Who Serves?The PUC proposes the industry groups select an industry expert who then selects a Joint Industry Spokesperson (and alternate) to serve on the Counter-Terrorism Task Force.
Duties include:Attends all Task Force Meetings & Functions;Maintains 24/7 contacts of all specific industry experts (5 fixed/4 non-fixed);Provides Task Force with Utility Capabilities, Resolves Issues, Assesses Mission Critical Infrastructure & Communications; andProvides prompt flow of information to all utility industry experts & Task Force.
How to Get the Individual Industry Groups Together
PUC/DEP directs each jurisdictional utility to make contact with & establish individual Industry groups in each of the RCTTFs.
Each Individual Industry Group:Meets at least annually;Selects individual industry expert and alternate to represent each industry group; andMaintains a list/roster of all members & contact info.
Role of the IndividualIndustry Groups
Industry Group – All members of a particular industry meeting annually to choose industry expert & establish contact lists for membership.
Fixed Example – Meeting of all water companies in region; and
Non-Fixed Example – Meeting of all trucking companies in region.
Role of the Industry Expert
Industry Expert –Single person (and alternate) Chosen by particular industry to represent the entire industry group. Will meet at least twice annually & maintain contact list of 24/7 of all industry group members.
Fixed Example – One water company represents all water companies; and
Non-Fixed Example - One trucking company represents all trucking companies.
Role of the Joint Industry Spokesperson
Joint Industry Spokesperson– Two persons (and two alternates) chosen by all 9 industries (one fixed/one non-fixed) who represents all of that particular industry on the RCTTFs.
Fixed Example – Water Company may represent electric, wastewater, telecom & natural gas industries and will have contacts for their 5 industry experts; and
Non Fixed Example – trucking company may represent rail, busing, taxi & limos and will have contacts for their 4 industryexperts.
Option - The spokesperson may be from one industry (ex. Fixed) and the alternate from the other (ex. Non-Fixed) or vice-versa.
