Main ObjectiveThe Sri Lankan CBMS team would like to carry out its activities in Hikkaduwa and Hambanthota Local Council and Divisional Secretariat areas with the key partner organizations, namely, the Sri Lanka Institute of Local Governance (SLILG), Gama Nagma (village upliftment),Samurdhi(poverty alleviation) and Gemi DiriyaProgrammes that operate under the Ministry of Nation Building.

Data Data
The data collected will be used to:
Improve poverty monitoring efforts through active dissemination strategies
Introduce principles and strategies of community based development planning and resource allocation
and
Initiate – together with the Sri Lankan Institute for Local Governance (SLILG) and other partner organizations– an advocacy and implementation program at the national and local level and to further institutionalize the Sri Lankan CBMS approach in the relevant agencies.

Planned Project Activities
Facilitation of meetings and training workshops with regional as well as national stakeholders to promote the utilization of CBMS for improving planning efforts in Sri Lanka
Strengthening the collaboration between SPARC and Sri Lanka Institute of Local Governance to incorporate CBMS in the annual training program of the latter targeting local council functionaries so that CBMS methodology and its applicability for sustainable and conflict-sensitive development planning can be disseminated to local councils in the PS/DS and districts of the countryDevelop handbook and training manuals on CBMS in Sri Lanka to be used by partner organizations including Local Councils.

Continuation of CBMS activities in the selected locations would involve:
– Selection and training of community members
– Conduct of data collection by trained community members and relevant local officials
– Academic guidance to the community members of partner organizations and local officials
– Establish collaboration with relevant partner institutions as well as NGO’s operating in the area (such as Action Aid International) in order to further promote and institutionalize the utilization of the CBMS approach.
– Documentation and in-depth analysis of CBMS exercises in the selected locations.

Implementation StrategyImplementation Strategy
Local Level
SPARC will implement the CBMS project in close collaboration with local communities and relevant partner organisations. As mentioned earlier, these include local officials of the PS and DS.
National Level
During the current project phase, SPARC shall assist the relevant organisations to incorporate CBMS methodology in their regular programs at the local level in particular training of their local level officials and establish systems for collection, analysis and utilization of data at household level and country level. The Gama Neguma Programme comes under purview of the President and is a major channel of state funding for rural development. Institutionalization of CBMS in selected locations would pave the way for its replication in the other parts of the country.

Institutionalization of CBMS methodology in the relevant institutions so that it becomes a tool in the hands of local level planners and project implementers.Empowerment of local communities through training and participation so that they become active partners in their own development rather than passive recipients of hand outs.Partner organizations to be involved are expected to adopt CBMS methodology in their programmes in the selected field areas and elsewhere.Heightened awareness and knowledge regarding CBMS methodology among other stake-holders such as the Department of Census and Statistics, academics and researchers via seminars and training workshops that the researchers would organize during the course of the study.
