Protocol for the School Based Vaccination Program
1. Purpose
This Protocol describes the mandatory steps for delivering the School Based Vaccination Program (SBVP).
2. Scope
This Protocol applies to all Hospital and Health Services (HHS).

5. Process for Delivering the School Based Vaccination Program
5.1 School Based Vaccination Program
5.1.1 All HHS shall: ensure that the SBVP (as detailed in Schedule 1) is offered to all eligible
students in all secondary schools and other schools (eg special schools) in the HHS’ geographic area of responsibility, during each school year;
manage the contracts with non-HHS providers delivering the SBVP; manage the implementation and quality of the SBVP on annual basis; receive, validate and analyse SBVP vaccination data; provide an annual report (Schedule 3) detailing immunisation coverage rates
achieved through the SBVP; and
provide a Completion Statement to the Department of Health at the conclusion of each year’s SBVP.
5.1.2 HHS that deliver the SBVP directly shall: ensure that the SBVP (as detailed in Schedule 1) is delivered to eligible students
in all relevant secondary schools and other schools (eg special schools) (listed in Schedule 2) in accordance with this Protocol;
provide vaccination teams of qualified staff (that visit secondary schools) in accordance with the Health (Drugs and Poisons) Regulation 1996;
provide support staff (eg. administrative staff) to support vaccination teams; provide the necessary equipment and resources (eg. purpose-built vaccine
refrigerators, vehicles, coolers/portable fridges, resuscitation equipment and disposables) required to deliver SBVP effectively and efficiently;

comply with the governing legislation and National Health and Medical Research Council (NHMRC) guidelines, the current edition of the Australian Immunisation Handbook, Queensland’s Health (Drugs and Poisons) Regulation 1996, the Department of Health’s Guidelines for Delivering the School Based Vaccination Program and the National Vaccine Storage Guidelines;
negotiate with each school regarding arrangements and timeframes for delivery of the SBVP;
distribute and collect consent forms (provided by the Communicable Diseases Unit) to schools prior to school clinic commencing;
offer “catch-up” vaccination services to students who missed school clinics by conducting additional school visits or off-school catch-up clinics;
keep vaccination records and consent forms in accordance with the Queensland Health (Clinical Records) Retention and Disposal Schedule;
place vaccine orders with the Department of Health’s Immunisation Program a minimum of two weeks prior to the school vaccination clinic. Orders can be made to QHIP via e-mail on [email protected] or fax on 3328 9720;
record and send all required SBVP data to the Department of Health in the approved manner;
provide a record of immunisation (on the day of vaccination) to parents and information to parents upon written request for their child’s vaccination details; and
work with the Department of Health to: o improve immunisation coverage rates for the School Based
Vaccination Program; o improve program delivery; and o manage clinical incidents and adverse events.
5.2 Department of Health’s Role The Department of Health shall:
provide SBVP vaccines and vaccination consent forms at no charge; establish strategic and policy frameworks for the SBVP; authorise changes to the SBVP; monitor and report SBVP outcomes and performance; undertake surveillance of Adverse Events Following Immunisation; provide student enrolments for each school year; and develop the funding model in collaboration with HHS.

Adverse Event Following Immunisation
An Adverse Event Following Immunisation is an unwanted or unexpected event occurring after the administration of vaccine(s). Such an event may be caused by the vaccine(s) or may occur by chance after vaccination (ie. it would have occurred regardless of vaccination).

Immunisation Program Nurse
An Immunisation Program Nurse is a registered nurse who: immediately before 1 July 2010, held an annual
licence certificate endorsed under the Nursing Act 1992 (and issued by the Queensland Nursing Council) that authorised the registered nurse to practise in an immunisation program; or
has obtained a qualification in immunisation approved by the Chief Executive of the Department of Health.

Eligible Secondary School Students
Eligible secondary school students are those for whom free vaccine is provided under the National Immunisation Program and shown in Schedule 1 of this Protocol.

Schedule 1:- The School Based Vaccination Program*
For Year 8 students (or age equivalent), the School Based Vaccination Program consists of:
In 2013 only, two doses of hepatitis B (adult) vaccine given four to six months apart for all Year 8 students who have not received a primary course of hepatitis B vaccine. Hepatitis B vaccine will not be offered in the School Based Vaccination Program in 2014 and beyond. Please note that students born in Australia on or after 1 May 2000 should have received a primary course (three doses) of hepatitis B vaccines as part of their childhood vaccinations. Therefore, in 2013 only a small cohort of Year 8 students will require hepatitis B vaccine;
One dose of varicella-zoster vaccine for all Year 8 students who have not previously had varicella (chickenpox) infection or vaccine; and
Three doses of human papillomavirus (HPV) vaccine (given at zero, two and six months) for all Year 8 students who have not previously been vaccinated for HPV.
For Year 10 students (or age equivalent), the School Based Vaccination Program consists of:
One booster dose of adult/adolescent formulation diphtheria-tetanus-pertussis (dTpa) vaccine for all Year 10 students who have not received a booster dose of dTpa vaccine.
In school years 2013 and 2014, three doses of HPV vaccine (given at zero, two and six months) for all male Year 10 students who have not previously been vaccinated for HPV.
*The Department of Health may alter the School Based Vaccination Program (from time-to-time) to meet national and state recommendations and priorities.
Catch-up Vaccinations Students who miss a dose or doses of vaccine at school are eligible to receive their “catch-up” vaccinations up to the end of the following calendar year.

Definitions:
Total Cohort (A): Student enrolments for each school year will be sourced by the System Manager from Education Queensland, the Association of Independent Schools Queensland and the Queensland Catholic Education Commission. The data are usually available in August and are based on February's enrolment data.
Total Vaccinated (B): Is the number of students vaccinated at school as part of the regular School Based Vaccination Program.
Catch-ups (C & D): Students who miss a dose (or doses) of vaccine at school are eligible to receive funded “catch-up” vaccine(s) up to the end of the following calendar year. The number of catch-up vaccinations given to students (by the SBVP provider) associated with the current year’s program should be reported in column C. Catch-ups associated with the previous year's program should be reported in column D.
