Advanced Renewable Fuels • Renewables fuels (diesel and jet) are a drop-in
replacement fuel • Not bio-diesel
• Advanced bio-fuels sought by Federal & State governments and environmental groups
• Low Carbon Fuel Standard (LCSF)/ Low Carbon Index (CI) fuels under Federal and State regulations
• Renewables make entire refinery fully LCSF/CI compliant with existing and future laws
• Provide Washington and Oregon obligated parties with locally produced advanced bio-fuels
Crude Oil Feedstock Supply

•Crude by rail most controversial element of project •Crude oil delivered by 100 to 120 car unit trains- 2.5 per week •Source and accept only low vapor (RVP < 10) crude supplies •Will comply with all tank car and safety standards •No road crossing from mainline into Port
Renewable Feedstock Supply
• Selected technology allows great flexibility in feedstock supply
• Internationally sourced used cooking oils and virgin seed and vegetable oils
• 2 to 3 vessels received per month • All supplies produced under U.S. and
international sustainability standards • Desire to build long-term domestic supply
Refined Product Off-take
• Targeting Portland and SW Washington as primary markets
• Refined product will move to local/regional markets on existing barges operating on the Columbia River
• Atmospheric Residuals (18% of volume) shipped to other West Coast refiners
• Renewable jet fuel targeted at major carrier partner • Renewable diesel targeted at “obligated parties”
needing to comply with State & Federal regulations
Benefits to Community Taxes to support schools/local government $8 million/year
