1. “PORT ENVIRONMENTAL MANAGER” TRAINING COURSE - OBJECTIVES AND SYNERGIES
WITH THE ECOPORT8 PROJECT
The capacity building activity, foreseen in the WP6 Eco Sustainable model– act 6.2, is part of the
complex project ECOPORT 8 - ENVIRONMENTAL MANAGEMENT OF TRANSBORDER CORRIDOR
PORTS.
The activity consisted in a training course of 140 hours, titled “Port Environmental Manager”,
planned above all to create 18 competent PORT ENVIRONMENTAL MANAGERS within ports and co-
structures. Universus, as Responsible for the relative task of the above mentioned activity, managed
all the planning, the editing and the organizational activities related to the training course, strictly
linked with the LP and the Responsible of the WP6.
In order to achieve the establishing maritime environmental corridors with the ports as points at
which is possible to apply best practices, to reduce the environmental impact and ensuring
compliance with applicable regulations, the port areas require competent Port Environmental
managers with the responsibility for ensuring the application of the best practices, by mean of
designing, implementing and improving suitable environmental management system.
The course, indeed, aimed to capitalize on the results of ongoing research (foreseen in the project
technical activities) for the development of professionals equipped with working knowledge of the
standards required by environmental certification in each of the ports involved, flexible enough to be
deployed within a range of environments including ports yet also freight and storage depots, logistics
terminals etc. The resulting professional figure has been flexible, not only in general port
management but also in planning and identifying solutions according to needs, implementing
continuous improvements and adapting to developing issues in maritime traffic.
The right balance of lectures and “work on site” hours has provided a complete range of information
and tools to the employees in the field of environmental management, in order to create professionals
able to design, manage, and improve the effective implementation of EMS in each of the ports
involved in Ecoport 8 Project.
The trainees also have been able to provide input to the drafting of a Common Guidelines document
for PAN EU ports, in order to establish good environmental practice (see WP6 - act 6.1).

2. THE PRELIMINARY PHASE - THE DEFINITION OF THE OFFICIAL CALLS
On the basis of the above mentioned objectives, The Didactical Staff of Universus, supported by the
Politechnic of Bari (Poliba), Lead Partner of the Project Ecoport 8, in accordance with the programs
and the results of the WP4 - WP5 , has worked from May 2010 to March 2012 to the organisation
and planning, the realisation and the monitoring of the course, starting from the professional figure to
select, the didactical model to utilize, the external experts to involve in order to create a link with the
previous work packages until to define the guidelines for the calls officially opened on the
04/04/2011.
The calls opened the selection for:
- 6 SCIENTIFIC TUTORS TO BE INVOLVED DURING THE PROJECT WORK PHASE OF THE
TRAINING COURSE
- 18 YOUNG JUNIOR EXPERTS FOR TRAINING COURSE:“PORT ENVIRONMENTAL
MANAGER”
The Applications Deadlines for both figures were previewed on the 3 June 2011 for e-mail and on
the 13 June 2011 for paper applications. On the 07 June 2011 the deadlines were extended to the
30 June 2011 for email applications and 08 July 2011 for paper (hardcopy) applications.
On the 11 July 2011 the Selection Committee composed by Chiara Campanile, Francesco
Colasuonno, Anna Damiani, Pasqua Maddaluno and Mario Mega, has evaluated, according the criteria
already defined in the calls, the different candidates until the composition of the final team of
Trainees and the final list of the Scientific Tutors, in quality of Universus External Consultants.

As regards the trainees’ selection, in accordance with the principle of equal distribution of course’s
participants and leaving out of consideration the score, it has been given priority to students coming
from countries participating in the project. Since the number of 3 candidates for each Country
involved in the project (ref.call) has not been reached, the Examiner Committee has determined that
the admitted candidates have been selected on the basis of the candidates list ranking. The

Committee has also stated to select the youngest candidates in case of equal score among admitted
participants.
The final lists of the admitted candidates have been published on the official project web-site
www.ecoport8.eu and on the web site www.universus.it both in Italian and English versions.
The confirmation of the participation of both Tutors and Trainees has been required through an official
acceptance to participate. Only when the presence of all the winners have been confirmed, Universus
Didactical Staff started to plan all the logistic and accommodation details, supported by the Travel
Agency chosen for the activity, in order to guarantee to all the trainees the most comfortable and
sure staying in Bari and attending the classroom phase in Universus.
3. The Training Course in “numbers” – The structure
Port Environmental Manager Course consisted of 140 training hours so distributed:
- 60 hours of class-based training to be held in Bari at the Universus school of Management
and Engineering from the 12/09/2011 to the 21/09/2011
- 80 hours of project work realized in the 7 port authorities involved in the project; the
project work has been carried out by 6 groups, one of each port authority (2 ports for Greece),
supported by 6 scientific tutors and 6 mentors coming from port authorities.
- An E-learning Support (by a specific Platform called “Docebo”), in order to guarantee the
homogeneity of tools and results of the different countries involved, benefiting 18 students and 26
personnel as part of the total project staff. During the activities the platform has been opened also
to project partner in order to share documents and results.
4. The Didactic model : interventional training
The didactic model utilized on the course is that of interventional training, characterised by the
following key principles:
- The use of methods and innovative learning and collaboration tools
- Instil and strengthen the dynamics of intercultural group work
- Guarantee continuity and the homogeneity of the training course
- Utilize qualified and effective teaching personnel
- Encourage both the exploitation and the personalization of contents
- Ensure pragmatism and the transferability of knowledge/skills

- Provide adequate didactic and methodological support and assistance
- Maximise skills through mentoring activities in a project work phase.
The didactical model has been characterized by a blended approach in order to mix scientific lectures
with soft skills, aiming to create a strong collaboration atmosphere among groups coming from
different countries and from different cultural and study background. The method of learning
proposed by the project aimed toward the integration of lessons contents with the project work
activities to be carried out in each of the 7 ports involved, including through the use of methods
based on tools, multimedia technology and audit visits managed by Universus staff.
5. The Classroom Phase: 60 h. of training course held in Bari (12-
21/09/2012)
5.1 Objectives:
Introducing and clarifying the contents of outputs from the previous steps of the project;
Providing the theoretical basis for the competences of port environmental manager;
Providing tools and inputs for the following project work phase;
Building interaction and teamwork capacities

5.2 The Structure of the didactical modules
As well represented by the didactical frame above, the classroom phase was based on 3 technical
modules, which represented the scientific core of the course and the technical bridge with the
Previous WP4-WP5. However , Universus Didactical Staff with the Support of the Lead Partner, has
decided to alternate explicit technical and environmental issues with soft skills such as team building
followed by Jonathan Lang, an English mother Tongue Teacher, in order to homogenise the trainees
coming from different countries and having different cultural backgrounds and to insert also 2 study
visits in order to see LIC laboratory and a port reality, that of The Port of Bari and The Port of
Monopoli, different from those of their own countries.

5.3 The Teachers Staff
The official language of the course was the English. The teachers involved during the activities have
been: Prof.Leonardo Damiani with the support of Miss Tatiana Branca, as representatives of the
Polytechnic of Bari, Jonathan Lang, English mother Tongue Teacher expert of soft skills and team
building, and Giordano Angle, technical referent for EMS contents and to set up the steps and the
planning of the Project Work phase. All the Partnership has given its own support in terms of lectures
and study visits organisation.

6.The Project Work phase
To verify the class based training effectiveness
To complete the training, by on-the-job training
To share experiences and information, among the ports involved
To provide inputs to define common guidelines and practices
To build the competencies for the implementation of EMS standards
6.1 PW Phase 1: Introduction and methodology
During the last two days of the course, the 20th and 21st of September 2011, Tutors and Mentors took
part to the course for a Social Meeting in order to assist to the first phase of the PW, i.e. the
composition of the group, one for each group, the assignation of tasks and the planning of the work
activities according to established deadlines. Those 2 days were necessary also to present to the
Tutors and Mentors, our E-Learning Platform, the tool which has supported all the PW activities after
the conclusion of the training hours in Bari. Universus Didactical Staff, supported by Professor
Giordano Angle, Responsible of the Scientific Lessons during the Course, has given to all Trainees and
Tutors the list of activities to do during the 80 h of Project Work, divided between on site and
homework activities. The activities have been divided into 7 groups of Work, one for each country,
except for Greece where the groups were 2, one for The Port of Igoumenitsa and one for the Port of
Patras.
Starting from a series of EMS documents and examples of environmental analysis provided from Prof.
Angle and available on the e-learning Platform, Universus Staff has coordinated the Project Work
activity, starting to give to each group the possibility of choosing one main topic to analyse for each
port, on the basis of particular environmental issues that the port chose to analyse,
We have proceeded with the establishment of the groups and with the task distribution in order to
obtain the following scheme:

The deadlines for the activities for the work groups were distributed according to the following

6.2 The Role of Port Companies in the Project Work: Each Port Company involved in the ECOPORT 8 project :
- provided MENTORS in order to support participants;
- provided participants and supports all tutors documentation, logistics, information,
authorizations, etc., reasonably necessary for the effective implementation of the PW;
- provided suitable sites for the conduct of activities on site (including minimum space for
meetings between the assessment team and the mentor and/or representative of the Port
Authority);
- provided the necessary office equipment for the conduct of activities on site (printer - copier -
scanner - PC Workstation - network connection, etc.);
- provided all necessary assistance for the conduct of the assessment;
- shared the findings emerging from the survey;
- ensured the safety of participants during the activities on-site.
6.3 The Role of Mentors in Project Work
The mentors were experts, working in port areas, with competencies in environmental management.
The main tasks of the mentors have been:
1. to facilitate the group of students and the tutor assigned, e.g. ensuring the access to the Port
Areas and to the information and documentation requested, for the aims of the Project.
2. to provide assistance to the group of students assigned, for at least 32 hours of project work,
staying in regular contact with the group during the 80 hours of project work (via email,
phone, etc.).
3. to supervise activities of the team, giving suggestions and explanations and sharing with them
any issues related to the effective and timely implementation of the program, and their
solutions.
4. to supervise the Project Work Final Report with the group assigned.
5. to report the work done by the assigned tutors and trainees to Universus, as the partner
organization for the training course.

6.4 The Role of Scientific Tutors in Project Work
The tutors have been selected through a relative call, on the basis of competence in tutoring and the
environmental field. The main tasks of the tutors have been:
- to review and verify the planning and activities during the Project Work;
- to cooperate with the mentors in order to assist the group of students assigned during the
project work;
- to assist the assigned group of students directly for at least 32 hours of project work and stay
in contact with the group during the 80 hours of project work (via email, phone, etc.);
- to support the mentors in order to manage work group activities within the Port areas, and in
order to maintain records of such activities;
- to review the activities of the team, directly and as reported from the mentors, and to share
with the mentors any issues related to the effective and timely implementation of the program,
and their solutions;
- to check the functionality of the e-learning processes;
- to attend the eventual singular session with each student according to their requests;
- to define and coordinate the Project Work Final Report with the assigned group;
- to supervise the activities of the team and report to the Lead Partner Representatives about the
state of the PW and any relevant issues.
6.5 The Role of Universus in the Project Work
During the months September - December 2011 the role of Universus Didactical Staff has been to
coordinate and monitor all the activities carried out in the 6 countries.
The staff kept in touch with all the Participants of the Course, through our LMS Tool “E-learning
Platform” Docebo. The Platform permitted us to monitor the running Project Work activities and to
solve some doubts about the activities assigned and to animate forums/wikis about technical and
environmental issues/topics.
7.The E-Learning Platform LMS (from September 2011 to April 2012) For the entire duration of the course as well as upon its conclusion, it was possible for participants to
make use of an instrument based on an open source E-Learning platform, DoceboLMS, which
responded to the requirements set down by the Moratti-Stanca decree on accessibility, implemented
and customized by Universus.

The tool was available to teachers, students and staff of project to support the work of the classroom
(blended learning), interpersonal comparisons to continuous improvement (Cooperative learning) and
for updating the progress of the work group (Project Work).
It was therefore an instrument that allowed, through a common Internet browser, the management
of distance learning processes, providing financial, planning, tracking and certifying activities by
creating, in short, a virtual classroom through:
� Individual Activities of deepened by Learning Object
� Synchronous Support through chat and videoconferencing tutors/mentors
� Asynchronous support of teachers/tutors/mentors with e-mail and FAQs
� Support of the group through forums and newsgroups
� Evaluation of the quality level of the course through the provision of online
questionnaires.
Access was reserved. The system administrator gave the name, surname and email address of
attendees so that an administrator could first enable and then send account information (user name
and password).
The address of the LMS platform that Universus hosts and manages is still until April 2012 as follows:

Access was obtained by typing, in the appropriate boxes, the username and password provided by the
administrator of each user and clicking "Login".
The platform has been customized and structured so as to provide different access profiles: Visitor,
Student, Teacher, Tutor, Mentor, Administrator.
For each profile on the platform, specific functionality was assigned with different privileges in the use
of the system, according to the roles.
The Trainee was able to:
- Take advantage of online course materials for which he/she is registered
- download educational materials made available,
- participate in group work
- provide feedback on the quality of the course by completing special questionnaires;
- interact and communicate asynchronously and synchronously (via messaging, chat rooms,
forums, and video conferencing) with online teachers, Tutors and other students, helping to
create an environment for discussion and collaborative learning in the virtual classroom.
The Visitor had the functions of 'observer' and will thus have an overview of the "virtual community"
without actively participating. They were able to consult available materials, use messaging systems,
read the discussions in the forums but not participate.
The Teacher was entrusted with the scientific and educational strategy to be followed for the most
effective use of the platform on the part of pupils, in particular:
- monitoring the curriculum of each student through the use of statistics which provide
extensive reporting on timescales and course progress, learning outcome tests, participation
in forums, the use of chat and messaging;
- public news and he insertion of educational material;
- forum moderation
- managing the entrusted project work.
The Mentor had duties similar to that of the Teacher, but had fewer enabled features.
The Didactic Tutor represented a point of reference for students during the training course. Indeed,
their function was to:
- guide the students in the navigation of the platform;
- answer questions both technical and didactical;
- moderate the forum, possibly alongside the teacher.

The Administrator managed and monitored all training activities carried out within the Docebo
platform. In particular:
- managing user access to the system;
- enrolling users in courses:
- assigning users with the various profiles;
- associating teachers and tutors to the various courses;
- defining and creating the course.
In addition to internal mail and instant messaging, the implemented functions which have been
utilized were:

In terms of Video conferencing within the platform, specific alerts have been published online through
the CISCO-WebEX system that will enable web conferencing sessions. Through the CISCO-WebEx
system, interaction it has been possible in real-time with the participants using high quality audio-video
communication, file sharing, application sharing (desktop sharing), chat and questionnaires.
A GUIDE has been prepared for both the student and the teacher/tutor. In particular, the guide
dedicated to teachers and tutors had outlined the following operations:
- uploading a file and making it available to students;
- copying an already existing file in one course or in another course;
- creating a repository for files submitted by students of the course;
- creating a site database;
- creating a forum for a single course;
- creating a questionnaire;
- checking the statistics of didactic object fruition.

If during the classroom phase the Platform was utilised above all as Repository of the course didactical
documents/materials and for the Monitoring Questionnaires, during the Project Work phase it was an
important tool to manage the project of each work. In particular to facilitate the collaboration among
the members of each group and among the groups themselves, we made an official announcement
sending it by e-mail explaining the ways to manage the Project Work activities through the Platform.
We report below the official text of the mentioned communication: Object: PROJECT MANAGEMENT: ACTIVATED 7 DIFFERENT PROJECT WORKS 17-10-2011 10:5 “Dear all, are now available on "E-learning Platform" all seven project works related to ports of Bari, Durres, Patras, Igoumenitsa, Bar, Sofia, Constanta. You will find them to the following path: collaborative area > project management. Once here, you will see all the Project Works but you can upload files, delete or modify them only in your own Project Work (that of your personal port), otherwise you can only read, leave a message or a comment in the Project Work of the other countries. It's important now to implement this with news, information and updates.Even if the main responsibility of the management of the PW documents is committed to the Tutors, the Trainees and the Mentors have their same permissions to operate inside the Project Work section. From a technical point of view, it is better to upload files in .pdf version (also in case of showing them during the web conference). As regards the calendar of the Pw activities, you have two choices: - to upload directly the pdf file in your own PW; - to fill in the relative day boxes with all the Pw meetings at the following path: student area>calendar; In project management area you could always observe the progress of activities about project work and check for updates. 8. The Web Conferences During the previously mentioned homework phase Universus Didactical staff has organised 2 web
conferences:
- On the 25 th of October 2011 at 11.00 am about the start-up of the PW (See the
communication text below):
Dear All,
I imagine and hope that the Project Work phase has started in each port involved in the Course . owever not all the groups have indicated yet the beginning of the works neither through an e-mail or an advice on the E-Learning Platform. I remember you the important role of The E-learning Platform as a virtual place for the communication between all the participants involved in the course who are physically distant. As Ecoport Staff, we will implement as soon as possible wiki & forum on the Platform in order to collect all your doubts or questions about the progressive outgoing of the Project Work and I hope you will actively participate to the posted discussions. This is our unique way to test how your Project Work through the filling in of advices or the updating of the documents.
So referring in particular to the tutors, check daily the e-learning platform, animate it through discussion or advices, participate to the forum that we will implement Time after time in order to understand how each group for each port is proceeding(see for example the calendar of The Italian Group for the Port of Bari).I remember you that the first deadline is the 15 th of October, as regards the sending of the Detailed Planning of PW activities in each port in line with mentors suggestion. In order to discuss about this first document, we will organise the 25 th of October at 11.00 (Italian local time) a Web Conference among with the participation of The Tutors, Mentors, me, Chiara Campanile, Prof. Damiani , Prof. Angle and Prof.Lang. The web conference will last above 2-3 hours.
It is important to have the full participation of all The Tutors in quality of our external experts. As regards The Mentors it is equal important their presence but in case of absence I ask you to find a substitute in representation of the relative port. Please confirm me through an e-mail your presence no later than the 21 th of October

How are you? I hope fine.
As you know, the phase of the Audit Visits has finished the 19/01/2012 in Greece, with the visit to the Ports of Patras and Igoumenitsa. We would like to officially thank you for the collaboration and the support of all the Tutors, Mentors and Trainees in the organisation of the visits.We know that our visit, in some cases, has involved a complicated bureaucratic organisation within the port reality but we think that the visits on-site have been an important occasion for us to test the on-going results of the Project Work and in general the way of working of each group and for the ports to increase their external visibility (thanks to the series of images/filming taken during the visits). As conclusion of the Training Course “Port Environmental Manager” we are organising on the 15 of February at 11.00 (Italian local time) a Web Conference with the participation of The Tutors, The Mentors, Chiara Campanile, Prof.Damiani, Tatiana Branca and Prof.Angle in order to discuss about the results obtained at the end of the WP6 – Capacity Building.
For the web conference, We ask to each Tutor to send us by email (at least 2 days before the web conference meeting) a short presentation of the final report and annexes in a Word format (max 1 page). Your short presentation should be used for evaluation purposes and for internal and external communication.
So it is very important that you present the key-points of your Project Work (a kind of short SWOT analysis).
I report below some important details about the web conference:

effective collaboration within the groups among Trainees, Tutors and Mentors have been the

The interviews were based on environmental topics and based on the following questions (the same for
each Port Authority interviewed):
1. Are you implementing an environmental policy in your port? If yes, in which way? If not, why?
2. Are you managing some environmental projects? If yes in which way are you managing them in the managerial
structure?
3. Have you some specific environmental issues that you need to manage? If yes, how?
4. Could you indicate in what way the environmental issues interfere with your economic interests?
5. Could you indicate what are the major changes that would affect the port infrastructure in case of environmental
standards implementation and operation (ISO 14001 or EMAS)?

The visits, from a general point of view, have been an important occasion to give visibility to all the
ports, filming and taking photographs of the key-areas of the same, in particular those interesting from
an environmental point of view underlining the implementation of an Environmental System according
their own certification. All the visits, conducted by the Didactical tutor of the Course with the support of
an official cameraman, have been organised following a common pattern of activities in all the ports
visited. The organisation of the meeting has seen a first moment of discussion among the members of
the course work group of each Port about the outgoing results of the Project Work Phase, in particular
with The Mentor (a Representative of the Port), the Tutor and the Trainees. Then, it has followed a brief
guided tour around the main areas of the relative port in particular those interesting from an
environmental point of view underlining the implementation of an Environmental System according their
own certification. Finally we have realised some interviews to key-figures in Port Authorities of the
visited Ports.
To meet the different groups has meant for us, and for the outgoing of the project in general, to
highlight the different port visions and organisations for each Country involved, to know the main areas
of intervention and improvement as declared by the several Port Authorities interviewed thanks to the
support of two technical media experts .
We have discovered some important eco friendly projects which are in some ports already approved and
in course and in other one in itinere in an optics of ISO 14000 certification and construction of eco
guidelines.
In particular, referring to the WP 6.2 –Activity Capacity Building, the international meetings have given
us and to the whole Ecoport coordination team, the opportunity to collect all the trainees, Tutor and
Mentors impressions about the organisation of all the activities of Course „Port Environmental Manager”,
about the facility/difficulty to obtain port data and it has been, especially for the trainees, a great

occasion to experience at first hand what already learnt during the classroom phase, and not only from
a theoretical point of view.
In some cases, we have faced some situations not completely „eco sustainable” above all in big ports,
such as that of Constanta, where because of the huge dimensions of the port itself and the great
number of activities here involved consequently is more difficult to manage. In other ones, like in the
Port of Durres, the attempt to create an eco friendly port is in constant growing and all the
plans/decisions of the Port Authorities are going in that way. The key-moments of the visits, including
the welcome of each group in the respective port, the pictures, the interviews have been collected in a
final video of the Course „Port Environmental Manager”, and in 7 short videos illustrating the Ports
involved in the project. All videos have been designed and produced by Universus Communication team
in order to underline the results obtained and the „capacities” built!

11.The results of the Capacity Building linked with the other WP6 activities
All the results of the 6 project works has been delivered to the WP6 responsible and to LP to be used for
the editing of the COMMON ECO GUIDELINES and the FINAL PROTOCOL.
All groups (trainees, scientific tutors and mentors by Port Companies) in general have worked to define
possible strategies/supporting documents to improve EMS within the ports, for some environmental
issues or for the implementation of an EMS in general. Furthermore each tutor has summarised their
results using the WP6 table.
Immediately after Universus staff, in accordance with the LP and the responsible of the WP6 –
Geoecomar, sent an official request to all tutors and mentors in order to homogenise each project work
results with the outputs delivered in the previous phases of the Ecoport8 project (WP4 e WP5) to:
� homogenize the results of the different Project Work groups
� to verify the topics chosen from the ports for a concrete program of improvement in the relative
port structures
� To find good practices to insert in the eco common guidelines
In order to facilitate the collection summary of the proposals included in the reports, the manage staff
has prepared a summary scheme, edited on the basis of the JTS requests for the validation of the
output.
This scheme represents a link between the issues of the ports considered and the edited in each final
reports, the environmental issues defined by WP4 and consequently the Relevant Aspects analyzed in
the WP5.
This information has been very important to underline the cooperation between working groups and
port companies involved, but also to identify at least one or more objectives (already reported in your
reports) for which the port companies will commit (in a short or long term), through the FINAL
PROTOCOL which will be signed at the Final Event in Bourgas on the 08 th of June 2012.
