Ripley's K Nearest Neighbor Hierarchical Clustering

A normal range is created by adding the standard deviation to the mean for the high end and by subtracting the standard deviation from the mean for the low end.

If a week has a crime that is well above the normal range then that may indicate that a person or persons are involved in a crime series.
