    TheBCgovernmenthasputinplacestrongpolicies

    understandingoftheassociatedsocial,economic,

    andenvironmentalbenefits.BCsgrowingreputation

    asoneofNorthAmericasmostvibrantcleantech

    clustersisatestamenttotheprovincessupportthus

    far,howevercontinuedeffortwillberequiredto

    secureBCspositionasaglobalcleantechleader.

    TheCleanTechCommunityGateway(CTCG)was

    formedinresponsetotheopportunitiesand

    challengescurrentlyfacingtheprovinceandits

    emergingcleantechsector.CTCGsobjectiveisto

    promoteinnovativecleanenergysolutionsthat

    meettheuniqueneedsofBCcommunitieswhile

    advancingtheprovincessocial,environmentaland

    economicagendas.Thefollowingdocumentoutlines

    howCTCGisworkingtoachievetheprovinces

    diversegoalsbyenablingcommunitiestomake

    effectivecleanenergydecisions.

    ElevatingBCscleantechmarket.

    One of governments highest priorities is developing B.C.s clean and renewable

    energyresources,withtheintentofmakingB.C.aleadingcleanenergypowerhouse.

    Despiteinitialgainsinthecreationofathrivingdomesticcleantechindustry,early-

    stage,BCcleantechfirmscontinuetostruggletodevelopdemonstrationprojectsthat

    havebeenvalidatedunderreal-world,commercialconditions,avitalstepin

    technologycommercialization.Atthecommunitylevel,localgovernmentsandFirst

    Nationsrequiringinnovativecleantechsolutions,arefindingthemselvesillequipped

    toassessanddeveloppotentiallyprofitableprojectsontheirown.

    ManyofBCsremotecommunitiesarenotconnectedtothemajorenergygridand

    aresubsequentlydependentondieselpowergenerationanunreliableand

    expensiveenergysystemthatcontributestobothpoorairqualityandclimatechange.

    Forthesecommunities,CTCGoffersthetechnicalandfinancialexperiencerequiredto

    evaluate,implementandmanageintegratedcleanenergyprojects.

    ForBCcleantechfirms,CTCGsaimistodeveloplocalopportunitiestovalidate,

    integrate,andmarkettheirinnovativesystems.Tothisend,B.C.communitieshave

    theopportunitytobecomeshowcasesforlocalcleantechnologiesandpromotetheir

    exporttofast-growingmarketsabroad.

    Countriesthatmovequicklydownacleanenergy

    pathwaywillbetheeconomicpowerhousesofthe21stcentury.Theircitizenswillalsoenjoycleanerair,better

    health,greatermarketcompetitiveness,andenhanced

    security.

    TheBCCleanEnergyActmandatesthatthe

    provincecontinuetogenerateatleast93%of

    electricityfromcleanorrenewableresources

    andfacilitatethedevelopmentofinnovative

    cleantechnologies.

    Inthecompetitiveglobalcleantech

    marketplace,oneareathatBCstandsto

    distinguishitself,isintheprovisionof

    distributedgenerationsystemsthatcaterto

    theemergingglobaldemandforrenewable

    energy.Renewableenergytechnologiesare

    typicallymodularandwell-suitedto

    distributedapplications,allowingfor

    integratedsystemstailoredtotheresources,

    geographyandneedsofend-users.

    Emergingmarketsfordistributedgeneration

    existbothabroadandathome,andthe

    provincesgoalofdevelopingaffordable

    energysolutionsiswellservedbyinvestingin

    distributedgenerationtechnologies,ason-site

    energyproductioncanmitigatetransmission

    anddistributionexpensesthatotherwise

    accountfor30%ofthecostofdelivered

    electricity.1

    Ratherthanfocusingonsingletechnology

    applications,CTCGsmandateistoapplya

    systems-basedapproachtoitseffortshelping

    BCcommunitiestodeveloprobust,holistic

    solutions.Thewide-scaledeploymentof

    renewableenergyanddistributedgeneration

    technologiesinBCwilldiversifytheprovinces

    energysupply,contributetoimprovingenergy

    securityandreducefuelrisks,particularlyin

    remoteandoff-gridareas.

    AchievingprosperityforallBCcommunities.

    Maximizingtheeconomic,environmentaland

    socialbenefitsofcleanandrenewableenergy

    development for all British Columbians is a

    fundamental principle underlying [the BC

    governmentsCleanEnergyStrategy.

    Theprovincehasexpressedacommitmentto

    ensuringthatitsCleanEnergyStrategy

    benefitsallBCcommunities.CTCGintendsto

    serveasavaluableresourcetothese

    communitiesbyfocusingontechnologiesthat

    arecostcompetitivewithbothonandoff-grid

    applications.

    Forthe70remotecommunitiesnotcurrently

    connectedtotheprovincesmajornaturalgas

    orelectricitygrid,cleanenergypromises

    affordableenergysecurity,reducedGHG

    emissions,increasedeconomicgrowthand

    infrastructuredevelopment.Fortheprovinces

    urbancommunities,distributedgeneration

    technologycanbeseamlesslyintegratedinto

    theexistinglocalenergygrid,fosteringthe

    reliableavailabilityofcleanenergy.

    WhileCTCGscurrentorganizationalmandateinitiallycaterstoremotecommunitieswhere

    renewableenergyanddistributedgeneration

    applicationsaremostcostcompetitive,CTCG

    foreseestheabilitytoexpanditsscopeto

    assistingallpartiesinterestedinimplementing

    cleanenergysolutions,includingurban

    municipalities.CTCGscommunity-driven

    approachwillcontributetotheeconomic,

    environmentalandsocialprosperityofthe

    regionandhelptodefineBCasglobalclean

    energyleader.

    In2010,globalcleanenergyinvestmentsurged

    toanewrecordofUS$243billion.BChasan

    abundanceofnaturalresourcesandassets

    thatstronglypositionittobenefitfromthis

    growingdemand.KPMGs2011Cleantech

    ReportCardforBCincludedmorethan200

    cleantechfirms,employing8,000peopleand

    generatingmorethan$2.5billioninexport-

    drivenrevenuesannually.

    Topromotethegrowthofthisvaluablesector

    andtheBCeconomy,CTCGintendstowork

    withcommunitiestohelpthemmake

    beneficialdecisionsintheirtransitionfrom

    outdateddieselenergysystemstolocalclean

    energysources.Thesecommunityclean

    energyprojectswillcreatelocaljobs,improve

    energyinfrastructure,addeconomicstimulus

    todirectandperipheralindustries,and

    dramaticallydecreasegreenhousegasemissions.

    Inturn,BCcleantechfirmsareafforded

    increasedopportunitiestoshowcasetheir

    systems,advancingthecommercializationand

    marketabilityoftheirtechnologies.Byassisting

    atleasttwocommunitiesayear,CTCGexpects

    tofacilitateinexcessof$100millionworthof

    cleanenergyprojectsinBCoverthenextfive

    years.

    FlagshipProjectTheCounciloftheHaidaNation

    CTCGsfirstprojectisacollaborationwiththeCouncilofthe

    HaidaNation(CHN).HaidaGwaiiisaregionrichin

    renewableresourcesandtheprojectaimstoassisttheCHN

    andtheresidentsofHaidaGwaiiinachievingtheirvisionof

    meetingtheirlocalenergyneedsentirelythroughclean

    energysystems.

    ToassistwithBCHydrosupcomingCleanPowerCall,the

    CounciloftheHaidaNationrequestedthatanassessment

    ofrenewableelectricityresourcesandtechnologieson

    HaidaGwaiibeconductedtoprovidetheCHNwithaclearer

    pathtoachievinga100%renewable,firm,electricalenergy

    supply.TheCTCGpartnershipisfocusedonidentifyingand

    evaluatingenergyoptionswhileconsciouslyadheringtothe

    needforcommunityinvolvement,decision-makingand

    ownership.

    Overthenext3years,theCHNplanstoachieve6MWof

    increasedcapacityobtainedentirelythroughrenewable

    sources.TheHaidaGwaiiprojectisexpectedtocreate$15-

    20millionworthofcleanenergyprojectsfortheregion,

    likelyintheformofwindandbiomassprojects.Inaddition

    tothecostsavingsassociatedwiththeswitchfromdiesel,

    theseprojectswillproducelocaljobsandenhancethe

    environmental,social,andeconomicprosperityoftheHaida

    Islandscommunity.

    ItisanticipatedthattheHaidaGwaiiinitiativewillcreatea

    templatetoassistneighboringCentralandNorthCoast

    communitiesintransitioningtoasustainablefuturebased

    oncleanenergytechnologies.Withthisinmind,CTCG

    expectstodevelopatleasttwomajorprojectsayearforthe

    next5years.
