1. Introduction
Inprogramyear2014,theestimatedbudgetis$285,000,using$245,000ofestimatedCDBGformulafunds,
$15,000ofprogramincome,and$25,000ofdeobligatedCDBGfunds.
TheCityofGoshenCDBGprogramusesaneighborhoodbasedcommunitydevelopmentapproach,withthegoal
ofconcentratinghousingrehabilitation,infrastructureimprovements,andotheractivitieswithinaspecific
neighborhoodforseveralconsecutiveyears.Thisprovidesmaximumimpact,withprojectfundsreachingmore
families,andadditionallongtermcoststotheCityreducedthroughthestrengtheningofneighborhood
associations.Thisapproachhasbeensuccessfulinseveralfiveyearplans,andtheCityiscommittedto
continuingthisapproachinordertoachievegreaterimpactperdollarspent.
Publicservicegrantsandpublicfacilities&improvementshavetheprimaryobjectiveofcreatingasuitableliving
environment,withtheoutcomesofaccesstoaffordableservicesthroughpublicservicegrants,andpromotinga
morelivable
and
sustainable
community
through
public
facilities
&
improvements.
Rehabilitationofowneroccupiedhousinghastheprimaryobjectiveofprovidingdecent,affordablehousing,
withtheoutcomeofaffordabilityofrehabilitationservices.
Programyear2014willbethefourthyearofinvestmentinHistoricDickersonLandingneighborhood,througha
publicfacilitiesandimprovementsmultiphase,multiyearproject.Allotherprojects/activitieswillhave
locationsdistributedthroughouttheCityofGoshen.

3. Evaluationofpastperformance
Inrecentyears,theGoshenCDBGprogramhasconsistentlymetitsyearlyobjectives,primarilyduetostrong
localpartnerships,activesubrecipients,andthestrengthoftheneighborhoodbasedapproachto
implementation.Theneighborhoodbasedapproachincludessupportforneighborhoodassociations,resultingin
neighborhoodresidentswhoactivelyparticipateineffortstoachieveimprovements.Theobjectivesofcreatinga
suitablelivingenvironmentandsupportingdecent,affordablehousinghavebeenmetbyfundingactivities
whichhavebroadenedaccesstoaffordablehousingandservicesforlow/moderateincomeindividualsand
familiesinGoshen.Theseeffortshavecontributedtoamorelivableandsustainablecommunity.
4. Summaryofcitizenparticipationprocessandconsultationprocess
InputandparticipationareencouragedthroughouttheCDBGplanningandimplementationprocessthrougha
varietyofmethods.Duringthecurrentprogramyear,numerouscontactsandmeetingsoccurredwithagencies
andindividuals,bothformalandinformal.TheCDBGadministratorcontinuedregularparticipationwithseveral
localgroups,suchastheIndianaRegion2HomelessCoalition(thelocalContinuumofCare),andtheLaCasaloan
committee,in
order
to
learn
from
others,
strengthen
relationships
and
work
cooperatively
with
the
local
network,whichisessentialtothesuccessofGoshen'sCDBGprogram.
Invitationstoallpublichearings/meetingsweresenttoabroadcontactlist,includinglocalpublichousingand
serviceagencies,GoshenHousingAuthority,institutionssuchasIUHealthGoshen,GoshenCommunitySchools,
GoshenCollege,Oaklawn,andGreencroftGoshen,Citystaff,CityCouncilmembersandlocalmedia.Asrequired
byGoshen'scitizenparticipationplan,twopublichearingswereheld.Thefirstwasheldtoreviewprogramyear
2013andtosetprioritiesforprogramyear2014activities.Thesecondpublichearingwasheldtoreviewthe
draft2014annualactionplan.Thedraft2014annualactionplanwaspostedontheCitywebsitewithalinkfor
feedback.Noticeoftheavailabilityofthedraft2014annualactionplanwasalsoemailedtothelocalContinuum
ofCare
(Indiana
Region
2Homeless
Coalition).
The
submittal
of
the
final
plan
was
approved
at
apublic
meeting
oftheGoshenCityCouncil.

Apublichearingtoreviewthecurrentfiveyearandprogramyear2013plans,andtodiscussneeds,priorities
andactivitiesforthe2014annualplan,washeldonJanuary23,2014,with13individualsattending,
representingsevenlocalorganizationsandfourCitydepartments.Publicinputfromthemeetingincludes:

HousingNeedsAssessment.Atthetimeofthepublichearing,acountywidehousingneedsassessmentwas
underway,conductedbyCityofGoshen,CityofElkhart,ElkhartCounty,LaCasa,Inc.,andHabitatforHumanity
ofElkhartCounty.Aquestionwasaskedaboutthecompletiondateandavailabilityofthefinalreport,andthe
CDBGadministratorwasunsureofthecompletiondate,butsaidthefinalreportwillbemadepublic,likely
distributedviaemailtotheCDBGcontactlistandpostedontheCity'swebsite.
MovingCDBGForward.TheCDBGadministratorexplainedHUD'sproposaltoestablishaminimumCDBGgrant
threshold,whichasproposedwouldeliminateGoshen'sCDBGformulagrant.ThiswouldmeanGoshenwould
havetoapplyforStateCDBGfunds,whichisacompetitiveprocess,currentlyadministeredbyIndianaHousing&
CommunityDevelopmentAuthority(IHCDA).Onecommentinresponseindicatedthismayprovidenew
opportunities,suchasalocalhousingconsortium.
Severalquestionswereaskedaboutthecurrentfocusneighborhoodandthenextfocusneighborhood,andthe
CDBGadministratorexplainedtherearestillseveralphasesremainingintheDickersonLandingneighborhood
revitalizationproject,andEastGoshenneighborhoodisapotentialareaforthenextneighborhoodrevitalization
focus.Aparticipantaskedifthefocusneighborhoodistargetedforowneroccupiedhousingrehabilitation,and
itwasexplainedthatthisisthegoal.
Oneparticipantexpressedthefollowingunmetneed:transportationforseniors.Relatedtothisneed,several
barrierswereidentified,includinginadequatefundingandincreaseindemandforservices.

Becausethe2014HUDallocationhadnotbeenreleasedatthetimethe2014planwasdeveloped,thebudgetis
estimatedandwillbefinalizedfollowingreceiptoftheactualformulaallocation.Thefinal2014budgetwillbe
revisedupwardordownwardonanacrosstheboardpercentage,basedonthedecreaseorincrease,subjectto
therequiredcaps,withnopublichearing.
Monitoring
Thereareanumberofactionsthatoccureachyeartoensurelongtermcompliancewithprogramrequirements.
Oneoftheseisanannualmandatorymeetingthatisheldwithpotentialpublicservicegrantapplicantspriorto
applicationformsbeingmadeavailable.Thismeetingisheldtoensurethatpotentialsubrecipientsunderstand
CDBGrequirements,andtogiveanopportunityforquestionsanddiscussion.Atthismeeting,basic
requirementsareexplained,alongwiththeapplicationprocess,andquestionsareansweredabouttheCDBG
program.Followingthismeeting,individualmeetingsareheldwithallpotentialnewpublicservicegrant
applicantstodiscusstheproposedactivityindetailandtodiscussthespecificrequirementsoftheCDBG
programrelatedtotheproposedapplicationandactivity.Itisintendedthattheseindividualmeetingswillhelp
ensurethattimeisnotspentonapplicationsforineligibleactivities,andtoensurethattheorganizational
capacityexiststocarryoutandfulfillalltheCDBGrequirements.Inadditiontotheapplicationmeeting,
individualmeetingsaretypicallyheldwithindividualsubrecipientsatthetimeapplicationsaresubmitted,and
alsoatthetimecontractsaresigned,togooverprogramrequirementsandtoansweranyquestionssub
recipientsmayhave.
AllCDBGsubrecipientsarerequiredtosubmitregularreportsusingastandardformprovidedbytheCDBG
administrator.ThereportformincludesashortnarrativeresponseandinformationspecifictoIDISreporting
requirements.Areportisrequiredeachtimearequestforfundsismade,ornotlessthaneachquarterifno
fundsarerequested.TheCDBGadministratormonitorsthestatusofallactivities,includingunspentbalances,
eachtimeareportissubmitted,andeachtimeadrawismadeinIDIS.Atleastonceeachquarter,theCDBG
administratordownloadsandreviewstheIDISPR02report,ListofActivitiesbyProgramYearandProject,to
monitortheCDBGfundsspentandremainingtobespent.
TheCityofGoshenCDBGprogramwillconductannualsubrecipientmonitoringofthePublicFacilities&
ImprovementsprojectandtheOwnerOccupiedHousingRehabilitationproject.Eachyear,theCitywillconduct
onsitemonitoringoffiftypercent(50%)ofthepublicservicesubrecipientprojects,whichwillresultineach
publicservicesubrecipientbeingmonitoredeverytwoyears.
The
City
of
Goshen
will
conduct
an
on
site
visit
at
the
agencies
being
monitored.
A
notification
letter
will
be
sent
totheagenciesbeingmonitored,withthedateofthevisitandidentifyingthefilesand/orspecificitemsthatwill
bereviewed.AchecklistgeneratedfromAppendix521ofManagingCDBG:AGuidebookforGranteeson
SubrecipientOversightwillbeusedtoensureacomprehensivereviewoftheprogram.Followingthemonitoring
visit,aletterwillbesenttoeachagencymonitored,detailinganydeficienciesfoundandareasthatneed
improvement.

whicharedeveloped,facilitatedandmaintainedthroughregularcontact,areaprimarystrengthofGoshen's
CDBGprogram,andensureconsistentimplementationoftheannualplan.Oneoutcomeofthesepartnerships
hasbeenseveralcombinedapplicationsforgrantfunding,suchasthesuccessfulapplicationtoIHCDAfor
NeighborhoodStabilizationProgramRound1,whichisapartnershipoftheCityofGoshen,Habitatfor
Humanity,andLaCasa.Anotherjointgrantapplication,betweenLaCasaandtheCouncilonAgingofElkhart

Beginninginprogramyear2011,HistoricDickersonLanding(HDL)neighborhoodwasthenewfocus
neighborhood,whereCDBGfundswillbeinvestedoverthenextseveralprogramyears.Thiswillcontinuein
programyear2014.TheHistoricDickersonLandingneighborhoodlieswithinCensustract2,blockgroup3.The
basisforallocatinginvestmentinthisneighborhoodisthatCensusdataindicatethatapproximately57percent
oftheneighborhoodpopulationislow/moderateincome,theneighborhoodhasbeenshowingsignsof
deteriorationduetoitbeinganolderneighborhoodnearthecentralcity,andCDBGfundsarematchedwithCity
fundsthroughamultiphase,multiyearprojectthatallowsCDBGfundstohaveamuchgreaterimpactthan
couldbe
achieved
with
CDBG
funds
alone.
As
part
of
the
process,
LaCasa's
neighborhood
outreach
worker
will
continueworkingwiththeHDLneighborhoodassociation,tostrengthenneighborhoodcapacityandtofacilitate
theimplementationofCDBGactivities.
Duringprogramyear2014,theimplementationoftheCity'sNeighborhoodStabilizationProgramRound1
(NSP1)grantwillcontinue.Theinitial$2.1milliongrantwasspentasrequiredbyMarch2013.TheNSP1grantis
ajointeffortoftheCity,LaCasaandHabitatforHumanityofElkhartCounty.The$2.1millionNSP1grantfunded
theacquisitionof16residentialpropertiesforrehabilitation/redevelopment,threeacquisitionsfordemolition,
andthedemolitionofthreeuninhabitableproperties.Todate,twelvesinglefamilyhomeshavebeen
rehabilitated/redeveloped,with11soldandowneroccupiedandoneoccupiedasarental.Onemultifamily
home(six
unit)
was
rehabilitated
and
is
fully
occupied
as
arental
property.
The
remaining
three
single
family
propertieswillbecompletedasfundsareavailable.
Withanestimatedbudgetof$100,500forpublicfacilities&improvements,approximately$15,000forowner
occupiedhousingrehabilitationinthefocusneighborhood,and$5,000forplanningactivitiestosupportthe
neighborhoodbasedstrategy,atotalof$120,500or42percentofthe2014CDBGbudgetwillbededicatedto
thefocusneighborhood.
TheHistoricDickersonLandingneighborhoodlieswithinthelargernorthGoshenarea(seemapfollowing),
whichistheareawiththehighestconcentrationsoflow/moderateincomepopulation,andistheareawithin
whichall
recent
CDBG
focus
neighborhoods
have
been
located.
With
neighborhood
based
community
development,thegoalistoconcentrateinfrastructureimprovements,housingrehabilitationanddevelopment
activitieswithinaspecificneighborhoodoverseveralyearsinordertomaximizetheimpactperdollarspent.
CDBGfundsalonearenotadequatetoimplementlargescaleprojects,sobycombininglocalfundswithCDBG
fundsamoresignificantinfrastructureprojectisabletobeimplemented.

Asawaytoremovebarrierstoaffordablehousing,theCityprovidedaloantoLaCasa,tobeusedinLaCasa's
RevolvingRealEstateDevelopmentFund.Thefundwasestablishedwiththeintenttoacquire,rehabilitateand
returntohomeownershipvacantinvestmentproperties.Withinneighborhoods,residentsoftencitevacantand
dilapidatedpropertiesasamajorconcern,andthisfundseekstoaddresstheworstoftheseproblemproperties.
PotentialhomebuyershaveaccesstoLaCasa'shomeownershipandfinancialfitnessclasses,andfundingthrough
LaCasa'saffordablehousingloanpoolwouldbeavailabletothosewhoqualify.

ThemostdirectmethodofpreventinghomelessnessfortheCityistheHousingChoiceVoucherprogram,which
isoperatedbyGoshenHousingAuthority(GHA).TheGHAoperationsarecurrentlyadministeredbyWarsaw
HousingAuthority(WHA)throughaconsortiumagreementbetweenGHAandWHA.TheGHASection8Housing
Choicevoucherannualbudgethasbeenapproximately$1.5million,andsupportsupto320vouchers, with260
voucherscurrentlyinuse,includingtwo(2)usedforhomeownershipand62forpersonswithdisabilities.
Atthepresenttime,thereisnotacoordinateddischargepolicyinplaceforElkhartCounty.Inthepast,thishas

Previously,theIndianaCoalitiononHousingandHomelessIssues,nowsubsumedthroughIHCDA,developedan
actionplantoendchronichomelessness,whichincludesastrategytoensurethatindividualsarenotreleased
frominstitutionsintohomelessness.ThisplanwaspresentedanddiscussedattheIndianaRegion2Homeless
Coalition.
SeveralyearsagotheElkhartCountySheriff'sDepartmentinitiatedareentryinitiative,ElkhartCountyReentry
Initiative(ECRI).Thegoalistoreducerecidivism,whichisestimatedat3070%forElkhartCounty,whichhas700
inmatesper
year
coming
back
to
Elkhart
County
from
prison.
The
reentry
initiative
is
intended
to
facilitate
networkingwithresources,tohelpremovebarrierstosuccessfulreentry.Someofthechallengesfacedby
individualsreturningtothecommunityfromprisonareemployment,education,housing,transportation,access
toresources,health(addictions/mentalillness/physical),accountabilityandachangingworld.ECRIisproviding

Actionsitplannedtoremoveoramelioratethenegativeeffectsofpublicpoliciesthatserveas
barrierstoaffordablehousingsuchaslandusecontrols,taxpoliciesaffectingland,zoning
ordinances,buildingcodes,feesandcharges,growthlimitations,andpoliciesaffectingthereturnon

providingassistancethroughaninterlocalagreement.Theleadhazardcontrolgrantcompletedinprogramyear
2011assisted67housingunitsinGoshen,outofatotalof197unitsassistedcountywide.The$3milliongrant
wasmatchedwithapproximately$973,632oflocalfunds,inathreeyearprogramwhichfundededucation,
outreachandtraining,andaddressedleadhazardsinatotalof197housingunits.MajorpartnerswereElkhart
CountyHealthDepartmentandLaCasa,withmanyadditionalcommunitypartners,includingtheCityofGoshen
andCityofElkhart.ThisinvestmentprovidesanadditionalpositiveimpactwithintheCDBGtargetareaand
strengthensthe
overall
community
development
efforts
taking
place
within
the
City
of
Goshen.
AstheCityofGoshenhasnocityhealthdepartment,theCityisunderthejurisdictionoftheElkhartCounty
HealthDepartment,whichprovidesfreeleadscreeningtests,takesreferralsfromlocalphysicians,andfollows
upwithcasemanagementandenvironmentalinvestigations.AsofMarch2014,theDepartmentemployedfive
licensedleadinspectors.TheCommunityHealthNursingprogramwasmanaging54leadcasesasofMarch2014,
and612leadscreeningswereconductedin2013.Thedepartmentconducted66leadriskassessmentsand64
leadclearanceexamsin2013.IdentifiedleadpoisoncasesarereportedtotheStateBoardofHealth,the
propertyownerandtheparents/guardian.
TheCityandLaCasawillcontinuetoinspectforandaddressleadpainthazardsinthehousingrehabilitation
program,andwillprovideparticipantswithinformationregardingleadpainthazards.Basedoninformation
fromtheHealthDepartment,education,bloodtestingandcounselingmaybethemostcosteffectivemeasures
tolowercasesofleadpoisoninginchildren.
Actionsplannedtoreducethenumberofpovertylevelfamilies
Theantipovertystrategyforprogramyear2014willnotchangefromwhathasbeenusedinpreviousCDBG
programyears.Theantipovertystrategyisacomponentofeachcommunitydevelopmentandhousing
objective,andassumesthatthemosteffectivetoolsforreducingpovertyareeducation,trainingandaccessto
supportive
services.
These
are
all
key
components
of
the
housing
rehabilitation
program,
the
public
service
grants,andtheneighborhoodbasedcommunitydevelopmentefforts.CDBGassistancewillbepartofthe
overallstrategytoprovidehouseholdsinpovertywiththeeducation,servicesandsupportnecessaryfor
successfulemployment,suchastransportation,rentalhousingassistance,casemanagement,childcare
assistanceandhealthcareassistance.Homeownershiptrainingandfinancialfitnesstrainingwillbeavailableto
neighborhoodresidentsthroughtheowneroccupiedhousingrehabilitationprogram.
TheHousingChoicevoucherprogramisanessentialfoundationoftheCity'shousingstrategy,asitassists
familiessothattheypaynomorethan30percentoftheirgrossincomeforrentandutilities.Thisreducesthe
needforconstantshiftingofhousingunits,andprovidesstabilitysochildrenareabletoremaininthesame
schoolfor
no
less
than
one
year.
In
addition
to
the
Housing
Choice
voucher
program,
other
affordable
housing
in
Goshenincludes267Section8elderlyunitsatGreencroftGoshen,41unitsinMapleLeafCommons,aSection

isthelocalRegion2ContinuumofCare,andGoshen'sCDBGadministratorservesontheexecutivecommitteeof
