1 Invitation to Tender This invitation to tender is limited to shortlisted engineering consultancies experienced in

managing and supervising water and wastewater treatment projects in the GCC area. This Request for Proposal (RFP) is for:

PROJECT MANAGEMENT, ENGINEERING CONSULTANCY, AND SUPERVISION

SERVICES FOR THE DESIGN, BUILD & TWO YEARS OPERATION OF THE SECOND CENTRAL EFFLUENT TREATMENT & RECYCLING PLANT (CETRP II) FOR

PTA/PET/PIA EFFLUENT AT SOHAR INDUSTRIAL PORT AREA

2 General Description of Work

Majis Industrial Services is the water services provider at Sohar Industrial Port Area (SIPA). It currently provides a whole range of water services to the tenants of SIPA including supply of cooling, potable and process water, and collection and treatment of wastewater. Following Government’s directive to eliminate treated effluent discharges to the marine environment, Majis has installed a Treated Industrial Effluent (TIE) network to monitor and collect discharges from the existing tenants with the aim to further treat and recycle/re-use this TIE within SIPA. A Central Effluent Treatment and Recycling Plant (CETRP I) is being implemented at Plot 22. Oman International Petrochemical Industries (OMPET) along with OMPIA intends to establish, PTA-PET1 & PIA2 1plants at Plot 7 and 8 at SIPA. These plants are intended to be functional by Q2 2017. Majis is hence launching it Second Central Effluent Treatment and Recycling Plant (CETRP II) to be located at Plot 7. The scope of work for this tender includes project management, engineering consultancy services, and supervision of construction and commissioning of a Central Aerobic Treatment Plant (CATP) for the pre-treated effluent from PTA/PET & PIA facilities along with a Re-use & Recycling Plant (RRP) – together the CATP and RRP form CETRP II. The contract for the design, supply, installing, testing, commissioning, and operation (for two years) of the CETRP II facility will be implemented on a Design and Build basis by a specialist contractor. The plant shall be designed to receive treated anaerobic effluent of specified quality and to produce 5,000m3 per day of industrial quality water of 25ppm TDS or better.

3 Conceptual Design

CETRP II is part of the overall scheme to supply 28MLD of Industrial Water for cooling and process purposes to OMPET and OMPIA. 28MLD will be supplied by desalting seawater in the Second Reverse Osmosis Plant (RO II) [yet to be tendered], and potentially a standby 8MLD will come from CETRP II (additional provision is made to convert two potable water trains to process water by 2016).

OMPET is developing the PTA-PET1 plant whereas OMPIA will establish the PIA2 facility.

Both PTA-PET as well as PIA plants will have their own proprietary anaerobic treatment plants. The flows from the anaerobic plants will be discharged to the CETRP II which shall be designed on the basis of a biological aerobic process (CATP) followed by a membrane based recycling/re-use plant (RRP).

Diagram 1 below shows the overall scheme to meet the cooling water demand.

The CETRP II EPC contract scope and location plan is shown in Diagram 2

It is envisaged that the CATP will be followed by a membrane pre-treatment (UF/MF) and a Brackish Water RO plant with two passes (Recycling Plant, RP) to produce water of the required quality.

Tender documents will specify the quantity and quality of TIE expected from the anaerobic stage.

SCOPE OF WORKS

This Tender is for the Consultancy services for project management and supervision of the CETRP II and associated ancillary facilities which are required for the overall functioning of the facility including the water tanks, administration building, power substation, roads, external works, external service, etc. The CETRP II contract further includes a nominal 5MLD Demineralization plant which will receive source water from RO I. The location of CETRP II is shown in the diagram 2.

This Consultancy Services shall cover the following works:- (a) Construction of the entire CETRP II facility including the DM plant and storage

tanks at plot 8A (b) Power supply to the plant from Majan substation. (c) Effluent from anaerobic plant to the CATP (d) Connection of blow down water to the Recycling Plant (RP) (e) Emergency Discharge arrangements (f) Connections from Majis’ process water network to supply water to DM plant (g) Pumping Station for the Distribution of DM & cooling water The Consulting Engineer shall be responsible to check all data of the surroundings viz.

� End-user requirements � Existing site conditions � The SIPC area common corridor regulations � The existing external works � Local Environmental regulations – (MECA-SEU) � Water quality data.

SUPERVISION OF CONSTRUCTION

I. The Consulting Engineer shall supervise and monitor of the project so as to ensure the conformity with the requirements specified in tender documents and all as per clauses of the Form of Agreement and Condition of Engagement for Consultancy Services for Plant, Building and Civil Engineering Works (Design by Contractor) and EPC/Turnkey projects. The scope will include but not be limited to:

1. Carrying out the duties specified in the contract and assigned to him by the

Employer.

2. Exercising the authority specified in or necessarily to be implied from the contract, provided, however, that if the Engineer is required, under the terms of his appointment by the Employer, to obtain the specified approval of the Employer before exercising such authority, provided further that any requisite approval shall be exercised by the Engineer.

3. Except as expressly stated in the contract, the Engineer shall have no authority to relieve the contractor of any of his obligations under the contract.

4. The Engineer shall be appointed by and be responsible to the employer and shall

carry out such duties and exercise such authority as may be delegated to him by the employer including the following:

5. To check the setting out of the works at site.

6. To check the construction drawings/ documents / shop drawings.

7. To check construction plans and work schedule.

8. To carry out inspections and tests for quantity and quality control of the work /

supplies.

9. To monitor and control the work schedule.

10. To check the contractor's bills as admissible under the contract against the work done and certify payments to be related to the contractor by the employer.

11. To monitor the progress of construction work and review all progress reports and

charts received from contractor.

12. To inspect the completed works, test, operate them and issue completion certificates after approval of the employer.

13. To check as-built drawings and completion reports of the project works prepared by

the contractor.

14. To finalize the accounts of the contractor after certifying all extras and variations.

15. To ensure that the contractor will prepare the operation and maintenance manuals for the project works according to the contract.

16. To supervise extended testing and commissioning of the project for a period of six

months after completion of the project.

17. To ensure that the contractor will provide on-job training to the employer's designated staff members for the future operation and maintenance of the project.

18. To ensure that the contractor will provide on-job training to the employers designated

staff members for the future operation and maintenance of the project. Any other duties and functions as assigned and delegated by the Employer and agreed by mutual agreement.

II. The Consulting Engineer shall be responsible for the preparation of a detailed implementation program based on the Contractors approved program along with cash flow statement showing the quarterly requirements from the beginning of the work to enable the Employer to plan the budget.

III. The Consulting Engineer should have an office in Oman (MUSCAT) with permanent

staff required for the project.

IV. The Engineers shall be responsible for arranging meetings with Government authorities, such as MRMEW, Majan Electricity CO., M/s. Oman Electricity & transmission Company, etc. as well as coordination with SIPC, SAC , OMPET, OMPIA, and others.

V. As an indication, following minimum staff should be deployed for the duration of the project: Working hours shall be as per Omani Law

The above is for reference only as each bidder is required to assess the required input and price his offer accordingly. The EPC contract will be for 27 months completion and 3 months Trial Period. In addition each bidder is required to submit a table of day work rates for all staff categories. These rates are to be valid for use for a period of up to 6 months anytime during project execution.

DELIVERABLES

The EPC tender documents are being floated on a ‘black box’ basis. The Consultants are expected to review the bids and evaluate them in accordance with the evaluation criteria given in the tender documents.

During the course of the contract, Consultants will be responsible for the overall project management, design reviews, tracking on procurement activities, alerting the Client on possible delays and mitigating such delays, ensuring the quality and appropriateness of the equipment proposed and the works carried out, making sure that the project is completed without overruns on time or money. The following list of deliverables is by no means exhaustive but summarizes main items during the course of project implementation:

Method Statements for all work on site from the contractor

Monthly Progress Report summarizing all technical and financial work carried out Supervision of Construction with monthly progress reports Checking and approving of all payment certificates Submitting final accounts

FEE

1. The Bid Evaluation and Design Review fee should be lump sum quoted in Omani Rials. The lump sum fee should include all reimbursable items along with the costs together with a detail breakdown, as referred in Appendix F of Form of Agreement.

2. The supervision fee should be lump sum quoted in Omani Rials with

breakdown of full time supervisory staff fees per month, as referred in Appendix G of Form of Agreement.

6. Tendering Timetable

The tendering and contract award program is as follows:

• Release of Tender Documents 21st August 2014

• Bid Return Date 18th September 2014

• Contract Award By End October 2014

The tendering procedure consists of a single stage bidding process in which technical and financial bids will be invited in one envelope. Technical evaluation criteria provided in ‘Instruction to Bidders’ will be used to evaluate the technical strength of each offer. Only those bidders who achieve the minimum technical cut-off score will be considered for financial evaluation.
