• July-4 Fatal Heroin overdose of 51 year old male. • July-6 Officer assaulted by individual. Individual charged with Felony Assault on a

Police Officer. • July-08 Officers arrest 3 juveniles responsible for property damage at Legendary Run

Golf Course. Juveniles admit to other offences they committed costing thousands of dollars worth of damage.

• July -11 Property Destruction/Forfeiture list finalized and sent over to Clermont County Prosecutors Office for approval.

• July- 15 Two officers worked Pierce ParkFest. No problems, all went well. • July -21 Meeting with YWCA to discuss new reporting forms for Domestic Violence

reports. • July 27- Arrest of individual living in Pierce Township for Drug Trafficking after month

long investigation.

• Assisted Monroe on a shed fire on Lindale-Mt. Holly Road • Assisted New Richmond with MVA on U.S. Route 52 at State Route 132 • Air care called to a subject who jumped off a third floor deck on Linkside Drive • Two MVA’s in the same spot on Ohio Pike near Lees Chicken – Assisted Union Twp. • Suicide by hanging from balcony on Golf Club Lane – Assisted Police with body • Assisted the Park Commission with Park Fest ‘17 – also showed new apparatus • Both Chiefs attended the yearly mandatory EAP meeting for the Beckjord Dams • Vogelpohl came out 3 days in a row to train all on the new fire engine • Chief Wright attended Lead Clermont Alumni Luncheon • Provided life squad and crew on 2 separate nights at the County Fair • Several Heroin overdoses this month – bad batch went through County again

Pierce Township Trustees Meeting Minutes

July 12, 2017

The Board of Trustees of Pierce Township, Clermont County, Ohio met for their Regular Meeting at 5:30 PM, on Wednesday, July 12, 2017 at the Pierce Township Administration Building, 950 Locust Corner Road. CALL TO ORDER Chairperson Bonnie Batchler, Trustee Pautke and Trustee Allen Freeman were present at roll call. Mr. Keating, Attorney, Fire Chief Craig Wright, Assistant Fire Chief Scott Light, Lt. Ed Dye, Service Department Director John Koehler, Amelia Village Mayor Todd Hart, Attorney for the Amelia Village Joe Braun, Assistant to the Fiscal Office Claudia Carroll and Fiscal Officer Debbie Schwey were also present. EXECUTIVE SESSION At 5:31p.m. Chairperson Batchler made the motion, seconded by Trustee Freeman to enter into Executive Session pursuant to ORC 121.22 ((G) (1) to consider the employment and compensation of public employees and purchase property pursuant to ORC 121.22(G)(1)(2). Present in executive session: Attorney Keating, Service Department Director John Koehler, Amelia Village Mayor Todd Hart, Amelia Village Attorney Joe Braun and Fiscal Officer Schwey. Roll call: All aye.

At 6:30p.m. Chairperson Batchler made a motion, seconded by Trustee Freeman

motion to leave Executive Session, with no action being taken by the Board during the Executive Session. MEETING RECONVENED At 6:35p.m. Chairperson Batchler reconvened the meeting. INVOCATION AND PLEDGE OF ALLEGIANCE Chairperson Batchler led everyone in pledge of allegiance. CELEBRATORY EVENTS Trustee Pautke thanked the Service Department and Fire Department for their help with the County regarding the water main break on Locust Corner Rd. Resident Mr. Peter Kay thanked Attorney Tom Keating for the great job of informing residents with information regarding the recovery house on Merwin Ten Mile Rd. TRUSTEE UPDATES Chairperson Batchler introduced the townships new zoning inspector Dani Speigel and the townships new administrator Loretta Rokey. Chairperson Batchler stated that Fiscal Officer Schwey will be attending Lead Clermont Academy this year. Trustee Freeman and Service Department Director Kohler met with the OPW (Ohio Public Works Committee) regarding Bradbury Rd.

APPROVAL OF MINUTES, MOTIONS & RESOLUTIONS The fiscal office included and provided a cash summary by fund, a bank reconciliation

report, receipt account status report and an appropriation status report to the Board of Trustees and requested the following motions.

A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the

Board approve the May 10, 2017(Regular Meeting) minutes, June 13, 2017 (Regular Meeting), June 13, 2017(Records Commission Meeting) and June 28, 2017(Special Meeting & Public Hearing Meeting) minutes. Trustee Pautke made the motion to approve, seconded by Trustee Freeman. Roll call: All aye.

A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the

Board approve payroll for the month of June, 2017 in the amount of $305,826.88. Trustee Freeman made the motion to approve, seconded by Trustee Pautke. Roll call: All aye.

A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the

Board approve the bills for the month of June, 2017 in the amount of $285,495.45. Trustee Pautke made the motion to approve, seconded by Trustee Freeman. Roll call: All aye.

A motion is made, based upon the recommendation of Fiscal Officer Schwey, that the

Board approve the updated investment policy. Trustee Freeman made the motion to approve, seconded by Trustee Pautke. Roll call: All aye.

A motion is made, based upon the recommendation of Fire Chief Wright, that the Board

accept the resignation of Alex Gregory Harper from his full time Firefighter/Paramedic position effective July 10, 2017 at 06:00/hrs. and that he will return to his former part time Firefighter/Paramedic position noting that his hourly rate will reduce to the established part time rate based upon years of service. Trustee Pautke motion to approve, seconded by Trustee Freeman. Roll call: All aye.

A motion is made, based upon the recommendation of Service Department Director Koehler, that the Board approve the change of the speed limit from 55mph to 25mph on Hiatt Ave. & Kerdan Court due to receiving a petition signed by residents on Hiatt & Kerdan Court pending County review and approval if necessary. Trustee Freeman made the motion to approve, seconded by Trustee Pautke. Discussion followed. Roll call: All aye.

Resolution 017-010, resolution determining to proceed to levy a renewal of 2.3 mill tax

for the collection and disposal of garbage or reuse, including yard waste, in excel of the ten mill limitation within the unincorporated areas of Pierce Township. Trustee Pautke motion to approve and seconded by Trustee Freeman. Roll call: All aye.

OPEN FLOOR DISCUSSION Discussed in open floor for Assistant Fire Chief Light to get pricing for both standard and electronic sign for out front of the township.

Resident Mr. Peter Kay, by Public Request reviewed expenses that the township has paid out so far in 2017 in legal and professional services for zoning. The trustees feel those expenses will go down once the zoning inspector and administrator comes on board. Doug Dresie of the Park Committee reminded everyone to try and come out for Park Fest 17, July 15, 2017. Pierce Township Trustees Public Hearing Meeting

July 12, 2017

The Board of Trustees of Pierce Township, Clermont County, Ohio met in Special Session for the purpose of reviewing the final proposal on preliminary development plan of Prestwick Place Zoning Case #2016-003 7:35p.m. on Wednesday July 12, 2017 at the Pierce Township Administration Building, 950 Locust Corner Road. CALL TO ORDER/ROLL Chairperson Batchler called the meeting to order. Prestwick Place Zoning Case #2016-003 Chairperson Batchler announced the purpose of the meeting is to accept the recommendation from the zoning committee (Grand Communities Limited) their final proposal on their preliminary development plan. Open floor discussions were concerns of traffic on Merwin Ten Mile and White Oak Rds. Also discussed concerns regarding greenspace areas. Trustee Freeman motion to accept the zoning committees both proposals regarding Grand Communities Limited (Prestwick Place) as recommended by their final development plans. Seconded by Trustee Pautke. Roll call: All aye.

ADJOURNMENT At Trustee Freeman made the motion adjourn the Public Hearing Meeting, seconded by seconded by Trustee Pautke at 7:45p.m. Roll call: All aye. July 13, 2017 TO: Participants in the Highway Rock Salt Bid We opened the bids for the rock salt yesterday (Wednesday, July 12, 2017). Attached is a bid tab for your review. Five bidders bid the 133,770 Tons of salt for 82 entities. Of this tonnage, Detroit Salt gave the low bid for 82,120 Tons (62%), Morton was low for 21,150 Tons (16%), Compass was low for 18,600 Tons (14%), and Cargill for 11,900 Tons (8%). This pricing is based on dumped salt, and does not take into consideration piling charges. You will want to carefully evaluate the bids, since piling charges will change the overall bid price if you need a piler. The apparent low bidder may not be low for your entity when piling charges are figured in. As in past bids, this bid was written to allow each entity the right to require a performance bond. If you require a bond, notify the company when you place your order. They should send you a copy. I am recommending each entity make the award to the company giving the lowest and best price for that entity. When determining lowest and best bid, be sure to note piler charges (see the bottom of the bid tab). You will need to choose the lowest and best bid for your entity and make your own award, using your normal award process (purchase order, letter of intent, etc.). Also note on your order whether you need a piler with your delivery. As in the past, your orders need to reference the SWOP4G bid coordinated by the City of Middletown. Please let me know who you place your final order with so I can note it to the file. A short e-mail to [email protected], or a quick call to 937-225-4902, would be fine. If you award to other than the low bidder on the bid tab (considering piling charges), please call me to discuss so I have an answer for the salt companies when they call to ask why they were not awarded the bid. The integrity of the bid rests on placing orders with the low bidder. If you have specific reasons why you can’t go with the low bidder, please call me to discuss. If anyone needs the bid, you can find it on our website at www.swop4g.org. Please notify the supplier as soon as you are able of your intent to award so they may get you set up in their delivery system and be prepared for your orders when the weather starts rolling in. PIERCE TOWNSHIP BOARD OF TRUSTEES CLERMONT COUNTY, OHIO

RESOLUTION 017-___

WHEREAS, the Board of Trustees of Pierce Township, Clermont County, Ohio, by Resolutions adopted June 4, 1998 and December 21, 1999, established lighting districts to light artificially the streets and public ways in Legendary Run and Legendary Trails (see Attachments A and B, Resolutions No. 98-17 and No. 99-021); it is

RESOLVED that the Board of Trustees of Pierce Township, Clermont County, Ohio, hereby levies and assesses the amount of $114.00 per half year on the parcels of land in Legendary Run and Legendary Trails identified in Attachment C for the lighting improvements. The assessment is effective January 1, 2018 through December 31, 2018.

The Township Fiscal Officer is hereby directed to certify a copy of this Resolution and all the assessments to the County Auditor, and the Auditor is hereby directed to place the assessment on the tax duplicate to be collected as other taxes.
