KRISHNA KANTA HANDIQUI STATE OPEN UNIVERSITYA Word from the Vice-Chancellor

Education is the backbone of a society. Education is knowledge and knowledgeis power. In order to build a strong society or a strong nation, it is necessary thatall sections of society are sufficiently educated. Therefore, along with all the educativepurposes pertaining to the objectives of a University, Krishna Kanta Handiqui StateOpen University was established in order to provide opportunity of higher educationthrough the ODL System to those who have been deprived of higher studies.Established by the Government of Assam and recognized by the Distance EducationCouncil, Government of India, New Delhi, this University is the fourteenth of itskind along with Indira Gandhi National Open University and the only State OpenUniversity in the whole of North-East India. The prime objectives of the Universityare to generate and develop human resource based on the natural resources availablein the country and to foster economic growth through education, thereby generatingmore employment opportunities.

We have started our degree programmes from the session beginning in August,2008. We are happy to state that the University has been offering professional degreeprogrammes such as Bachelor of Computer Applications (BCA), Bachelor of BusinessAdministration (BBA), Bachelor of Mass Communication (BMC) along with Bachelor ofArts (BA) and Bachelor of Commerce (B. Com). More than 35000 learners have so farenrolled for these five degree programmes in more than 150 study centres across thestate. Out of these programmes BCA and BBA are offered under Semester System. Wehave also offered Master’s programmes in Computer Application (MCA), BusinessAdministration (MBA) and Mass Communication (MMC) and five P.G. Diploma programmes,all under Semester System from the academic session 2010-11. From the currentacademic session, the University is offering Master’s Programmes in Social Sciencesand Humanities viz. Sociology, Social Works, Political Science, Education, Assamese

and English – all under Semester System. From the next academic session we plan tooffer all remaining and upcoming Masters programmes under Semester system. TheUniversity has also decided to offer Honours courses in all subjects of Bachelor of Artsfrom 2012 in Semester system along with general BA programme.

The course structures of these programmes have been designed at per with thenational curriculum. We sincerely hope that those interested in pursuing highereducation would be benefitted by these programmes and will be able to secure arespectable position in society. The University also offers some vocational andprofessional Certificate/Diploma programmes to enable the already enrolled students invarious colleges / educational institutions of the state to pursue add-on studiessimultaneously with their regular courses. The programmes of the University are sodesigned that it can spread education to all the learners of the region to reach the unreached.This is so because our motto is ‘Education Beyond Barriers’ irrespective of age,educational qualifications and geographical boundaries. We heartily welcome thelearners to various programmes of the University.

Without a sound research environment, a University’s existence cannot be complete.Keeping this in mind, we have appointed Research and Training Assistants (RTAs) tocarry out research works in the field of Open and Distance Learning (ODL). In order tocreate a sound database in various fields of ODL we are offering PhD programme invarious disciplines with the aim of finding out deficient areas so that the University candesign appropriate courses and programme to meet these deficiencies in future. Alreadythree batches totalling 40 schoolars are pursuing their Ph. D. research works. I sincerelybelieve that this open university will be able to produce quality Ph.D. works in differentareas.

There are a number of open Universities in the country offering various degrees/diploma through the mode of non-formal education. The Open Universities have beenestablished in the country by an Act of Parliament or State Legislature in accordancewith the provisions contained in Section 2(f) of University Grants commission Act,1956. These universities are, therefore, empowered to award degrees in terms ofSection 22 (1) of the UGC Act, 1956.

A circular was earlier issued vide UGC letter N.F.1-8/92(CPP) dated February, 1992mentioning that the Certificate, Diplomas and Degrees awarded by Indira GandhiNational Open University are to be treated equivalent to the corresponding awards ofthe Universities in the country.

Attention is further invited to UGC circular No. F1-25.93 (CPP) dated 28th July, 1993(copy enclosed) for recognition of degrees and diplomas as well as transfer of creditfor courses successfully completed by students between the two types of Universitiesso that the mobility of students from Open University stream to traditional Universitiesis ensured without any difficulty.

The UGC has specified the nomenclature of degrees under Section 22(3) of the UGCAct, 1956 to ensure mandatory requirements viz. minimum essential academic inputs

As you are aware, the Open Universities have been established in the country by anAct of Parliament or State Legislature in accordance with the provisions contained inSection 2(f) of University Grants Commission Act, 1956. These universities aretherefore, empowered to award degrees in terms of Section 22(1) of the UGC Act,1956.

It has been brought to the notice of the Commission that the students who have donetheir M.A. from open universities are debarred by universities from registration forPh.D. studies. This is most unfair in view of the importance attached to the OpenUniversity and distance learning in National Policy on Education, 1986. The programmeof Action - 02 also aims at promoting the mobility of student among open universitiesand among traditional universities. This can be made possible only when there is aworkable understanding between open universities for recognition of each other’sdegrees on reciprocal basis. A Memorandum of Understanding has already beensigned between Universities of Pondicherry and Indira Gandhi National Open Universitywhich provides for recognition of each other’s degrees and diplomas as well astransfer of credits for courses successfully completed by students between the twouniversities. The other universities may also make similar arrangements so that themobility of students from Open University stream to traditional universities is ensuredwithout any difficulty.

I hope that your university will make necessary efforts in this direction and let theCommission know the progress.

“Further resolved that in case of Degrees awarded by Open Universities, the conditionsregarding entrance qualifications and duration of the course be relaxed provided thatthe general standard of attainment are similar to those prescribed by the recognizeduniversity.”

I. ABOUT THE UNIVERSITY

(in brief)

Krishna Kanta Handiqui : A Brief Profile

An illustrious son of Assam, Professor Krishna Kanta Handiqui is one of the greatestSanskritists and one of the greatest Indologists of the World, and above all, an educationistwith uncommon ability and vision. During his life time he became a legendary figure andeven to-day the very name K.K. Handiqui stands for all the good and great qualities of aSaintly person. A man given completely to profound study and never bothering aboutpopularity, power and fame Handiqui was a strict disciplinarian in the domain of educationaladministration. He always thought of getting quality rather than quantity. From 1930 to1948 Handiqui served as the founder Principal of the Jagannath Baruah College, Jorhat,which was the first non-government degree college of the entire North-East region ofIndia. From 1948 to 1957 Prof. Handiqui served as the founder Vice-Chancellor of theUniversity of Gauhati, the first University of the entire North-East region of India.

Born at Jorhat in Upper Assam in July 20, 1898, he had his early education atJorhat Govt. High School and then at Cotton College, Guwahati. He got a First Class inB.A. Honours in Sanskrit Securing Prasanna Kumar Sarbadhikari Gold medal as a studentof Calcutta Sanskrit College in 1917, only at the age of nineteen. In 1919 Handiqui got aFirst Class in M.A. Sanskrit of Calcutta University with special papers on Vedic literature.With this thoroughly classical and traditional background Handiqui proceeded to Englandin 1920 and did his M.A. in Oxford University with honours in Modern History in 1923.

During his seven years sojourn in Europe Handiqui spent four years in France andGermany. He studied and learnt many a language like Latin, Greek, French, German, Russian,Italian and Spanish. Instead of going for higher degrees he considered it worthwhile tolearn as much of European literature and as many of European language as he could, and asa result of this love for learning languages Handiqui had the distinction of knowing as manyas thirteen languages including his mother tongue. When in Europe Handiqui’s heart was inAssam and he occasionally contributed valuable articles in Assamese journals like Banhiand Cetana. His pioneer work in Assamese on Western literature and criticism acquaintedthe readers with various aspects of Spanish, Greek, Russian and German literatures.

The English translation of Sanskrit Mahakavya Naisadhacarita published in 1934as the first ever translation immediately made Prof. Handiqui known to the whole world.Naisadhacarita composed in twelfth century, is the toughest of all the Sanskrit epics.Handiqui was recognized as a scholar of International fame at the age of thirty-six. Hisfirst monumental work Naisadhacarita of Sriharsa has been very well received by the eminentscholars like Prof. A.B. Keith (Edinburgh), Prof. M. Winternitz (Prague), Prof. M.B. Emeneau(California), Mahamahopadhyaya (Benares) and other distinguished scholars from homeand abroad.

Yasastilaka And Indian Culture, the second monumental work of Prof. Handiquiearned more eminence. The book was published in the year 1949. In fact, Sanskrit studieshave become richer by Professor Handiqui’s contributions on the Nasadhacarita andYasastileka.

Handiqui’s third monumental work Pravarasena’s Setubandha was published byPrakrit Text Society as Prakrit text series XX in 1976 from Ahmedabad under the GeneralEditorship of Professor H.C. Bhayani and Professor D.D. Malvania.

Prof. K.K. Handiqui was a scholar of singular distinction, a pioneer Indologist anda philanthropist whose life epitomized an era marked by sacrifice, diligence and devotionto high principles. He is well known for his munificence to literary and educationalfoundations in the state of Assam.

It was therefore more than befitting that the government of Assam decided toestablish a state open university with an objective to expand higher education among thosewho could not be covered or reached by the conventional system of education, and whichwas named after this great educationist. Accordingly the Krishna Kanta Handiqui StateOpen University Act, 2005 was enacted by the State Legislature.

General Information:Established under the provision of the Krishna Kanta Handiqui State Open University Act’

2005 of the State Legislature of Assam and published in the Assam Gazette (extraordinary) date29/9/05, the Krishna Kanta Handiqui State Open University started functioning with the joining ofProfessor Srinath Baruah as its first Vice-Chancellor wef. 11th Dec’ 2006.

The University has been vested with the authority to prepare its own curriculum, own system ofexamination and to admit, examine and confer degrees, diplomas and certificates to the learners registeredwith it up to degree and post-degree level.

The University has been recognised and its academic programmes have been approved by theDistance Education Council (DEC), New Delhi. vide letter no. DEC/Misei/07/5957, dated October 3,2007 and University Grants Commission (UGC), New Delhi vide letter no. F.9-13/2008(CPP-I),dated March 18, 2009. In addition to that, the Government of Assam has recognised all degree,diploma and certificate courses of the University for job and higher study vide letter no. AHE/228/2007/330, dated May 08, 2009.

The headquarters of the University is presently located at Housefed Complex, Last Gate,Dispur, Guwahati - 781006, and will be sfhifted to its permanent campus at Patgaon (Rani) on completionof its required infra-structure.

Motto:The very purpose of establishing this University is to promote education and to reach the

unreached through the Open and Distance Learning System. The motto of the University is ‘EducationBeyond Barriers’ of age, academic background and geographical boundaries.

Objectives:The main objectives of the Krishna Kanta Handiqui State Open University are:

1. to provide access to higher education to large segments of the population and in particular thedisadvantaged groups such as those living in remote and rural areas including working people,housewives and other adults who wish to upgrade or acquire knowledge through studies invarious fields.

2. to provide opportunities for higher education to a larger segment of the population, includingthose who could not pursue higher education in the appropriate time due to one reason or theother.

3. to strengthen and diversify the degree, diploma and certificate courses related to the needs ofemployment and necessary for building the economy of the country on the basis of its naturaland human resources.

4. to contribute to the improvement of the educational system in the state by providing a non-formal channel complementary to the formal system.

5. to advance and disseminate learning and knowledge by diverse means including the use ofInformation and Communication Technology (ICT).

Vision & Mission:

The aim of the University is to develop and provide easily accessible modes of quality highereducation and training with the use of latest educational inputs and technology. Because of the inherentflexibility in terms of pace and place of learning, methods of evaluation etc., KKHSOU holds thepromise of providing equality of opportunities for higher education and bringing into its fold the deprivedand denied sections of people of the state. With a view to reaching out to those disadvantaged groupsdue to educational, economic, geographical or any other circumstances, KKHSOU has been formulatingacademic programmes to suit the less educated, educated and higher educated groups to achieve thegoal of providing higher education and training at their doorstep.

With a view to making higher education more accessible, KKHSOU has classified its diverseacademic programmes to suit the potential learners of the following target groups:

1. People living in rural, remote, mountainous and border areas2. People deprived of higher education at a young age but desirous to improve their qualification3. People engaged in different services, business, agriculture or other professions4. Persons deprived of admission in conventional universities of the state5. Women, particularly housewives6. Recognition:

The KKHSOU is established under the provision of the Krishna Kanta Handiqui State OpenUniversity, Act’ 2005 of the State Legislature of Assam and published in the Assam Gazette(extraordinary) dt. 29/9/05. This university is recognized by the Distance Education Council, NewDelhi, Ministry of Human Resource Development, Government of India. Degrees awarded by theUniversity will be at par with degrees awarded by any other universities for the purpose of job/higherstudies.

II. ADMISSION & LEARNER SUPPORT SERVICES

Admission Procedure:

* Admission shall be only through the Study Centers, spread all over the state of Assam. (listenclosed in this booklet). For the admission of ensuing Master programmes in Social Sciencesand Humanities, the names of selected Study Centres will be notified in the website andweb portal of the University around June 15, 2011.

* Application along with the Course and other fee in the form of Bank Draft drawn in favourof “Krishna Kanta Handiqui State Open University’ payable at Guwahati, and relevantenclosures, is required to be submitted at the recognized Study Centre well within the duedate.

* The Study Centre will scrutinize the application forms as per the norms and qualificationsrequired for each Programme.

* After scrutiny the eligible applicants will be provisionally admitted by the Study Centre.

* Intending learners with incomplete application may be given conditional admission at theUniversity’s discretion with the condition that required eligibility documents are to besubmitted latest by the dates prescribed for the purpose. Their enrollment will be confirmedon fulfillment of the eligibility requirements. To appear in the examinations, confirmation ofenrollment will be necessary.

* All the enrolled learners will be provided with the registration number, programme guidelinesand identity cards.

* Those learners who are unable to complete the programme within the specified validityperiod will be required to register themselves afresh by paying the requisite fee as per theUniversity regulations.

Lateral Admission: Provisions of lateral admissions where available are mentioned underrespective programmes.

Refusal/Cancellation of Admission:

Notwithstanding, anything contained in this prospectus, the University reserves the right torefuse/cancel admission of any individual.

Migration/Transfer Certificate:

The University shall not insist for any migration/Transfer Certificate for enrollment in this University.However, the University shall issue migration/transfer certificate on application.

Learner Support Services:

Self Learning Material :

Self Learning Materials (SLMs) are specially designed by teams of experts drawn from relevantand respective areas to meet the increasing demands of the learners. These materials will be providedto the learners through the Study Centers. Self Learning Materials are generally prepared in English andAssamese for the Bachelor of Mass Communication (BMC), Bachelor of Commerce (B.Com), Bachelorof Arts (BA), and for U.G. Diploma/Certificate Programmes and learners will have to indicate theirchoice of Language for Study Materials. The learning materials for the Bachelor of BusinessAdministration (BBA) and Bachelor of Computer Application (BCA) will be supplied in English only.Learning materials for Master’s and P.G. Diploma programmes except (Mass Communication) will bein English only.

Multimedia Learning Material:

Besides the study materials in printed form, the University continuously prepares the Audio andVideo programmes related to the course contents of various subjects. These are provided to the StudyCentres both in audio and audio-visual format for the benefit of the learners. The study centres willmake this facility available to the learners in some counselling sessions on timely basis.

ICT Support Services :

Since the learners' support services (LSS) constitute the most important component of ODLsystem, the University primarily depends on Information and Communication Technology (ICT)provide effective LSS. The following are the ICT based support Services provided tot ehlearners.

1) Community Radio Service: Jnan Taranga (90.4 MHz), the first Community Radio of thenorth eastern part of the country administered by KKHSOU was launched on 28th January,

2009 for an experimental broadcast. The regular broadcasting of Jnan Taranga was officiallylaunched on 20th November, 2010 by the Hon’ble Chief Minister, Assam. The communityradio is an important platform for the broadcast of educational programmes which includesdebates, discussions and talk shows.

2) Ekalavya: Krishna Kanta Handiqui State Open University with the help of Prasar Bharati haslaunched a special educational programme named ‘Ekalavya’. It airs every Saturday and Sundayat 8.00 P.M to 8.30 P.M. through All India Radio Guwahati and Dibrugarh.

3) Akashvani Phone-in programme: KKHSOU offers half an hour live phone-in counselingprogramme weekly through the national network of AIR, Guwahati and Dibrugarh where expertsfrom the university clarify queries put across to them via telephone. This phone-in programmeis aired every fourth Sunday of a month from 11.30 A.M to 12.00 Noon since 2008.

4) ) University on-line: Every Sunday there is an interactive phone-in programme from 4.30P.Mto 5.00 P.M in the community radio service of the university where the key officials of theuniversity interacts with the listeners related to different academic issues.

5) VC Online: Listeners can interact with the Vice Chancellor of the university every Mondayfrom 4.30 P.M to 5.00 P.M in the community radio service of the university. The Vice Chancellorhimself clarifies various educational and university related queries put by the learners. This is aphone-in programme.

6) e- BIDYA: An e-learning portal by the name of e-BIDYA has been launched. It is a digitalrepository where the study materials are uploaded for the benefit of the learners. All the studymaterials of the programmes (including BPP, Degree, Diploma, Master Degree, Certificatecourse, etc) can be assessed in this web-portal.

7) Social Network: The university also has a social network site which can be assessed atwww.snkkhsou.org. The university can be followed at Twitter, Facebook and Orkut.

8) e-resource portal: The central library of KKHSOU maintains an e-resource portal. Journals,Dictionaries, Thesauruses, Encyclopedias and E-books are available at the respective site.

9) Availability of blog: The University has a blog (www.kkhsou.net) where news can be assessed.

10) SMS alert services: SMS alert facilities are available where learners can subscribe for up todate news and other announcements of the university. Learners can subscribe as free SMS, asEmail and in a Reader.

11) Conferencing: Provision of conferencing facilitates through BSNL lease line is in the pipeline.

12) Interactive Voice Response System: The first educational interactive voice response systemof the north eastern region of the country was formally launched by his Excellency the Governorof Assam on the first day of 2011. It is a toll free phone service (1800-345-3613) available tothe learners as well as the general public. The number has been named as 24 x 7 LearnerSupport Services. Learners can call at this number for any queries where an automated voicemessage will reply back to the learners.

13) Inter Study Centre Phone Service: All the study centres are connected with free phoneservices. Through this service the study centers can interact within themselves as well as withthe university.

Study Centres:

Study Centres provide learners with a platform to interact with counsellors, other learners andalso to use library. Learners will receive personal attention and support at the Study Centres. The StudyCentres will provide counselling and hands-on-experience (as may be necessary). These centres willact as the access and contact points between learners and the University.

Counselling:

There will be counselling sessions arranged in the Study Centres for all the Degree, Diplomaand Certificate Courses. All counselling sessions will be held on Sundays only. There will be at least 3counselling sessions per credit for each of the papers offered as may be notified by the respective StudyCentres. Practical sessions, wherever necessary, shall not be confined to Sundays only.

Examination:

The examination will be conducted as per the University’s guidelines and the examination centreswill be allotted by the University itself. Learners will have to be ready to take their examination in theExamination Centres as allotted by the University. The question papers of BMC, B.Com., BA andU.G. Diploma/Certificate Programmes will be printed both in English and Assamese. The questionpapers of BCA, BBA, Master’s and P.G. Diploma Programmes will be printed in English only. Out ofthe total marks allotted in a paper 80% will be for term-end examination and 20% will be for HomeAssignment. Subjects once passed will be credited against the learners and they need not appear forthe same subject again. As soon as a learner clears all the required subjects he/she will qualify for thedegree.

III. PROGRAMMES ON OFFER

At present the KKHSOU offers the following Academic Programmes:

A. Doctor of Philosophy (PhD):

Ph D programme is offered by the University in regular mode as per the latest UGC guideline.The scholars admitted in the Programme are required to work as full time scholars. They are also toundertake course works at least for one semester. Advertisement of the PhD Programme is madeevery year around the 1st part of December. The last date of the submission of completed form is 31st

January. The date of the entrance test is fixed on the 2nd Sunday of February.

(* There will be a separate prospectus for Ph D Programme which will be provided at the time ofadvertisement.)

There is a provision of Research and Teaching Assistantship under KKHSOU-DEC collabo-rative project under which the selected scholars are required to assist the University in its teachingcourse preparation/design in the concerned subject for a minimum of 6 hours per week besides doingresearch. They are entitled to get monthly stipends at the rates fixed by the Distance Education Councilor appropriate authority. Candidates applying under this scheme shall not be above 25 years of age.

B. Master’s Degree Programmes:

Master of Mass Communication (MMC)

The Department of Mass Communication under School of Professional Studies offers various

Programmes in the Under Graduate and Post Graduate level. For the first time in the history of National

and State Open Universities in India, KKHSOU has introduced the programme Bachelor of Mass

Communication (BMC), from its inception. Apart from the BMC Programme the Department offers

Doctor of Philosophy (PhD), PG Diploma in Mass Communication (PGDMC), PG Diploma in Broadcast

Journalism (PGDBJ), Diploma in Journalism & Mass Communication (DJMC) and Diploma in Assamese

Journalism (DAJ). Keeping in view the demand of the master’s level programme in the field of Journalism

and Mass Communication, the University has launched Master of Mass Communication (MMC).

The MMC Programme is an integrated modular Degree Programme. It comprises of 16 courses,

4 courses per semester including a project work. After completion of P G Diploma in Mass Communication

(PGDMC) or Post Graduate Diploma in Broadcast Journalism (PGDBJ), the learners will be eligible for

lateral entry in the third semester of the MMC programme.

Master of Business Administration (MBA)

The core courses in the MBA Programme are designed to introduce learners to the various areasof business such as accounting, finance, marketing, human resources, operations management, etc. Up toSemester 3 all papers are compulsory. In 4th and 5th Semesters there will be two compulsory papers andtwo optional papers in each semester. Out of these optional papers leaners will have to choose their finalspecialization for the 6th Semester.

The MA English syllabus has been designed keeping in mind the fact that students who take upthis course must find it interesting to study. The course begins with a basic introduction to Englishliterature, its various sources and forms. However, as the Semesters progress, new areas of literatureand literary studies are also introduced. The MA English Programme aims to generate an interest inliterature, to inculcate a spirit of critical enquiry and develop the analytical, critical and creative facultiesof learners.

The MA English Programme will also deal with the English critical traditions starting with ClassicalCriticism to the emerging theoretical concerns in the contemporary age. M.A. EDUCATION

The M.A. Education is offered in four Semester. The courses are designed with a view to makepeople educate, acquaint them with some need based skills that will be essential for living as a humanbeing in the society, as it is called the bedrock of the total growth and development of an individual andthe country. M.A. POLITICAL SCIENCE

The M.A. Political Science – Courses are aimed at enabling the learners to have theoreticalinsights into some fundamental elements in the realm of political thought and philosophy even as thelearners are sought to be acquainted with the actual dynamics of political processes and events atvarious levels of political existence, be it regional, national or international. Accordingly, the learners areintroduced to such areas as political theory and thought, (both Indian and Western), the Indian politicalsystem, public administration encompassing both theory and practice, human rights and so on. (Regular Mode)

Television productions are powerful means of Mass Communication because they simulta-neously influence two of our senses—seeing and hearing. They delight the mind and provide relaxation tothe tired and tense nerves through entertainment. The Television sector is the most booming sector in theentertainment industry. Most of the business conglomerates have invested a large amount of money in thisentertainment sector. This has enhanced the growing importance of the television industry in moderntimes. Television programmes are made by a group of professionals for a large number of audiences.Therefore, education and training of these professionals is very important. The Regular Programme inTelevision Production is intended to provide the necessary knowledge and training facilities to the poten-tial filmmakers and programmers.

Through the introduction of this one year Diploma Programme, it is planed to develop theskills of the trainees through practical classes and production projects besides imparting intensive theoreti-cal instructions. The Diploma in TV Production will be in the regular mode and learners are expected toundergo training and classes five days a week regularly. This one year session has been divided into twosemesters, the first semester will consist of basic theoretical knowledge and the second semester willfocus on Practical knowledge (production and post production). Practical knowledge will be provided tothe learners at the multimedia studio and lab of the University by experts drawn from different fields. Themajor thrust areas of practical classes will be on camera and lighting techniques, non-linear editing, soundrecording, screen writing, producing and directing of screen. The role and effect of media in today’s world are splendid. The Electronic media today is ahuge industry. Radio is one of the oldest form of Electronic media. Radio is also the media which hasbeen on great height in recent times. Keeping this and the needs of the Community including the learnersin view, the KKHSOU has launched the Community Radio Service-”Jnan Taranga” (90.4). The first inthe whole of N.E. India. This PG Diploma course in Radio Production is also the first of its kind in thewhole of the North Eastern Region. The completion of this course will produce skilled professionals inthe field of radio.

This course is divided into two semesters. It is designed to give a very good insight into theworld of radio. It will form the base for anyone trying to enter the media world as part of one’s career.PGDRP is a Diploma Programme in regular mode. It will comprise of two semesters (4 courses in eachsemester) with practicals in the second semester.

The course will cover every aspect of radio which will consist of production of programmesand other technical areas. Eligibility Criteria:

The eligibility criteria for admission into various programmes shall be given hereunder :

I. Bachelor of Computer Application (BCA):

a. Those who have passed Higher Secondary/Pre-University examination with Computer Scienceor Mathematics as one of the subjects.

b. Those who have passed the relevant Bachelor Preparatory Programme (BPP) of this University.

c. Those who have passed Diploma from Polytechnics in any disciplines.

d. Those who have passed Higher Secondary/Pre-University in Arts and Commerce, FinancialMarket Mechanism (FMM) under CBSE, vocational stream with required subject but desire topursue BCA shall have to successfully complete the Papers 4, 5 & 6 of Stream 3 only of BPPcourse. Other papers of the stream are not necessary for them. Such learners may directly enrollinto the BCA Programme provided they take admission simultaneously into the BPP for thosepapers in the first semester itself. Simultaneous Admission:

A learner can pursue a Degree Programme and a Diploma or Certificate Programme at thesame time. Learners pursuing Degree Programmes under any conventional university can simultaneouslytake admission into a Degree/Diploma/Certificate Programme offered by this university. However, alearner shall not be allowed to pursue two Degree Programmes of this University simultaneously.

Lateral Admission :

Learners who have completed Part I and Part II under 1+1+1 system or Part I under 2+1system of any University are eligible to enrol in Part II or 2nd year/3rd Semester of this University withtthe same subjects. In case learners enrol in this University with subjects other than those in their Part Iprogramme they will have to clear those subjects of 1st year under this University.

Duration:

COMMERCE

At the moment the University offers Bachelor of Commerce (B.Com) a three year degreeprogramme which has been designed to meet the needs of the learners in the area of businessand commerce. Business activities play an important role in the economic development of acountry. Under the BA programme of this University, Economics is one of the elective subjects.Being a subject of social sciences, Economics constitutes an interesting area of study. SOCIOLOGY

Sociology is a science endeavouring to study social reality in a holistic manner. It exploresand analyses the linkages between personal lives and the larger social forces of life and theprocess of interrelationship among the various aspects of social life, and social change. It is astudy of action, structure, belief, relations, and issues of power etc. at the local, cross-culturaland global level. Based upon empirical and theoretical knowledge this Discipline undertakesadvocacy and planning social change. It is a crossroad for other disciplines in the humanities.

SANSKRIT

The University introduces three year degree course with Sanskrit as one of the electivesubjects. Sanskrit is regarded as one of the most scientific languages in the world. Diploma in Creative writing in English (DCWE)

In India, the purpose of English is manifold. The language once introduced to this country onMacaulay’s famous Educational Minute of 1835, has now gone beyond its mere functional necessity.Creative Writing in English is an emerging area of interest particularly in the later half of the last centuryand even before that when a host of Indian writers in English have occupied the centre stage of Englishwritings in the global form. In the modern context of Information and Communication Technology, information is availableto us both through print and electronic media. What one needs to know is where to search, how toevaluate and how to organise that information. This programme will introduce learners to the variousareas of Library and Information Science that will help them gain knowledge about the developments incontext of libraries and technologies. This will further generate employability in the academic and indus-trial sector. This Diploma Programme in Library and Information Science is the only programme pres-ently available in the entire North East India.

Computer Science

The University is offering a six month Certificate Programme in Computer Application. ThisProgramme will help the learners to enhance their computer skills and will enable them in office automa-tion as well as in DTP works.

Electronics and Instrumentation

The University offers altogether 9 (nine) need-based certificate programmes under “Electron-ics and Instrumentation.” Repair of mobile phones, repair and maintenance of Audio-visual Equipmentsand electronic domestic appliances, refrigerator and air conditioners and two/three wheelers are someof the very important areas where there is demand for trained manpower. Keeping this in view, theUniversity has introduced certificate programmes on these areas to cater to the needs of the people andcreate avenues for self-employment of the local youths.

The University also offers certificate programmes on two important areas viz., computer hard-ware and computer networking considering the need for technocrats in setting up computer networkingin different organizations and offices. In view of huge for trained people in the trades like welding acertificate programmes has been offered in welding also.

All the certificate programmes are of six-month duration. Learners who have passed the 10th
