    1. Objectives General objective: to foster the successful inclusion and participation of mobile EU citizens in the host EU country's civic and political life Specific objectives: to improve the knowledge and expertise of local authorities on this topic and enhance their contribution to a greater political inclusion of EU mobile citizens to improve knowledge, increase awareness and promote active engagement of European mobile citizens and their associations on the political rights linked to the status of European citizen to boost the role of political parties and national authorities in removing the obstacles to political participation of European mobile citizens to raise awareness of the general public on the political rights deriving from European citizenship

    2. Activities Participatory meetings with local authorities, addressed to civil servants working in demographic/electoral offices of municipalities. Testing of innovative procedures and practices in 10 municipalities in each country. 15 Digital storytelling videos produced, to give value to the personal stories of political engagement arid civic participation of EU mobile citizens. A common European video produced using the best national videos. Awareness raising initiatives organized with EU Movers organizations: 3 participatory meetings with associations, aimed to identify innovative events and actions, and about 18 awareness raising events organized in tight cooperation with the EU movers associations.     media/information sources 5250 mobile EU citizen participants (2400 in Belgium,2400 in Ireland, 450 in the UK) informed through one-stop-shop information events (targeting the major and long-settled EU nationalities). More specifically:

    Objectives To assess the extent of and limits to participation of mobile EU citizens in Ireland, with partucular focus on EU13 citizens, and to analyse how the efforts to stimulate mobile citizens' participation can be improved: To develop more effective ways of stimulating participation among EU citizens in Ireland and to pilot these new approaches at local level with representatives of Latvian, Lithuanian and Polish citizens; To develop recommendations for improving participation of mobile EU citizens in host countries and to present

    these recommendations to stakeholders and EU policy makers.

    Activities The project shall: Analyse current practices in promoting participation in political life (e.g. local elections) among EU13 citizens

    living in Ireland, and identify barriers and opportunities'. Promote participation by directly addressing Latvian. Lithuanian and Polish communities in Ireland (training for community leaders, pilot shadowing programme, brochure, interactive online test); Develop and present a policy brief with recommendations on how to improve participation of EU 13 citizens in

  • EU 15 countries to EU policy makers.

    Type and number of persons benefiting from the project : Citizens of Latvia, Lithuania and Poland currently living in Ireland (52000 Latvians, 122000 Poles, 85000 Lithuanians) and other mobile citizens living in Ireland; Local authorities and policy makers in Ireland: 23 local authorities (Dublin, Cork and possibly Waterford); Participants of the training for community leaders: 3045 migrant community leadersţmobile EU citizens and 3rd country nationals); Participants of the event in Brussels: EU policy makers. Secondary target groups include community groups, civil society organisations, national public bodies. Expected results Evidence-based analysis on participation of EU citizens in Ireland and best practices to improve participation, including awareness on barriers and opportunities; By producing a representative study and an analysis of best practices, the project will improve stakeholders' and policy makers knowledge about participation and limits to participation, and will suggest ways for improvement. New best practices developed for energising mobile citizens to participate

    By developing seminars and training programme and creating a shadowing programme for local community leaders of mobile citizens, the project will improve awareness and participation habits, and will develop practices that can be later used by others. Policy recommendations

    By developing recommendations for EU policy makers how to support the participation of mobile EU citizens in host countries, the project will contribute to policy improvement.

    Type and number of outputs to be produced 1 extensive analytical study with recommendations 3 training programmes for up to 15 community leaders (in each programme) in Ireland 1 brochure (3000 copies) and 1 interactive test for EU nationals about the role of local authorities and the

    opportunities to participate in Ireland; 1 policy brief and 1 advocacy event in Brussels to promote recommendations to improve participation.

    The freedom to move and reside freely within the EU allows every European citizen to live and work in another MS. This right has been increasingly used during the financial crisis by young Europeans who migrated to seek work and life opportunities in countries that offer better prospects. While EU citizens value highly the freedom of movement, the reality looks more complicated; several barriers occur before, during or after moving and problems are reported in relation to legislation, administrative procedures but also stereotypes and discriminatory practices. 1. Objectives. The project objective is to look into the reality of free movement from the viewpoint of young Europeans (2535 years of age) who exercise or plan to exercise this right and: Identify real and perceived obstacles and barriers that they face; Identify practices that promote or hinder the enjoyment of this right; Raise awareness within young people on their rights and within national and EU bodies on barriers and ways to address them; Propose solutions (legislative and non legislative) for making the right to free movement effective. 2. Activities. Legal and empirical research in 15 EUMS that have experienced increased outgoing migration (GR, CY, ES, PT, PL, EE, BG, RO) or incoming migration (DE, BE, AT, NL, UK, FR, IT) in the last 4 years. WS1: Coordination & research preparation 3 coordination meetings;

  • Elaboration of research guidelines & research and analysis tools. WS2: Data collection and analysis Desktop research for the situation of young people and their tendency to move; Analysis of relevant legislation; Field research / interviews with young people who have exercised or plan to exercise their right to free movement and a small sample of representatives from national authorities; National reports highlighting the findings. WS3: Cross country and comparative analysis Analysis of the data collected at the level of individual experiences; Cross country analysis; Comparative analysis; Recommendations for national and EU authorities. WS4; Capacity building, awareness raising and dissemination Best practice manual for local, regional and national authorities; Manual addressing the 'myths' and stereotypes for young people who wish to move across Europe; Workshop with EU officials with the participation of young research participants; Website & social media use; Electronic newsletter; Awareness events.

    3. Type and number of persons benefiting from the project. Young Europeans (age 2535) who exercise or wish to exercise their rights to free movement;

    o 450750 young people will participate in field research, o 515 youngsters will participate in the Brussels workshop o o At least 1000 youngsters will participate in awareness events and receive the manual. Local, regional and national authorities dealing with free movement in MS: o At least 100 national officials will participate in the research and awareness events and will receive the best practice manual EU Institutions competent on free movement: o At least 50 people from EU institutions will receive the project deliverables; 5 will participate in the workshop. 4. Expected results. Improve the knowledge and awareness of national and EU authorities on barriers to free movement faced by young people; Increase the awareness of young EU citizens on the possibilities for free movement; Propose evidence-based solutions for eliminating barriers to free movement at national and European levels and collect and disseminate good practices. 5.     A collaboration of 2 national and 9 regional agencies who provide information and advice to mobile European Citizens in UK. The agencies work in legal rights and civic participation, empowering individuals and promoting rights of EU Citizens at all levels.

    Objectives of The 'Living Rights' Project • promote participation and inclusion of 'newly arrived' EU Citizens by raising their awareness of the rights they

  • hold as mobile EU Citizens in the UK; • raise awareness of public workers on the barriers faced by EU Citizens to improve internal procedures within responsible authorities • enable the resolution of day to day issues that prevent participation through a One stop shop' outreach information sessions; • provide a forum at local level for civic participation; • contribute to the development of evidence to inform EU level data on systemic barriers.

    Activities Deliver 60 Awareness Raising sessions to EU Citizens on rights and services, Run 264 Outreach information sessions delivered locally to EU Citizens using a one stop shop approach; Deliver 64 Workshops for public officials in responsible authorities; 6 'Town Hall' meetings for civic participation and understanding voting processes; Produce 2000 printed copies of Guide on How to Vote in UK; Recruitment of 8 Volunteer EU Citizens as project 'Community Champions'; 2 Networking events for local and EU policy practitioners on systemic barriers.     Objectives To raise awareness and improve knowledge about the rules on free movement and on civic and political rights of

    mobile EU citizens living in Bulgaria, Germany, United Kingdom, Italy, Austria.

  • To involve directly the mobile EU citizens (with particular attention to disadvantaged groups) in the construction of the research's structure on free movement and civic and political rights. To increase the quality and the usability of the sources of information addressed to EU citizens living in another Union country about free movement and on civic and political rights through illustrated handbooks with comics and videos, with a special attention to disadvantaged groups. Activities Project Management and Coordination; Dissemination and Communication Plan: creation and updating of the Move Your Rights website and Facebook page; Monitoring and Evaluation; Organization of 5 sessions of 3 focus group meetings each of 1,5 hour involving 150 mobile EU citizens about their information needs on free movement and civic and political rights in their country of residence, leaded by 1 expert. (1 session of 3 focus group meetings per country); Activity of research leaded by each partner about its own country's rules on civic and political rights of mobile EU

    citizens with a special attention to disadvantaged groups, involving different stakeholders (to local authorities, documentation centres, embassies, consulates, associations...) if required, and resulting in the production of 1 country report per partner; Publication of the Move Your Rights call for artists in every partner country. Selection of 1 young video maker to produce 1 informative video and 1 young comic artist (1935 years old) in each partner country in charge of illustrating the country report to create the Illustrated Handbook; Production of 5Move Your Rights Illustrated Handbooks in 4 different languages about free movement and rules on civic and political rights of mobile EU citizens in each partner's country, with a special attention to disadvantaged groups.     1 .Objectives: to improve and update knowledge of national authorities on the impact of free movement in Italy and on specific critical aspects associated with the inclusion of UE mobile citizens to improve knowledge and expertise of local civil servants directly involved in the implementation of EU rules on free movement, especially Directive 2004/39/EC to strengthen the awareness of EU mobile citizens and their families, resident in Italy, on their rights derived from

    the principle of free movement and EU citizenship and their correct application to make EU mobile citizens aware and confident about the mechanisms in force in Italy and in Europe to ensure the protection of their rights and encourage their use if necessary to further develop the coordination and cooperation among the different administrative levels and the dialogue with all relevant parties involved in UE mobile citizens' protection to give full meaning to the concept of UE citizenship and reinforce its practical significance in all EU nationals' life

    Objectives On a genera! level the project aims to tackle the gap between the fundamental rights given to citizens of the EU and the implementation or effective exercise of those rights. Even though the fundamental rights are provided by the EU legislation and directives, they still seem not to be sufficiently exercised across all EU Member States. The freedom of movement is a crucial right attached to the EU citizenship and is expected to become even more widely exercised in the future. Deriving from this the proposed project reflects the needs of the current European society, which calls for diminishing the obstacles related to the exercise of free movement and therefore focuses on raising awareness about the access to work, study and receive healthcare in another EU country.

    Activities In order to effectively implement project's goal, specific actions will be planned on the basis of the state of the art and empirical research with regard to the identified obstacles for the effective exercise of the previously mentioned rights. Provided with the gathered information on obstacles, the project's most important activity will be dissemination process which will combine events targeted at general public and specific audiences with vast media coverage. Dissemination activities will be continuously monitored which points to the project's carefully planned targeted information dissemination and awareness-raising strategies, especially in regard to achieving the effectiveness of the proposed actions.

    Type and number of persons benefiting from the project Based on the addressed rights, project targets the following groups of beneficiaries: general public, high school and university students and users of healthcare services. All target groups will directly benefit from the project results by information on the processes, possibilities and institutions related to the freedom of movement implementation. However, high school and university students are identified as potentially the most immediate beneficiaries of the project's actions as they are more flexible and have a growing desire to live abroad in order to search education and working opportunities. It is estimated that approximately 24.000 persons will benefit from the project, namely 11.000 persons will be actively included in the project's activities (trainings, events, etc.) and13.000 persons will be reached through mass media (radio, tv, internet, etc.).

    Expected results The project's activities are expected to achieve important results on different levels. The state of the art analysis will provide an insight into the existing situation concerning EU free movement right. Identification of the obstacles for the implementation of the right to move will provide relevant information of the local population about it and what are the main reasons for (not) using its advantages. All research activities will thus enable design a suitable and effective problem-oriented awareness-raising strategy. Rising awareness, improving knowledge and dissemination activities will increase the level of consciousness and decrease ignorance of the target groups about their right to free movement, more specifically their access to work, study and healthcare in another EU country. Through dissemination target groups will be informed about the ways and procedures for successful implementation of these rights and about the positive effects and possible negative consequences. In such manner they will be equipped with knowledge how to overcome potential challenges they might face arriving in another country. On a general level, the rising awareness, improving knowledge and dissemination activities will encourage target groups to implement the addressed rights.

    1. Objectives

    • To improve Scottish local authorities' understanding of their EU migrant populations and EU migrants' understanding of local civic and political structures; • To identify models of engagement between local authorities and EU migrants that have not been used in Scotland before and pilot those most appropriate for the Scottish context; and • To build on recent momentum associated with the Scottish independence referendum in order to encourage EU mobile citizens to exercise their right to participate and vote in the next Scottish local government elections in 2017.

    2. Activities

    • Evidence gathering on means of facilitating civic and political engagement of EU migrants by public authorities in Scotland and across the EU; • Piloting of innovative means of engagement with their EU migrant populations by 3 to 5 local authorities in Scotland; • Development and delivery of a national campaign to encourage the participation of EU migrants in the 2017 Scottish local government elections; • Dissemination of lessons learned and best practice from the project through the project website, social media, a conference, webinar, and extensive networks of contacts across Scotland, the UK and the EU as a whole.

    3. Type and number of persons benefiting from the project

    • At least 10,000 EU migrants across Scotland who we plan to reach through the national campaign in the run up to the Scottish local government elections in 2017; • EU migrants directly participating in pilot activities in 3 to 5 local authority areas across Scotland (minimum of 24individuals in each area); • All 32 Scottish local authorities as they seek to develop greater understanding of, and increased civic and political participation by, EU mobile citizens residing in communities across Scotland; • The 3 to 5 local authorities directly involved in piloting methods of engagement with their EU migrant populations. • Public authorities across Europe, through the sharing of learning and best practice from the project.

    4. Expected results

    • Increased engagement of EU migrants in Scotland's civic and political life and, specifically, their increased participation in Scottish local government elections; • Improved methods of engagement between local authorities and their EU migrant populations: • Improved understanding of the needs of their migrant populations by local authorities in Scotland; • Improved understanding of civic and political life amongst EU migrants in Scotland; and • Sharing of learning from this project impacting on practice in other parts of the UK and the EU as a whole.

    5. Type and number of outputs to be produced

    • Research reports outlining current practice in (1) Scotland and (2) the EU; • Localised reports outlining the demographic characteristics of Scotland's32 local authority areas; • Pilot migrant engagement activities in 3 to 5 local authorities:

  • • Establishment of consultative migrant panels in the same 3 to 5 local authority areas; • Case studies from the pilot activities published on the project website and publicised through the partners' extensive networks; • National campaign materials including flyers, leaflets and web-based materials adaptable for use by all 32 councils in Scotland; • A conference and webinar at the culmination of the project; • A final project report outlining overall learning from the project; and • Evaluation reports in relation to (1) the migrant engagement, (2) the pilot activities and (3) the national campaign.

    Objectives Stand Up & Move project aims to raise awareness of EU free movement rights and promote fuller inclusion of mobile EU citizens in host countries. Its general objectives are to present EU mobility rights in a practical, memorable and unconventional way, through the language of stand-up comedy, and to engage EU citizens and local/national authorities in innovative collaboration, to identify obstacles and best practices for their inclusion.

    Activities By adapting methods from creative industries and popular culture, the project develops two innovative approaches for informing, raising awareness and fostering inclusion. It uses a bottom-up participatory approach and combines it with the language of humour.

    Firstly, a model for EU JAM workshops will be developed, based on service design methodology. JAMs will bring together mobile EU citizens and local/national authorities, to find obstacles and design concrete solutions to foster inclusion of mobile EU citizens in host countries. Diverse small groups will work on particular fields of the EU free movement directive, confronting personal stories with professional experiences. Final policy recommendations will be produced through collaboration of all stakeholders. Additionally, in-depth interviews will be carried out with JAM participants, to outline personal stories. These results will then be used in the second part, for the comedy play script.

    In the second part, a stand-up comedy play will be set up, with an aim to raise awareness of EU mobility rights. The language of humour will be used to translate distant legal issues into everyday experiences and to present free movement rights of EU citizens in a practical, approachable and memorable way, and provoke reflection. The script for the play will be based on personal stories and best practices identified at the EU JAMs and in-depth interviews, therefore presenting the EU free movement directive through a personal viewpoint, in a manner of "social comedy".

    Type and number of persons benefiting from the project Four target groups are addressed: 1) mobile EU citizens foreign EU citizens, who live in partner countries, 2) local/national authorities officials working in the fields of foreigners inclusion; 3) students as potential mobile EU citizens; 4) general public. 80105 participants from target groups 1, 2 and 3 will be directly involved in EU JAMs, with the possibility of further exploitation of the method by local/national authorities. Approximately 2500 spectators from all target groups will see the stand-up show during the project, and the show will be staged for two more years after the project completion.

    Expected results Project activities will result in raised awareness of EU mobility rights among all target groups (stand up play), improved knowledge of local/national authorities on free movement directive (EU JAMs) and greater inclusion of mobile EU citizens in host country's civic and political life (EU JAMs). EU JAMs will represent a

  • transferable method for bridging the communication gap between real life stories and administrative obstacles that impede full integration of foreign EU citizens in host countries. Policy recommendations will be designed together with all JAM participants and promoted through established networks of municipalities.

    Type and number of outputs to be produced The project will produce a methodology for EU JAM workshops, 5 organised EU JAMs, policy recommendations for fuller inclusion of EU mobile citizens in local/national contexts, a stand-up comedy play script and 24 staged stand up shows in partner countries. EU JAM methodology and policy recommendations will be available online for further use. The stand-up comedy script will also be published online in English, so further exploitation will be possible beyond the project duration. Moreover, the participating theatres will disseminate the script through their EU networks and promote the comedy beyond the project itself.
