ABSTRACT
380 kV Lapseki 2- Sutluce 2 Submarine Cable project covers connecting Energy
Transmission Lines (ETL) in Lapseki and in Sutluce Counties by submarine energy
transmission line between 380 kV Cenal Thermal Power Plant (TPP)-Lapseki 2 ETL and
380 kV Sutluce 2-Gelibolu (Gallipoli) ETL. The project will be constructed and operated
by TEIAS and it is supported by Word Bank.
The submarine cable is connected to overhead lines with 380 kV Cenal TPP-Lapseki
2 Energy Transmission Line (ETL) and 380 kV Sutluce 2-Gelibolu ETL which have “EIA
Positive” decisions of the advertisement text is in the process and in a short time is
expected to be taken. “EIA Positive” decisions will be forwarded to the World Bank.
Length of the project is approximately 3,6. Total area (except Interface substations)
of the project is nearly 3,43 km2 and completion period of the project time will be
estimated end of 2015, in other words, the project will be continued nearly 25 months. The
project description and project properties are defined in Chapter 2.
The report is formed of three main periods which are construction, operation and
lastly decommissioning/recovery. Environmental impacts of the project are detailed in
Chapter 3. For minimizing negative potential environmental impacts of the project during
these periods, mitigation plans are covered in Chapter 4 and following up controlling of
mitigation plans implementations, monitoring plans are given in Chapter 5.
The technology and the characteristic of the proposed project 380 kV Lapseki 2 -
Sutluce 2 Submarine Cable Project are the same as 380 kV Lapseki - Sutluce Submarine
Cable Project which are about 1 km away. Projects Interface substations in Lapseki are
approximately 1200 m, in Sutluce are approximately 2500 m away from each other
(Appendices B). Having different survey areas, separate survey were carried out for each
project. Public consultation meetings (PCM) of 80 kV Lapseki - Sutluce Submarine Cable
Project were holding on July, 27, 2011 at Lapseki County and Gelibolu County. In Lapseki
County, public consultation meeting were realized in Lapseki Municipality Building at
10.30 am and in Gelibolu County, public consultation meetings were realized in Sutluce

Country Coffee/Tea House at 6 pm. For this reason, public participation meeting required
has not been observed for 380 kV Lapseki 2 - Sutluce 2 Submarine Cable Project because
of being in the same area and about 1 km away and having the same nearest settlements.
The nearest settlements of 380 kV Lapseki 2 - Sutluce 2 Submarine Cable Project and 380
kV Lapseki - Sutluce Submarine Cable Project are same and second project is even more
distant to settlements. However, to inform the population about 380 kV Lapseki 2 - Sutluce
2 Submarine Cable Project, Turkish verionof Environmental Management Plan will be
opened to view at the related village mukhtar’ office TEIAS District Office will discuss the
mukhtar after 15 days if there is any questions/complaints. Announcements of 380 kV
Lapseki - Sutluce Submarine Cable Project’s meetings were published in three
newspapers: on July 17, 2011 in Star Newspaper (National Newspaper), on July 11, 2011
Lapseki Newspaper (Lapseki County Regional Newspaper) and on July 16, 2011 Ay
Yıldız Newspaper (Gelibolu County Regional Newspaper). Related brochures and
photographs are given in Appendices D and photographs of public consultation meetings
are given in Appendices E.

1. REGULATIONS, LAWS AND LEGAL FRAMEWORK
Necessary documents related to the project are prepared with respect to
“Framework for Environmental Assessment Procedures for Energy Transmission Facility
Projects Financed by World Bank in Turkey, Environmental Impact Assessment (EIA)
Regulation ( Official Gazette on December,16,2003 with no. 25318) and Revision on
Environmental Impact Assessment Regulation (Official Gazette on June,30,2011 with
no.27980 ) and the World Bank Operational Policy (OP/BP/GP 4.01-EIA) “ Category A
and B” principles and procedures.
At the date of May, 15, 2011, our company consults to Ministry of Environment
and Forestry, which was obsolete, for Environmental Impact Assessment review of the 380
kV Lapseki - Sutluce Submarine Cable Project which has the same technology and
characteristic of the proposed project 380 kV Lapseki 2 - Sutluce 2 Submarine Cable
Project, and end of the consultation on May 15, 2011, Ministry of Environment and
Forestry, the project was excluded from EIA Regulation. The related correspondence is
given in Appendices G.
The precedent this case, the 380 kV Lapseki 2 - Sutluce 2 Submarine Cable Project
is also outside the scope of the EIA Regulation was evaluated. Because of being precedent
case, 380 kV Lapseki 2 - Sutluce 2 Submarine Cable Project was evaluated outside the
scope of the EIA Regulation.
According to that decision, Environmental Management Report is prepared due to
“Framework for Environmental Assessment Procedures for Energy Transmission Facility
Projects Financed by World Bank in Turkey”.

2. PROJECT DESCRIPTION
2.1 General Description and Purpose of the Project
380 kV Lapseki 2- Sutluce 2 Submarine Cable project covers connecting Energy
Transmission Lines (ETL) in Lapseki and in Sutluce Counties by submarine energy
transmission line between 380 kV Cenal TPP-Lapseki 2 ETL and 380 kV Sutluce 2-Gelibolu
ETL. The project will be constructed and operated by TEIAS and it is supported by Word
Bank.
Aim of the project is satisfying the energy demand of Canakkale and Istanbul Provinces
in future. Within the implementation of the proposed project it is aimed to supply energy to
the areas uninterruptedly when there is a power cut, thus not to affect the local people
negatively. Therefore, the bottleneck in energy in the region which is expected in the future
shall be prevented. In addition to all, the project , where new technology will be used, shall be
decreased loss of life and property energy transmission lines .With the implementation of the
project it is anticipated that the economy of the both region and the country will be influenced
for the good.
2.2. Baseline Information about Project Field
2.2.1 Location of the Project
The beginning of route is Interface substations of Lapseki Region and it will be located
in Lapseki County. In detail, 380 kV Lapseki 2 Interface substations will be installed in Gazi
Suleyman Pasa neighborhood, the plot no 57 and parcel number is 11.
Submarine Cable will be connected to 380 kV Sutluce 2 Interface substations in Sutluce
County at Gelibolu Province parcel numbers 682, 683 and 1182.
Submarine cable length is estimated as 3,6 km.
According to conducted researches and inspections, the project route was determined
and the shortest, safest and proper path was chosen based on technical requirements. 380 kV

cable route maps are given in Appendices B.

2.2.2. Area of the Project
Except Interface substations, the total area for this project is 3,43 km2. The detail
information about project area and Interface substations is presented in Table 1.

During preliminary survey of the 380 kV Lapseki 2- Sutluce 2 Submarine Cable
Project, environmental impact area are taken ±1000 m and researched area is taken ±500 m

and within impact area, underwater communication cables are founded, respectively names
are ITUR, MEDTURK, TURMEOS and MEDNAUTILUS. So far, there was not recorded
any negative impact about communication lines on maritime traffic, fishing, and so on. Also,
there is not any complaint. In Figure 2, those communication cables and their routes are
shown and they cut vertically 380 kV Lapseki- Sutluce Submarine Cable. According to
preliminary survey results by using method of screening and measurement methods,
underwater communication cables are not close to seabed so that there will be no problem
during construction stage.

2.2.3. Characteristic Properties of Submarine Cable
380 kV -1600 mm2 cross section characteristic properties of the submarine cable will be
used. The detail information about submarine cable is given below.

Weight of the cable in air is about 55-60 kg and in water it is about 38-42 kg/m.
Outside diameter of cable will be changing between 135 mm and 155 mm.
The submarine cable is composed of at least 10 layers and from inside to outside, layers
formation is given in Table 2.

Under the project, submarine cable will be floored in the manner couple cables and
each couple cable is consisted of triplet single cable. In addition to those cable, one substitute
single cable is floored.
The cables are floored at intervals between 90 and 180 m and they will be embedded -
1.00 m under seabed for minimizing risk of pounding situations and safest recovery
operations durations.

2.2.4.Method of Submarine Cable Flooring

As mentioned before, submarine cable will be floored between 380 kV Lapseki 2
Interface Substation and 380 kV Sutluce 2 Interface Substation. In Figure 4, typical
submarine cable system is given.

Submarine cable will be floored in shallow zones of Dardanelles by drivers. After a
certain depth, the cable will be floored by cable laying ships (carrying equipments needed for
flooring of the cable).
In a detail, flooring of submarine cable procedure is:
1 st step: The excavation will be done in shallow zones by applicable excavation
machines and submarine cable will be floored by divers.
2 nd step: The submarine cable will be floored by cable laying ships. Excavation
procedure will be done by applicable excavation machines like in Figure 6. The channels will
be opened to place submarine cable.
3 rd step: After the submarine cable will be embedded the -1.00 m of sea bed by high
pressure technique, upper surface of the cable will be covered by natural ways, i.e, soil carried
by the flow.

4 th step: The submarine cable end will be connected to underground cable which is on
the shore. The underground cable will serve as a bridge between submarine cable end and
substation.
The cable flooring is demonstrated in Figure 4. The cables are floored at intervals
between 90 and 180 m. mainly six cable and one substitute cable will be floored.
During submarine cable flooring, necessary permits/approval will be taken from
Turkish Under secretariat of Maritime Affairs, Turkish Naval Forces Command, Turkish
Coast Guard Command, Directorate General of Coastal Safety and municipal and
governorship will be informed. In addition to all, fishing ports and sea transportation will be
informed by municipals and governorship.
Flooring of the cable will be completed in a few weeks and works of flooring of the
cable will be done considering the sea traffic. The working group in field zone will be touch
in sea transportation directors although the working field zone, i.e, submarine cable route is
far away from public transportation zone and the distance of public transportation to
environmental impact area border is far than 5 km from the project field.
In the route of submarine cable, fishing facilities are few (local community sometimes
go fishing). There are not main fishing ports which are actively working. Therefore, local
fishers will be informed by TEIAS, municipalities and governorship of Lapseki and Gelibolu

before construction phase until the project has been completed. The announcements will be
done In Lapseki and Gelibolu municipalities, governorship and by the mukhtar.
Under the effect of the cable routing, only a short-term slowdown in fisheries would
be considered. There will have no effect on fishing in the possession of the cable after the
cable has been laid out. The same operations can be continued.
2.2.5.Properties of Lands used for Substation Purposes
Lands used for substation establishment purposes are shown in Appendices C in a
detail. Lapseki interface substation is out of the development plan. It is in the private property.
After the local zoning plan, expropriation can be made.
Sutluce interface substation consists of 3 parcels in development plan. 682 and 683
numbered parcels are private property, 1182 numbered parcel is treasury land. After the
renovation of Protection Scope Development Plan, expropriation works will start.
Planned area to be used for Interfaces, are used for agricultural activities and the
expropriation activities will be evaluated in detail in the social evaluation report which willl
be prepared by TEIAS.
2.2.6.Environmental Survey
The environmental survey in Dardanelles was done with respect to benthic biological
diversity. According to submarine cable route 7 main stations were estimated. The stations are
changing by different depths, latitude and longitude. The stations and their properties are
shown in Table 4.

As a result of faunistic analysis of samples, Örneklerin faunistik analizi sonucunda
Gastropoda (4 species), Bivalvia (13 species), Scaphopoda (2 species), Cnidaria (1 specie),
Polychaeta (1 specie), Echinodermata (1 specie), Foraminifera (8 species) and others (16
species) which generate 8 systematic group including 30 species were determined. 16
individuals, expressed as the others have not been systematically determined. Others were
included in individual numbers and % calculations. In terms of the number of groups,
Bivalvia is the most dominant with 13 species. Detailed tables are presented in Appendix-F.

During the environmental survey, endemic species cannot be found in the submarine
cable route and survey was done especially on benthic biological diversity because as
mentioned before the cable will be embedded -1.00 m of the seabed. It is sure that the process
of it will affect the benthic life, however, the flooring of the cable processes will be done in
less than a week therefore the effects of benthic life will be dispersed less than predicted.
A report was conducted from Ankara University by Prof.Dr. Nuri Yiğit for fishing
species in Dardanelles ( Lapseki and Gelibolu regions) and Marmara Region. According to
this study, the species are Cyprinus carpio, Abramis brama, Alburnus alburnus, Aspius
aspius, Barbus plebejus, Blicca bjoenkna, Chalcalburnus chalcoides, Chondrostoma
nasus,Gobio gobio, Leuciscus cephalus, Leuciscus borysthenicus,Sander lucioperca,
Phoxinus phoxinus, Pseudorasbora parva, Rhodeus sericeus,Rutilus rubilio, Rutilus rutilus,
Scardinius erythrophtalmus, Silurus glanis, Cobitis strumicae, Orthrias angorae, Lepomis
gibbosus,Rhodeus amarus, Capoeta tinca,Vimba vimba.
In additional, the reproductive time of fish species’ is during April, May and June and
they migrate from Marmara Region to Aegean region during September, October and

November. According to report, there are no endemic fish species in the project area.
Migration period of fishes will be taken into consideration by TEIAS while submarine cable
will be floored.
2.2.7 Phases of the Project

Project is planned to be completed approximately in 25 months (covered all procedure)3,
i.e,end of the 2015. In this period, Lapseki 2 Interface Substation and 380 kV Sutluce 2
Substation will be installed and then after those substations are connected to each other by
submarine cable. Related working time table for the project is presented in Table 5 step by
step.

3. IMPACTS OF THE PROJECT ON ENVIRONMENT
Under Chapter 3 ,the potential impacts of the project in estimated impact area will be
considered and reviewed due to conducted researches, field supervision, inspection and

In the direction of determined fundamental parameters, environmental potential impacts
are analyzed in three main periods. Those are:
Construction Period: Submarine Cable will be floored in seabed and Interface
Substations will be installed.
Operational Period: Established Substations will be operated and energy flow
will be provided.
Recovery/Decommissioning Period: Recovery facilities will be applied if cables
are damaged.
3.1 Classification of Impacts due to Their Significance
“Negligible Impact”: Resource and receptors are not affected from partial activities or
the predicted effect is deemed to be imperceptible or is indistinguishable from natural
background levels.
“Minor Impact”: Magnitude of the impact is sufficiently small and it’s compatible due
to standards. The receptor is low of sensitivity. This kind of impacts is generally occurred in
construction of substations or operational practices.

“Moderate Impact”: The impact is acceptable and not exceeds legal limits. In other
words, the magnitude of effect is described as between minor impacts and threshold impact so
that it is important to take necessary mitigations for minimizing impacts results.
“Major Impact”: The impact size passes over the legal limits or standards. Hence, in
these situations, it is severe that preparing mitigation plans which are need to be strictly
implemented and for observing its benefits and performance, monitoring plan is prepared as
well as. Furthermore, for getting better performance those plans should be implemented
carefully and reviewed in a detail.
3.2 Potential Environmental Impacts during Construction Phase
In this subtitle, the impacts are assessed in two main topics according to project phases:
Interface Substations and Submarine Cable Laying. Moreover, each topic is detailed in
themselves with respect to their environmental impacts.

3.3.2 Submarine Cable:
In operation phase of the project, biophysical and social environment cannot be affected
negatively. Assuming that submarine cable would be damaged because of detritions or certain
reasons, in that kind of situations environmental impacts could be occurred.
As a result of natural disasters or anthropogenic activities (for example trawlers),
submarine cable might be harmed and submarine cable can be disabled. For preventing it,
after submarine cable is floored, its surface will be covered by protective cage. The protective
cage will be buried along with cable, so that it will have no impact on marine life.
3.4 Potential Environmental Impact during Recovery/ Decommissioning Phase
Submarine Cable:
Economic life of the submarine cable is approximately 30 years. If cable economic life
will be approaching or there will be external factor to create serious damage on the cable,
submarine cable will be taken out from seabed for recovery or decommissioning activities. In
this case, there will be two options for decommissioning.
First option is just leave the submarine cable although it fills its economic life and as a
consequence of this option, probably occurred environmental impacts are considers to be
negligible.
Second option is taken out of submarine cable from its seabed and disposed it. In this
circumstances, construction works has to be applied so that there will be potential
environmental impacts both terrestrial and marine environment. In addition to those options,
submarine cable which is taken out can be used after recovery activities.
Options given above can be reviewed depending on environmental perspective,
technical applicability and social view. After reviewing based on those conditions, the
economic and safest one is selected to be applied during decommissioning period.
4 MITIGATION PLAN
This section describes the “Mitigation Plan” prepared to ensure the compliance with the
national environmental regulations and the World Bank Operational Policy (OP/BP/GP 4.01)
principles and procedures for the activities to be carried out during the construction, operation
and decommissioning phases of the 380 kV Lapseki 2- Sutluce 2 Submarine Cable.
Mitigation Plan prepared within this scope is presented in Table 7.

The regulated limit value of Dust/Particulate matter emission being 3 mg/Nm3 (Industrial Air Pollution Control Regulation) is not to be exceeded.
Watering will be done in dry seasons.
Loading and unloading will be carried out with care and without scattering. In order not to lead to scattering, loading/unloading works will be performed in an area allocated for loading/unloading and water sprays will be used in loading/unloading area. Moreover, the workers are warned being careful about loading/unloading activities. Windy weathers will not be selected for loading/unloading if it is applicable.

****The route of the project was selected considering trawlers facilities and sea traffic. Before the construction period, near fishing ports, public and related institutions will be informed. In addition to all, submarine cable will be embedded under seabed at depth -1.00 m and for preventing damaging of the cable from trawlers, along the project route; cages will be settled above the cable. In fact, according to cable characteristic properties, the cable is covered by 3 layers sheeting which are durable for water and durable. Moreover, if the cable would damage, the energy will be cut immediately.
5 MONITORING PLAN
This section describes the “Monitoring Plan” prepared for checking the compliance
of the activities to be carried out during the planning/design, construction, operational and
decommissioning phases of 380 kV Lapseki 2- Sutluce 2 Submarine Cable with the national
environmental regulations and the World Bank Operational Policy (OP/BP/GP 4.01)
principles and procedures. Reports in 3 months period concerning the construction activities
carried out in accordance with Mitigation and Monitoring Plans will be prepared and
submitted to TEIAS.

** During operational phase Electro-Magnetic Field (EMF) effects might be occur, however, the impact of EMF will be under with respect to previous studies of TEAS and TUBITAK ( April,2001). According to this study, for cable electrical area (kV/m) is between 0.00065-0.0038 and magnetic field is 8-29 (MG). On the other hand, WHO statistical values are estimated as electrical area (kV/m) 5 and magnetic field is given as 1000 (MG).
Comparing the WHO statistic and TEAS statistic, it is clear that the electro-magnetic field impact on people and environment of submarine cable is below the international limited values.
***The route of the project was selected considering trawlers facilities and sea traffic. Before the construction period, near fishing ports, public and related institutions will be informed. In addition to all, submarine cable will be embedded under seabed at depth -1.00 m and for preventing damaging of the cable from trawlers, along the project route; cages will be settled above the cable. In fact, according to cable characteristic properties, the cable is
covered by 3 layers sheeting which are durable for water and durable. Moreover, if the cable would damage, the energy will be cut immediately.
6 INSTITUTIONAL ARRAGEMENTS
In this chapter, information about the responsibilities and procedures related to
mitigation measures and monitoring, environmental information flow chart, decision
making hierarchy on environmental management will be given and how the data gathered
from the monitoring is analyzed and used in an efficient way to maintain a sustainable
environmental performance will be mentioned.
6.1 Liabilities and Procedures related to the mitigation measures and
monitoring
“Mitigation Plan” which covers the mitigation measures to be taken to minimize
the negative possible environmental effects due to the planning/design, construction and
operation activities is presented in chapter 4. “Monitoring Plan” which aims to control the
implementation clauses of the procedures and measures mentioned in the “mitigation plan”
is provided in chapter 5. “Mitigation and monitoring plans” are the basic elements forming
the “Environmental Management Plan” prepared within the content of “Political, Forensic
and Administrative Framework” section in environmental impact assessment reports.
6.2 Environmental Information Flow (Reporting and the Frequency of the
Report Submission)
In order to devise and implement a successful environmental management plan, the
elements which are supposed to be obeyed should be determined carefully. Within this
scope, it is abided by the subjects mentioned in the international regulations and
communiqués. Environmental issues in Turkey Clauses predicates on the clauses of
“Environmental Assessment Regulation” published in official gazette on 17 July 2008 with
no.26939. According to this regulation, in accordance with Article 32, List.2, energy
transmission plants (transmission lines, substation, and switchyard) having 154 kV or
above voltage and length of 5 km or longer are supposed to be obtained “EIA Not
Necessary Certificate”. However, there is not any explanation about submarine cables.
At the date of May, 15, 2011, TEIAS consults to Ministry of Environment and
Forestry, which was obsolete, for Environmental Impact Assessment review of the 380 kV
Lapseki - Sutluce Submarine Cable Project which has the same technology and
characteristic of the proposed project 380 kV Lapseki 2 - Sutluce 2 Submarine Cable
Project, and end of the consultation on May 15, 2011, Ministry of Environment and
Forestry, the project was excluded from EIA Regulation. The related correspondence is
given in Appendices G.
The precedent this case, the 380 kV Lapseki 2 - Sutluce 2 Submarine Cable Project
is also outside the scope of the EIA Regulation was evaluated. Because of being precedent
case, 380 kV Lapseki 2 - Sutluce 2 Submarine Cable Project was evaluated outside the
scope of the EIA Regulation.
The submarine cable is connected to overhead lines with 380 kV Cenal TPP-Lapseki
2 Energy Transmission Line (ETL) and 380 kV Sutluce 2-Gallipoli ETL which have “EIA
Positive” decisions of the advertisement text is in the process and in a short time is
expected to be taken. “EIA Positive” decisions will be forwarded to the World Bank.
6.3 380 kV Lapseki 2- Sutluce 2 Submarine Cable Project Environmental
Information Flow
Environmental information flow chart in Figure 10 for the proposed 380 Lapseki 2-
Sutluce 2 Submarine Cable project based on the mentioned regulation above and the table
describing the organization are presented in Figure 9.

(*): TEIAS (as the project owner) with the help of TEIAS’s district offices shall audit the environmental performance of the contractor and controls whether the contractor obeys to the issues determined in the EMP. Within this scope, the contractor is liable to meet the environmental requirements and to submit the reports (in quarterly basis) covering the construction activities and their corresponding mitigation measures to TEIAS.
(**): In the case of necessity, the project site is audited checking in place and approved by the World Bank representatives.

Monitoring will be performed by the contractor or consultancy firm hired by the contractor. The report (monitoring) prepared by collecting monitoring data will be submitted to the TEIAS in a quarterly basis.

TEIAS related district office (TEIAS 2. District Office) will control the accuracy of the data in the reports (by examining the data validity in place). Then, the district office will send the report to the TEIAS General Management (Ankara) for control. After the control of the report by TEIAS (Environment, Estate and Expropriation Department), the report is sent to the World Bank for approval.

7 PUBLIC CONSULTATION PROCESS
The technology and the characteristic of the proposed project 380 kV Lapseki 2 -
Sutluce 2 Submarine Cable Project are the same as 380 kV Lapseki - Sutluce Submarine
Cable Project which are about 1 km away. Projects Interface substations in Lapseki are
approximately 1200 m, in Sutluce are approximately 2500 m away from each other
(Appendices B). Having different survey areas, separate survey were carried out for each
project. Public consultation meetings (PCM) of 80 kV Lapseki - Sutluce Submarine Cable
Project were holding on July, 27, 2011 at Lapseki County and Gelibolu County. In Lapseki
County, public consultation meeting were realized in Lapseki Municipality Building at
10.30 am and in Gelibolu County, public consultation meetings were realized in Sutluce
Country Coffee/Tea House at 6 pm. For this reason, public participation meeting required
has not been observed for 380 kV Lapseki 2 - Sutluce 2 Submarine Cable Project because
of being in the same area and about 1 km away and having the same nearest settlements.
The nearest settlements of 380 kV Lapseki 2 - Sutluce 2 Submarine Cable Project and 380
kV Lapseki - Sutluce Submarine Cable Project are same and second project is even more
distant to settlements. However, to inform the population about 380 kV Lapseki 2 - Sutluce
2 Submarine Cable Project, Turkish verionof Environmental Management Plan will be
opened to view at the related village mukhtar’ office TEIAS District Office will discuss the
mukhtar after 15 days if there is any questions/complaints. Announcements of 380 kV
Lapseki - Sutluce Submarine Cable Project’s meetings were published in three
newspapers: on July 17, 2011 in Star Newspaper (National Newspaper), on July 11, 2011
Lapseki Newspaper (Lapseki County Regional Newspaper) and on July 16, 2011 Ay
Yıldız Newspaper (Gelibolu County Regional Newspaper). Related brochures and
photographs are given in Appendices D and photographs of public consultation meetings
are given in Appendices E.
