I-File Fatal Errors (Errors that result in having to withdraw your filing)
(1) Using an incorrect Line of Business

“Rules Only” Filing Purpose
Rules Only
Any filing that does not affect the premium that is charged to any existing or prospective policyholder. The following are examples of this sub-type of filing:
a. Any filing that serves to clarify existing rules or to correct typographical errors
b. Any filing that adds, revises, or deletes underwriting rules that do not affect the premium that is charged to any existing policyholder
c. Any filing that updates protection class assignments d. Any filing that adds optional miscellaneous coverage
If you are not sure if your filing meets this definition, you should submit a letter to the Office explaining the purpose of the filing and requesting our guidance

“Rates Only” Filing Purpose
Rates Only Any filing that affects the premium that is charged to any existing or prospective policyholder other than RECOUPMENTS ONLY (FIGA, CITIZENS or FHCF) or LIMITED REINSURANCE/FINANCING COSTS filings. The following are examples of this sub-type of filing: a. Any filing that adds, revises or deletes base rates by territory b. Any filing that adds, revises or deletes rating factors c. Any filing that adds, revises or deletes rating variable definitions d. Any filing that increases or decreases the amount of coverage provided
to policyholders e. Any filing that adds, revises or deletes underwriting rules that do affect
the premium that is charged to any existing policyholder

Common I-File Errors/Questions (Cont’d) (3) Rate Collection System (RCS) common errors
A. Completing a template in RCS and including too many decimal places in the cell. For example, if the cell displays dollars and cents, copy to that cell a value that has already been rounded to two decimal places. Including additional decimal places in the cell (even though you do not see them displayed) may result in an error.
B. Using an incorrect age for home factors in the Homeowners Rating Examples. (If the filing is effective in 2012, an example risk constructed in 2005 should be rated as being 7 years old.)
C. Not providing an RCS verification exhibit for both the Rating Examples and the Rate Level Effect form

(4) Uploading a blank document or a “dummy” document into a component without being instructed to do so
NOTE: Each component is considered to be basic to the filing or is determined by your responses to the Interrogatories. Not responding (or responding incompletely) to the request for that component could be a fatal error. In certain cases, you may be instructed by an analyst or actuary that it is acceptable to provide a dummy document. Do so only when instructed and be certain to note this in the “dummy” document that you provide.

(5) An employee has left the company and still has open filings. What do we do? (Assume the username and password are known. If the password is unknown, contact us to retrieve it.)
Q: Is there a new I-Portal user replacing the former employee?
No: Let the analyst(s) reviewing the filing(s) know that they should respond using a different email address – but the company keeps using the filing originator’s username and password to respond until the filing is complete.
Yes: Log in to the account and “assign” the filing history to a new user.

Choose “Account”, then “Update”, and Change the Name, E-Mail Address and Password to assign the filing history to a NEW user. (It must be assigned to an E-mail address that is not already an I-Portal user.)

Use the “Filing Search”

Recent I-File Updates (1) A form number and form title are required when uploading a
form.
(2) The filing submission date logic was modified so that filings submitted after 5pm on Monday – Thursday are “received” at 8am on the following day. Filings submitted after 5 pm on Friday and anytime Saturday or Sunday are “received” at 8 am the following Monday.
Remember deemer dates are determined based on the “received” date. Adjust your effective dates accordingly.

(3) I-File is now compatible with Internet Explorer 8 (IE8) and Internet Explorer 9 (IE9). (However, use caution in the future when upgrading to the “latest and greatest” version.)

Section 624.4213, Florida Statutes (Trade Secret Documents)
(1) (a) Each page of such document of specific portion of a document claimed to be a trade secret must be clearly marked as “trade secret.”
(b) All material marked as trade secret must be separated from all non-trade secret material, such as being submitted in a separate envelope clearly marked as “trade secret.”
(c) In submitting a notice of trade secret to the office or department, the submitting party must include an affidavit certifying under oath to the truth of the following statements concerning all documents or information that are claimed to be trade secrets: 1. [I consider/My company considers] this information a trade secret that has
value and provides an advantage or an opportunity to obtain an advantage over those who do not know or use it.
2. [I have/My company has] taken measures to prevent the disclosure of the information to anyone other than those who have been selected to have access for limited purposes, and [I intend/my company intends] to continue to take such measures.
3. The information is not, and has not been, reasonably obtainable without [my/our] consent by other persons by use of legitimate means.
4. The information is not publicly available elsewhere. 24
