offenderswhotookadvantageoftheopportunitiesweoffer,madechangesintheirlives,andhavegoneontolivehappyandproductivelivesaslaw-abidingcitizens.Therehavebeennewsreportsonimprovedvictim/witnessnotificationthroughprojectssuchasSAVIN.Otherreportsdiscussdonationsbystaffandoffenders,includinggiftsoffood,moneyandneededitemstovariousnon-profitagencies;communityinvolvementprogramssuchasoffenderprogramgraduations,effortswithfeedingIndiana’shungry,thedogandcanineassistanceprograms;ACAaccreditation;andmanyotherpositivehumanintereststories.

Baseduponwhattheyhavelearnedwhenvisitingourfacilities,lawmakershaveproposedorsupportedlegislationthatbenefitstheDepartment,nottheleastofwhichincludespayraisesforcustodystaffandstatutoryrecognitionthatDOCemployeesperformhazardousdutyserviceforthecitizensofIndiana.

Judgeswhohavevisitedfacilitieshaveexpressedtheirdesiretoparticipateinourreentryeffortsbyincludingprogrammingrequirementsinthesentencestheydeliver.Othermembersofthejudiciaryarealsoparticipatingmuchmoreinactivitynotonlysendingoffenderstoprison,buthelpingthemtransitionbackintotheircommunities.

Overthepastseveralmonths,youhaveseenmanyvisitorsinyour

facilities,fromCitizensAdvisoryBoardsandreporterstolawmakersandjudges.Youmaywonderwhyweputsucheffortintoshowingthefacilities,andshiningaspotlightonwhatgoesonbehindthewallsofeachDepartmentfacility.Thesimpleansweris,Iamproudofyouandthehardworkthatstaffdoes.

Iamproudofalltheworkthatyouhavedoneto“improveitanddoit.”Wehavemanycuttingedgeprogramsandanexcellentstaffprotectingpublicsafetyandpavingtheroadtore-entry.WehavemanyreasonstobeproudandsoIenjoyshowingoffallyourhardwork.

"Aspeoplelearnwhatwedoonadailybasis,theywillhaveagreaterunderstandingoftheimportanceofourwork,leadingtoanexcitementforwhatishappeningintheIndianaDepartmentofCorrection."Theseguestswillbeabletotakethatnewunderstandingandexcitementanduseittofurtheroureffortsinamultitudeofways,includingvolunteeringandrecruitingotherstodonatetheirtimeandresources,sharingstoriesofthehardworkbeingdonetoensurethepublic’ssafety,creatingandamendinglawstoenhancecorrectionalservices,andaskingquestionsthatmakeusallreflectonwhywedowhatwedothewaywedoit.

Already,wehaveseenmembersofCitizensAdvisoryBoardsgeneratecreativeideasatvariousfacilities.Wehaveimplementedseveralsuggestions,andhopetorealizeevenmoresuccessfromtheirideasinthefuture.

Inaddition,wehaveputforthgreatefforttostimulatepositivepress,bothlocallyandstatewide.Whileourswillalwaysbeacontroversialfieldandwillalwaysgarnernegativepress,wehaveseenanincreaseininterestinthepositiveaspectsoftheDepartment.Wehaveseenreportsonformer

Astheycontinuetodevelopthesepractices,wewillseepositiveresultsinouroffenderpopulation,and,hopefully,decliningrecidivism.

Iamalwayspleasedfortheopportunityto“showoff”thefineworkthatallofyoudoeachday.Whilehavingvisitorstouryourfacilitiesandofficessometimesrequiresstafftostepoutoftheirroutines,Ibelievetherewardsareworththeinterruption.

"As people learn what we do on a daily basis, they will have a greater understanding of the importance of our work, leading to an excitement for what is happening in the Indiana Department of Correction."

Muchhasbeendonetoimprovere-entryofoffendersbeingreleased

totheircommunitiesfromtheprisons.However,offendersinlong-termdisciplinarysegregationdidnothavetheopportunitytogothroughthosetypicalre-entryprograms.Rather,theywereoftenreleasedfrommaximumsecuritysegregationwithminimalpre-releaseintervention.Therewasnoincentiveforthemtochangethebehaviorsthathadresultedintheirlong-termdisciplinarysegregation.

The ACT Program (Actions – Consequences – Treatment)providesthatalternative.Itisalong-termprograminwhichoffendersgothroughfourphasesofincreasinginterventionsandcorrespondingincreasingrewards.WhileintheACTprogram,theirlong-termdisciplinary

segregationsanctionsaretemporarilysuspendedandheldinabeyance,andtheyareplacedonadministrativesegregationstatus.

Eachoftheinitialfourphaseslaststhreemonths.Inmateswhodonotshowprogressmayberetainedinaphase,orevendemoted.Uponsuccessfulcompletionofthefourthphase,the

inmateisreviewedforreturntogeneralpopulationinamaximumsecurityfacility.Ifhesuccessfullyre-integratesintogeneralpopulationthereoverthenextsixmonths,hisdisciplinarysegregationssanctionsarepermanentlysuspended.Hecanthenpartakeinthenormalre-entryprogramsavailabletoallgeneralpopulationoffenders.

Sincetheprogramstartedtenmonthsago,61long-termdisciplinarysegregationoffendershavebeeninvolvedintheprogram.Noonehasbeenenrolledforafullyearyet,sononehaveachievedPhaseV.Onlysevenhavedroppedoutoftheprogram.EnrollmentbyphaseasofSeptember30,2007is:

“Thesecertificaterecipientswillhaveagreaterchanceoffindingemploymentafterreleaseandinspireotheroffenderstoworkhardontheinsidetosucceedontheoutside,”hecontinued.

TheoffenderscompletedtheirOn-the-JobTrainingandrequiredclassworkwhileworkinginthePENProductsIndustriesplant.TheyearnedtheirApprenticeshipsinthefollowingjobtitles:IndustrialEngineeringTechnologist,MachineOperator,NumericalToolProgrammer,Patternmaker,ChemicalOperatorIIandIII,MaterialCoordinator,ElectromechanicalAssembler,Housekeeper,QualityControl–Inspection,AdministrativeAssistantandMaintenanceMechanic.

CorrectionarepartneringonceagaintoexpandtheexistingRead-to-MeLiteracyprogram.TheprogrambeganintheFallof2000.Sincethen,incarceratedparentshavehadanopportunitytosharethejoysofreadingwiththeirchildren.

Parents,regardlessoftheireducationallevels,becomethechildren'sfirstteachers.Theprogramhasfourprimaryobjectives:

• Tobreakthecycleofincarcerationandlowliteracy.

• Toeducateparentstobecometheirchildren’sfirstteacher.

• Toinstructparentsintheuseofchildren’sbookstoteachthechildrenintheirlives.

• Tomakepersonalconnectionswiththechildrenduringtheperiodofincarceration.

Currently,theIndianaStateLibraryprovideschildren’sbooks,cassettetapes,andpostageformailingthetapesandbooks.Grantfunds,publisherdonations,andgenerousdonationsfromtheVolunteersofAmerica,enabletheprogramtocontinue.

Thelibrarywelcomesdonationsofnewandgentlyusedbooks,orrecordingequipmenttoassistinthesuccessofthisprogram.Goalsforthecomingyear

Didyouknowthatinthemostrecentquarterlyreport

period,therateofconductreports(infractionsoffacilityrules)forPLUSparticipantswassignificantlylowerthantheconductreportsinthegeneralpopulationatthecorrespondingfacilities?Thistrendhasalsobeentrueinpreviousreportingperiods.

TheFaith-andCharacter-BasedAdvisoryBoardthatoverseestheIndianaPLUSprogramhelditsquarterlymeetingatWabashValleyCorrectionalFacilityonSeptember20,2007.TheBoardismadeupofcivicandfaith-basedleadersfromalloverthestate.

AfteratourofthePLUSunitinwhichmemberstalkedwithparticipantsabouttheirexperiencesandsawsomeofthecommunityserviceprojectstheparticipantsareinvolvedin,theboardmemberswereupdatedontheoverallprogressofthePLUSprogramstatewide.

Nowenteringitsthirdyear,over550personshavegraduatedfromthePLUSprogram.Ofthese,43havebeenreleasedbackintothecommunity.Noneofthe43hasbeenreturnedtoanyIndianaDepartmentofCorrectionfacility.

ThePLUSprogramiscurrentlyoperatingat16differentfacilities,12adultandfourjuvenile.Approximately1,200participantsarecurrentlyenrolled.

FutureexpansionplansforthisprogramincludeaunitatLogansportJuvenileCorrectionalFacility,a

maleunitatIndianapolisJuvenileCorrectionalFacility,aunitatNewCastleCorrectionalFacilityandtheintegrationofthePLUSmodelfacility-wideatPlainfieldRe-entryEducationFacility.

ThemostrecentadditiontothecurriculumofthePLUSprogramisthePreventionandRelationshipEnhancementProgram(PREP).PREPisaskills-basedmarriageeducationcurriculumthatprovidescoupleswithskillstoenhancetheirabilitytobuildasuccessfulandsatisfyingmaritalrelationship.

UnderagrantfromtheUSDepartmentofHealth&HumanServicesthetravel,mealsandlodgingexpensesofspouses/partnersareprovidedtoenablethemtoattendatwodaymarriageenrichmentseminarwiththeirincarceratedlovedones.Sincefamilysupportandstabilityisacrucialfactorinsuccessfulre-entryofoffendersbackintothecommunity,thisprogramisexpectedtobolsterrehabilitationefforts.

InJune2007,theIndianaDepartmentofCorrectionbeganaprocesscalled

theCaseManagementAnalysisProgram.(CMAP)TheCMAPmeasuresefficiencies,identifiesandcorrectsproblemsaswellaspromotesaclinicalculture.AbaselinesystemwasputinplaceinJune2007and,asofAugust2007,ourCaseManagementSystemhasincreasedover16percentfromthatbaseline,improvingthequalityofourRe-EntryAccountabilityPlansandProgressReports.

InJuly2007,theDepartmenthelditsfirstCaseManagementConferenceforIDOCstaff.TheconferencewasopenedbyCommissionerJ.DavidDonahuestating,“CaseManagementcanandwillreducerecidivism.”Therewerebreak-outsessionscoveringvarioussubjects,includingRe-EntryAccountabilityPlans,ProgressReports,CustodyRoleinCaseManagement,Interventions,andTimeManagement.

WehavetakentheSubstanceAbuseManagementSystemandplaceditdirectlyintotheAdultCaseManagementSystemtobetterthecapabilitiesoftheUnitTeams.ThismergehelpsUnitTeamstocollaborateeffortlesslyaswellasbeinconstantupdateofanyoffender'sSubstanceAbuseProgramstatus.ThisendeavorwillsavetheDepartmentcountlesshours.

populationofmentallyilloffenders,theIndianaStatePrisonhasdevelopedaChronicCareUnit(CCU).ThisimportantunitwithinnovativeprogramminghashelpedISPmeettheneedsandprovideproperhousingarrangementsforoffenderswithseriousmentalillnesses.TheCCUwasdevelopedincollaborationwithre-entry,custody,andmedicalstaff.Theunithasdistinguisheditselfbyprovidingtheabilitynotonlytotreatoffendersfortheirmentalillnesses,butalsopreparethemforre-entryintogeneralpopulationandthensociety.

TheIndianaStatePrison'sChronicCareUnit(CCU)isa40-bedunittoprovidespecializedtreatmentforseriouslymentalill(SMI)offenders.

Theoffendershousedonthisunitreceivedailymedicalandpsychologicaltreatmentontheunit.Mentalhealthstaffprovidesindividualandgrouptherapysessionsinadditiontointensivebehavioralmodificationprograms.

IndianaStatePrisonusesaninnovativeapproachtoprovidetheneededtherapyandprogrammingtoproducedesiredresults.OnesuchprogramisP.R.I.N.T.S.(ParticipantsReceivingInterventionsNecessaryToSucceed).Underthisprogram,

eachoffenderreceiveseducationabouthismentalillnessandhowtomanagehissymptoms.Hereceivesclosesupervisionwithstructuredactivitiesdesignedtofunctionintheprisonsetting.

AnotherinnovativeprogramisS.O.R.T.S.(Special-NeedsOffendersReintegrateTherapeuticSociety).Thisprogramistoprepareoffendersforreleasebackintogeneralpopulation.Thespecial-needsoffendershavebeenassignedmentorstohelpthemadjusttotheirmovestopopulation.TheCCUstaffmeetsweeklywiththeoffendersandtheirmentorstohelpwithanyproblemsthatmayoccur.

ThePrisonalsoutilizesitsfelineprograminthetreatmentprocessonCCU.Catsaretakentotheunitforinteractionwiththeoffenders.Thecatshaveacalmingeffectandplayanimportantroleintheemotionalandphysicalhealthofthemen.

Correction.Theformerprocessrequiredemployeestomanuallycontactvictimsandgenerateresponsesbasedoffthelocationoftheoffenderthroughthecorrectionssystem.

IndianaSAVIN,(StatewideAutomatedVictimInformationandNotification),afreeandanonymoustelephoneorinternetservice,providesvictimsofcrimetwoimportantfeatures:InformationandNotification.IndianaSAVINissupportedbyagrantawardedbytheBureauofJusticeAssistance.Currentlythereare15localjails,aswellasallDepartmentofCorrectionfacilities,participatinginSAVIN.Bytheendof2008,IndianaSAVINwillbestatewideatalllocaljails.

IndianaSAVINmonitorsthecustodystatusofoffendersinIndiana’scountyjailsandDepartmentofCorrectionfacilities.Itprovidesvictimsandotherconcernedcitizensaccesstoinformation24hoursaday,365daysayearbycallingourtoll-freenumber1-866-959-VINE(8463)orontheinternetatwww.vinelink.com.Italsoallowscrimevictimsorotherconcernedcitizenstheabilitytoregisterdirectlyfortelephoneand/ore-mailnotificationofrelease/transferinformationregardinganyoffender.

TherearenumerousbenefitstoIndianaSAVIN.Itassistsinprotectingandempoweringvictimsbykeepingtheminformedoftheircases.Italsoassistscriminaljusticeagenciesbyprovidingonedirectlinktothecustodyinformationofoffenders.

PendletonJuvenileCorrectionalFacilityhasdevelopeda

pilotprogramcalledtheFutureSoldierProgram.Thepurposeofthisunitistoidentifyoffendersfromourpopulationwhomeetmilitaryenlistmentcriteria,developandpreparethemaslegitimatemilitaryrecruitsandfinallyarrangefortheirre-entryplacementintooneofthemilitarybrancheswheneverpossible.

Theoffendersselectedforthisprogramwillhavevolunteeredfortheprogram,submittedanapplication,havereachedtheageof16,andcompletedaformalinterviewprocess.Participationinthisprograminnowayassuresacceptanceintothemilitary;however,wewillassistinthewaiverprocesswiththeoffendersifneeded.

Alongwiththegoalsforthisunit,therewillbealistofobjectivesthatwillalsohavetobemetinorderforunitmemberstocompleteasuccessfulprogram.Thislistofobjectivesisasfollows:

• Developgoodcitizenshipandpatriotism.

• Developself-reliance,leadership,andresponsivenesstoconstitutedauthority.

• Improvetheabilitytocommunicatewell;bothorallyandwritten.

• Developanappreciationoftheimportanceofphysicalfitness.

Offender to Defender

PendletonJuvenileCorrectionalFacilitywasgiventheopportunity

todevelop,implementandpilotthefirstganginterventionprogramforjuvenileoffenders.TheprogramiscalledG.R.O.W.(GangRealitiesinOurWorld)anditfocusesonganginterventionandpersonalgrowth.

ThisnewprogramcurriculumwasinspiredbythebookGangbustersbyLonnieJackson,alongwiththepracticalexperienceandknowledgeofthestaffworkingwiththeseoffenders.Theoverwhelmingnumberofincarceratedyouthwhoareidentifiedasgangmembersnecessitatedthisdevelopmentinjuvenilefacilities.

ThegroupisconductedbytheSecurityThreatGroupCoordinatorandacounselor.Studentsparticipateingroupdiscussions;roleplayactivities;sessionsthathaveamovies,musicandothermedia;andmeetingswithspecialspeakers.Offendersalsohavehomeworkassignmentsattheendofeachsession.Whentheoffenderscompletetheprogram,theyarere-classifiedbacktothegeneralpopulationtocompletetherestoftheirre-entryaccountabilityplansatthefacility.

Graduatesoftheprogramhaveafollow-upprocessgrouponceamonthinwhichtheoffendersgettogethertodiscussthetransitionbacktogeneralpopulationandanyproblemsinvolvinggangrelatedissuesthattheymaybeexperiencing.Re-entryinitiativesalsoplayanimportantpartofthisprogram.

JuvenileCorrectionalFacility.

Establishedtopromoteandmaintainapositivebehaviorforthejuvenileoffenders,theTOP(TerrificOpportunityProgram)identifies,monitorsandtracksallstudentsastheyprogressthroughtheirGrowthandTransitionphases.TOPoffendersmustmeetandmaintaineligibilityrequirementswhichareevaluatedmonthlybystaff.Rewardsincludepizzaparties;specialrecreationtimesinthegym,weightroomoroutside;weeklymovienightwithpopcornandpop;andotherfunevents.

OffendersarealsoawardedalastingbenefitofaCertificateofAccomplishmentissuedbeforetheirpeersjustpriortorelease.

AlthoughfacilitystaffareproudofalltheTOPparticipants,oneparticularstudent’saccomplishmentsstandout.UponhisarrivalatNEJCFinDecember2006,thisstudentwasopenlyhostileandaseriousmanagementconcern.Hemadefrequentaccusationsthatourprogramwastoohard,expressedangertowardeveryone,andhe“justdidn’tcare…”.

SinceMay2007,hehasbecomegoal-orientedandremainedfocusedonhisreleaseandtransitionintothecommunity.HisaccomplishmentshaveincludednotreceivinganydisciplinarypaperworksinceJuneandsuccessfullycompletinghisGED.

Oneofhisdailycomplaintswasnotgettingenoughhelpinschool.HehassinceassistedwiththeorganizationofGEDTutorprogramatthefacility.HeiscurrentlytutoringthreefellowstudentsinpreparationfortheirGEDtest.

Thisstudent'sgreatestrewardisthethrillofattaining“Release”levelforthestudent,thefacilityandthecommunity.

TheseinitialmodulesarejustthebeginningoftheE-LearninginitiativewithintheDepartmentofCorrection.NowthattheIn-ServiceTopicshavebeenfielded,additionalmodulesareintheprocessofdevelopment.E-Learningwillbringtoyourcomputerjob-specifictraining,leadershiptraining,andtrainingtoenhancepromotionalopportunitieswithintheDepartment.Somemoduleswillbemandatedforstaff;otherswillbetakenatthediscretionofstaffthemselves.Whilethisdeliverymethodoftrainingwillnotcompletelyreplaceinstructor-ledtraining,ComputerBasedTrainingispoisedtochangetheconceptsoftrainingwithinIDOCandmakedefinitiveandqualitytrainingavailabletomorestaffatalessercosttotheDepartment.ItissimplyanotherexampleoftheProgressioninCorrectionsbyStaffDevelopment&Training.

InMarch2007,theInternalAffairsDivisionlaunchedanewinitiativestaffedbytwofull-timeProgramCoordinators.OnecoordinatorisassignedtotheIndianaFUSIONCenterandthesecondworksoutoftheInternalAffairsDivision.Thesepositionswillfacilitatethesharingofintelligenceinformationgatheredfromthroughoutourcorrectionalfacilitiesanddisseminatethatinformationtotheappropriateoutsideagencies.TheFusionCenteremployee,officiallytitled“WatchOfficer,”andtheInternalAffairsemployee,officiallytitled“IntelligenceOfficer,”arechargedwithmanydutiesandarecrosstrainedtofacilitateasix-monthrotationbetweenthetwoassignments.TheIntelligenceOfficerisresponsibleforthecollection,examination,andappropriatedistributionofallinformationgatheredfromeachCorrectionalFacility.TheWatchOfficeroverseessystemanalystsintheFusionCenterinprocessingintelligenceinformationfromourfacilitiesandfromallotherjurisdictionsnationwide.

BeginninginOctober2007,theInternalAffairsDivisionlaunchedaFugitiveApprehensionUnit.ComprisedofInternalAffairsstaff,IndianaStatePolice,ParoleOfficers,andotheragencies,thisunitconcentratesonescapeesandparoleabsconders.Itwillidentify

informationspecifictothetargetsubjectandexpeditethetransferofthatinformationtotheappropriatelawenforcementagenciestofacilitatethefugitives’returntocustody.TheunithassomesignificantsuccessalreadywiththecaptureoffourescapeesbyOctober15,includingonethathadbeenontheloosesince1972.

Inaddition,theInternalAffairsDivisionlaunchedatrainingcourseattheCorrectionalTrainingInstituteon“BasicInternalAffairsInvestigations”.ThecertificationcoursewasopenedtoanyCorrectionalemployeewithaminimumoftwoyearscorrectionalexperience,withthefirstacademyinMarch2007.Anarrayofsubjectmatterexpertswerebroughtintoinstructoncrimesceneprocessing,crimescenephotography,interviewandinterrogation,andreportwriting.Thisprogramwassosuccessful,theInternalAffairsDivisionlaunchedasecondtrainingacademyinJuly2007,“AdvancedCrimeSceneProtocol”.TheIndianaStatePoliceprovidedsubjectmatterexperts,instructorsandtrainingmaterials.DOCInvestigatorsfromthroughouttheStateattendedthethree-daycourse.ManyoftheinitiativesInternalAffairshasundertakenfallunderthescopeofthe“CAT”Program(CriminalActivityTaskforce)whichwascreatedfortheprevention,detectionandprosecutingofcriminalactivitiescommittedbystaff,inmatesandthepublic.Theoverallgoalistoimprovesafety,securityandqualityoflifeinthecorrectionalinstitutionbyreducingcriminalactivity.

TheDivisionofEmergencyResponseOperationsandStaffDevelopmentandTrainingheldtheinauguralIndiana/

OhioCorrectionalEmergencyResponseConferenceattheCorrectionalTrainingInstitute.Theeventwasafive-dayventuretopromoteanenhancedworkingrelationshipbetweenbothstates’emergencyteams.Indiana’sEmergencyResponseOperationsCadreandOhio’sSpecialTacticsandResponseTeamDirectorscametogetherandstructuredtheeventtohighlightsharedbestpracticesincriticalincidents,programsandtacticstothe120attendees.EmergencyResponseisalsoinfullswingwiththe9mmGLOCK17transition;itisthemostwidelyusedandtrustedweaponbylawenforcementofficersintheirdailydutiesthroughouttheworld.BothOhioandIndianaDepartment’stransitiontothissemi-automaticweapondramaticallyincreasesthedailysafetyandsecurityofofficers.

Newinitiativesembracedthisyearincludethefollowing:reviewingsitesofalloftheParoleDistricts;reviewingsitesofallofthe“stand-alone”communitycorrectionscenters;coordinatingthedevelopmentofa“peerreview”processforproblemsolving;coordinatingthedevelopmentofa“bestpractices”instrumentforadultandjuvenilefacilities;coordinatingtheformationofastate-widejailstandardsreviewcommittee;revisingtheJailInspectionPolicy,inspectioninstrument,andthelistofrequiredjail-furnisheddocumentation;RevisingtheProgramReview/AuditPolicy;establishing“jailportfolios”foreverycounty;completingthe2006AnnualJailReport;collaboratingwithPENProductstoprovideIndianajailssamplesofproductswitheveryvisit;conductingACA-relatedtrainingforallfacilities’ACAmanagersandcollateralauditors;anddramaticallyincreasingthefollow-upofoffender-related/family-relatedissuesandcomplaintswithjails.

Overall,therehasbeenanemphasisoninsuringbasicsthroughourinternalaudits,specialtoolcontrolaudits,andfocusoninsuringthatday-to-daysanitationismaintainedatahighlevel.Inthepreceding12monthperiod,atotalofninefacilitieshavebeenaccreditedorrecommendedforaccreditationbyACA.TheOperationsDivisionhasworkedcloselywithotherdivisionswithinouragencytohelpimproveefficiencyandeffectivenessandtopromoteasafe,secureenvironmentthatprovidesopportunitiesfortheoffenderstobecomeproductivelawabidingcitizens.OverthenextseveralmonthswewillcontinuetoImproveItandDoIt.
