    BACKGROUNDERThe country with a huge population of more

    than 1.1 billion offers immense growth potential for

    the telecom sector. The growth of cellular mobileservices is leading the telecom revolution in India.

    From waiting for years to get a telephoneconnection, most Indians today have telephone on

    demand. On June 18, 2008, India reached the

    target of having 300 million telephone subscribers,becoming the second largest telecommunication

    network in the world after China. India is addingaround 8.5 million to 10 million new mobile

    subscribers to the network each month, emerging

    as one of the fastest growing telecom markets in

    the world. The number of phones trebled during2003-2007. Indias overall tele-density stood at

    26.89 per cent in June 2008, and the government

    has plans to raise the tele-density to 40-45 per centby 2010, thereby offering greater growth

    opportunities for service providers to exploit thelarge untapped potential. Wireless telephony is

    growing at a CAGR of about 100 per cent. Thetelecom sector is the most liberalized of all in India

    and offers huge opportunities to the telecom

    areas is going to be a crucial development in India. In

    order to increase the penetration of telecom services inrural and remote areas and to accelerate growth in

    mobile service acceptability, the Indian government hasbeen taking necessary initiatives, such as shared wireless

    infrastructure.

    FACTS AND FIGURES The total telecom subscription in India surged at a

    CAGR of over 38 per cent from fiscal 2003 to fiscal

    2007, making the country the third largest telecom

    market in the world. Mobile phones accounted for 80.2 per cent of the

    total telephone subscriber base at the end of March2007.

    The Internet subscriber base in the country, as onMarch 31, 2007, stood at 9.3 Million as compared to

    6.9 Million on March 31, 2006 registering a growth

    of 34.8 per cent. By fiscal 2010, Indian will require around 330,000

    telecom network towers. To meet this enormousneed, the telecom operators are resorting to network

    infrastructure sharing.

    PRIVATE SECTOR PERFORMANCEThe share of private sector in total telephone

    connections has steadily increased to 72.40 per cent in

    December 2007 from 20.9 per cent in 2003. The privatesector is mainly active in the wireless segment while

    wireline accounts for only about 2 per cent. The private

    sector companies grew at a rate of 66 per cent in 2007as against public sector companies that grew at 16.88

    per cent.

    TELECOM TARIFF & REVENUESThe local call tariff from mobile calls has seen steady

    decline from Rs 16 per minute in the year 1999 to Re 1

    per minute in 2007. Gross revenues for the sector have

    grown at a compound annual rate of about 21 per centand stands at 26 billion US$ in 2007. The sectors share

    is about 3 per cent of the national GDP.In July 2008, the cumulative revenues of cellular,

    fixed line, national long distance, international longdistance, broadband, radio trunking and VSAT services,

    had risen to a humongous US$ 30,888 billion registering

    a growth of 21.3 per cent, as revealed in a Voice & Datasurvey. The Indian telecom market had generated

    revenues around US$ 20 billion in 2006-07.

    NEW SUBSCRIBER BASEIndian mobile operators are adding over 8 million

    subscribers a month, with a majority of the new users

    being from rural areas. The share of mobile phones hadincreased from 71.69 per cent at the end of March 2006

    to 87.68 per cent at the end of May 2008. While thetotal mobile subscriber base was 277.92 million, wire-

    line subscriber base was 39.05 million. The number of

    mobile subscribers in India has gone up to around 280

    million. GSM companies added over 6.3 million newcustomers in June 2008, (excluding the GSM subscriberbase of Reliance Telecom) crossing the 212 million mark,

    with a growth of 3.07 per cent over May 2008,

    according to the Cellular Operators Association ofIndia (COAI).

    GSM PLAYERSAs per Cellular Statistics for October 2008 released

    by Cellular Operators Association of India, Bharti Airtelleads the board with 33.18 per cent market share,

    followed by Vodafone Essar sharing 23.46 per cent,Government owned BSNL share is to the tune of 16.47

    per cent, followed by IDEA, Aircel, Reliance Telecom,Spice, MTNL and BPL at 13.07 per cent, 6.06 per cent,

    3.96 per cent, 1.50 per cent, 1.55 per cent and 0.75 per

    cent respectively.

    ATTRACTING FOREIGN INVESTMENT

    The worlds telecom giants such as Nokia, Motorola,Samsung and LG have established their presence in thetelecom handset market in India. Global telecom service

    providers like Vodafone, AT&T, Ericsson, Alcatel,Singapore Telecom and Siemens are making a dent in

    the Indian market. The telecom industry saw anestimated US$ 8.5 billion in investment flow in during

    2006-07 alone, of which US$ 550 million was in the form

    of foreign direct investment. The industry is expected toreceive an investment of a whopping US$ 32.5 billion

    between 2008-2010, with the entry of new licenceholders and their launching of new services.

    TELECOM EQUIPMENT MANUFACTURINGIndias telecom equi-pment manufacturing sec-tor is

    set to become one of the largest globally by 2010.

    Mobile phone pro-duction is estimated to grow at a

    CAGR of 28.3 per cent from 2006 to 2011, totalling 107

    million hand-sets by 2010. Revenues are estimated to

    grow at a compound annual growth rate (CAGR) of 26.6

    per cent from 2006 to 2011, touching US$ 13.6 billion.

    Presently the telecom hardware manuf-acturing sector is

    dominated by international majors like Nokia, Ericsson,

    LG, Motorola, Samsung and Alcatel-Lucent, who have

    set up manufactu-ring bases in India. Domestic manu-

    facturers have little contribution in the seg-ment. Other

    foreign majors that have set up manu-facturing bases in

    India include Foxconn, Flextronics Elcoteq Cel-estica,

    Elextronics Aspocomp, Salcomp, Siemens, Cisco, Perlosand Solectron. Concurrently, Indias surging domestic

    market is also providing excellent investment

    opportunities in other segments of telecom equipment

    industry. Telecom Regulatory Authority of India (TRAI)

    estimates that the country will need about 350,000

    telecom towers by 2010, as against 125,000 in 2007.

    GOVERNMENT INITIATIVESThe Government has taken many proactive initiatives

    to facilitate the rapid growth of the Indian telecom

    industry. Opening the industry for private sector

    participation. 100 per cent foreign direct investment

    (FDI) is permitted in telecom equipment manufacturingthrough the automatic route. FDI ceiling in telecom

    services has been raised to 74 per cent. Establishment of

    an independent regulator - the Telecom Regulatory

    Authority of India (TRAI) - for the telecom sector.

    Introduction of a Unified access licensing regime for

    telecom services on a pan-India basis. Implementation of

    New Telecom Policy (NTP99). Introduction of Calling

    Party Pay (CPP) regime and lowering of access deficit

    coupled with introduction of revenue sharing regime.

    Introduction of Mobile Number Portability in a phased

    manner, starting in the fourth quarter of 2008 - 09.

    Allowing service providers to share active infrastructure.

    upcoming launch of 3G and Broadband Wireless Access

    (BWA). He is of the view, that hereafter 3G will becomethe predominant platform to build and deliver upon

    Indias broadband objectives. For urban India, 3G and

    BWA will offer the convenience of mobility with the rich

    multimedia content of the internet. However, with

    mobile penetration fairly high even in rural India, mobile

    broadband through 3G & BWA is expected to deliver a

    much needed internet access to rural India as well.

    FUTURE PROJECTIONSAccording to a report by Gartner Inc., Indias mobile

    subscriber base is projected to exceed 737 million

    connections by 2012 growing at a CAGR of 21 per cent

    and India is likely to remain the worlds second largestwireless market after China in terms of mobile

    connections. The overall cellular services revenue inIndia is projected to grow at a CAGR of 18 per cent from

    2008-2012 to exceed US$ 37 billion. Cellular marketpenetration will rise to 60.7 per cent from 19.8 per cent

    in 2007.

    According to an analyst firm Springboard Research,India will become the leading market for WiMAX in the

    Asia pacific region and is expected to have 15.8 millionWiMAX subscribers by 2012, accounting for 46.7 per

    cent of total subscribers in Asia-Pacific and 35.7 per cent

    of revenues from the region. However, India had only3.4 million broadband subscribers in January 2008,

    which was much lesser than the governments target of9 million.

    VALUE ADDED SERVICES MARKETAccording to a study by Stanford University and

    consulting firm BDA, the Indian mobile value-added

    services (MVAS) is poised to touch US$ 2.74 billion

    by 2010. According to global technology research

    firm Gartner, the value-added services market in

    India is expected to grow to about US$ 5.6

    billion by 2011, and data services will be the

    major factor behind the growth. Indias sharein Asia-Pacific (excluding Japan) data revenue

    is estimated to almost double from about 6

    per cent in 2007 to 11.5 percent by 2011.

    India is expected to lead Asian countries in

    terms of mobile gaming revenues. The

    mobile gaming revenues in India, in 2007,

    stood at around US$ 80 million and

    it is likely to touch US$ 450 million by

    2012. Echoing similar sentiments,

    research firm Gartner estimates data

    services to account for 22 per cent of

    the total revenues by 2010 from 12

    per cent in 2007.
