This is a significant project for the Town, and we feel that the Wright-Pierce team has the planning, design, and regulatory experience necessary to effectively address the many issues involved. The following are some factors that we feel position Wright-Pierce as an excellent choice to assist the community with this project: Familiarity with the Community: Wright-Pierce staff has a long-standing working relationship within

the community over a wide range of project types, from shoreline stabilization efforts at Ellis Short Sands Beach, to sewer and water infrastructure projects, coordination with the planning department and GIS mapping services for the Town.

Ability to Meet the Town's Needs in a Timely Fashion: With a professional staff of over 200

engineers, landscape architects, planners, architects and support staff, our team has the ability to promptly apply the resources necessary to meet the Town of York’s needs. Our staff is prepared to initiate work on this project immediately following authorization to proceed.

Effective Public Involvement: The facilitation of a successful Master Planning process and

subsequent implementation of the community’s visioning goals for the project will rely on an effective public participation process. Our team has worked with a great many communities to facilitate public meetings and workshops that are both efficient and effective. We will engage community members, with special emphasis on stakeholders throughout the planning, design and construction phases of the project. We have selected each of our team members to ensure that they possess the necessary communication skills to present relevant information in a public setting in a way that can be easily grasped by the layperson.

A History of Involvement with Infrastructure Planning and Design within the Southern Maine

Coastal Region: Over the past several years, Wright-Pierce has had the opportunity to provide a wide variety of consultant services to Maine’s southern coastal communities for public infrastructure projects including waterfront and community revitalization master planning, shoreline stabilization, marine infrastructure, complete streets and bicycle and pedestrian safety improvements, traffic engineering, MS4 compliance and coastal resiliency planning, including similar project efforts in Kittery, Ogunquit, Wells, Biddeford, Saco, Old Orchard Beach and Portland. Through these efforts,

our team has had the opportunity to develop relationships with supporting regulatory and funding agencies including recent and ongoing efforts supported with funds from MaineDOT’s MPI programs.

B A C K G R O U N D

The voters of the Town of York have approved a series of separate capital improvement projects within the Long Sands Beach Area to improve public facilities (bathhouse, roadway, sidewalks and drainage) many of which were originally constructed in the 1940s and 1950s. These projects include:

A drainage project just north of the Anchorage Inn A drainage project just north of the Long Sands Beach Bathhouse Replacement of the Long Sands Beach Bathhouse Long Beach Avenue Improvements supported by a Municipal Partnership Initiative grant

These projects are intended to be combined in an effort to take advantage of economies of scale, of close proximities, and to improve coordination among all four projects. As a first step, the Town would like to develop a master plan for the Long Sands Beach area, incorporating these projects into an overall concept plan supported by a public input process.

The Town’s total estimated project budget is $1,787,000. The Town intends to bid the construction of the bathhouse separately from the roadway, drainage and other infrastructure projects.

SC O P E O F SE R V I C E S

Based on our understanding of the project goals we propose the following scope of services:

Task I - Initial Assessment of Existing Condition Plans & the Perfecting of Property Rights & Ownership

Review readily plan materials, reports, grant applications and other pertinent data available from the Town, MaineDOT, local utilities and environmental regulatory agencies

Conduct a "kickoff" meeting with appointed Town Staff and Committee(s). At this meeting we will: o Review protocol for project-related communications o Confirm project scope of services and schedule o Review existing survey plan materials o Identify areas of the project that may need additional survey effort and acquisition /

perfecting of property rights and ownership o Confirm desired goals and format of the public input process

Task II - Conceptual Design (25%) & Facilitation of a Public Input Process

Establish and administer a project webpage throughout the duration of the design and construction period to serve as a means to keep the public informed of the project design development efforts, project scheduling and anticipated construction impacts (temporary and permanent).

Develop a maximum of three initial concept plans and review with Town prior to public presentation.

Facilitate a public input workshop. Assess public input and discuss results with the Town at a review meeting to identify a preferred

concept plan for refinement. Develop a preferred concept plan. Facilitate a second public input meeting to present the preferred concept plan. Finalize a preferred concept plan based on public input and review with the Town Staff.

Task III - Preliminary Design (50%)

Perform additional field surveys as necessary based on the preferred concept plan outcome.

Perform a geotechnical test boring and produce a geotechnical report in support of proposed bathhouse facility improvements.

Develop draft preliminary design plan for review submission to: the Town; local utilities and MaineDOT; and MaineDEP and U.S. ACOE.

Refine the preliminary design materials and review at a meeting with the Board of Selectmen. Provide final preliminary design materials (plans, typical sections and details, construction cost

estimates, design reports)

Task IV - Final Design & Permitting

Perform final plan coordination with: the Town; local utilities and MaineDOT; and MaineDEP and U.S. ACOE.

Assist the Town’s attorney by providing supporting survey plan exhibits for use in recording any property acquisitions as necessary by the Town.

Submit environmental regulatory permits to MaineDEP and U.S. ACOE as necessary. Provide draft final design plans, specifications and construction cost estimates for Town review. Attend a meeting with the Board of Selectmen to present the project design effort to-date. Revise the final design plans, specifications and construction cost estimates based on Town and

Board of Selectmen final review comments and provide the Town with a complete set of final design plans, specifications and construction cost estimates in preparation for two separate bid and construction administration projects.

Provide final Construction Documents and deliverables.

Task V - Bid Administration

The Bathhouse and the Roadway, Drainage and Infrastructure projects will be administered separately during the bid period following the same detailed tasks as listed below:

Preparation of final bid plans and specifications in accordance with the Town’s bid process and any

regulatory permitting requirements. Distribution of bid materials (and any necessary addenda) to prospective bidders, Owner and plan

holding agencies; Administer the bid opening; Review bids and provide a recommendation regarding award of a construction contract;

Task VII - Construction Administration

The Bathhouse and the Roadway, Drainage & Infrastructure projects will be administered separately during construction following the same detailed tasks as listed below: Prepare executable notice of award, notice to proceed and contract agreement documents; Administer a preconstruction meeting with the Town, selected contractor, MeDOT and local utilities; Administer weekly project status meetings at the Town Office with the above stakeholders; Address construction questions, materials testing and perform site inspections as requested and

scheduled by the Town’s full-time resident project representative; Administer contractor RFI's, shop drawing submittals, change orders, and payment applications; Perform a final site inspection and develop a final punch list.

We understand that the final proposal and details of a contract are to be determined after selection of a qualified team, and may vary pending further discussion with Town Staff and the Board of Selectmen.

OVERALL COMPANY STRUCTURE

Wright-Pierce is a 200 person multidisciplinary firm focused on serving municipal clients for over 67 years. Jon C. Edgerton is a Senior Vice President with the company and Practice Group Leader for the Civil Division within Wright-Pierce. Other Practice Groups include Water, Wastewater and Building Design Services. Please visit www.wright-pierce.com for further details about our company. Our Civil Infrastructure Division includes engineers, planners, landscape architects, stormwater and utility engineers, asset management analysts, GIS specialists, permitting and funding specialists. Our in-house range of experience and expertise positions us to be well suited to meet design, permitting and construction administration needs of the Long Sands Master Planning project. The above organizational chart presents the key team personnel and management structure. A brief description of each of the key team member’s team roles and relevant multi-dimensional municipal project experience is noted below. Resumes for each are included in Section 8 Appendices

Jonathan C. Edgerton, PE, will serve as Principal-in-Charge and Project Manager He has 29 years of consulting experience with a major focus on the planning and implementation of community revitalization projects. As Practice Group Leader of Wright-Pierce’s Civil Division, Jon plays a role in over 200 municipal projects representing the full range of public infrastructure planning, design and implementation efforts that are to be addressed by the Town’s Long Sands Beach Master Plan project. Over the years Jon has worked on a number of projects in York.

Jan Wiegman, PE will serve as Senior Civil Engineer. He has a background in transportation, stormwater and utility design and will provide lead civil engineering support for the project. He brings over 28 years of design experience and has worked on utility, roadway and pedestrian development projects throughout the state and New England.

Jennifer Claster, RLA, a Maine licensed landscape architect at Wright-Pierce, will serve as a Lead Landscape Architect. Jennifer’s areas of expertise are landscape and open space design, bicycle and pedestrian facilities planning and design, complete streets design and implementation, and local and regional wayfinding signage systems. Jennifer is also responsible for public meeting facilitation and visual communications of many of our community planning projects. Jennifer is currently working on similar multi-dimensional municipal infrastructure projects for the City of Bath, Town of Yarmouth, PACTS and the Town of Kittery.

Jeffrey Normandin, GISP, a York resident, will serve as GIS and Asset Management Analyst. Mr. Normandin has 15 years of experience in both the public and private sectors. His experience includes raster-based analysis of watersheds and viewsheds, the creation of municipal asset management databases; evacuation plans; and habitat modeling and conservation planning. As a local resident, as well as by serving the community in a professional consultant role Mr. Normandin brings valuable insight into the community’s project master planning process.

Dan Pratt, PE, will serve as Architectural Engineer. Mr. Pratt is the senior architectural engineer in the Building Practice Group. His experience includes dozens of feasible building solutions and associated building services components for a wide variety of municipal building projects. Mr. Pratt is responsible for hands-on review as well as oversight of the groups architects, structural, mechanical and electrical systems engineers who evaluate and design these building systems.

Christine T. Rinehart, PE, will serve as a Stornmwater Engineer. Ms. Rinehart has focused her experience over the past 6 years on watershed protection efforts, including providing assistance to a number of communities in administering compliance with the Federal NPDES Municipal Separate Storm Sewer (MS4) Program. She works with municipal clients to develop NOIs, SWMPs, conduct public outreach and education venues and prepare annual reports including efforts for the City of Portland, and the Towns of Old Orchard Beach, Falmouth, and Gorham, Maine. She was formerly with Edwards and Kelcey during development of the Town of York’s Stormwater Drainage Study.

Sub-Consultants Maine Traffic Resources, is a Maine Certified MBE and DBE consulting engineering firm. Diane Morabito, PE is the firm’s principal and has collaborated with Wright-Pierce on multiple projects throughout Maine involving pedestrian and vehicular traffic safety improvements.

S.W. Cole is a well-established geotechnical engineering firm throughout New England, with over 35 years of experience serving municipal clients. Wright-Pierce routinely partners with S.W. Cole on the majority of our projects involving building design in need of supporting subsurface geotechnical investigations and assessment.

Wright-Pierce is a full-service, New England based consulting firm providing a full range of planning, design and engineering services focused on municipal infrastructure for more than 67 years. We successfully complete dozens of projects across multiple disciplines per year, ranging in size from less than $50,000 in total project costs to more than $50-million. Our Civil Infrastructure Group which will perform the majority of the consultant services for this project has over 200 active projects at any given time, addressing all of the multi-dimension aspects of this project and serving as a tremendous technical knowledge base at our staff’s fingertips. Our field representatives communicate with SmartPhone and Tablet Devices with our Office Staff. Our surveying staff have Trimble Total Station and GPS field recording equipment, maintained on an annual basis. Our principal-in-charge assigned to your projects is now completing several assignments and is ready to take on additional projects, Jonathan Edgerton, PE will be responsible for maintaining availability of key personnel for the Long Sands Master Planning project. As a stockholder, vice president and member of the Wright-Pierce Board of Directors, Mr. Edgerton has the authority to see that your project is adequately staffed.

The following project profiles are a sample of some of the most relevant, recent project efforts Wright-Pierce has managed for communities in Maine, involving similar multi-dimensional efforts to those of York’s Long Sands Beach Master Plan project goals:

North Street Improvements North Street is an important walking and biking route within the City of Bath, connecting cyclists and pedestrians from the Downtown to a shared use path on Congress Avenue, with further connections to the Bath Middle School, the Whiskeag Trail, and the Bath Shopping Center. North Street is part of US Bicycle Route 1A and the on-road interim route for the ECG, and will be part of the planned Androscoggin to Kennebec Trail. The City’s 2011 Bicycle and Pedestrian Plan designated a portion of it a Primary Bike Route.

The City determined that the roadway should, at a minimum, be re-paved. As part of the re-paving, the roadway section could be re-defined to eliminate excessive impervious surface and to create opportunities for pedestrian and bicycle improvements, plantings, and green infrastructure. The City received federal CDBG funding for stormwater improvements and MaineDOT MPI funds for roadway improvements in 2014/2015 and Wright-Pierce is in the process of completed the final design plans and specifications with the goal of constructing the project in 2015.

PACTS Regional Bicycle and Pedestrian Wayfinding Program Wright-Pierce and graphic designers Woodworth Associates are conducting a multi-phased study for regional bicycle wayfinding throughout the Portland Area Comprehensive Transportation System (PACTS) region. The study involves significant outreach with PACTS partner communities, as well as MaineDOT, the East Coast Greenway, and local trails and bike-ped advocacy organizations.

The goal of the project is to identify a system of regional bicycle routes linking significant destinations throughout the region, and to develop guidelines for wayfinding signage to and from the regional bicycle destinations along these routes, including sign prototypes (content and design), and placement guidelines. Using a questionnaire and meetings with PACTS stakeholders organized by subregion to obtain initial feedback on bicycle routing and destinations, the study has defined accepted regional routes with connection to major bicycle spines such as U.S. Bike Route 1 and the East Coast Greenway. Destination

signage has been developed to guide visiting cyclists to such destinations as neighborhood centers, beaches, and parks. Coordination with MaineDOT and the East Coast Greenway has been ongoing to avoid duplication of effort with concurrent efforts to sign Maine’s state bicycle routes.

PACTS Multimodal Complete Corridors and Centers Concept Plan Wright-Pierce, T.Y Lin International and Amanda Bunker (Planning Consultant) are currently assisting PACTS with the update of its Long Range Regional Transportation Plan (LRTP) – Destination Tomorrow. Since the last update, performed in 2010, the following changes have occurred:

PACTS has grown from 15 municipalities to 18 MAP-21 has resulted in requirements to integrate

performance targets and measures into the LRTP PACTS commissioned a Congestion Management

Process Report, completed in August 2013, which demonstrates how a performance-based plan can be designed that aligns Destination Tomorrow policies with a set of objectives, which are in turn linked to performance measures that can be evaluated using existing (or soon-to–be available) data.

The Long Range Regional Transportation Plan is focused on:

o Emphasized regional corridor multi-modal projects, including nodes within town/city centers that are within regional corridors

Within the PACTS region, investment in the transportation system has traditionally been skewed toward automobiles, resulting in a modal imbalance in the region that disadvantages walking, cycling, and transit. This project is evaluating the major transportation corridors in the region using existing data and will help the member communities prioritize projects that contribute to the rebalancing of transportation modes to allow bicycling, walking, and transit, as well as travel by automobile. Areas of roadway that are deficient and unsafe for all modes will be identified, improvement projects will be defined, and these projects will be prioritized by municipality and by PACTS sub-region. The result will contribute to the eventual realization of the LRTP Committee’s “Complete Corridors and Centers Concept.”

Milliken Street Restroom Facility, Old Orchard Beach, ME Wright-Pierce provided conceptual master planning in association with the Town’s public parking facilities and coastal stormwater management plans, to construct a new restroom public facility in the downtown. The project involved all aspects of project development, from planning, through design, permitting, bidding and construction administration.
