The WCIT-12 Secretariat is pleased to present the WCIT Proposals Management System (PMS) which has been developed to assist you with tracking proposals received for the work of the World Telecommunication Standardization Assembly (WTSA-12) and the World Conference on International Telecommunications (WCIT-12).

1) Proposal index

In accordance with the provisions of No. 42 of the General Rules of Conferences, Assemblies and Meetings of the Union, the secretariat will annotate proposals with index numbers. Each proposal will carry a sequential number to identify the provision to which the proposal is related. The index number will be composed as follows:

ACTION ABC/25/3

- ACTION: Will be proposed as follows:

- ABC: is the Source (code of the Member State(s) author(s) of the proposal(s))

- 25: is the document number assigned by the Secretariat in which the proposal is published. - 3: is the number of the proposal within that document.

2) Proposal ordering

By default, PMS lists all proposals submitted for the work of the Conference. Proposals are sorted in accordance with the International Telecommunication Regulations (Melbourne, 1988).

Example:

The order of the proposals may be changed by clicking on one of the following options on the header of the table: Source, Doc. Number, Proposal, Action, Parts, Provision.

The Up Arrow on the Source column means that the result will be ordered in Alphabetic or

Numerical order.

If you click again on the Source column, a down arrow will appear and the list will be displayed in opposite order to the first selection.

3) Proposal download

The system provides direct access to texts of proposals or to complete texts of contributions in the six official languages of the Union:

Text of proposal = Incomplete icon

Text of contribution = Complete icon As soon as a contribution is published, the complete text of the contribution and its proposals are listed in PMS. To open files, click on the relevant icon. When opening the first file, you will be requested to log in using your TIES account.

5) Proposal filtering

PMS allows you to search and filter information (see left margin)

Once the criteria is selected, confirm by clicking on “Apply” (or “reset” if you wish to cancel a filter and choose another one).

5.1 CWG-WCIT12 output

To facilitate the work of WCIT-12, access is provided to the output of the Council Working Group to prepare for WCIT-12 (ref Document WCIT-12/4(Add.2)). To see CWG-WCIT-12 output, select the appropriate box in the left margin and click on Apply.

5.2 Filter by Document Type

During the conference, in addition to proposals, PMS will also provide access to texts submitted to the Editorial Committee (White Series of Texts), as well as texts submitted by the Editorial Committee to the Plenary (Blue and Pink Series).

5.3 Filter by Subject

For example, click on Draft new Resolutions and on Apply.

5.4 Filter by Source

Search can be done by Country Code or by Country Name.

5.5 Filter by Document Number

Search by document number can be fine-tuned by adding the suffix number (example below related to Addendum 1 to Document 3).

5.7 Filter by Provision

The example below lists all proposals related to Article 8

5.8 Filter by Date

Select a date range to view all proposals published within a given period (example below covers 8-9 October).

6) Proposal tracking

The icon under the Properties column provides more detailed information regarding the status of proposals, their progression, and their life track.

Within the Inheritance area, PMS will display the life track of the proposal.
