i.4-H PROJECT REGULATIONS

Age eligibility is established as of January 1, l986. To participate in 1986 the 4-H member must be nine years of ageprior to January I, 1986 and not have passed nineteen years of age as of December 3|, 1985.2. To be eligible for district and state awards, the 4-H member must:a. Have been enrolled in 4-H for no less than one (1) year.b. Be enrolled during the current year in the program in which he is competing.3. Junior level district and state winners must be between the ages of 9 and 13. Winners must have completed one or moreyears in the major project.4. To be declared a senior level state winner, the 4-H member must:a. Be at least l4 years old and not have passed his 19th birthday by December 31, 1985.b. Have completed at least (1) year of 4-H but preferably three (3) or more years including the current year.5. A 4-H member may submit cumulative records for district and state competition in not more than 2 programs during the sameyear. There is no limit on the number of records a county can submit in any given project area.6. If a creditable project record is not submitted in a project area, no winner will be declared.7. A 4-H member may be declared a state winner in only one 4-H project during the same year (demonstrations are excluded). A4-H member declared a state cunulative record program winner is not eligible to represent the county in the state FashionRevue.8. Should a 4-H member who submits a record for judging not wish to be considered for a state win, he/she should indicate bywriting "Not Considered for State Win" in red ink on the National Report Form. The 4-H agent should also note the child'sname and record area on the appropriate line of the Transmittal Form when submitted March 1.9. If a state winner ls offered and accepts a trip to National 4-H Congress as a state, sectional, or national winner and thenturns the trip down, the winner cannot compete again in the same project.10. A previous junior state winner cannot be declared a state winner a second time as a junior member in the same project area.They will be eligible in all other projects. They can be named senior state winner in the same winning project when theyreach the age of 14 as of January 1.I1. A senior 4-H member who has been awarded a trip to National 4-H Congress may not participate in any other project awardsprogram that offers a trip to National 4-H Congress.12. Alternates who are awarded a state award (trip to National Congress) to replace the original state winner may not competein the same project again. _13. As of December 1, I985, some donors had not renewed their support contracts or a donor had not yet been secured for someI986 programs; therefore, should a donor not renew or be secured, the district award will be a certificate and the stateaward, $50 Bond.

14. Bonds and most other state awards provided by state donors will be distributed in September, l986. Awards provided bynational donors will be distributed later.15. Any 4-H member who is selected as a national winner must attend National 4-H Congress in its entirety to receive his/heraward.

1. Age eligibility is established as of January 1, 1986.2. Any 4-H'er, ages 9-19 years, is eligible to be named a district or state winner if he is eligible to compete under the

age eligibility established for the demonstration program.3. Members in Automotive Skill Driving must be at least l6 years of age by the time of the contest and must not have passed

their l9th birthday on or before December 31, I985.4. The same demonstration may be repeated from one year to the next; however, the individual's personal development will bemuch greater if the demonstration is revised and improved.5. A minimum of 5 minutes is recommended and a maximum of 12 minutes is allowed for demonstrations except Public Speaking(7 minutes), Horse Public Speaking (10 minutes), and Chicken and Turkey Barbecue, Pork Cookery and Beef Char-Grill (2

hours). One point will be deducted from the participant's score for each minute the demonstration is over the time limit.

Four-H members may compete for awards in no more than one demonstration program duringgany one year. "4-H EntertainsProgram" is not considered a demonstration program.It is desirable that participants In Chicken and Turkey Barbecue, Pork Cookery and Beef Char-Grill ngI_partlcipate In "4-HEntertains Program." However, if they do they should first report to and complete the cooking demonstration beforeparticipating in the "4-H Entertains." Someone should report early to the 4-H Entertains Contest that the 4-H'ers willparticipate later.Each county Is limited to a maximum of 10 minutes In the "4-H Entertains Program" involving no more than 2 acts (TalentContest).A ribbon is given to every demonstrator except as stated below. The type of ribbon awarded is based upon the quality ofthe demonstration. Regardless of the type of ribbon awarded, one demonstrator in each demonstration category will bedesignated as the district winner and will be eligible to compete on the state level. The only exception to this rule isthe "4-H Entertains Program" in which only blue ribbons and participatory ribbons are awarded and only selected blueribbon winners are invited to participate In the State "4-H Entertains Program." .A scholarship to North Carolina 4-H Congress is worth $50.00. A partial scholarship Is worth $25.00. Other expenses arethe responsibility of the recipient. To receive the scholarship, the 4-H'er must register for the full week of Congress.Cash awards, either In full or in part, will not be given to district winners in lieu of the scholarship to attend NorthCarolina 4-H Congress.When the winner cannot attend Congress or participate In the state demonstration contest, the award will be given to thealternate if the alternate registers and attends Congress for the week and participates in the demonstration contest.District runners-up in demonstrations will be invited to participate in the state contest at 441 Congress. Country Living Southland Travel Service is sponsoring a two-week tour of Europe. The 4-H Sharon RunionTbur of Europe participants will be two (2) graduating seniors (must be 17 years old as of January 4-H

i, 1986) from each state. The selection of these 4-H'ers will be based on an essaycontest on a subject to be related to the importance of cooperation between thecountries of Europe and the U. S. in the fields of education and trade. They wouldalso have to meet certain academic requirements. The tour would Include viSits withEuropean families, visit to the U. S. Embassy in London and a briefing on theEuropean Common Market and how it affects the U.S.A., sight seeing in Lucerne,Switzerland, Paris and London. National Conference This week-long conference is held at the National 4-H Center in Chevy Chase, Maryland.Delegates to the conference have the opportunity to contribute their ideas and recom-mendations for 4-H programs in the future. Four delegates will be selected to partic-ipate in the conference on full scholarship from the N. C. 4—H Development Fund. Inaddition, one district and/or state officer from each Extension district will be givenan opportunity to participate provided they meet certain criteria and contribute tothe requirements of a balanced delegation. These delegates must pay $150 toward theexpenses of the conference. The remaining cost of the conference and transportationwill be co-sponsored by A&T State University and N.C. 44% Development Fund. Eachcounty may nominate two individuals, preferably one boy and one girl, (16-19 years ofage) to be considered for the four positions on full scholarship. The Performing Arts Troupe will be open to 4-H'ers, ages 13-19, and volunteer leaderswho have talents and interests in the performing arts. Selections will be based onregional auditions to be held in 1986. Those selected must attend the Performing ArtsWorkshop at Betsy-Jeff Penn on May 16—18, 1986 as well as at least one additionalseries of rehearsals.
