BRIEF PROFILE
Torrijos lies in the southeastern part of Marinduque about 61 kms. away from the capital town of Boacvia Buenavista and 57 kms. away via Sta. Cruz. It is bounded on the
east by the Sibuyan Sea; Boac in the west; Sta. Cruz in the north; and
Tablas Strait in the south.

PROMOTING GENDER EQUALITY IN LOCAL DEVELOPMENT
Gender issues are problems that women and menexperienced as a result of societies’ definitions andexpectations about feminine and masculine roles,rights and capacities. These issues affect the effectiveimplementation of programs in the local government.Women are usually confined in situations that they aremerely under the power of men in terms of decisionmaking, leadership abilities, and employmentopportunities.
The integration of gender in the LGU projects andKALAHI-CIDSS paved the way in identifying themore challenging roles of women particularlyduring the conduct of Community EmpowermentActivity Cycle (CEAC) which is geared towards theachievement of the objectives of LGUresponsiveness to community needs, communityengagement in development activities and deliveryof benefits to barangay residents through individualsub-projects.
Use of CBMS in Promoting Gender Equality in LGU Projects:
CBMS data are used to determine the gender issues and problems affectingwomen and the vulnerable sectors in the communities.
Integrating GAD in the Participatory Brgy. Assembly Meetings
Situational Analysis (PSA).
Use of CBMS in Promoting Gender Equality in LGU Projects:
25 barangays have undergone this process to identify priority problems
and proposed intervention to address the problem. Problem Tree and
Objective Tree Analysis were used.
Assembly meeting was held in one of thebarangays in Torrijos. It is during theassembly meeting that the proposedintervention for the problem identified isbeing approved and indorsed by thecommunity for funding.
Joint site validation of project. Women joined the joint site validation.
The activity was conducted in 2012 during the Cycle 2 of
KALAHI-CIDSS and LGU sub-project implementation. Three
members of the Brgy. Representation Team from each barangay joined the group to
validate the site for the proposed FMR, water system,
flood control and other proposed projects for
implementation.
Criteria Setting Workshop.
The CSW for Cycle 3 of KC and LGU projects was conducted on November 6, 2013. This
was participated in by the Brgy. Representation Teams and Project Preparation Teams. The members formulated criteria for
project selection and prioritization.
Project Development Workshop.
The workshop was conducted last Nov. 13, 2013 participated in by the Project
Preparation Teams of the 25 barangays. Project proposals were formulated by the
PPTs.
Sub-Project Implementation.
Women joined the labor force during the construction of farm to market road , water system, brgy.
health station, school bldg, pathway and other sub-projects.
Women street sweepers
Women street sweepers are hired by the LGU on a scheduled basis
(7 male and 6 female street sweepers per month). They are
given the same economic opportunity to earn a living for
their family.
Women are developed potential leaders.
Women volunteers are trained leaders.
Women are selected Chairperson of the
Brgy. Sub-Project Mgt. Committee (BSPMC) and heads of sub-
committees under the structure.
Women are engaged in economic and livelihood activities..
Outcome: Women voices are heard.
Involvement of women in decision making and planning process.
Women are engaged in community development programs.
Women volunteers are elected barangay officials.
Women in paid labor works at the construction sites.
Women access to economic and livelihood programs.
In LGU development projects, women are hired street sweepers like men.
•Women engagement in the construction work/paid labor work is anindication that stereotyped women are not only boxed in a situation that theyare just merely doing reproductive work at home but also doing productivework (ang kayang gawin ng lalaki, kaya ring gawin ng babae).
•That women can become potential leaders, decision makers, planners andmanagers.
Realization/ Learnings:
CHALLENGES:
Changing the perception of people thatwomen cannot do productive work, onlyreproductive role at home and that womenare weak, emotional, only subordinate,and can’t decide. That women have nopotential to become a leader.
IN LOCAL DEVELOPMENT PLANNING:
•CBMS data are used in the identification of gender-related issues for the utilization of 5% GAD Budgetof the MLGU.
CBMS data on health and nutrition and environmentalsanitation in particular informed the level of access ofwomen and children to health and sanitation services.
Data on the number of unemployed women and menwere used as basis in identifying inequality in terms ofemployment opportunities.

RECOMMENDATIONS:
CBMS survey should be conducted every 3 years instead of5 years to maintain an updated database and for coming-up with responsive and timely PPAs.
LGU should keep CBMS in its budget and personnelallocation.
Advocacy or IEC on the use and importance of CBMS inpromoting gender equality and women empowerment, andin effectively addressing gender inequality issues andconcerns.
To consider the CBMS data as a very useful reference in theformulation and design of PPAs to address GAD relatedissues and in formulating GAD plan and budget towardssustaining women empowerment.
CBMS Data Used in Identifying Gender Issues for Gender Incentive Grant
CBMS data were used in identifying the gender-related issues onhealth that affects women and children.
Gender issues on malnutrition, infant morbidity andmortality, adult morbidity and mortality and maternalmortality were identified.
As Gender Pilot Municipality, Torrijos was awarded Php3.184 Million Gender Incentive Grant by the KALAHI-CIDSSMillenium Challenge Corporation for the project:Improvement of Maternal and Child Care in the Municipalityof Torrijos.
The project includes the provision of health equipment andapparatus and Capacity Building for Brgy. GAD Focal personsand Community Health Volunteers.
Health Equipment and Apparatus Provided under the Gender Incentive Grant:
•215 units – BP Apparatus for BHWs•25 units - Lying-in Beds•25 units - Glucometer•25 units - First Aid Kit•8 units - Electric sterilizer•8 units - 50 li oxygen therapy set•8 units - spare oxygen tank with therapy set•175 units - Nebulizer apparatus (7 units/brgy)•215 units - Digital Thermometer for BHW•25 units - Stretcher ( canvass type)•25 units - Detecto weighing scale•31 units - Salter weighing scale for BNS•25 units - Weighing scale for infants•25 units - water dispenser•8 units - wheel chair
The health equipment/apparatuswere distributed to the 25 Brgy. HealthCenters and 8 cluster BHS.
