The stakeholders of cycling and the UCI acknowledge the extraordinary nature of theCOVID-19pandemicandtheensuingdifficultiesfortheorganisationofsafesportingevents.Theseareallthemoreacuteinthecontextofcyclingeventsduetotheregularinternationaltravel,theuseoffree-accessvenuesandfacilitiesandthedifferentteamandstaffcompositions. Inconsiderationoftheseextraordinarycircumstances,itwasagreedthattheUCIproposesmeasuresfortheorganizationofinternationalmountain-bike(MTB)competitions(hereafter:theRecommendations).ThesemeasuresaremainlyrecommendationsthatapplytoallinternationalMTBcompetitionsregisteredontheUCIcalendar(hereafter:theEvents),whiletheorganizerhasanobligationtocarryoutariskassessmentandtoinformthestakeholders.Therecommendationsarenotguidelines,butshouldbeseenasproposalsfortheorganizationcommitteestoreducetherisksofexposureandspreadofthevirusthatcausesCovid-19.

Inordertopublishthisprotocol,theUCIreliedontheonehandontherulespublishedfortheorganizationofinternationalroadcyclingevents(previouslydefinedwithinaninterdisciplinarysteeringcommittee)andonthespecificriskanalysispublishedbytheWorldHealthOrganization(WHO),andreassessedbyaninternationalTaskForce1 The protocol applies to all Events taking place as of approval by the UCI ManagementCommittee until they are repealed by theUCIManagement Committee and no earlier than 31December 2020. The protocol is updated regularly taking into account new knowledge. Anymodificationwillbepublishedwithoutdelayandwillbeimmediatelyapplicable,unlessotherwiseindicated:(https://www.uci.org/road/news/2020/covid-19-pandemic-how-to-return-to-cycling-events).

Thedocumentisdividedintothreemainsections,

• asectionconcerningriskassessmentspecificallyrelatedtoCOVID-19(compulsorymeasure),

• a section setting out the practical recommendations to be implemented byorganisers,

• asectiondefiningtheriskassessmentoftheorganizationoftheEvent(compulsorymeasure).

Asapreamble,itisrecalledthat:

− localandnationalrulesandlawsprevailoverthepresentprotocol;

− the process of adapting the conditions for organising sporting events is part of ageneralrisk-reductionstrategy,acknowledginghoweverthattherisksofinfectionmaynotbeentirelyexcluded.

I.RiskassessmentrelatedtoCOVID-19 The first step with a view to organizing an Event (which is likely to bring together aconsiderable number of people) is for the Event organiser to carry out a preliminary riskassessment inaccordancewithnationalCOVID-19 control strategies, if any. Theaimof this riskassessment is to determine the overall risk of spreading the disease during the Event and theappropriatemeanstomitigatesucharisk.ThisanalysisisbasedonspecifictoolsproposedbytheWorldHealthOrganization(WHO),whichhavebeenrevisedandadaptedbyanInternationalTaskForcemadeofrepresentativesfromtheworldofsport. The questions included in the COVID-19 risk assessment take into consideration thepandemicphaseinthecountryoftheEvent,riskfactorslinkedtotravel,humanmovement,andthepossibilityofthespreadoftheviruslinkedtocharacteristicsofthecompetitionitself.

Completing thisquestionnairegivesa score that reflects the specific riskassociatedwiththe pandemic. The first question, which aims to characterize the state of the pandemic in theeventregion,deservescomment. ThedifferentstagesofaviralpandemicareclearlydefinedinadocumentpublishedbytheWHO, which describes the several phases of the influenza pandemic "Pandemic influenzapreparednessand response".Although thereareonly fewclinical andepidemiological analogiesbetweenthe influenzaandCOVID-19pandemics, the influenza transmissionmodel iscommonlyusedbyhealthnationalagenciestocharacterisethestageofanepidemic.Thedifferentphasesofanepidemic(whichbecomesapandemic)canbeillustratedaccordingtothefollowingdiagram.

Different criteria are applied to characterise these phases with qualitative and quantitativefactors.Thedifficultyistoproposecriteriathatareeasilyaccessibleinallcountriesoftheworld.TheEventorganisers shouldcontact localornationalhealthauthorities inorder tocharacterisethe stateof thepandemic according to thephasesdescribedbyWHO. Inorder tomake a firstestimate,tothefollowingmaybeusedasabasis:

• thenumberofnewconfirmedcasesofCOVID-19.Thenumberofnewcasesreportedeach

day is available for all countries in the world on the WHO website(https://covid19.who.int). In order to smoothen out the daily variations of figures, theweeklyaveragemaybeconsidered.ThedailynumberofnewcasesshouldbeanalysedforthecountryoftheEvent,andforothercountriesinthesameWHOregion.

• thebasicreproductivenumber(R0)isanexcellentparameterforcharacterisinghuman-to-humantransmission.R0representsthenumberofpeopleonaveragethatasingleinfectedindividualmaycontaminatearoundhimorher; it isadeterminingfactor inepidemicriskassessment.Adifficulty isobtaining this information forall countries.This information isnotcentralisedbyWHOanditsestimationremainssubjecttotheinitiativeofthenationalauthorities; the organisers should contact the national health authorities to obtain thisinformation.

B-Characterisationofthedifferentphasesofthepandemic Althoughthedecisionofauthorisingasportingeventremainsundertheauthorityof thecompetent local or national authorities, theUCI considers that it can reasonably be consideredthatcyclingeventscouldbeheldduringthefollowingphasesofthepandemic:

1-CommunitytransmissionofCOVID-19(WHOphases5and6) Thisphaseof thepandemic ischaracterizedbyconfirmedhuman-to-humantransmissionof a coronavirusof animalorigin,which can cause "epidemicoutbreaks". Phases5 and6meanthat the pandemic state is imminent (WHO phase 5) or confirmed (WHO phase 6). It can becharacterizedby:

! confirmed cases in at least 2 countries in aWHO region and in at least 1countryoutsidetheWHOregion.

! a steady increase in the daily rate of confirmed clinical cases of COVID-19(incidence rate). It is always difficult to interpret the data relating to newreported cases, as the modalities for diagnosing confirmed COVID casesdependonnationalstrategies,eitherbysystematicscreeningusingRT-PCR(viral diagnostic) tests or by screening only contact cases and suspectedpatients of COVID-19 (also by RT-PCR tests), or only hospitalized patients,etc.Thisphaseischaracterizedbyclinicalcaseswhichappearintheformofextended clusters which progress towards generalized epidemic-typetransmission.

! more than 50 new cases of COVID-19 declared per week, per 100,000people;

! R0valueshigherthan1.5.

2-Moderateriskperiod(WHOphase4);

This phase is characterised by confirmed human-to-human transmission of an animal-bornecoronavirus,whichcancause"outbreaksofepidemics".Phase4doesnotnecessarilymeanthatapandemicisinevitable.Itcanbecharacterisedby:

! confirmedclinicalcasesoccurringinonlyonecountryinaWHOregion;

! aregularbutmoderateincreaseinthedailyrateofconfirmedclinicalcases(difficulttoquantifywhat isconsideredtobeat“moderaterisk”,sincethemethods of COVID-19 diagnosis depend on national strategies, either bysystematic screening using RT-PCR tests for viral diagnosis, or by RT-PCRscreeningonly of patientswith suspectedCOVID-19or having /whohavebeen exposed to COVID-19, or only of hospitalised patients, etc.Furthermore, the data may not always be normalised to the globalpopulation).Thisphaseischaracterisedbyclinicalcasespresentintheformoflargeclusterswhichtendtoevolvetowardsacommunitytransmission;

! 20to50newcasesofCOVID-19declaredperweek,per100,000people;

! R0valueshigherthan1.5.

3-Lowriskperiod(WHOphase3,post-peakperiod);

Thislowrisksituationcorrespondstoeither:

- the circulation of a coronaviruswhich causes sporadic infections or small clusters ofrespiratoryinfections.Human-to-humantransmissiondoesnotappeartobesufficientto cause outbreaks. Limited human-to-human transmission can occur in certaincircumstances of increased risk, but these modes of transmission remain limited tocertain circumstances. This doesnot indicate that the virushas acquired the level ofhumantransmissibilitynecessarytocauseapandemic.Thisperiodisapandemic(pre-pandemic)alertperiod.Thissituationcanbecharacterisedby:

! a sporadic and moderate increase in the daily rate of confirmed clinicalcases.

! R0valueshigherthan1.5.

- thepost-peakperiodofapandemic.Pandemicactivityappearstobedecreasingbutitisnotcertainwhetherornotnewwaveswilloccur.Thedropinthelevelofactivityofthepandemicshouldnotmeantheendofallpreventivemeasuresasseveralmonthsmayseparatethearrivalofnewpandemicwaves.Thisperiodcanbecharacterisedby:

! aregulardrop intherateofconfirmedCOVID-19cases.Toassessthis,theevolutionoftheaverageweeklyreportedCOVID-19casescanbemonitoredandbeconsiderediftherearelessthan20newcasesdeclaredperweekper100,000people.

! R0valueslowerthan1.

4-Verylowriskperiod(WHOphase1,WHOphase2,post-pandemicphase).

This situation corresponds either to the identification of a coronavirus known to havecausedinfectionsinhumans,andidentifiedinwildand/ordomesticanimals(epizooticsituation),or toapost-pandemicperiodduringwhich thecoronaviruswillbehave likea seasonal virus.Atthis stage, it is important tokeeppreventionmeasures toaminimum.Wecancharacterise thisperiodby:

! theabsenceofnewconfirmedcasesformorethan3-4weeks.

! R0valueslessthan1(forthepost-pandemicperiod).

The definition of the pandemic phase is the responsibility of the COVID-19 coordinatordesignatedbytheeventorganizer(seebelow).

II.ListofmitigationmeasuresforCONVID-19 Specific riskmitigationmeasuresare recommendedto reduce the riskof transmissionofthe SARS-CoV-2 virus associated with the Tests. It must be remembered that while mitigationmeasuresmay reduce the risk of infectionwith the novel coronavirus, they cannot completelyeliminatethethreat.

Thelistofrecommendedmitigationmeasurescoversawiderangeofsubjects2,includingcontrol of the risks of human-to-human transmission, emergency preparedness and responseplans, coordination of actors and partners, control of risks related to human-to-humantransmission.communication,awarenesscampaignsonthemeanstofightandpreventCOVID-19,etc. The concrete actions to be implemented for an optimal organisation of cyclingcompetitions should be considered according to the national health regulations in force in thecountry(oradministrativeregions)oftheEvent,andaccordingtotheevaluationofthephaseofthepandemicwhichwillbemadeclosertothecompetitionaccordingtothecriteriasetoutabove(seeparagraphII-B). Oneofthegloballyacknowledgedprinciplesfororganisingcompetitionsisthecreationandmaintenanceofprotective"bubbles"aroundthe teamswhich, in thecontextof roadraces,willlink to form a "peloton bubble". The measures implemented should be based on the generalobjective of controlling entry into the "team bubble", and restricting direct and unprotectedcontactbetweenthe"teambubbles"and"pelotonbubble",andthirdpersons. Inordertoreducetherisksofspreadandcontaminationbythenewcoronavirus,theUCIrecommends,fortheorganizationofanevent,toapplythefollowingmeasures: A-Pre-eventmeasures

1. AppointmentofaCOVID-19CoordinatorfortheEvent

AnexpertininfectiousdiseasesshouldbeappointedbytheEventorganiser;thisCOVID-19Coordinatormusthaveanup-to-dateknowledgeoftherequirementsandrecommendationsputinplacebythenational(orregional)healthauthoritiestoensurethesecurityofsportingevents.He/sheshouldgetintouchwiththeseauthoritiesassoonaspossibleinordertobestcoordinatethe actions tobe implementedby the Event organiserwith the rules in force.He/she regularlyconsultstheWHOwebsite(https://covid19.who.int)oronadedicatednationalwebsite,toassessthepandemicstatusinthehostcountry.Thispersonisresponsiblefor:

- determining thephaseof thepandemicaheadof thecompetition,and is theadvisor fortheimplementationofpreventivemeasures.TheCOVID-19CoordinatoristhelinkbetweentheEventorganiserandthelocalorregionalhealthauthorities;

- assistingtheEventorganiserwiththeprotocolforthemanagementofsuspectedCOVID-19cases,includingallstagesofpatientmanagementuntilthediagnosis

- providing the Event organiser the criteria for the identification of contact cases with a

confirmed COVID-19 case (with either high-risk exposure, i.e. close contact, or low-riskexposure) 3 and coordinating the relevant actions with the local or regional healthauthorities.

2. Ensure that the accommodation where teams are staying is adequate tomaintaina"lifebubble"aroundeachteam

The UCI recommends that the organiser put in place accommodation arrangementsenablingdistancingbetweenteamswithmeasuressuchasgroupingeachteamonasingle floor(or a wing of the hotel) and a reserved and independent dining room, whenever possible. Toensure the application of the preventivemeasures put in place, the event organiser would beresponsible for informing each hotel (e.g. room cleaning, physical distancing, hand washing,wearingamaskduringservice,etc.).

3. EnsurethepriormanagementofsuspectedCOVID-19cases

TheUCIrecommendsthateventorganisersofstageraces,reservesingleroomsknownas“isolation”tobeusedbyanyonepresentingsymptomssuggestiveofCOVID-19,beforereferraltothe COVID Doctor (see point B-3). The recommended number of isolation rooms reserved isequivalentto1roomfor30people(ridersandteammembers).

4. Inform the teamsof the requirements and/or recommendations in termsofpreventionprocedureswithintheirgroup(staffandriders)

It is recommended to establishmeasures to be taken by the teams,whichmay includepersonal protection, cleaning of technical equipment, cleaning and disinfection of commonlytouchedsurfaces in the teamareaandvehicles,etc.Thesemeasures shouldbe appropriate toprotecttheintegrityoftheteambubbles.Inthisrespect,theroleofteamdoctorsisessential. B-Beforetheevents Anumberofmitigationmeasuresshouldbetakeninthedaysleadinguptotheevent.TheUCIrecommendsthatthefollowingmeasuresbeputinplace:

1. Pre-Travelhealthchecks

Werecommendhealthchecks forallmembersof the team(staffandriders).Thehealthchecksshallincludebothaclinicalandabiologicalcomponent(botharecomplementary);

a) theclinicalaspectofdetectingasymptomaticcarriersofthevirusisbasedonexaminingclinicalsignssuggestiveofthedisease.

We recommend theuseCOVIDclinical suspicionquestionnaire tobecompleteddailyon

the5daysprecedingtherace.Aquestionnaireisproposedbelowasasuggestion(Figure3).Likeanymedicalquestionnaire,itmustbeinterpretedbyadoctor,whomaynotbepresenton site. If it is used, adequate measures shall be taken in case the risk score is "stronglysuspect"or"moderatelysuspect"on2daysoutof5.Teamsarefreetouseanotherclinicaltoolprovidingclinicalguidance;

b)thebiologicalcomponentisbasedonthedetectionofthevirus.

- thediagnosisofCOVID-19(biologicalcomponent)isusuallymadeusingclinical,laboratoryand radiological features. As symptoms and radiological findings of COVID-19 are non-specific, SARS-CoV-2 infection has to be confirmed by a molecular biology technique,mostlypolymerasechainreaction(PCR),aimedatamplifyingaspecificgeneticsequenceinthevirus.AccordingtoWHO,respiratorymaterialforPCRshouldbecollectedfromupperrespiratoryspecimens(nasopharyngealandoropharyngealswabsorwash) inambulatorypatients.RT-PCR(ReverseTranscriptase-PCR)isaspecialPCRtechniquenowbeingusedtodetect SARS-CoV-2. The new coronavirus can be detected in different tissues and bodyfluids and in clinical settings the respiratory material for PCR is collected from naso-pharyngealswabs.

- thegeneralobjectiveof thebiological controls justbeforecyclingevents is to screen for

healthycarriersofthevirusorpre-symptomaticSARS-CoV-2infectionsandreducetheriskoftransmissionoftheviruswithinthecontextoftheEvent.Specificproceduresandtestsneed tobeadapted tomass screening. Such screening tests intended for thequalitativedetectionofSARS-CoV-2nucleicacid(i.e.viraltests)maybeconductedasfollows:

-theuseofsalivaasanorganicfluidforthedetectionofSARS-CoV-24.). -ahighlyspecificandsensitivemethodbasedontheamplificationofviralRNA5. -analysesonpooledindividualsalivarysamples(poolingormultisamplingmethods)6

nomorethan72hoursbeforetheEvent.IftheorganizerdecidestohaveCovidtestscarriedout before the Event, the participation of a teammemberwill only be authorized if theresultofthistesthasbeenreceivedandisconfirmedasnegative.(Figure4below).

2. Coordinationwiththelocalhealthauthorities(hospitals,emergencyservices)

The UCI recommends that the medical service of the event contact the local hospitaland/oremergencymedicalservicestoinformthemoftheevent,toensuretheyhavethecapacitytohandletraumapatientsduringthepandemic.

3. IdentifyingaphysicianinchargeofCOVID-19suspectedcases(COVIDdoctor)

It is recommended to appoint a medical doctor responsible for managing any clinicalsuspicionofCOVID-19,incoordinationwithlocalhealthservices.TheCOVIDdoctorshouldhave:

- afacemasktoanyonewhoissickorhassuspicioussymptoms;

- themandatoryprotectiveequipment formedicalpersonnelwhendealingwithCOVID-19suspectedpatients(FFP2mask,gloves,visororprotectiveglasses,coveralls).

4. Ensuring all Event personnel have appropriate information on personal

hygieneprocedures;

It is recommended that the organiser set up and ensure, as the event approaches, thestrictapplicationbyandstaffinvolvedintheEventofindividualmeasurestoprotectandpreventthespreadofthevirus.

5. Arrangeseparatepathwaysfordifferentcategoriesofpersonnel; -withinthemediazone -withinofficialzones -withintheVIParea.

6. Arrange the communal areas accessible with accreditation to allow for

physicaldistancing(min1.5mbetweenpeople),especially; -inthemediazone,arrangementofworkspaces -inofficialareas - in VIP areas where the wearing of individual masks should be required,especiallywhentravelingwithintheenclosure.Theobligationtowearamaskwouldbewaivedwhensittinganddrinking.

7. Forbiduseofchangingroomsandothercommunalareas.

8. Ensure cleaninganddisinfectionof commonareasandequipment,and limit

sharingofmaterials;

- Regarding the toilets, ensure that there are enough stations on the site.Ensure the cleaning procedures that will be implemented, maintaining aphysicaldistanceof1.5mbetweenusers,includingqueues(toberespectedusingmarksontheground);

- Regularcleaningofallcontactpoints(doorhandles,switches,etc.);- Availabilityofhandsanitizersatstrategicpoints.

9. Providewastebins for contaminated items to allow for the safedisposal or

storingofallhygienicmaterials.

C-DuringtheEvents,theUCIrecommendthefollowingmeasures:

1. Performdailyhealthchecksofriders;- under the responsibility of the team (in general team doctor or physician

remotely)- look for suspicious clinical signs using the suggested questionnaire or other

suitabletool;- thecheckshouldbecompletedinthemorning,beforethedailyactivities.

2. Remind teams and riders of the importance of wearing a mask in all

circumstances.Wearing amask for riders and all staff members is compulsory,exceptduringtraining,warm-upsessionsandduringcompetitions.

3. Limitaccesstothestartareaasmuchaspossible.Onlyallowaccesstoessential

people,withfacemasks.Alwaysmaintainasafedistancebetweenthepublicandtheriders.

1. CADFCONTROLOFFICER(DCOandBCO)WhenappointingaCADFDopingControlOfficer(DCO)orBloodCollectionOfficer(BCO)forarace,theCADFhasassessedthateitherisnotatrisk.SCPcanbeatriskif:

• they fall into a group of persons at risk; health care professionals working withCOVID-19positivepatients,havetestedathleteswhotestedpositivetoCOVID-19withina timeframeof14daysafter themission, livewithaperson inoneof theotherriskgroupsorvulnerablepopulations.

• they fall intovulnerablepersons'groupduetoageover60years’old,highbloodpressure,diabetes,cardiovasculardisease,compromisedimmunesystems,etc.,asadvisedbyWorldHealthOrganization(WHO).

the tests canbe conducted in a room that is ventilatedand spaciousenough torespect socialdistancing. Ifnotpossible,aminimumnumberofpersonsshallbepresentintheroom;i.e.theathlete,theDCO,theBCOandifnecessary,theTeamDoctor.

• The teamdoctor and the SCP (DCOand chaperons)must regulate the arrival ofathletesinthewaitingroominthecasewheremultipleathletesofthesameteamaretested.Thiswillreducethenumberofathletesinthesameroom.

4. NOTIFICATIONPROCESS

• Chaperons must be provided by organizers as usual according to UCI Testing &Investigations Regulations. Should the total risk of transmission and spread ofCOVID-19bequalifiedbya raceorganizerashigher than“moderate” in the totalrisk assessment (i.e. “high” or “very high”), as detailed in UCI’s procedure,chaperonesshouldnotbeappointed.Theassessment fromtheCovidcoordinatorwillbeavailable2weekspriortothestartoftherace.Onthedayoftheevent,thechaperonwillfilltheself-assessmentform.

• Chaperons will be responsible to notify athlete orally only respecting socialdistancing.Aspecificinternaldocumentforthechaperonwillbecreated.

• The absence of signature of the rider and/or a third party upon oral notificationdoesnotpreventtheridertobebind.

• Shouldno chaperonebepresent, rider remains responsible for ensuringwhetherhe/she has been selected to undergo Sample collection. The absence of achaperoneshallnotexcusetheriderfornotreportingintimetothedopingcontrolstation.

• List fornotificationpurposes isdisplayed,whereapplicableusuallynearthefinishlineandneartheDCS.

• Itistherider’sresponsibilitytoremainwithindirectobservationoftheChaperoneat all times from the notification until the completion of the sample collectionprocedure.

• Ridermust report immediately for sample collection and at the latest within 30(thirty)minutesoffinishingtheEvent,unlesstherearevalidreasonsforadelay,asperArticle7.4.2.oftheUCITIR.

• WrittennotificationwillbefinalizedwiththeDCOattheDCS• IntheeventwherethecontrolwouldtakeplaceoutsidetheDCS,suchasinhotels

(specificroomorinrider’s/doctor’sroom),asdetailedbefore,onlyoneathleteandonesupportpersonnelshouldbepresentatatime.Whenmultipleridersaretestedinhotels,notificationwillbedoneinasensiblemannerbutbearinginmindtheno-advancenoticeaspectofthesecontrols.

5. SAMPLECOLLECTIONPROCESS

• In between athletes, surface where sample collection will take place must becleanedusingdisinfectantwipesordisinfectantspray,includingallmaterialstobeused.Asanalternative,acleananddisposabletableclothcanbeused.

• SCPmustwashorsanitizehandsandputonnewglovesforeachathleteandwearfacemask.

• Athletesandsupportingpersonnel(soigneur,doctor,etc)mustwearafacemask

• Social/physicaldistancingismaintainedasmuchaspossible.• Numberofpersonspresentduringcontrolsessionwillbelimitedtominimumi.e.:

o It isnotnecessary fororganizers toprovideadoctor/nurse towitness themiction, the taskwill be exceptionally ensuredby theDCO if of the samegender. If not of the same gender, organizers will be asked to provide adoctor/nurse.Onthedayoftheevent,thedoctor/nurse,ifany,willfilltheself-assessmentform.

o Onlyoneperson isallowedtoaccompanytheathlete in theDCSareaandduring the sample collection process It is recommended that athletespresentthemselvesattheDCSalone.

NOTE:Somespecificsituationsmaynotallowtherecommendeddistancetobemaintainedatalltimes.Forexample,bloodcollection,spacelimitationsand/ortheneedfordirectobservationofurinesampleprovisionareacceptablereasonstotemporarilymakeallowancesforcloserdistance.

6. COMPLETINGSAMPLECOLLECTIONSESSION• Before leaving, work surfaces must be cleaned and all used materials

• TRAMADOL:o Controls will be conducted in the Doping Control Station following the

existingprocedureattheendofeventsselectedbytheUCI, includingthesupplementarysanitarymeasuresdescribedabove.

o The Tramadol Sample collection procedure may be amended if thecircumstancessorequire.

• X-RayBikeCheck:o The CADF will as much as possible continue supporting the UCI in their

programasdoneoverthepreviousyears.o The chaperonwillwearmasks and gloveswhen attaching the tag to the

bikeoftheriderandwilldotheirbesttorespectsocialdistancing.
