. The apprentices apply this knowledge in all practical application lab sessions. 4th Year: The fourth year program is designed to prepare the apprentice to enter the journeyman level of the trade, both technically and by his/her job responsibilities toward peer and his/her employers. NOTE: Haz-Com and Right-To-Know is taught in all four (4) years. RELATED TRAINING HOURS: The instructional standard hours for the related training is 144 hours per program year. Additional hours may be imposed based on the need as determined by the apprenticeship committee and ABCI Board of Directors.

As a Florida State and Federally registered apprenticeship-training provider, ABC In stitute is
required to collect wage data from Participati ng Employers on hourly pay rates of Journeyman Level employees.
The purpose of this annual surve y is to obt ain average hourly rates for jo urneyman in each discipline, i.e. Carpentry, Electric, Fire Sprinkler-Fitter, HVAC, Plumbing, Line Erector and EST (Low Voltage)
The average data are then used to establish minimum hourly pay rates for apprentices in each training program as a percentage of the average journeyman rate.

"IMPORTANT INFORMATION REGARDING THE APPRENTICESHIP PROGRAM" Please be advised a student is not considered a registered apprentice until the Florida Department of Education Representative has approved the individual by signing the apprentice agreement through the Department of Labor’s Registered Apprenticeship Partners Information Data System (RAPIDS). It is the responsibility of the Participating Employer to obtain and possess a fully executed copy of the “DOL PROGRAM REGISTRATION AND APPRENTICESHIP AGREEMENT” before deeming him/her an apprentice on a certified payroll government job. It is important when a student is working on government jobs that a request for “APPRENTICE CERTIFICATION” and “DOL APPRENTICESHIP AGREEMENT” is solicited in writing at [email protected]. ABC Institute cannot stress enough the importance of contacting us prior to placing apprentices on a prevailing wage projects. According to Florida Statute apprentices are exempt from fees and tuition.

ABC Institute contractor’s administrative fees for the apprenticeship programs are not refundable – in order to receive a credit for a portion of the contractor’s fee for apprentices’ who are not longer with your company ABC Institute must be notified in writing within 10 business days of the apprentice departing or credit will be denied. The amount of the credit will be pro-rated (submit the credit form in the Handbook) from the date ABC Institute receives the written notification and confirmed by an ABC Institute staff member. You as the Participating Employer are making the commitment to assure that your apprentices are given ample time to be in class. If the apprentice is required to work during the periods of class you should notify the Program Manager or ABC Institute office staff at 954-580-2950. No credit will be issued for an apprentice who ABCI has dropped from the program due to (more then 4) absences caused by working for his/her employer when they should have been in class. All contractor’s credits must be used within 12 months from the date of issuance.
