Work Description

Grenfell Tower Project for KCTMO is a Design and Build project which consists of the refurbishment and redevelopment works as following:

x The design and Installation o fa new external Insulated rainscreen cladding system Incorporating new double glazed windows to every property.

oo The part demolition and remodelling of the lower four floors into 7no. new flats, office areas, boxing club, nursery and concierge.

» The design and Installation of new electrical systems including communal lighting, CCTV, door entry and AOV control systems.

x The design and upgrade of the communal AOV system.

ao Replacement of the existing gas fired communal heating system with a new energy efficient system with associated riser pipe work, individual HIU's, new radiators and pipe work to all relevant areas. 120 existing flats and new areas within the lower for floors.

oo The design and installation of the associated external works and landscaping.

Site Set U P

Safe Access and Safe Egress

Safe access and egress will be covered under the Traffic Management Plan in Appendix 6a and specific contractor's method statements

Construction Method General

Access

Following site compound setup the first construction stages will Involve Installing the access to the external areas of all o f the blocks. Referto Appendix 6 Site layout drawing.

Grenfell Tower - 24 storey hiqh tower block

See attached Phasing drawings indicating work areas throughout the project.

Our Phasing drawings and the information below all refers to four distinct phases of work. These phases have only been used for clarity to highlight key changes which are significant in how the Residents access their building during the works. There are many construction tasks within the scope of works which all varying In duration therefore many of the tasks actually overlap several phases.

Phase 1 - Site set-up and enabling works

The key emphasis of this phase is to establish our site office set-up, external boundary hoarding in co-ordination with KALC contractor (Bouygues) and carry out enabling works ready to move the Residents main access to the temporary location at walkway level.

Once we have had co-ordination meetings with the neighbouring KALC contractor we will establish and make safe our boundaries to the West elevation (playground area) o f the block. In doing so this will prevent public access through this area. As already indicated in the tender docs, access will available to the EMB Housing office and garage doors throughout the works. During this phase of the works access will still be available to the Boxing Club entrance and existing main block entrance from Grenfell Road side, A temporary staircase will also be installed to enable the public to cross from Latimer Road tube side to Grenfell Road across the walkway level.

Whilst it's not possible for all areas we have tried to reduce the impact on the Boxing Club by scheduling the main section of the works during their off-season. We understand that the Boxing Season runs from October to May.

We would like to use the new Community Room area (currently part of the Nursery) on the Mezzanine level as our Site Office as this will allow us to provide segregated access to both the Residents and the site operatives. The residents will be able to access the reception and RLO via the new door opening into the Lift Lobby. Site operatives will be able to use the existing external stairwell. This area has been looked at as we feel it probably has the least impact on the residents and Client.

Throughout this Phase works will be being carried out at walkway level to establish the temporary Concierge location and fire rated resident's walkway into the block. We will also be looking to carry out the demolition internally to the floor slab next to the temporary public walkway in order to help reduce the disruption once the temporary entrance Is opened. Externally we will be looking to carry out the demolition of the existing ramp access to the west and remove the external metal canopies. The ramp area will be within the already hoarded boundary but the metal canopies will need to be removed using temporary barriered exclusions zones which will move around the block as the canopies are removed. Site personnel will also be in attendance to assist in marshalling the public.

Phase 2 - Construction

The temporary concierge and public entrance at walkway level is now open allowing us to extend our site boundaries on the ground floor level so the mast climber and scaffold podium can be

installed. The scaffold deck Is proposed to be at Walkway level height around the block to allow for vehicle and plant movement below. The only exception to this Is the small section of scaffold above the new public entrance which will be at a higher level and connected to the adjacent lower level deck by staircase. We will install a goods hoist from ground level to the scaffold deck allowing the fagade and window materials to be supplied to the mast climbers. The remaining demolition from ground level can now be carried out.

During this phase we will be start to work In the communal areas carrying out core holes drilling and installation of the new riser pipework. This will be carried out starting at the bottom floors and working up. Riser pipe work is normally stacked due to Its weight, Once some of the floors have been completed the riser cupboard and ceilings can start to follow. During the same period the electrical and AOV works may start from the top working down to prevent overcrowding so we try and reduce the impact on the residents who will using the communal floors as well. We also plan to Install the new steel floor to the walkway cut out by the temporary concierge so it can be used by the public.

Externally the fagade preparation works will be underway with the bracket and insulation drilling and fixing. The fagade works will work from the top downwards.

Phase 3

We plan to start this Phase by redirecting the public into the block across the new steel floor and through the existing lift lobby door. This will allow us to remove the fire rated walkway through the new Boxing Club and progress with the completion works in this area.

During this Phase the communal pipe works will have been completed up to the isolating valves with the new boiier being commissioned. This will mean that we can start the works within the Residents properties. Our aim would be to carry out a rolling programme starting top floors down at a rate of 1 floor per week. We have programmed for all of the works within the properties to be carried out over a week period in each property so we minimise the disruption to the residents, A typical programme of works per property would be as follows:-

Day 1 - Installation o f the new HIU

Day 2 - Installation of the new plumbing works

Day 3 - Existing windows removed and reveal work carried out, (New windows will have already been Installed from the outside)

Day 4 - Ventilation works

Day 5 - snagging & handover

Externally the fagade works will completed by the end of the period down to ground level. The remodelling of the lower floors will also continue with sections being completed and handed over throughout.

Phase 4

The new ground floor entrance areas will be handed over and opened. This will allow us to carry out the remodelling of the walkway level office where the temporary concierge had been located. Externally the site boundaries will be reduced back to the West elevation area, similar to how they were in Phase 1, We will be carrying out the landscaping and play area works with the idea that we will fully decant from site via the opening into the garages which was formed by the demolition of the external ramp access. This will allow us access into this area to complete the works without effecting previously finished surfaces and be segregated from pedestrian walkways. The new garage brick wall will be the last works to be completed.

Working from Mastclimbers

Whilst all mastclimbers are fitted with steel mesh handrails we plan to install additional debris netting around them as a secondary measure to prevent any small particles from falling out. Although mastclimbers are positioned close to the building we will be ensuring that any gap between the mastclimber and structure will be closed off by means of catchment box, etc once the mastclimber has stopped and reached its working level before work commences. All operatives using mastclimbers will be fully trained in operation and emergency procedures.

We will be carrying out frequent communication with KCTMO and the Residents via our RLO team on site advising the residents about living with machines and workman outside their windows.

Lifting Equipment

All lifting equipment (hoists, mastclimbers) will electrically isolated during non working hours to prevent any unauthorised use. A competent person will carry out the daily, weekly and 6 monthly checks as per HSE guidelines. Results of Inspections will be logged In plant register, held on site in safety compendium. Because of the type of plant being used wind speed at particularly important. These will be regularly monitored using calibrated annometers and results logged.

INDIVIDUAL AREAS OF WORK

The specific method statements and risk assessments for the individual areas of work will be carried out by the Sub Contractors and checked by Rydon Site Managers prior to any works commencing.

Handover process

All areas of work will be subject to the snagging process. The subcontractors will offer finished works to the Site Management who will carry out their inspections. Once they are happy with the works it will be offered to the Clients Clerk of Works for final inspection and handover.

GENERAL

Introduction - The Need for Assessment

Employers must safeguard the health, safety and welfare of the people who work for them. This applies in particular to the provision and maintenance of safe plant and systems of work and covers all machinery equipment and appliances used.

Control of Noise and Pollution

Works will be undertaken during normal site working hours for up to five days per week, the effects of noise to neighbouring property / residents has been considered in the contract programme and care will be taken throughout the works when using plant likely to cause noise/dust near to boundaries. Task specific method statements and risk assessments will be carried out for all works within the occupied building and noise monitoring will be carried out to ensure the residents are not at risk.

All waste material generated by the construction process will be dealt with in the appropriate manner and removed from site by a licensed waste haulage contractor. Each type of waste will be treated appropriately according to its nature.

All works will comply with the health and safety at work act 1974 and relevant regulations. All the required welfare facilities will be provided for the number of operatives on site. A first aid kit will be situated in the site office this will be kept in stock and a member of staff will be responsible for first aid,

Warning and advice notes will be positioned around boundaries for the general public's advice.

Regular weekly checks will be made by site management on machinery, lifting gear, scaffolding, excavation etc as required by the construction regulations and registers will be completed.

Material Handling and Storage

Materials will be stored In the appropriate manner depending on type and nature of materials. Containers and garages will be used for secure stores, these will be positioned around the site as required. Areas o f the buildings may be used as stores as work progresses these would be identified and secured as needed. Materials stored outside would be kept off the ground and sheeted over if required.

All materials will be called off from suppliers or schedule so as to avoid unnecessary on site storage, thus minimising damage and loss. All delivery vehicles in the main by Hl-AB off loading.

Specific requirements will be covered under contractor's own method statements,.

Materials Receipt and Inspection

At the time of delivery or as soon as possible afterwards the following procedure will be adopted.

Materials will be accepted at the discretion of the Site Agent, The following points will be considered:

x Time and date of delivery; x Quantity compared with delivery tickets and order; co Description of material matches that required; x Colour match, size, moisture content and quality; x Materials packaging and protection.

If materials are found to be damaged or unsuitable for purpose they will be refused, if however, unsuitability is not discovered until after delivery, materials will be returned to the supplier for replacement.

All materials delivered to site will be checked against the order and logged on material delivery record sheet.

Inspection of Materials Delivered to Site

Other than the specific checks outlined previously all materials will be checked against delivery ticket and orders. All deliveries are logged weekly, quality checks are made at time of delivery throughout duration of works. Any materials found to be unsuitable will be returned to supplier or separated so as not to be used until collection or disposal has been arranged.

Material Handling: Bv Plant

Temporary roads will be provided into the site to enable transport to get as close as possible to areas of work. Hard areas will be provided to enable safe storage and access to materials. Efforts will be made to minimise double handling of all materials by forward planning and material scheduling.

When materials are moved on site, the method will be dictated by type, size, weight and distance to be moved and suitable methods of material handling will be employed at all times.

If materials cannot be moved manually, mechanical plant may be used. The following plant and procedures will be followed:

Mechanical Goods Hoist & Mastclimbers

This will be erected and tested by competent persons and a test certificate issued to site stating safe working load prior to use any alterations or changes would be examined prior to use. Hoists will be operated by a trained operator who will be responsible for ensuring operation is safe and correct. All correct signage will be displayed and maintained throughout hire period. Weekly inspections will take place and results entered in inspection registers. Copies of six monthly Inspection certificates will be kept on site.

Mobile Cranes

These will be hired with an experienced operator holding all the required CITB training certificates. Adequate access will be provided to all work areas and competent slingers will be used at all times.

Before work commences, site staff to fill In a Lifting Plan and safety check list for mobile crane lifting operations (see Appendix 10).

The Lifting Operation

Before setting up the on site crane documentation will be provided.

Chains, slings, hooks; Weekly checks; Thorough examinations; Operator certificate CITB.

All to be examined by Site Agent. The automatic safe load indicator will also be checked. This warns the driver when the crane is nearing or has reached its load capacity. The indicator also has an audible alarm outside the cab.

The working area will give:

Sufficient setting up and operating space Clear view of operations for driver

The operation will be directed by a trained slinger/banksman by means of hand signals.

Weather conditions will be monitored constantly by banksman/foreman/slte manager.

Conditions which could have an adverse affect on the lifting operations are:

oo Heavy rain; oo High winds; oo Temp drops to freezing/snow; oo Fog/poor visibility.

Drawings

A register of drawings will be kept and constantly monitored to ensure that ail are current. All superseded drawings on site are to be destroyed.

This site should be kept tidy at all times and all persons working on or visiting site will comply with the personal protective equipment at work regulations, i.e. safety helmets and boots etc.

Emergency Procedure

In the event of any fire, dangerous occurrences, bomb scare, etc site personnel are to follow Instructions or leave areas of work to assemble at the designated points - RCL staff are to phone the necessary authorities/services.

Contact to be made with iocal police/ambulance services, with details of access and key holder.

Fire Safety

As this is an occupied refurbishment project there are different working environments. These are closed site compound areas which are not accessible for the public and areas within the public domain that are used by both workmen and resident's properties. These areas will be subject to the following information.

1. Site compound, storage and working areas (refer Appendix 6 Site Layout Plan) These areas are segregated from the public by means of hoarding/fencing and are only accessible by Rydon personnel and there inducted contractors. All fire safety, evacuation policies and checking processes, whilst site specific, are subject the Rydon Standard Operating Procedures. This information will be provided as part of the site Induction.

2. Public areas and resident's properties. Priorto commencing the works we will be provided with the Client's Fire Risk Assessment and Evacuation Procedures for the work areas. As Rydon are not in sole possession of the public areas we will ensure that all our contractors recognise these risks and work in a controlled manner that takes into account the fire safety and evacuation procedures. Rydon and its contractors will adopt the Client's evacuation procedures as shown within their documents (refer Appendix 2a - CS Stokes & Assoc Ltd FRA and Exova Warrington Fire document 7 t h November 2013).

Whilst sequencing the works Rydon will ensure that where reasonably practicable any works being carried out that may affect the fire integrity of the building are completed by the end of each working day and the fire protection is reinstated. For example when installing a new fire door the existing one will be removed and a new one fitted within the same working day. On areas of work that will require multiple trades over a long duration to install equipment through a fire compartment we will ensure that an appropriate temporary fire proofing (such as Intubatt, Cement board, etc) Is used. This can then be removed and replaced as necessary in order to carry out the works. Checks will be carried out to ensure this Is replaced at the end of the working day. An example of this would be during the Communal Boiler upgrade throughout Grenfell Tower where there will be core holes drilled through the floor and ceiling to allow access for new pipe work, The areas where temporary fire proofing Is used will have the fire proofing permanently reinstated by a licensed contractor as soon as reasonably practicable.

Control of Asbestos Containing Materials

As this project involves the refurbishment of an existing occupied 1970's building the presence of ACM's is to be expected. Within the tender documents KCTMO has provided their Risk register and relevant survey reports. This information will in turn be communicated and made avaiiabie to our Sub Contractor's. It will also be included as a subject within their weekly meetings. All Rydon staff will be Asbestos Awareness trained so will be able to identify potential areas/materials of risk. If any area or substance is suspected of containing ACM's then the relevant work will stop until a survey and testing has been carried out by a qualified specialist contractor to determine if it is hazardous. The appropriate action will then be taken to eliminate the risk. Any ACM's found will be entered onto the Risk Register and communicated back to the Client team.
