ABOUT SAPOAA noteworthy quest

The property sector is dynamic and boasts rapid technological advancements and ever-changing green economy considerations. In order to keep abreast of the latest trends and pioneer property innovations, it is crucial that property professionals constantly enhance their skills and acquire new knowledge on sector-related matters. It is with this quest in mind that SAPOA prioritises the provision of professionally designed training and development opportunities as one of its major objectives. Through collaboration with the UCT Graduate School of Business, SAPOA continues to present the Property Development Programme (PDP), which has seen numerous property leaders participating as delegates, lecturers or guest speakers, through the decades. The acquisition of novel skills is the cornerstone of the property sector’s advancement and SAPOA ensures that high quality property professionals, such as this year’s candidates of the PDP, are able to access sector-specific training within an interactive environment that encourages collaboration with industry peers. True to the PDP’s reputation of excellence and quality assurance, the selected delegates are top achievers at their various organisations and promise to not only acquire skills, but to contribute in the networking and collaborative element of the course, beyond the seminars. Similarly, high calibre lecturers and speakers will leave no stone unturned in unearthing some of the most contemporary challenges facing the sector and leading discussions on progressive solutions to some of these concerns. Delegates can be assured that the programme is of the highest quality. Since its inception, PDP has attracted delegates from across the globe. The intensive course is designed to immerse participants in topics including property finance, valuation, property law, negotiation, investment, development, marketing and management through interactive participation and simulated project design. Delegates complete various projects ranging from valuation of property financing alternatives for property developments or acquisitions to town planning implications of developments. The projects are undertaken collaboratively in groups and the top two projects will be awarded prizes by sponsors, Hamlyn Gebhardt Quantity Surveyors and SVA Architects International. SAPOA is enthralled with your participation in the programme as each delegate will walk away with enhanced expertise which can only positively contribute to your current and future roles within the property sector. Message from the Chair

Partnering with the Graduate School of Business of the University of Cape Town, the PDP is designed to sharpen skills, broaden knowledge and inspire leadership.

Celebrating its 50th year, PDP is respected for its high standard of instruction, which is matched to the high caliber of its participants, with in-depth insight from national and international standards. It has earned a proud reputation as an executive management programme for property professionals on the continent.

Its technical base covers the property principles and practices of property investment, economics, development, marketing and property management and builds on this with strategic thinking, negotiation and presentation.

Its benefits extend well beyond technical learning and critical thinking. PDP is a compelling platform for the exchange of ideas with industry leaders, peers and co-delegates. It is a unique opportunity to build long-lasting business and personal relationships with course colleagues from a multitude of disciplines.

This year, the programme highlights responses to current issues that have the most influence on our industry. In a difficult operation environment, more and more property role-players are looking beyond our borders for opportunities. Welcome Address

It is with great pleasure that we welcome you to the 50th class of Property Development Programme (“PDP”).

This prestigious and popular programme is presented jointly by the South African Property Owners Association (“SAPOA”) and the Graduate School of Business (“GSB”) of the University of Cape Town (“UCT”). The PDP is one of the intensive premier executive property development programmes designed for a variety of professionals in property industry. Its aim is to equip delegates with an in-depth understanding of the various aspects of property development inclusive of architecture, Law, Investment, marketing, property management and feasibility studies etc.

Over the past 50 years, PDP has attracted delegates from as far as India, Mauritius, Egypt, Seychelles and the SADC countries and this year is no exception. Very experienced and knowledgeable lecturers are sourced far and wide to present lectures in their fields of expertise. It is this infusion of the variety of minds in various disciplines that makes the PDP a rich experience for all who attend.

Over the next two weeks you will enjoy well prepared presentations which will provide you with a new gratitude for the industry. Through these lectures you will gain a better understanding and appreciation of the roles and responsibilities of the various disciplines. Barry Standish is a Professor of Economics at the Rotterdam School of Management in the Netherlands, and Director and partner of Stratecon, an applied economic research company. His flagship assignments include the development of a platinum price forecasting model for Anglo Platinum, a simulation model to illustrate the impact of alternative socioeconomic paths on the West Coast, economic analyses of the ring road in Mauritius and the N3 bypass near Pietermaritzburg, as well as economic analyses of the Saldanha IDZ, the Atlantis SEZ and the Western Cape maritime industry. He’s been involved in economic impact assessments for Vodacom, Sun International and the V&A Waterfront, and played a part in optimising the government transport fleet for the Western Cape Provincial Treasury.

Clifford Hayim is Director of Contracts on Demand, a provider of electronic services and contract law workshops to the property industry in conjunction with PROCSA, Norton Rose, Edward Nathan Sonnenbergs, Werksmans Attorneys and Eversheds Sutherland. He is also the MD of Ferrer Hayim, and has been a practising quantity surveyor for 30 years. He is a registered professional member of RICS and ASAQS. With a BSc in quantity surveying and a master’s degree in property and construction, he lectures at Wits in the School of Construction Economics and Management, as well as at UCT, SAPOA, the College of Property Management and Development, and TUHF. He specialises in financial feasibility and property valuation, and has been developing software for the property and construction industries for the past 20 years.

Catherine is a built environment, public sector governance specialist and professional urban planner. Her practice is focused on the integration of development planning with public finance and sector planning – towards more inter-disciplinary, practical and implementable plans that achieve the spatial transformation of South African cities. Catherine has 20 years of professional experience, presently the Director Spatial Planning for the Western Cape Government, Catherine previously held the position of Director: Spatial Planning and Urban Design in the City of Cape Town. Catherine has consulted to the National Treasury’s Cities Support Programme, has worked for local government in the UK and in the South African NGO sector providing technical support to landless urban poor’s initiatives to secure land and housing.

Dorah Modise is the CEO of the Green Building Council South Africa. She is an innovative, passionate public sector leader, local government executive, sustainability specialist, and corporate and cooperative governance specialist with more than 20 years of experience in the field. She spent a substantial part of her career in the sustainability space of the public sector at national and local level, has led national delegations to UN negotiations on sustainable development for many years, and was instrumental in the establishment of the Notational Green Fund. She holds an MBA from the University of Pretoria’s Gordon Institute for Business Science, a master’s degree in environment and development from the University of Sussex; a post-graduate diploma in environmental diplomacy from the University of Geneva, and a BTech in environmental health from the Tshwane University of Technology.

Dave Duarte is a social marketer, educator and entrepreneur who helps brands and leaders align their vision and impacts through technology and behavioural insights. As founder of Treeshake, he has worked in more than 20 countries to build campaigns towards the UN Global Goals. He also runs the Ogilvy Digital Marketing Academy, which helps the agency remain at the forefront of marketing innovation. Listed by the World Economic Forum as a Young Global Leader, he has been invited to address world leaders in Davos. He serves as Chairman of the Reach Trust, a non-profit developing mobile apps to improve literacy, numeracy and employability of South Africans, and as a voting member of the academy of the Global Teacher Prize. He was previously the programme director at UCT’s Graduate School of Business, served on the Board of the Mail & Guardian, and co-founded the social media agency Cerebra.

Clive Shepherd is the Chairman of DSA Architects International, a firm with offices in Johannesburg, Dubai and Lisbon, and a total staff compliment of 170. DSA Architects is a truly international practice, having completed projects in more than 30 countries worldwide. Shepherd has a bachelor’s degree in architecture from the University of Natal, and is a member of both the Institute of South African Architects and the Royal Institute of British Architects. With more than 37 years of experience in the business of architecture, he has worked on projects in the fields of hospitality, healthcare, education and commercial property. He is also a former Chairman of SAPOA’s PDP Committee.

After decades in academia and private practice, Dr Helgo Schomer now focuses on sharing his insights with the public. His motivational topics range from handling daily stress to persuasive communication and health behaviour modification. Talks can be tailored to any audience, whether that means speaking to matric students about surviving the last year of school, high-flying entrepreneurs about staying motivated during the lean years, or athletes about getting the mind and the body in tune. Dr Schomer’s talks are clear and easy to understand, using humour to highlight important points, and his practical messages are conveyed in an energetic, engaging way. He is also a regular contributor on SAFM, 567 Cape Talk and Talk Radio 702.

Guy Nicolson has been practising in his own environmental and related land use planning consulting firm since 1993. He has postgraduate degrees in ecology and education, and a master’s degree in urban and regional planning. He is professionally registered as an environmental scientist and ecologist, and is often assisted by other specialists on specific projects. His clients include central, provincial and local governments, parastatals such as Eskom and PRASA, the Development Bank of South Africa, town and regional planning commissions, and several property development companies. He also has clients in other southern African countries and in the Seychelles. He is known in both the private and the public sector as a leading local environmental consultant who offers an independent, specialised and efficient service.

Henry Chitsulo has more than 26 years of experience in investment banking and real estate and property development. Previously a Director in the Real Estate Investment division at Standard Bank and National Manager of Property Equity Investments at Absa, he was also a SACSC board member, and part of the team that successfully concluded the first commercial mortgage bond securitisation in South Africa. He is past Chairman of the SAPOA Convention Committee and one of the founding members of the South African Institute of Black Property Practitioners. He is a guest lecturer in property studies at Wits and lectures in several SAPOA courses and workshops in conjunction with the University of Pretoria and UCT. He is a past Chairman of SAPOA’s PDP Committee and the current Chairman of the PDP Judging Committee.

Lynette Finlay is the CEO of Emerging African Property Holdings and a Non-executive Director of Growthpoint Properties, the largest listed property company in South Africa. She was the CEO of Finlay and Associates, a Property Management company, for 32 years until the company was sold to Broll Property Group in 2015. During her tenure as CEO of Finlay and Associates, she also started Finlay Mall Leasing, a retail leasing company specialising in rural shopping centres. She was the first woman President of SAPOA, a founding member of the Women’s Property Network, a Board Member of the Property Services SETA, Chairman of the Rosebank Management District, and the Executive Vice-chair in drafting the Property Charter. She is a Chartered Accountant and the winner of the first “5 Star Women Award”, awarded to women in the property industry.

Kgomotso Nakene is a property development professional with deal-making experience in both property development and investment banking. Her current position as a development specialist at Nakene Property Group involves unlocking land for peri-urban retail developments, development of residential rental stock and industrial property investment. She has previously worked at Goldman Sachs International (South Africa) as a corporate finance analyst, participating in various mergers and acquisitions, as well as at Standard Bank South Africa in sales and structuring, originating and executing hedging transactions for corporate clients and SOEs. She has a Bachelor of Business Science degree in finance from UCT, and is studying for her MSc in Real Estate at the University of Pretoria.

Nicola Robins is a sustainability coach, strategist and facilitator with an MSc in Industrial Environmental Management from Yale. She founded Groundwork Environmental in 2002, and is the co-founder and Director of Incite SA, an advocacy-based consultancy that operates in emerging markets around the world, developing sustainability tools for clients such as the Foschini Group, Discovery, Distell and the Nedbank Foundation. As a leadership coach, she evolves methodologies informed by sustainability principles, and indigenous African approaches to social transition. She is the author of Sustainability 2.0: A Guide To Competing In A Changing World, and a visiting lecturer in sustainability and leadership for the Cambridge Programme for Sustainability Leadership and UCT’s Graduate School of Business. She is also a member of the BMW Foundation Responsible Leaders Network.

Phil Barttram is an Executive Director at MSCI, a leading provider of decision support tools and services for global investors. He is a self-proclaimed real estate evangelist, hailing the role of real estate in multi-asset class portfolios as well as the benefits of improved transparency across the sector. He has an MBA from UCT’s Graduate School of Business, complemented by more than 26 years of experience in financial services in London and South Africa. Working with investors across Africa and the Middle East, he has developed a unique perspective of real estate investment strategy and portfolio optimisation.

Pieter Engelbrecht is the Head of Development at Growthpoint Properties. He started off as a qualified quantity surveyor and, after three years of practice, moved into the development field. With more than 25 years of experience as a real estate consultant and professional property valuer, Pieter Venter has extensive knowledge of the valuation of various asset classes, including specialised property such as hotels, hospitals, data centres and cold storage. He is also an expert witness in valuation disputes. In his current position as Director at De Leeuw Valuers, he specialises in valuations, feasibility studies, hospitality consulting and general real estate consulting, and has an established client base throughout southern Africa and the MENA region. He has lectured at various educational institutions in South Africa and the UAE, and delivered several papers in his field. He is a member of the SACPVP, SAIV and RICS, and is a RICS Registered Valuer and a SAPOA Regional Committee member.

With a BCom (Honours) in Taxation, Phillip Haupt is a Chartered Accountant and an Emeritus Associate Professor of Tax in the Department of Accounting at UCT. He’s lectured and coordinated UCT’s Bcom (Honours) course in tax as well as Tax I and Tax II, and presents courses and seminars for audit and accounting firms as well as SAIPA and SAPOA. He’s been running a professional tax consulting practice in Cape Town for 35 years, and tax courses under the name “Hedron Tax” for 31 years. He is also the author of Notes on South African Income Tax (used as a textbook every year since 1982 by universities, technikons, colleges, SARS, auditing/accounting profession, and the legal profession), which is now in its 38th annual edition.

Portia Tau-Sekati is the Chief Executive Officer of the Property Sector Charter Council. She has extensive knowledge of (and experience in) dealing with and lobbying government. She has also gained a reputation in the market as an expert on issues of transformation. She’s the winner of many awards, including the WPN Lisa Awards in 2017 and the BCA transformation award in 2016. She has addressed a number of forums, conferences and media panels across the spectrum, talking about the property industry and transformation, and specifically transformation in the property industry.

François Viruly is a property economist with more than 20 years of experience in the analysis of the South African property market. As an Associate Professor, he lectures in Urban Economics, Property Development and Portfolio Management at UCT in the School of Construction Economics and Management. He was Head of Research at JHI Professional Services and Acting Head of School of the School of Construction Economics and Management at Wits University. He is the director of Viruly Consulting (Pty) Ltd and a fellow of the Royal Institution of Chartered Surveyors. He is immediate Past President and Executive Director of the African Real Estate Society and chairs the UCT Senate Ethics in Research committee. He also heads the UCT-Nedbank Urban Real Estate Research Unit.Viruly has undertaken extensive research into the South African property cycle, the drivers of the local market and the relationship between urban economics and property markets in sub-Saharan Africa.

Refqah Fataar Ho-Yee is a Director and partner at STBB Smith Tabata Buchanan Boyes Attorneys. She is an admitted attorney and conveyancer of the High Court of South Africa. After running her own firm, Refqah Fataar Attorneys, for nine years, she joined forces with STBB Smith Tabata Buchanan Boyes in 2008. Her specialties include residential and commercial property law and conveyancing, property development, mortgage bond registrations, contracts and leases, subdivisions, servitudes, deceased estates and trusts. She has been a member of the SAPOA Western Cape Committee since August 2009, acting as its Vice-chair from 2011 to 2013, and as the SAPOA Western Cape Chair from 2013 to 2015. She is also on the national executive committee of the WPN and a trustee of the WPN Educational Trust.

With an MBA from the University of Stellenbosch and a background in property economics and research, Sanett Uys is the founding member and MD of private property services, research and consultancy company Serendipityremix. She is responsible for detailed analysis of the property market, including aspects such as due diligence. She is a professional member of RICS and the Chair of its Sub-Saharan Africa Market Advisory Panel, a member of SAPOA and the SACSC’s research committees, and a previous national Chair of the WPN. She is currently pursuing a PhD qualification, and regularly attends workshops to keep up to date with industry trends.

Rudolf Pienaar is the Chief Development and Investment Officer at Growthpoint, and a Director of Acucap Properties Limited and Sycom Property Fund Managers Limited. He also serves on the Property Committee of the V&A Waterfront in Cape Town. With 30 years of experience in the property industry, He is a winner of the MSCI Listed Property Investment Award for the best-performing industrial portfolio and the best-performing office portfolio (twice), as well as SAPOA Awards for Innovative Excellence in Property Development in the categories of Best Office Development, Best Interiors, Best Mixed-Use Development, Best Industrial Development, Overall Green Award and Overall Winner. Shevira Bissessor, a professional quantity surveyor and registered professional member of RICS, is the COO at Gateway Delta, where she works closely with the CEO to capitalise on opportunities and present long-term development plans to support business growth. She is responsible for strategic and business planning, project planning and execution, project finance and investment, business development and feasibility studies, as well as operational support, procedures and processes. She was part of the winning team for the PDP course at UCT’s Graduate School of Business in 2013, and a nominee for the Young Achiever Award at the WPN Awards in 2015. Steve Sutcliffe is the founder and owner of Trafficon, a specialist practice established in 1996 that offers traffic engineering and transportation planning expertise. He has a master’s degree in traffic and transportation planning from Wits, and holds diplomas in financial management, transportation logistics and urban design. His practice consults with both the private and the public sector, focusing on property development and the requisite solutions to traffic impact for clients such as Growthpoint, Redefine, Old Mutual, Arup and Attacq, as well as related transport policies for the Western Cape government and City of Cape Town. The firm’s specialty is micro-simulation modelling, which permits the testing of traffic solutions to road network congestion on the computer, rather than on the street. He is a member of SAICE, SARF and ECSA.

Quantity surveyor Tony Gebhardt has more than 34 years of experience in the industry. He qualified as RICS Associate through the University of Reading in the UK in 1981, and is a member of ASAQS and registered with the ASCQSP. In 1990, he opened his practice, Hamlyn Gebhardt Quantity Surveyors, consulting to developers of retail and office projects, heritage properties, schools, conference centres and housing developments. He has represented SAPOA on the Construction Industry Committee on VAT, and serves on SAPOA’s Methods of Measuring Floor Areas Committee and the PDP Committee. Willie Vos is the CEO of Waterfall Management and Operating Company (WMOC). An experienced property developer with more than 21 years of experience in residential developments, he holds an honours degree in financial management and a master’s degree in business management.
