-) Evidence-based policymaking

Page 6: Progress towards the Lisbon Objectives in Education and Training Indicators and Benchmarks

3. 8 beleidsdomeinen (= policy domains)

5. Onderscheid in verzameling gegevens voor indicatoren

a. Bestaande data en definitie is duidelijkb. Bestaande data

Maar definitie moet verduidelijkt wordenc. Ontwikkelingswerk rond indicatoren in samenwerking met andere internationale organisaties

vb. - Civic skills (IEA)- Adult skills (OESO – PIAAC)- Professional development of teachers and

trainers (OESO – TALIS)d. Ontwikkelingswerk op basis van eigen EU surveys

vb. - European Indicator of Language Competence (EILC)

- Leren leren

Page 9: Progress towards the Lisbon Objectives in Education and Training Indicators and Benchmarks

6. Voorlopig geen data over 4 indicatoren - School management- Schools as multi-purpose local learning centres- Stratification of education and training systems- Returns to education and training

Eerst voorbereidend studiewerk door de EC over- Politieke relevantie- Beschikbaarheid en relevantie van de bestaande data op niveau lidstaten- Vergelijkbaarheid van de data nagaan

III. Prestaties van EU tegenover de benchmarks: mei 2003

1. Pro memorie: Te realiseren doelstellingen tegen 2010 - No more than 10% early school leavers (18-24)- Decrease of at least 20% in the percentage of low

achieving pupils in reading literacy (PISA level 1 or lower)

- At least 85% of 22 year olds should have completed upper secondary education

- Increase of at least 15% in the number of tertiary graduates in MST, with a simultaneous

decrease in the gender imbalance- 12.5% of the adult population should participate

in LLL (25-64)

Page 11: Progress towards the Lisbon Objectives in Education and Training Indicators and Benchmarks

2. Meten van “vooruitgang”

- MST : OK maar gender imbalance blijft

- Deelname LLL : achteruitgang in 2006

- Vroegtijdige schoolverlaters : verbetering maar te traag

- HSO diploma : vooruitgang maar onvoldoende

- Laagpresteerders : achteruitgang
