NESPAK has added another feather in its
cap by winning a JV-led consultancy
project of Diamer Basha Dam through
competitive bidding. The agreement was
signed at a ceremony held at Mega Hydel
Complex, Islamabad on May 11, 2020.

The Consultants will provide services
through a joint venture comprising six
Firms as JV members/partners, namely,
National Engineering Services Pakistan
(Pvt.) Ltd - Pakistan (Lead Firm), Pöyry
(AFRY) Switzerland Limited - Switzerland,
MWH (Stantec) International, Inc – USA,
DOLSAR Engineering Inc. Co. – Turkey,
Associated Consulting Engineers ACE Ltd.
– Pakistan and MM Pakistan Pvt. Ltd –
Pakistan. The Consultants' scope of
services includes detailed design review,
construction design, supervision, contract
administration and environment and
resettlement aspects. It is pertinent to
mention that NESPAK has been assigned
again the lead role in the contract for
consultancy services in such a mega
water sector project.
Diamer Basha Dam is proposed to be
constructed on the Indus River. The site is
315 km upstream of Tarbela Dam Project,
some 180 km below the town of Gilgit and
40 km downstream of Chilas, the
headquarter of District Diamer in Gilgit-
Baltistan. The project comprises
construction of 272 m high Roller
Compacted Concrete Dam (RCC),
spillway, power intake, waterway tunnels
and underground powerhouse one each
on right & left side Abutment.
The project is scheduled to be completed
in one hundred two months. On
completion, the dam as proposed will be
one of the largest RCC Dam in the world.
The reservoir project will store about 8.1
million acre feet (MAF) of water, the
powerhouse will generate 4500 megawatt
(MW) of low-cost hydel electricity and help
mitigate floods. About 1.23 MAF of land
will be irrigated because of Basha Dam.

NESPAK played a very vital role
as part of Owner's Engineer for
successful completion of Gulpur
Hydropower Project providing
complete technical support to
Mira Power Limited in getting
approvals from different
Government Agencies as well as
supporting the EPC Contractor in resolving
complex issues arised during
construction. Successful completion of this
Project has added another feather in
NESPAK's Cap. Gulpur Hydropower Plant
is a run-of-the-river hydroelectric
generation project located on Poonch
River, a major tributary of Jhelum River
near Gulpur in Kotli District of Azad
Kashmir. The Project financing has been
provided by Korea Exim Bank, Asian
Development Bank (ADB), International
Finance Corporation (IFC), The Islamic
Development Bank and ECO Bank. The
Project is developed under Government of
Pakistan's Policy for Power Generation
Projects 2002 as adopted in Azad Jammu
& Kashmir.
The project has the capability of
generating an average annual energy of
102 MW. The Project has been developed
in shortest possible time and has become
a benchmark in hydro sector of Pakistan
and will play an important role in
Pakistan's National Vision. The project was
completed at a total cost of Rs. 52 billion.

The PLGA is a multi-storey building being
constructed on an area of 232,000 square
feet in Johar Town, Lahore surrounded by

through state-of-the-art trainings and
professional courses besides acting as
platform for national and international
seminars/workshops etc.

Rail Conductor from D.I Khan to Zhob (approx. 220km). The
contract was signed between NTDC and NESPAK +
BARQAAB (J.V) on December 09, 2019 with completion date
set out as December 08, 2022. The main objective of the
project is to connect proposed 220kV Zhob Substation to the
national grid via existing 220kV D.I. Khan Substation. The site
is situated in Khyber Pakhtunkhwa
& Baluchistan and terrain is flat &
hilly/sub-hilly area.

Urban Road Initiative Project in Karachi
NESPAK Karachi Office has won the
Urban Road Initiative Project in Karachi
through a competitive bidding process
conducted by Government of Sindh
(GoS). The GoS has appointed a
consortium led by KPMG, NESPAK, and
LEX FIRMA to conduct feasibility study
and transaction advisory services to
implement the urban road initiative
projects in Karachi. The overall duration
of the assignment is 18 months and it
comprises the following three phases:
Phase 1: Feasibility Study and Tender
Development Phase 2: Tender Management Phase 3: Contract Execution and
Financial Closure
The objective of the project is to mitigate
traffic congestion problems and offer a
quick and safe access to commuters. To
achieve the objective, GoS has initiated
three urban road projects under Public
Private Partnership mode as per
following:
1. Link Road from Korangi (From KPT
Interchange to PAF Airmen Academy)2. Expressway from Mauripur Road (End
of Lyari Expressway) to Y Junction

preparation of an inception report,
feasibility study, environmental & social

bidding documents and bid

Development of Container Terminal at South Wharf of Karachi Port
NESPAK Karachi Office has won another
project of Karachi Port Trust (KPT) i.e.
top supervision of the country's first and
only deep-water port capable of
berthing the world's largest container
vessel named as “To Oversee
Development of the Container Terminal
by the Concessionaire at South Wharf of
Karachi Port (Ex. Pakistan Deep Water
Container Port)”.
The prime objective of this Project is to
oversee and approve the development,
design, engineering, supply,
procurement, construction,
commissioning and operation of the
Terminal and review the progress and
issuance of certificates required under
the Concession Agreement on behalf of
and in consultation with KPT.
Pakistan Engineering Council (PEC) has
hired NESPAK for its three newly launched
projects. The very first project awarded to
NESPAK Islamabad office by the PEC is
Third Party Validation (TPV) for Review of
Design and Architectural submission of
PEC Regional Office Building at Phase-V,
Hayatabad, Peshawar. NESPAK's scope of
work includes review and vetting of
architectural and engineering drawings
including design criteria, BOQs, cost
estimates and technical specifications. Mr.
Aamir Rasheed, Chief Engineer,
Islamabad office, has been designated as
Project Manager.
Subsequently, NESPAK Islamabad office
won two more projects of PEC including
construction of an Additional Block as well
as Renovation/ Rehabilitation Works of
existing PEC Head Office Building at
Islamabad. NESPAK's scope of work
includes detailed designing, tender
documentation and construction
supervision. Mr. Qaisar Abbas Bashir,
Principal Engineer, NESPAK Islamabad
office, has been designated as Project
Manager for both projects.
Refurbishment of Newly Rented USF Office
NESPAK Islamabad office has been
engaged by Universal Service Fund (USF)
to provide consultancy services for
detailed design & supervision of
refurbishment works of a newly rented USF
office in Islamabad. Mr. Qaisar Abbas

Project Manager.
PEC entrusts NESPAKwith three new
projects
Engro Powergen Thar Limited (EPTL) hired
NESPAK to assess the possibility of the
utilization of Fly Ash and Bottom Ash on
commercial scale (up to 1,000,000 Tons
per annum) in construction/concrete
industry as per allowed
standards.
EPTL owns and operates a
coal based power plant put
up to produce 602.6 MW
electricity to the national
grid by utilizing Thar Coal
being produced from Thar
Block II mine, whereby huge
amount of Fly and Bottom
Ashes are produced. Mr.

ENGRO Thar Power Project

National Transmission and Despatch
Company (NTDC) has engaged NESPAK to
provide consultancy services for the EIA of
500 kV double circuit transmission line from
Suki Kinari Hydropower Project to Maira
Switching Station to Islamabad West Grid
Station. The EIA report has been prepared
to fulfill the requirements of the provincial
Environmental Protection Agencies (EPAs)
as well as ADB safeguard requirements.
NESPAK prepared the EIA report and
submitted to EPA-KP on February 2020
through NTDC. After the acceptance of the
EIA report, EPA-KP called the consultant for
the expert committee review meeting on
June 17, 2020 at Committee Room of EPA-
KP Office, Peshawar. Mr. Muhammad Shariq Ahmed gave a detailed presentation on the
EIA and explained the major findings of EIA
with the experts. Mr. Muhammad Shahid
from NTDC also participated in the meeting.
Director EIA along with his panel of experts
participated from EPA-KP. Committee from
EPA-KP has acknowledged the valuable
work done by the NESPAK EIA team.

(LDA) entrusted NESPAK with
design and supervision services
for Storm Water Drainage
System from Haji Camp to River
Ravi via Laxmi Chowk, Mcleod
Road, Nabha Road, Chauburji
And Sham Nagar, Lahore.
The project comprises a 9.06 Km
long drain and 3 Km lateral
drains covering the Central
Zone of Lahore. The
drainage network will
collect storm water runoff
from the areas of Haji
Camp, Laxmi Chowk,
Nisbat Road, Nabha Road,
GPO, New Anarkali, Napier
Road, Riwaz Garden, Jain
Mandir, Lake Road,
Chauburji and adjoining
localities and further
dispose of to River Ravi via
Sham Nagar Road. The total
cost of the project is Rs. 3.11
billion. So far, 60 percent
physical progress has been
achieved with expected
completion in July, 2021.

Apartments at Faisal Margalla City, B-17, Islamabad
Federal Government Employees Housing
Authority (FGEHA) under its JV policy
intends to develop housing projects in
various cities of the country for Federal
Government employees and the general
public. Under this mode, FGEHA has
executed a Joint Venture agreement with
M/s Margalla City (Pvt.) Ltd for
construction of multi-storey residential
towers near Sector B-17, Islamabad.
NESPAK has been awarded with the
design review/ vetting and detailed
construction supervision of multi-storey
towers by FGEHA through a competitive
bidding process. The project comprises
three towers each having ground plus 21
storeys along with a couple of basements
and a lower ground floor with a covered
area in excess of 600,000 sft. Estimated
construction cost of the project is Rs. 8.0
billion and it is planned to be completed in
three years. Mr. Aamir Rasheed, Chief
Engineer, Islamabad Office, has been
designated as Project Manager.
A Public Hearing was conducted on April
23, 2020 for the EIA of the project titled
“Construction of an Underpass at Firdous
Market Junction, Lahore.” Mr. Hammad
Qamar, from ERSD Section of GT&GE
Division, gave a presentation about
different perspectives of EIA Study of the
project. It was attended by different
stakeholders and government officials.
Queries and concerns raised during the
session were effectively answered by the
NESPAK provided engineering
consultancy services for civil works,
erection, testing & commissioning of
extension works at 500kV Grid Station
Muzaffargarh & Ghakkar Substations. It will
enhance the capacity of transmission
system by adding 3 x 500kV line bays with

various allied services, the capacity of
terminal building has been increased
considerably with the addition of domestic
as well as international blocks. Meanwhile,
the facility of boarding bridges has been
introduced for the first time at BKIAP in
order to boost the level of service. The

NESPAK awarded master plan of Shaban Valley in Balochistan A NESPAK-RHC JV has signed an agreement with
Department of Culture, Tourism & Archives (CTA),
Government of Balochistan on April, 2020 for the master
planning of Shaban Valley as a major tourist site.
The scope of services includes preparation of an
inception report, feasibility report, topographic surveys,
geotechnical investigations, preliminary & detailed
master plan, architectural
design/drawings of proposed
facilities and cost estimate, PC-1
of approved Projects and
detailed financial and economic

visited the Gharibwal Cement
Limited plant site and carried out
detailed survey to assess the
structural damages in its CF Silo in
May 2020. The damages were
mainly in the inner walls of silo.
After performing requisite NDT/DT,
the concrete strength was also
NESPAK Engineers carry out survey of Gharibwal Cement Plant Site
found to be less than the original
design strength. A contract
agreement was made in May 2020
to carry out the assignment after
which the design work
commenced. The project is
currently ongoing and the structural
assessment of silo along with safe
operational capacity determination
is underway. The expected
completion date of the project is
August 2020.
NESPAK continued to provide consultancy
services for the Bacha Khan International
Airport Project (BKIAP) in Peshawar.
Currently, construction activities are in
progress for the remaining expansion and
renovation works as the project was
substantially completed in March 2020.
After expansion and augmentation of
passengers and 15,000 Metric Tons of
cargo annually.
Further, landscaping work has also been
initiated by Pakistan Civil Aviation Authority
under the Prime Minister's Clean Green
Pakistan program which will further
improve the ambience of the Airport.

detailed design for the construction
of Hyderabad Southern Bypass
Road Project in Sindh. NESPAK has
also been involved to carry out
Environmental Impact Assessment
(EIA) report for the proposed
project to fulfill the requirements of
the Sindh Environmental Protection
Agency (SEPA) as well as ADB
safeguard requirements. The work
on EIA study of proposed project
was initiated in March, 2020 and

Qanuna Water Treatment Plant completed
The Water Treatment Plant at Qanuna
Dam has been handed over to client
after substantial completion. Despite
difficult circumstances caused by
Covid-19, construction works
continued to complete the project.
The plant has the capacity of treating
water 25000m³/day. The plant is
located about 2km downstream of the
Qanuna Dam, in the Kingdom of
Saudi Arabia. Due to prevailing
Covid-19 pandemic situation, the
handing over formalities were carried
out virtually by the client.

Improvement Investment Program (PICIIP)
Project for Sahiwal and Sialkot cities since
April 2018. The master plan and PC-1 for
Water and Sanitation Sector, Sahiwal have
been approved by the client/ competent
authorities, while detailed design of the
same has been submitted to the
competent authorities for approval.
A meeting was held under the
chairmanship of Mr. Muhammad Ahsan

on 12th June, 2020. During the meeting,
the Commissioner was briefed about the
progress of the project that construction
works on water supply and sanitation

The construction of a flyover at Jhall Road
Railway Crossing to Sahiwal City is being

The project includes the construction of a
flyover of 26 spans of Pre-stressed I-
Girders and construction of 5 km road. The
length of flyover is 2800 ft with a total width
of 31.25' and roadway width of 28'. The
road work includes laying of sub-base,
base and asphalt wearing course. The
project also includes construction of a
drain, footpath and central median.
The construction of flyover will facilitate the
traffic from N5 to Sahiwal City. Mr. Saad Ur

Design Proposals and Estimates for short
term projects in tourism & infrastructure
sectors were prepared and presented to
the Chief Secretary and Chief Minister
Baluchistan which were well appreciated
and approved. Subsequently PC-1 of
these approved Phase-1 Projects
amounting to Rs. 1.2 billion was approved
by CDWP and included in its Federal PSDP
2020-21.

The BQPS III Project
includes two single
shaft combined cycle
units each of about 450 MW capacity.
The project is brown field one and has
interfaces with KE's existing BQPS-I and
BQPS-II power station as well as includes
upgrade and rehabilitation of four
associated grids i.e. 220 kV ICI Switch
Station, 220/132 kV GIS Grid Station
KPC, 132 kV GIS Substation Landhi Grid
Station, 132 kV GIS Substation Korangi

The EPC Contractor of the project is a
consortium comprising Harbin Electric
International (HEI), China and Siemens,

mostly flat area and line was successfully
energized on March 04, 2020.
The main objective of the project is to
transmit 747 MW power generated from
Guddu Thermal Power Station-2 to
interconnected national grid. The Project
was divided into four contracts /lots with a
total Transmission Line Length of 260km

financed by Asian
Development Bank

by NTDC's own

Internal Quality Audits (IQAs) were
carried out on design and construction
management related activities by
Monitoring & Quality Control Division
(M&QCD) to monitor the implementation
of the Quality Management System in
Geotechnical & Geoenvironmental
Engineering Division, CP&AC and
Economic Studies Division to ensure
compliance with the Quality Management
System (QMS). Construction Sites of CM
Division including Job No. 3836 - 'Design
& Resident Supervision of Pakistan
Kidney & Liver Institute and Research
Center (Package-C)' and Job No. 4047 –
'Detailed Design/Review & Resident
Construction Supervision of
Infrastructure Development Works at
LDA City Housing Scheme' were
also visited during this period. Audit
Reports were generated based on
Audit findings and the reports were
later closed after ensuring
implementation of the recommended
Corrective Actions.
Surveillance Audit was conducted by
the Lead Auditor/Technical Expert of
TUV Austria Bureau of Inspection &
Certification on June 30, 2020 at
NESPAK House, Lahore.
The Audit was extensive and its
objective was to measure the
conformance of NESPAK QMS to
meet the requirements of ISO 9001 :
2015 Standard. The QMS was found
compliant to the requirements of the
Standard by the TUV Auditor and
NESPAK was recommended for
continued Certification.
Internal Quality Auditsheld
In order to meet the growing residential
needs of Lahore City, Lahore Development
Authority (LDA) expedited the
development of infrastructure works at
Package 2, 3 & 5 of Jinnah Sector.
NESPAK was initially engaged for the
design review and resident construction
supervision of the project.
Now LDA has awarded the development
works at Package 1, 4 & 6 of Jinnah
Sector, LDA City and has engaged
NESPAK's consultancy services for
detailed design of Water Supply,
Sewerage, Drainage works and External
Underground Electrification, design for the
newly started Packages and balance area
of the Phase-I,LDA City.
During a recent visit by DG LDA and Chief
Engineer LDA at the Project site on June
18, 2020, PM NESPAK, Construction
Management Division, briefed them about
the salient features of each Package as
well as ongoing progress of the works. DG
LDA directed in time completion of all the
Packages of LDA City.

A NESPAK-led joint venture called the
Mohmand Dam Consultant Group (MDCG)
has been providing consultancy services
for the Mohmand Dam Project since April
29, 2019. The MDCG has brought together
the world's foremost consulting engineers
worldwide and major hydropower
consultants in Pakistan. The six Joint
Venture Partners of MDCG are: National

The Mohmand Dam Hydropower Project is
being constructed on the Swat River at a
distance of about 48 km from Peshawar in
Mohmand Tribal Area, Khyber
Pakhtunkhwa. The total period for the
consultancy services is 100 months. The
Consultants, in conjunction with the Client,
continued to hold weekly coordination
meetings with the contractor, via
conference calls, to ascertain the ongoing
effects of the COVID-19 circumstances. In
this regard a special MDCG Board of
Management (BOM) meeting was also
held on June 7, 2020, to check the pace of
work and preparation of new SOPs for site
and office staff amid the ongoing
pandemic.
Tunnel works on the project were started
two months back with ground breaking at
the portal of the Main Access Tunnel while
40% surface excavation of cut slopes and
outlet portals of diversion tunnels 1 and 2
has been completed.
